Clergy Wellness Commission [email protected] The mission and ministry of our Clergy Wellness Commission is to provide the best possible health care to all of our participants while being faithful stewards of the finances it takes to fund the program. We are funded through three resources: the premium billing receipts where the churches pay 80% of those premiums, the 20% our participants are responsible for with those premiums, and the designated apportionment item CFA and the Annual Conference approves. We also have a reserve fund to help us with higher than projected claims, unfunded apportionment receipts, and in those good claim years even with necessary premium increases to help the local church. Thanks to our conference staff of Brent, Clare and Helen; our consultant Jim Horobetz; Cigna; Methodist Healthcare; and the commission we work constantly to keep our program thriving, competitive, and faithful. This is not a business for us. It is a ministry of doing all we can to get you well, keep you well, and to take care of you when you are not well. For the past number of years we have been fortunate enough to have little or no increase in our premiums. This has been due to good claim years and a healthy reserve fund. It has been 11 years since we have had an increase in the double digits, which has been a true blessing. But we always live with the knowledge that a year can come along where all the key factors come together and call for a larger increase. This is one of those years. We broke a 16-year record of claims over $100,000. Without the security of our Stop Loss or Coinsurance our program would have been busted. Plus with the size of our group, the average age of our group, and how we have to budget a year ahead of ourselves we always walk a fine line. This year we need a 35% increase with premiums in order to be good stewards of our program. The good news is that due to our healthy reserves we are only asking for 20% from the churches and our participants. Our reserve fund can withstand the other 15%. We are also not asking for an increase with our apportionment item, which is four years in a row. We want to faithful with CFA in keeping our budget line item fixed. While 20% seems horrible to us (since we have not had an increase like this in years) we have to remember some important things. First of all, 20% increases are the norm or median in the insurance industry. The lay people reading this report know exactly what we mean when we say 20% is a normal increase. Secondly, we are blessed beyond measure with the extreme generosity of Methodist Healthcare who gives us the highest discount in the entire Southeastern Jurisdiction. Yes, the premiums will always fluctuate but the discount is there when we need the program the most. We are indebted to Methodist Healthcare who continues to promise to stand with us. Finally, we are fortunate to be able to offer free eye care insurance, low dental insurance rates, and a free Employee Assistance Program through Methodist Healthcare, which gives you up to 6 free sessions with a therapist/counselor/psychologist when you or your spouse/family need someone to talk to. Overall we feel that we have an insurance plan that offers you great care.

the first “thirty-one (31) days” of a “new appointment effective date”; the medical plan does not have an “Open Enrollment Period.” You must contact the Treasurer’s office to request an enrollment form. The enrollment form must be completed in full and returned within the first thirty-one days of eligibility.

Our Mandatory Generic Drug Policy became effective January 1, 2007. For both active and

retired the co-pay is 50% with a $100 family deductible. Our basic life insurance will provide a benefit of $40,000 for active members, subject to

standard age reductions. The benefit reduces to $26,000 at age 70 and to $20,000 at age 75. It will also provide $1000 for an active spouse or retired member. Additional benefits will be provided according to the policy. Also, life insurance benefits for eligible participants on disability/incapacity leave will be administered in accordance with the carrier’s plan provisions.

We encourage the participants in our group insurance program to take advantage of the

Vision benefits, Lifestyle Management and Disease Management Programs that are available to them as participants in the medical plan. Preventative care and disease management are important factors in improving health among clergy and their families.

Lifestyle change programs include a health coach to assist in meeting personal goals

around stress management, weight management, and quitting tobacco use. This telephonic program is easy to use and offers both motivation and accountability. Active participants on the conference health plan can access this program by calling 1-866-417-7848.

With the disease management programs, a participant on the conference insurance plan

can speak with a nurse to help in managing conditions such as asthma, back pain, diabetes, cardiac, depression, COPD, and weight. Typically, a Cigna nurse reaches out to active members who have a chronic disease.

