Dear Annie: I am a healthy, strong teenager

who goes to a great school. I have a roof over my head and food on the table, but there is one problem: I’m transgender, and my parents refuse to accept me. I came out to them about three years ago as gay, before I fully understood what was going on in my head. They told me how strongly they felt it was wrong and that they would not accept me. A year later, when I realized that what I was feeling was a desire to just be one of the guys, I knew I couldn’t tell them.

I started going by a new name at school, presenting myself as a male there and trying my best to hide it from them, but as all things do at this time in your life, it found its way to my parents. They confronted me about it and told me how upset they were, and ever since, they have been making sure I know that at home, I will never be a boy. Sometimes I have dreams in which they finally accept me, and when I wake up and realize I’ve been dreaming,

I start crying. This has worsened the depression I have struggled with for about half my life, and meeting with my therapist isn’t helping very much. I don’t know what to do.

Hannah Blackwell requested the use of the Exhibit building, 4-H build-ing and restrooms for a wedding to be held on June 22, 2018. This request was previously approved so no action was taken.

Cynthia Gill, Extension Educator, introduced the interns who will be working with the 4-H program this summer.

Next, the Board reviewed a Contract with the University of Nebraska Lincoln for a summer intern. The University of Nebraska Lincoln will hire a summer intern who will have the opportunity to teach and partner with a local after school program. The term of the Contract is 3 months and the cost to the County is $1,665.00. The Board had some concerns with the cost of the Contract. Cynthia Gill agreed to do further research and report

back to the Board. The matter was tabled until the June 4, 2018 meeting.

At 8:15 A.M., Chairman Johnson declared the pub-lic hearing open to review and consider approval of an application from Dennis Beyer, President of Beyer-Keil Wheatlands, for a 6.62 acre subdivision located in part of the East Half of Section 33, Township 15 North, Range 50 West of the 6th P.M., Cheyenne County, Nebraska, to be known as the Tri-Sides Rail. Colleen Terman, Planning and Zoning Administrator, was present. Ms. Terman informed the Board that all documents were in order. On April 30, 2018, the Planning and Zoning Commission met and approved the application and recommended it be forwarded to the County Commissioners for approv-al. A motion was made by Miller, seconded by Sanders to adopt Resolution 2018-15 approving the request for a subdivision as pre-sented. Roll Call: Aye: Johnson, Miller, Sanders. Nay: None. A complete copy of the Resolution as adopted is on file at the Office of the County Clerk.

At 8:20 A.M., Chairman Johnson declared the pub-lic hearing closed.

The Board next exam-ined an informal quote to complete the repairs on the shop building located at the Cheyenne County fairgrounds. The quote was submitted by Colling & Sons Roofing in the amount of $720.00. A motion was made by Miller, seconded by Sanders to approve the informal quote of Colling & Sons Roofing in the amount of $720.00. Roll Call: Aye: Miller, Sanders, Johnson. Nay: None.

The Board was notified that Jacob Noel, the cur-rent occupant of the care-taker residence at the fair-grounds, will be vacating the premises on June 3rd. There was a discussion as to whether or not a care-taker residence was need-ed. A motion was made by Sanders, seconded by Miller to declare the mobile home as surplus property and sell it at the upcoming County auction. Roll Call: Aye: Sanders, Johnson, Miller. Nay: None.

Matt Anderson, Wildlife Specialist, gave the annual report regarding the man-agement of damage or damage threats to agricul-tural interests caused by wild and feral mammals.

Mr. Anderson present-ed the Work/Financial Plan between Cheyenne County and United States Department of Agriculture Animal and Plant Health Inspection Service Wildlife Services (USDA/APHIS) for July 1, 2018 through June 30, 2019. A motion was made by Miller, seconded by Sanders to table the approval of the Contract to allow County Attorney Schaub time to review it and offer his recommen-dations. Roll Call: Aye: Johnson, Miller, Sanders. Nay: None.

Jeff Kelley, Executive Director of the Panhandle Area Development District (PADD), updated the Board on program activities.

Ed Sadler, City Manager addressed the Board regarding an Addendum to the Sidney Area Solid Waste Interlocal Agreement. No action was taken.

The quarterly jail inspection was postponed.

At 9:15 A.M., a motion was made by Sanders, sec-onded by Miller to recess

the Board of Commissioners and reconvene as the Board of Equalization. Roll Call: Aye: Miller, Sanders, Johnson. Nay: None.

Sybil Prosser, County Assessor, presented a list of overvalued and under-valued property. A motion was made by Miller, sec-onded by Sanders to approve the list of over-valued and undervalued property as presented by Assessor Prosser. Roll Call: Aye: Sanders, Johnson, Miller. Nay: None.

At 9:20 A.M., a motion was made by Miller, second-ed by Sanders to adjourn the Board of Equalization and reconvene as the Board of Commissioners. Roll Call: Aye: Johnson, Miller, Sanders. Nay: None.

Highway Superintendent Doug Hart updated the Board on road activities.

The Board considered approval of a proposed Agreement with the State of Nebraska Department of Roads regarding the Gurley East Defense Access Road Program. A motion was made by Miller, second-ed by Sanders to contin-ue with the road project without utilizing the State of Nebraska and direct Highway Superintendent Hart to begin the bidding process. Roll Call: Aye: Miller, Sanders, Johnson. Nay: None.

At 9:35 A.M., the meet-ing was recessed until 1:00 P.M.

The Commissioners meeting reconvened at 1:00 P.M., in the Commissioners meeting room with all members present. Also present were County Clerk Beth Fiegenschuh, County Attorney Paul Schaub and Visitors Committee mem-ber Judy Harris.

Beginning at 1:00 P.M.,

the Board interviewed Jennifer Blanke, Kevin Howard, Bev Arellano, Marva Ellwanger, Julie Bules and Mark Douse for the position of Tourism Director.

The Board then con-sidered the Ambulance Contract. Paul Hofmeister and Randy Meininger were present. After a discussion, the matter was tabled.

At 2:10 P.M., a motion was made by Miller, sec-onded by Sanders to go into executive session to discuss the position of Tourism Director. Roll Call: Aye: Sanders, Johnson, Miller. Nay: None. Present in executive session were County Attorney Schaub and Clerk Fiegenschuh.

At 2:30 P.M., a motion was made by Miller, sec-onded by Sanders to go out of executive session. Roll Call: Aye: Johnson, Miller, Sanders. Nay: None.

A motion was made by Miller, seconded by Sanders to schedule a special meeting of the Board of Commissioners for Tuesday, May 29, 2018 at 9:00 A.M. to interview candidates for the posi-tion of Tourism Director and to review and consid-er approval of a proposed Agreement for continuing the ambulance service.
