In a joint press conference with the Minister for Planning Matthew Guy, plans were announced formalising the East Werribee Employment Precinct as an emerging national employment cluster.

The launch coincided with a string of announcements including the Coalition Government’s forty year planning and transport blueprint for Melbourne called Plan Melbourne, and an independent implementation body called the Metropolitan Planning Authority (MPA), formerly the Growth Areas Authority (GAA).

East Werribee Employment Precinct is one of six National Employment Clusters outlined in the new blueprint, providing major job centres around the city. Measuring 775 hectares, East Werribee will be the largest commercial precinct on government land in Victoria’s history.

Known by locals as the State Research Farm, East Werribee provides land supply for commercial, public and residential investment. 356 hectares of land has been allocated for employment with a target of 58,300 local jobs in a range of sectors set for the precinct.

Home to significant medical, educational and research organisations, plans for the East Werribee Employment Precinct include a new town centre, commercial, health and learning, enterprise and business precincts as well as higher density housing to create a mixed-use city. A 60 hectare network of lakes will provide attractive places to work and live.

The highly anticipated Precinct Structure Plan for the East Werribee Employment Precinct was launched by Victorian Premier Dennis Napthine on 7 October 2013 at the University of Melbourne Veterinary School in Werribee.

$72.6 million has been allocated by the State Government for up-front infrastructure investment in:

• a $40 million full diamond freeway interchange at Sneydes Road

• a $16.9 million upgrade to Sneydes Road including signalisation at the Sneydes Road-Princes Highway intersection

• $9.6 million to realign the Hoppers Lane-Princes Highway intersection, and

• $6.1 million for environmental and planning assessments.

Wyndham Leisure & Events Centre The Wyndham Leisure & Events Centre is undergoing a $45 million redevelopment. Werribee River Trail Rail Underpass For more information on the recently completed Werribee River Trail Rail Underpass refer to page 4.

Gateway Wyndham City is planning to take the Council owned Werribee City Centre Gateway site to the market in the 2013-2014 financial year. Expressions of Interest will be sought to transform the highly prominent car park site located at the intersection of Synnot Street and Duncans Road into a landmark development featuring shops, offices and multi-storey car parking.

Wyndham ParkMasterplanning for the redevelopment of Wyndham Park as the centrepiece of the Werribee City Centre is underway. $11.5 million has been allocated to establish Wyndham Park as a major attraction and centre for recreational and cultural activity. Community consultation will be undertaken in the near future.

Werribee Sports & Fitness Centre The Werribee Sports & Fitness Centre will be undergoing a $45 million redevelopment commencing in 2014 that will make it the largest indoor sports and fitness centre in Melbourne’s west. Amendments C150 & C151 – Werribee City CentreWyndham City recently adopted Part 1 of Amendment C150 and has requested the Victorian Minister for Planning to incorporate the Amendment into the Wyndham Planning Scheme. If approved, this will see land within the Werribee City Centre ‘Activity Centre Boundary’ excluding the Eastern Expansion Precinct (EEP), rezoned to Activity Centre Zone, permitting multi-storey mixed-use development.Amendment C151, which addresses car parking in the Werribee City Centre, has been referred to Planning Panels Victoria for independent review to resolve one unresolved submission.Copies of the revised Amendment documents are available online at: wyndham.vic.gov.au/werribee

Werribee Mercy Hospital’s Rehabilitation and Geriatric Medicine Facility Construction of a new $28 million Rehabilitation and Geriatric Medicine Service at Werribee Mercy Hospital is underway. This service will comprise 30 specialist subacute beds, a gymnasium and a two storey community rehabilitation centre. Construction is due for completion late 2013.

Werribee Mercy Hospital’s Mental Health Facility A new $34 million 54 bed Mental Health Facility is under construction at Werribee Mercy Hospital. The new unit will comprise 50 adult inpatient mental health beds, including 10 high dependency unit beds plus an additional four psychiatric assessment and planning unit beds. Completion is scheduled for late 2016.

Victoria University’s Inter-Professional Health ClinicConstruction recently commenced on a $14.8 million Inter-Professional Health Clinic at Victoria University’s Werribee Campus. This ground-breaking development is covered in detail on page 4.

Amendment C179 – East Werribee The East Werribee Employment Precinct Structure Plan (Amendment C179) was exhibited for public comment in early 2013. Since exhibition the GAA has addressed submissions and made refinements to the Future Urban Structure. Refer to page 2 for more detail.