In-Network Vision Benefits Include:

• One vision and eye health evaluation including but not limited to eye health examination, dilation, refraction, and prescription for glasses

• One pair of prescription plastic or glass lenses, all ranges of prescriptions (power and

prisms)

• Polycarbonate lenses for children under 18 years of age

• Oversize lenses

• Rose #1 and #2 solid tints

• 20% savings non-covered lens options

• Progressive lenses covered up to bifocal lens amount with 20% savings on the

difference

• One frame of choice covered up to retail plan allowance of $130; plus a 20% savings on amount exceeds frame allowance

• One pair of contact lenses or a single purchase of a supply of contact lenses in lieu of lenses and

frame benefit, (may not receive contact lenses and frames in same benefit year). Allowance applied towards cost of supplemental contact lens professional services (including the fitting and evaluation) and contact lens materials

• Coverage for Therapeutic contact lenses will be provided when visual acuity cannot be corrected to

20/70 in the better eye with eyeglasses and the fitting of the contact lenses would obtain this level of

visual acuity; and in certain cases of anisometropia, keratoconus, or aphakis; as determined and

documented by your Vision Provider. Contact lenses fitted for other therapeutic purposes or the

narrowing of visual fields due to high minus or plus correction will be covered in accordance with

the Elective contact lens benefit in compliance with the Schedule of Benefits.

Dental Insurance

The following are the current premiums; we will not have the 2016 rates until later this year.

•The dental plan coverage is offered only to members that are enrolled in the medical plan. The minimum period of enrollment is one year from the original date of enrollment. You must contact the Treasurer’s office to request an enrollment form. The enrollment form must be completed in full and returned within the first thirty-one days of eligibility.

• You are eligible to enroll in the dental program within the first “thirty-one (31) days” of a “new appointment or during the Open Enrollment” period held annually in December with a January 1st effective date. The effective date is always the first (1st) of a month and the cancellation date is always the last day of the month. The enrollment form must be completed and returned to the treasurer’s office by December 25.

• If you enrolled during an open enrollment period you are eligible to opt out December 1st following the year of enrollment otherwise it is one year from the original enrollment date. The written cancellation request must be submitted to the Treasurer’s office within thirty (30) days of cancellation.

• As the primary participant, you can elect the following types of coverage:

1. Single (DD1: member only)

2. Couple (DD2: member & spouse)

3. Family (DD3: member, spouse, & dependent children)

• Open Enrollment: December 1st officially starts the Delta Dental open enrollment period. Your completed enrollment form must be received in the Treasurer’s office no later than December 25th in order for you to be enrolled in the dental plan with a January 1st effective date.

The participant is responsible for submitting the premiums in full by the end of the quarter to

prevent cancellation.

REMINDER: NOTHING IS AUTOMATIC; each participant is responsible for reporting in

writing, any change in status immediately to the Conference Treasurer’s office.

Changes affecting coverage that should be reported include, but are not limited to,

births, deaths, marriages, divorces, and children who cease to qualify as participants.

The apportionment for 2016 is requested to be $1,578,699. Our fully detailed budget is

included in the CFA report.

General Description

The following constitutes the provisions of the Group Insurance program of the Memphis

Annual Conference of The United Methodist Church for July 1, 2015, through December

31, 2016.

1. That the Plan Booklet, revised July 1, 2015, to include changes and amendments to any

previous plan, will be policy unless amended by the Annual Conference.

2. That authority be given the Clergy Wellness Commission, as listed in the Annual

Conference Journal, to administer and amend the plan as deemed necessary between

sessions of the Annual Conference.

3. That a Third Party Administrator be retained as the administrator of the group health

benefits program for the period July 1, 2014, through December 31, 2016.

4. That the life insurance program be continued with Unum as the carrier for the Memphis

Annual Conference basic group life insurance program for the period July 1, 2014,

through December 31, 2016. Policy coverage will be $40,000 per active member. The

coverage becomes $1,000 at retirement. Life insurance benefits for eligible participants

on disability/incapacity leave will be administered in accordance with the carrier’s plan

provisions.

5. That the voluntary dental insurance program continues with Delta Dental Plans of TN.

6. That a second surgical opinion will remain voluntary.

7. That the budget for the Memphis Annual Conference Group Insurance Program,

including health and life insurance, be approved in the amount of $4,197,649.

8. That the Council on Finance and Administration provide an apportionment of $1,578,699

to pay 80% of the premiums for eligible retired clergy and their spouses, surviving

spouses, dependent children of deceased active clergy, district superintendents, the

CMT director, campus ministers, and conference staff; to pay 100% of the premiums for

disabled clergy and conference staff; and to pay for other Clergy Wellness Commission

program expenses. This apportionment is for the calendar year of 2016, subject to the

Council on Finance and Administration providing for necessary adjustments at the

policy’s anniversary date, and is to be a priority item. As of July 1, 2005, future certified

candidates attending seminary not appointed to local churches on a full-time basis will

provide their own insurance.

