Our biggest achievement this year has been raising the funds needed for a defibrillator - which is now installed outside the Pharmacy. A big thank you to everyone who donated to this cause. Special thanks to Mike Hutchison for his generous help and to Saline First Responders for all their support and guidance. We hope there is never a need to use it, but it may well save someone’s life. 

We were delighted to support the town’s annual Gala Day once again with our popular Dog Show and Cani-fit demonstration. (We plan to host a fun dog show this year at the Community Council’s ‘School’s Out’ fun day 29th June).  We held another fantastic ‘Light up Clackmannan’ Christmas celebration in November that brings the whole community together. Special thanks to Greig White, Davy Sinclair and Kat Petrie for putting up, and taking down, the street lights; and to Jimmy Turnbull for erecting the tree. 

We are proud to be able to continue to produce our popular community newsletter in spring/summer & autumn/winter editions. We deliver these copies to every household and business in the area to make everyone aware of what is happening in our community. It is a big task and I want to thank all the volunteers who turn out to do this and the local businesses who make the production of the newsletter possible by advertising with us – thank you!  

I would also like to thank our small dedicated staff team – Lesley, our Community Development Officer, for her hard word and commitment. Her enthusiasm and drive to take the Trust forward are amazing.

This has once again been a very busy year for CDT as we work towards playing our part in fulfilling the Community Action Plan (2015 – 2020).

In my first year of being Chair of CDT I am delighted to share with you that we have started the process of making the Development Trust sustainable and less grant dependent for the future with a business plan for a social enterprise comprising an active travel tourist business in the area.

With that being said, I am delighted to be able to help support the Trust’s future by securing funding to develop a business plan and feasibility study with Community Enterprise. This will help to make the Trust more sustainable for the future to continue to support Clackmannan and the surrounding farms/villages. Please turn to page 18 to find out more.

Over the last 12 months I have been extremely proud to have been part of the partnership that began this year with Clackmannan Primary School, various local community groups and businesses as we strive to become a more ‘Caring and Connected’ Clackmannan. Turn to page 14 to find out more!

In addition to this, I continue to work to represent Clackmannan as part of the Longannet Initiative Strategic Partnership (LISP) to secure legacy funding from Scottish Power - following the premature closure of the power station in 2016 to get a fair deal for our communities.

I continue to host our bi-monthly Business Forum sessions to support our local traders.

It has been a pleasure to welcome Rosie to the Trust as our new Administrator this year. Rosie has been a tremendous support in the short time that she has been with us, to the volunteers and myself - it is lovely to have some company in the office now too!

We are currently in the process of recruiting for an Active Travel Co-ordinator following a recent funding award from Paths for All, and hope our small team will be expanding in the very near future.

Finally, I would like to extend a special thanks to all our wonderful members/volunteers and to our Board of Trustees - who are so supportive and committed to the development of the Trust and the town.

Mission StatementClackmannan Development Trust is an innovative and visionary organisation, working to support the development and regeneration of Clackmannan and its neighbouring villages.

To achieve this, we endeavour to work with local residents, community groups, schools, businesses, local authority services and other partners to improve communication and partnership working on various community projects that will bring our community action plan to fruition and address the current needs of the community as they present themselves and strive to make the trust self-sustaining for the future so that it can continue to support the community for as long as required.

Achievements

CTSi Volunteer Awards We were delighted to have received two awards at the Annual Clackmannanshire Third Sector Interface (CTSi) Volunteer Awards Ceremony in June 2018 at Alloa Town Hall.

Community DefibrillatorIn spring 2018 following requests from local residents, we kicked off our ‘Defib 4 Clackmannan’ campaign. We received various donations through our Crowdfunder page, collection tins and fundraising events to reach our target of £2,000 required to buy a defibrillator for the town which is now located outside Clackmannan Pharmacy on the Main Street.

Special thanks to everyone who contributed to buying this vital piece of equipment and to Saline First Responders for all their assistance.

Active Travel Co-ordinator In February 2019, we were awarded £28,000 from Paths for All to fund an Active Travel Co-ordinator. Not only will this role provide further employment within the town, but it will provide much needed support with our development work - particularly around our community action plan by helping to improve our environment and transport options, reduce pollution and support people to lead fitter, healthier lives.

The post holder will work to help encourage local residents and businesses to choose active travel solutions, over unnecessary car journeys and will work closely to support our cycle and walk leaders with their programmes.

Doors Open Days There were two guided walks held as part of national Doors Open Days on Sunday, 30th September 2018. 

The morning walk was to the Tower and Churchyard, and in the afternoon the walk was around the Town. Several people enjoyed the morning walk so much they stayed for the second. 

In the Town Hall the Clackmannanshire Field Studies Society put on displays about the water supply improvements paid for by the Earl of Zetland following cholera outbreaks in the town, and on the local distilleries which have national significance. The Tower and Parish Church were also open giving visitors plenty to see.

Heritage

The heritage group were delighted to have been awarded £1,500 by Paths for All this year, to improve signage at the start of the track to Clackmannan Tower and way markers to indicate the four walks.