Major Road FundingThe Victorian State Government has committed $72.6 million towards key transport infrastructure works for the East Werribee Employment Precinct. These major works signal the Victorian State Government’s commitment to the development of East Werribee with construction scheduled to commence in 2014. For more information refer to page 2.

Construction recently commenced on a $14.8 million Inter-Professional Health Clinic at Victoria University’s Werribee Campus. The Clinic will be the first of its kind in Australia and enable student health professionals from ten allied health disciplines to work collaboratively to deliver seamless client care.

The state-of-the-art teaching and training facility will feature Inter-Professional (IP) pods where a team of students from diverse disciplines work together to provide integrated care under the supervision of qualified health practitioners. This will enable students to learn from each other while improving the quality of patient care.

Wyndham’s new Health Clinic will integrate nursing, midwifery, paramedics, psychology, dietetics, dermal therapy, sports and active living, osteopathy, nutritional therapy and social work.

As the latest addition to Werribee’s rapidly growing medical precinct, the Clinic will work collaboratively with the Werribee Mercy Hospital and University of Notre Dame Medical Clinical School.

This ground-breaking project was made possible by Commonwealth Structural Adjustment Funding (SAF) and Education Investment Funding (EIF) awarded to Victoria University. Designed by architects Woods Bagot, the Clinic is due for completion in 2014.

The shared trails that run along the Werribee River have now been connected by the new Werribee River Trail Rail Underpass. Previously these trails were cut in the middle by the Melbourne-Geelong railway line. The recent completion of the Underpass adds the ‘missing link’ to the Werribee River trail network.

The Werribee River Trail network is now one of Mel-bourne’s great trails. It is now possible to travel along the shared path from Presidents Park in the north of Wyndham, into the Werribee City Centre, on to the Princes Freeway in the south, and then continue along the connecting Federation Trail all the way to central Melbourne.

Travelling along the new Underpass, which takes you out over the water, is a wonderful experience in its own right and a great addition to the Werribee City Centre. Together with the new Wyndham Park Pedestrian Bridge and the Werribee Bicentennial Bridge, there are now a variety of scenic riverside routes into the heart of the Werribee. Victoria University (VU) anchors tertiary education in Melbourne’s west and offers higher education and TAFE learning pathways. VU’s Werribee Campus includes major innovative research centres for water, food and fire safety. We spoke with Karen Martin, Stakeholder Engagement Officer at Victoria University, about VU’s new Inter-Professional Health Clinic, and how stakeholder engagement is addressing current and future community needs.

Can you tell us about your role at Victoria University?My role at Victoria University is to develop a Stake holder Management Strategy and Communications Plan to implement the Inter-Professional Education Program. I have been meeting with local Council, organisations, Health Agencies and community networks in Wyndham and experiencing a wonderful introduction to the collaborative and generous spirit of the health industry and community development sectors in the area.

Can you tell us how inter-professional health care works? The core principal of inter-professional health care is that the client is the centre of focus.

The client meets with the lead member of an inter-professional team who then collaborates with the team to determine a tailored plan of treatment to meet the whole needs of the client.

Can you tell us more about VU’s inter-professional health clinic?The Clinic is designed around Inter-Professional (IP) pods including a client assessment room and IP health team room. The IP pods allow the student team, on one side of the pod, to watch and review the lead member with the client on the other side of the pod via AV Technology. In this way, the client gets the value of having many specific members of the team providing specialist advice, without being overwhelmed by a whole team of professionals.

How has the stakeholder engagement process contributed to the development of the clinic?Our stakeholder engagement has involved identifying and meeting potential partners to find out the social and environmental issues that matter most to them. By opening up communication between Victoria University, Wyndham’s Health Service providers and Community agencies and networks, we can identify the gaps and ways in which the Clinic can best contribute to the health sector and local community.

What will the clinic provide to the local community?The ultimate goal of the Clinic is to improve patient outcomes through providing the healthcare workforce with better-educated and work-ready graduates.

What future opportunities does Victoria University see in Werribee?Victoria University is excited to be a member of the community in the fastest growing region in Australia. Our Strategic Plan includes long term planning to ensure VU’s continued presence in the East Werribee Employment Precinct. The Werribee campus including the pioneering work of the Clinic is an exciting hub for future development, focusing on areas such as health, water management, energy, food, sustainable living and building design.