9. That the total amount billed to active members appointed to local churches, to

retirees and their spouses, and staff, based on current enrollment be $1,985,767.

10. That the participant’s premiums be remitted on a monthly or quarterly basis on the due

date, and that participants be the responsible agents for assuring that the premiums are

paid on time.

11. That the insurance premiums of active members appointed to local churches and retired

members and their spouses be billed to the various members.

12. That each participant be responsible for reporting in writing, any change in insurance

status immediately to the Conference Treasurer’s Office. Changes affecting coverage

that should be reported include, but are not limited to, births, deaths, marriages,

divorces, and children who cease to qualify as participants.

13. That any time a participant’s insurance premium is more than three (3) months in

arrears; the arrearage policy will be implemented. In the event of arrears, the Executive

Committee of the Clergy Wellness Commission will check the participant’s status,

investigate the situation, and upon the request of the participant’s district

superintendent, may make one quarter’s premium for those who have genuine need.

14. That in regard to new churches, relocated churches, merged churches, and/or mission

church startups, upon the recommendation of the district superintendent and the

substantiation of need, a start-up which meets equitable compensation guidelines may

be subsidized by the Memphis Conference Clergy Wellness Commission as follows:

a. The first year One hundred percent (100%)

b. The second year Seventy-five percent (75%)

c. The third year Fifty percent (50%)

d. The fourth year Twenty-five percent (25%)

e. Start-ups which have a part-time pastor appointed may be subsidized if

the three-fourths (3/4) time rule is met.

15. That the group members read their program booklet carefully. Further, they need to

check with their doctors before surgery or treatments to insure that all parties involved

are in-network prior to any appointment or procedure.

16. That pastors eligible to continue participating in the Memphis Conference Insurance

Program upon retirement will be billed the applicable and appropriate premium to

retain coverage.

17. Those persons not enrolled in Social Security/Medicare will be responsible for their

own primary medical coverage provider upon retirement.

18. Effective January 1, 2010, that the retirement policy of the Memphis Annual Conference

related to Group Insurance, be as follows:

a) In the case of full time clergy, service years would be those recognized by the

General Board of Pensions.

b) In the case of part time clergy (serving at least three-fourths time), only years served enrolled in the Memphis Annual Conference Group Insurance Program will be counted as service years for the purpose of group insurance.

c) In the case of transfers, service years would be those years recognized by the General Board of Pensions.

d) Coverage of the surviving enrolled spouse and/or dependents of an active or

retired minister will be paid by the Memphis Annual Conference at 80 percent. Remarriage of the surviving spouse will terminate coverage for the spouse.

e) Eligibility would require that the clergy member meet all of the following:

(1). Must be a member in good standing of the Memphis Conference of the United Methodist

Church as a provisional or full elder, provisional or full deacon, or local pastor.

(2). Must have served a minimum of ten full years under appointment in the Memphis

Conference and must have been enrolled in the group health plan for the last five full

consecutive years immediately prior to retirement.

(3). If retiring from an appointment in the Tennessee Conference, having retained Memphis

Conference membership, the provisions of Eligibility Rule #2 will have been met if (a)

the last five full consecutive years immediately prior to receiving a Tennessee

Conference appointment were served as an enrolled member of the Memphis

Conference health plan, (b) the clergy member had achieved a total of ten full years of

service in the Memphis Conference, and (c) the member must provide proof of

creditable coverage in the Tennessee Conference’s health plan during the full time of

appointment there.

(4). The spouse of a retiree shall be eligible to participate in the retiree’s coverage, if the

spouse meets the same group health plan enrollment criteria outlined above for the

clergy member.

a. Retired individuals having served forty (40) years from the date of admission to the Memphis Annual Conference, or as defined in item (A) above, will have insurance premiums paid at 80 percent (80%) by the Memphis Annual Conference.

b. If an individual retires prior to Medicare eligibility, and without forty (40) years of service as recognized by the General Board of Pensions, the retiree shall pay the insurance premium in full until Medicare eligible.

