Ms. Davis stated that the applicant is requesting to remove and replace an existing 80-foot metal light pole used for illumination of an existing baseball field with a new 100-foot metal pole that will have telecommunication antennas mounted at the top (total height of 106 feet) and relocated athletic field lights remounted at the 80 feet level.
Staff finds that the applicant’s proposal is consistent with the comprehensive plan and, with the proposed mitigating conditions, is compatible with adjacent land uses. Staff recommendedapproval of SUP #2017-02, Metz Middle School Telecommunication Tower, as conditioned dated April 28, 2017.
Applicant, Tracy Themack with Donohue and Sterns, issued a handout of a proposal descriptionwhich concurred with staff’s recommendation. She added that Milestone performed a community outreach regarding the project and only received two emails in reference to technical questions about the structure.

Ms. Davis stated that due to the continued growth in student population, the City of Manassas School Board is requesting a special use permit condition amendment to extend the use of up to six modular classrooms at Weems Elementary School and up to four modular classrooms at Haydon Elementary School. These facilities will be used until 2023 to coincide with the completion of the Dean Elementary School replacement facility recommended in the adopted Capital Improvement Plan.
Staff recommended approval of SUP #2017-05, Weems Elementary School and SUP #2017-06, Haydon Elementary School, as conditioned dated April 28, 2017.

Applicant, Russ Helton, had nothing further to add to the staff report, but he addressed the concerns of the Commissioners. He stated that the school system’s long-range goal is to get away from using trailers. He expressed his appreciation to the Planning Commission for supporting the School Board when the trailers are needed.
Citizens’ Comments Frances Brier, 9609 Garden Street, spoke in favor of the project.
Ms. Wilson motioned to close the public hearing for SUP #2017-05 and SUP #2017-06. Ms. Trautwein seconded the motion.

Monthly Updates – Pending Land Use Cases
Mr. Arcieri informed the Commission of the approved and pending land use cases. He also informed them that the July Planning Commission meeting will be cancelled unless required for a public hearing for the proposed fire station.
Vice Chairman Wood informed the Commission that his term expires in June, and he is moving to Richmond in August.

Attached is a subdivision plat for a portion of the Manassas Gateway commercial property for review and approval. This plat will create a separate parcel (Parcel 1-A on attached subdivision plat) for the proposed brewery building and associated parking. Pursuant to Section 106-5(5) of the City subdivision ordinance, this plat requires Planning Commission and City Council approval.
The attached subdivision plat meets all requirements of the City subdivision ordinance, zoning ordinance, and Design and Construction Standards Manual. Pursuant to the state code, absent specific deficiencies in these requirements, the plat shall be approved.