The grant also covers the cost of grading the walks using the Paths for All system as well as re-designing and printing the Clackmannan Heritage Walks leaflet.

In the Town Hall the Clackmannanshire Field Studies Society put on displays about the water supply improvements paid

for by the Earl of Zetland following cholera outbreaks in the town.

Heritage Talks & Walks January 2019 local historian’s Susan Mills and Andrew Skelton gave a talk on Paton’s Mill in Clackmannan. This was a well attended and the members of the audience were able to identify everyone in the old photographs. Presentations of portable radios seemed to be the regular way of celebrating events and achievements. Many people requested a talk on Paton’s Mill in Alloa and we hope this can be arranged in the near future.  We were very lucky with the weather for the Snowdrop Walk on 23rd February 2019 as the heavens opened just after we returned. The woods were carpeted with snowdrops and some locals confessed that they did not know these walks existed. 

A repeat of the Bluebell Walk has been arranged for the evening of Friday, 3rd May 2019. It will use the newly improved paths through the Back Woods along the Black Devon.  

In June 2018, the heritage group attended a Shared Experience event with Clackmannan Primary School, P5 class, about coal and mining in Clackmannan. 

Duncan Brember gave a fascinating talk about mining and showed some archive films. 

The children enjoyed dressing up in overalls and boots, handling lumps of coal and carrying miners’ lamps. They were amazed by stories of the young children who worked in the pits and the conditions of everyday life at that time.  

“Shared outside toilet?! No way!!!” 

More Shared Experience events are planned, with the pupils currently researching the history of the former Primary School.

Clackmannan Tower The group were treated to special tour inside Clackmannan Tower by Historic Environment Scotland architect David Borthwick, on 22nd June 2018 following the completion of the recent renovation work - which now has proper lighting, barriers to prevent falls and is safe to enter without a hard hat!

A further meeting was held with Historic Environment Scotland on 26th April 2019 to talk about key-holding. We are now inviting locals to join the group to help open the Tower on a regular basis. We hope that our first “community” Tower Tour will coincide with the Fun Day being planned by the Community Council for 29th June 2019.

Although Clackmannan is situated less than two miles from Alloa, it suffers from degrees of transport poverty. In recent years the bus service has been halved by its original provision, and with more public services being located in Alloa and Stirling, this can prove an expensive and time consuming challenge for those without access to car.

The Development Trust continue to work alongside our local authority and bus providers partners to represent the interests of Clackmannan residents on these matters but in this financial climate it is proving challenging.

However, we do realise that we are rich in cycle routes in Clackmannanshire – with many of the paths off-road. It is a great way to reduce pollution, putting fewer cars on the road and helps to encourage people to be active and make the most of the local scenery.

Transport

Cycle Leader VolunteersIn September 2018, a group of local volunteers came together and undertook Cycling Scotland’s training to become qualified cycle leaders and lead group rides.

‘Back on the Saddle’ programmeIn early 2019, our cycle leaders developed a cycling programme from April – October offering:• Return to cycling training• Monthly group rides• Maintenance and leadership training

Active Travel Co-ordinator To support our cycle leaders, the Trust was awarded Smarter Choices, Smarter Places funding from Paths for All in March 2019, to enable us to fund an Active Travel Co-ordinator to work with local residents and businesses to influence behaviour change to encourage more people to seek active travel for short journeys.

The role will involve supporting our cycle volunteers and walkers, carrying out engagement events and conducting research. We hope to have appointed the successful candidate by the time this report goes to print.

‘33% of Clackmannan residents would cycle more if they had access to a bike’

Bike Hire We hope to secure further funding this year to enable us to buy and store a small fleet of bikes which local people will be able to hire or borrow and hopefully this will encourage them to take part in our monthly led cycle rides.

‘Slow Down in our Town’The Trust worked with Clackmannan Primary School’s Pupil Council committee in Summer 2018 to design banner and poster – which were displayed at Devonway and Kennet to make drivers more aware of their speed when driving through the town – especially during the school summer holidays.

Environment

The Butterfly Garden has grown beautifully over the last year since its original state of derelict land thanks to our team of green fingered volunteers.

To complement the countless hours of manual labour and planning that has gone into the garden, there had been a tremendous amount of fundraising to enable the development to take place…

Local artist and volunteer gardener Galyna Lee painted the Butterfly Garden name board. 

The group have developed a partnership with Clackmannan Primary School’s ‘Garden Gang’ who visit on Thursday afternoons during the summer. They have great plans for the “Children’s’ Corner” which is now expanding! Hop-scotch paving, musical pipes and dinosaur/unicorn themed displays are being supervised by Kathryn and Eleanor. Thanks to Jenni Bone for donating a sand table and to William and John for building terraced beds around the holly tree. 

We are investigating recycling an unwanted greenhouse with the intention of growing bedding plants for the Community Council floral displays and over-wintering other plants and vegetables. A hut and bug hotel have also been created from recycled material. 