Memphis Conference of The United Methodist Church

Retirees’ Healthcare Funding Plan for 2016

Since 1950, the Memphis Conference has provided a health insurance plan that was available

to its active ministers and their families, conference & district lay employees and their

families, surviving clergy spouses and families. Coverage for our retirees has also been

provided; in recent years, this has been in the form of a Medicare wraparound policy.

Beginning in 1960, the retirees’ premiums were wholly subsidized by an apportioned amount

included in the conference budget. Retirees and surviving spouses became responsible

for paying 10% of their premium amount in 2004; 15% in 2005; 20% in 2006. The 20%

rate continues to the present time.

The conference continues to budget an amount sufficient to cover the 80% of wraparound

premiums due on behalf of our retirees. This is an ongoing commitment that is affected

by the typical elements of

(1) healthcare costs in general, (2) specific claims against the conference plan, and (3) ongoing

healthcare issues as addressed legislatively within the U. S.

Given these uncertainties and the flexibility we hold for this self-insured plan to adapt both

premiums and benefits to accommodate the needs of our retirees and surviving

spouses in ever-changing circumstances, we view the actuarial reports requested by

the General Conference through a very hazy atmosphere. In light of the numerous

uncertainties before us, it is our plan to continue monitoring these many matters that

impact our health insurance for both active and retired pastors, adapting those plans

as necessary, and responding to the benefits-related circumstances that are before us

at any given time.

Should any plan at any time become unsustainable, it will be terminated after all other options

are exhausted.

Arrearage Policy Effective January 1, 2009, it is the policy of the Memphis Conference Group Insurance

Program that a member’s insurance premium must be paid in full by the end of each

quarter to prevent suspension pending cancellation of coverage.

It is the policy of the Memphis Conference Group Insurance Program that any time a

member’s insurance premium is more than three months in arrears, the participants

shall be suspended from the group insurance program as soon as administratively

possible; that is, claims will not be paid during the period of suspension until suitable

payment arrangements have been made and a written agreement is in place to pay the

amount of arrearage in full. Once the arrearage payment is approved the quarterly

insurance premiums must remain current and will not be allowed to fall into arrears.

Your dental insurance is a voluntary benefit elected by the member in which it is the

member’s responsibility to submit the premiums in full. If your dental insurance is

cancelled due to nonpayment, you will receive a Form 1099 for the total amount of

unpaid dental insurance premiums. If an arrearage payment agreement is approved,

the quarterly dental insurance premiums must remain current and will not be allowed

to fall into arrears.

The insurance coverage will be cancelled as soon as administratively possible if the

arrearage payment agreement is not honored and/or the current quarterly premiums

payments do not remain current. You will receive a Form 1099 for the total amount of

unpaid insurance premiums.

It is our policy to cancel medical and dental insurance coverage for nonpayment of premiums

and/or receipt of written request from the participant prior to the effective date of

cancellation. The cancellation effective date must be the last day of the month. We do

not pro-rate premiums.

MEMPHIS CONFERENCE BOARD OF PENSIONS The Rev. J. Barry Henson – Chair, Memphis Conference Board of Pensions

Part A

I am deeply appreciative for the opportunity to have served as the Chair of the Memphis Conference Board of

Pensions, for the past two years, but will be resigning this year as I am transitioning to the retired relationship. I can assure you that your Board of Pensions works very hard to make certain that the faithful work of our clergy who have retired and those who continue to serve is not forgotten and that we continue to provide the very best pension benefits available to our clergy families.

The Board of Pensions has a reserve account with the General Board of Pension and Health Benefits (GBPHB)

and the Nashville Area Foundation. According to past Pension reports, these reserve accounts may only be used to fund pension requirements by the Board of Pensions of our Annual Conference, but we have appointed a Task Force to study the legal implications of the use of these funds along with establishing policies and procedures for the Conference Board of Pensions as well as reviewing investments, etc. We appreciate the efforts that our Conference Finance and Administration and our Bishop and Cabinet have made to continue to encourage all churches to pay their proportional apportionment items in full as defined in The Book of Discipline. However, we still have a number of churches which are not meeting this Disciplinary requirement, and this makes it difficult to protect our reserves and maintain our budget at or below previous years. While our budget will be part of the Conference Finance and Administration report, I am pleased to report that we are recommending a reduction in our request for the 2016 budget and we are doing so because our growth from our reserves significantly exceeded our expectations, thus allowing us to use more of the growth, while still increasing our reserves.

