HE Licence Overview
• Overriding purpose: enables the making of multiple copies for the purposes of teaching and learning within HEIs.
• Each HEI is licensed – and pays – separately
• Licence is negotiated centrally with Universities UK / GuildHE
• Current licence term is 1 August 2016 – 31 July 2019

Whichever is the greater.
HE Licence – how much may be copied?
HEIs may copy up to the following amounts for each course.
• Copying in connection with a particular course/module
• Who can make copies
• Storage of Digital Copies – for the duration of a student’s degree programme
• Copyright notice / coversheet
• Reporting and management of Digital Copies (NB Digital Content Store and third-party platforms)
• Royalties data collection (Paper Copies)
• Audit programme

• Central licence with Department of Health covers all NHS
organisations and staff
• Current licence since April 2015:
o Includes annual allocation of copyright fee paid articles
from the British Library
o Allows sharing of copies with non-NHS staff under certain
conditions
CLA NHS Licence Overview
• Books, journals, magazines – almost all published works
• Print and digital including many websites
• Use Check Permissions to identify whether a work is covered
What can be copied under the licence?
• Everyone in the NHS
• Plus staff of other organisations working on specific
projects with the NHS (as long as these organisations also
have a CLA licence)
• This may include universities, charities, hospices, local
authority social care, professional associations, etc
Who can make and receive copies?
• Up to two articles from a single issue of a journal
• Several articles if on the same theme
• One chapter from a book
• Or 5% of a work whichever is the greater
• Multiple copies and copies of copies
• No copyright declaration needed
How much can be copied under the licence?
• All sorts of everyday copying, storage and reuse
• Photocopying, scanning, digital reuse
• Intranet or secure network (but creating a centralised
searchable database is not permitted)
• Paper copies for patients and carers
What sort of copying is allowed under the licence?
• Collaboration arrangement NHS staff working on projects
with staff of non-NHS organisations may share copies,
provided the non-NHS organisation also holds a CLA Licence
(e.g. an HEI, charity, voluntary/community organisation,
professional association or research association) – NB

• Licence Plus CFP CLA works in partnership with the British
Library to ensure that as much as possible can be copied and
shared under the NHS Licence:

• Licence Plus CFP CLA works in partnership with the British Library to
ensure that as much as possible can be copied and shared under the NHS
Licence:
- Annual allocation of copyright fee paid copies (CFPs) with no extra
charge.
- CFPs without Digital Rights Management (DRM)
- Re-use under NHS Licence

• Licence permits sharing of copies for specific projects or
services with staff of Collaboration Partners
• A Collaboration Partner organisation must hold a CLA licence
• All UK HEIs and thousands of other UK private and public
sector organisations hold CLA licences