In July 2018, we held an Open Day to show progress. This summer the garden is open to the public every week day and they can meet, or even help, volunteer gardeners every Thursday afternoon. 

We recently hosted a group from the local MP’s Alloa and Crieff offices and they did a splendid job clearing the weeds.  

As noted not everything involves “gardening”. Other skills come in useful so we welcome everyone.

Dog Poo DetectivesIn 2016, CDT were awarded funding from Coalfields Regeneration Trust to tackle this issue and set up the ‘Dog Poo Detectives’ with Clackmannan Primary School. The initiative helped to reduce dog fouling significantly in the town.

However, a couple of years on the impact appears to have worn off and the problem has arisen again.

Clackmannan Amateur Football Club had to clear 30 dog poos from the pitch ahead of one of their matches.

So in spring 2019, we have re-commissioned the detectives to come back and carry out their monitoring duties in the town.

Caring & Connected Clackmannan This initial partnership was set up in spring 2018, with representatives of Clackmannan Parish Church, Clackmannan Primary School and Clackmannan Health Centre. The aim of the group was working to create a more dementia friendly community with the support of a Dementia Friendly Development Officer to reduce isolation and promote awareness and more inclusive community activities.

In early 2019, we expanded our group further and welcomed input from our community police officers, local businesses, community groups, tenants’ and residents’ federation and social services.

The group have since submitted a funding bid for £5,000 to help continue the delivery of these activities for another year.

Services & Facilities

‘Thank You for the Music’ Sing-along We initially set up our monthly sing along session in May 2018. The idea is based on the ‘Playlist for Life’ singing favourite songs and talking about the memories we have attached to them and sharing experiences, laughs and making new friends. Participants range is age from 8 – 88 years. The sing-along sessions are free and take place on the last Friday of the month in the Town Hall.

‘Sweeten Your Community with a Story’ In November 2018, following a suggestion from the Primary School we extended the provision by creating our reading group ‘Sweeten your Community with a Story’ by pairing P2 children with an older adult to get one-2-one reading support while enjoying a hot chocolate. The session take place middle Friday of the month.

‘There has been a 57% increase in the number of people diagnosed with Dementia in the UK from 2010 to 2015’

Supporting Community Services & facilities We continue to support our local community groups such as the Puddleduck toddlers group by designing a poster and paying for an advert in the recent newsletter to help promote their service. We have also designed a poster for the Pretoria Snooker Club to attract more members.

We have assisted community groups such as Clackmannan Bowling Club with funding applications and met with Town Hall Trust to advise them on an action plan to help with their community hub project.

NewslettersFor the fifth year running, we continue to produce our bi-annual community newsletters (spring/summer & autumn/winter) which are delivered by our volunteers to every home & business in the Clackmannan, Kennet and Forestmill. We also have an electronic copy available on our website.

Community Engagement

As a membership organisation representing the town, community engagement is at the very heart of what we do.

We are pleased to report that our membership over the last year increased by 400% and we welcome the involvement from our younger residents to help shape our community too.

Business ForumThe Business Forum was establish in 2016, as a means to better integrate the business community with one another and with the community groups.

We continue to host the bi-monthly forum to give local businesses owners/managers a chance to get-together to discuss common issues and represent their opinions in town planning. We often have a guest speaker too.

Events Not only are events great fun, but they are a brilliant way to connect with people in the community.

The summer Dog Show and ‘Light up Clackmannan’ are two very popular calendar favourites that bring people together and are an opportunity to fundraise.

The events committee is a small team of volunteers who meet most Thursday mornings at 10am. If you would like to get involved please get in touch!

A few business owners met with Clacks Council Officer to welcome the news and plans of the demolition of the former print works.

Architect drawings show what will replace the former print works including 4 business units and 5 flats.

Aims of Clackmannan Business Community Forum:1. To improve lines of communication between local business and the Development Trust.2. To provide a networking opportunities for local businesses.3. To represent local businesses interests on town planning matters.4. To provide an opportunity to raise/tackle common issues that affect business and the wider community in Clackmannan to make Clackmannan a more attract place for business and employment.

To enable this to happen, the Trust are currently working towards developing a social enterprise, so that we can generate our own income to become more sustainable and less grant dependant for the future. To help us on our way, we were awarded £10,000 in March 2019 from Awards for All to commission the work of Community Enterprise, who will support us to devise a business plan and feasibility study.

This study and model will complement the themes of our community action by: promoting local facilities and services, improve transport and the environment and promote our local heritage as well as some of our other recognised communities needs such as: creating employment opportunities and enabling people to lead healthier lives.

Going Forward - Social Enterprise

We are committed to the Development Trust being here to support the people of Clackmannan for the years to come.

Vision: To develop a bunkhouse and activity centre that will provide practical accommodation for hill walkers, cyclists and excursion groups to stay in

Clackmannanshire. With bike hire facilities, training centre, pump track, cycle trails and a farm shop.

Our Community Development Officer is working alongside Kim McAllister of Community Enterprise for the next few months to carry out more consultation work and complete the business plan to take to investors.