I am deeply indebted to those who serve on the Board of Pensions and especially to our Interim Conference

Treasurer, Brent Smith and our Assistant Treasurer Clare Wilson and the Treasurer’s office staff at the Tennessee Conference Jim Allen and Melinda Parker for their invaluable contributions of knowledge and counsel. The work of these staff with and for the Board of Pensions is indispensable and should be deeply appreciated by everyone in our Annual Conference.

We also recommend to the Annual Conference that we continue our current relationship with the Tennessee

Annual Conference in regard to managing our Pension Benefits. I assure you that we as your Board of Pensions will continue to do everything possible to provide the

support that you have come to expect from this Board as we work together to provide for the pension needs of our clergy. Scott Alford, Vice Chair of the Board of Pensions will assume the role of Chair at the end of this session and function in that role until the Board meets and can officially elect a new chair.

Part B Allowances to Retirees

With regard to allowances for the benefit of retired ministers, the Conference Board of Pensions

recommends the following: That ministers retired prior to opening session of a regular annual conference shall receive an allowance

at the rate of up to $75.00 per day effective June 3, 2012 for each day in attendance at the conference. Reimbursement shall be authorized by the Board of Pensions upon receipt of a voucher showing the actual expense incurred. This benefit shall be available also to surviving spouses, subject to the same conditions.

That upon retirement, full-time active ministers in regular appointment will receive a one-time

retirement stipend in the amount of $1,500 effective January 1, 2011. That upon retirement, part-time active ministers in regular appointment will receive a one-time

retirement stipend proportional to their appointment percentage at retirement in the amount of $1,125 (75%), $750 (50%), and $375 (25%) effective July 1, 2014.

Those full-time, active members in regular appointment may receive the retirement one-time stipend at

the time of taking disability leave in lieu of receiving it at the time of retirement.

Part C Incapacity Leave

In accordance with ¶357.1 of The 2016 Book of Discipline, the Conference Board of Pensions

recommends the following conference members to be approved for disability benefits: Harold Q. Evans, Sr. John Jeffery Irwin Patricia King Esther Gant (Medical Leave effective 03/01/2010, Ineligible for CPP benefits) • Only pastors granted Comprehensive Protection Plan (CPP) incapacity by the General Board of

Pension and Health Benefits qualify for Conference Board of Pension Incapacity Leave Benefits in the Memphis Conference.

Part D

Resolutions Relating to Rental/Housing Allowances for Retired, Disabled, or Former Clergypersons of The Memphis Conference

(Revision effective January 1, 2014)

The Memphis Conference (the “Conference”) adopts the following resolutions relating to rental/housing allowances for active, retired, terminated, or disabled clergypersons of the Conference:

WHEREAS, the religious denomination known as The United Methodist Church (the “Church”), of which

this Conference is a part, has in the past functioned and continues to function through ministers of the gospel (within the meaning of Internal Revenue Code section 107) who were or are duly ordained, commissioned, or licensed ministers of the Church (“Clergypersons”);

WHEREAS, the practice of the Church and of this Conference was and is to provide active Clergypersons

with a parsonage or a rental/housing allowance as part of their gross compensation; WHEREAS, pensions or other amounts paid to active, retired, terminated, and disabled Clergypersons are

considered to be deferred compensation and are paid to active, retired, terminated, and disabled Clergypersons in consideration of previous active service; and

WHEREAS, the Internal Revenue Service has recognized the Conference (or its predecessors) as an appropriate organization to designate a rental/housing allowance for Clergypersons who are or were members of this Conference and are eligible to receive such deferred compensation;

NOW, THEREFORE, BE IT RESOLVED: THAT an amount equal to 100% of the pension, severance, or disability payments received from plans

authorized under The Book of Discipline of The United Methodist Church (the “Discipline”), which includes all such payments from the General Board of Pension and Health Benefits (“GBOPHB”), during the period January 1, 2016 through December 31, 2016, by each active, retired, terminated, or disabled Clergyperson who is or was a member of the Conference, or its predecessors, be and hereby is designated as a rental/housing allowance for each such Clergyperson; and

THAT the pension, severance, or disability payments to which this rental/housing allowance designation

applies will be any pension, severance, or disability payments from plans, annuities, or funds authorized under the Discipline, including such payments from the GBOPHB and from a commercial annuity company that provides an annuity arising from benefits accrued under a GBOPHB plan, annuity, or fund authorized under the Discipline, that result from any service a Clergyperson rendered to this Conference or that an active, a retired, a terminated, or a disabled Clergyperson of this Conference rendered to any local church, annual conference of the Church, general agency of the Church, other institution of the Church, former denomination that is now a part of the Church, or any other employer that employed the Clergyperson to perform services related to the ministry of the Church, or its predecessors, and that elected to make contributions to, or accrue a benefit under, such a plan, annuity, or fund for such an active, a retired, a terminated, or a disabled Clergyperson’s pension, severance, or disability plan benefit as part of his or her gross compensation.

NOTE: The rental/housing allowance that may be excluded from a Clergyperson’s gross income in any

year for federal (and, in most cases, state) income tax purposes is limited under Internal Revenue Code section 107(2), and regulations thereunder, to the least of: (a) the amount of the rental/housing allowance designated by the Clergyperson’s employer or other appropriate body of the Church (such as this Conference in the foregoing resolutions) for such year; (b) the amount actually expended by the Clergyperson to rent or provide a home in such year; or (c) the fair rental value of the home, including furnishings and appurtenances (such as a garage), plus the cost of utilities in such year. Each clergyperson or former clergyperson is urged to consult with his or her own tax advisor to determine what deferred compensation is eligible to be claimed as a housing allowance exclusion.

Part E

Current Program/Budget Projection/Funding Request The Memphis Conference Board of Pensions budget request will be included in the Conference Finance

and Administration Report for 2016.

Part F Memphis Annual Conference Funding Plan

For Supplement One to the Ministerial Pension Plan The 2016 Past Service Rate (PSR) is $587. We expect our recent pattern of 2% annual PSR increases to

continue. As of January 1, 2016, assuming 2% annual PSR increases, the General Board of Pension and Health

Benefits’ actuarial valuation of the plan for the Memphis Conference shows more assets than benefit obligations. The funding plan is summarized below.

Part G CRSP (Clergy Retirement Security Program)

Participation for Deacons Effective January 1, 2007 most deacons were enrolled in the same plan as their other clergy colleagues.

Under CRSP, the annual conference becomes the plan sponsor for deacons appointed to a local church, charge, conference or entity for which the conference is responsible (EM1). The conference treasurer’s office will be responsible for submitting the pension plan contributions for these deacons to the General Board of Pensions and the local church, charge, conference or entity for which the conference is responsible (EM1) will be responsible for submitting these contributions to the conference treasurer’s office on a monthly basis.

Deacons and other Clergy in most extension ministries, however, will need their employers to

sponsor another plan in order to receive pension benefits.

Part H Pension Plan changed effective January 1, 2014

Clergy Retirement Security Plan (CRSP) Full Time clergy under Episcopal appointment within the bounds

of The Memphis Conference. United Methodist Personal Investment Plan (UMPIP) for Less Than Full Time clergy under Episcopal

appointment within the bounds of The Memphis Conference. Effective January 1, 2014, the Memphis Conference UMC has elected to cover only clergy serving full time

under CRSP (Clergy Retirement Security Program). The Memphis conference will contribute to the UMPIP (United Methodist Personal Investment Plan) on

behalf of clergy who are no longer covered under CRSP to lessen the impact on their retirement savings.

Clergy who are serving three-quarter, half-time or one-quarter time will receive a contribution in the

Commission on Equitable Compensation

The purpose of the Equitable Compensation Commission is to support full-time clergy serving as pastors in the charges of

the annual conference by: (a) recommending conference standards for pastoral support; (b) administering funds to be used in base compensation supplementation, and (c) providing counsel and advisory material on pastoral support to district superintendents and committees on pastor-parish relations; and (d) submitting an arrearage policy to be adopted by the annual conference. This purpose is consistent with the provisions of ¶625 of The Book of Discipline, 2012, as explicated in detail below.

1) Types of Equitable Compensation Support a) Minimum Salary Support

The Commission annually proposes to the Annual Conference a schedule of minimum salary for ministers in the various categories of Conference relationship. In approving this schedule, the Conference guarantees each of its itinerant ministers a certain minimum salary. Unless a minister voluntarily waives this right, s/he is entitled to an appointment where the salary, including increments, will be at least the minimum of his/her category. b) Minimum Salary Levels for 2016 (using the NEW cabinet total, per GCF&A standards)

c) Years of Service Program In order to provide further incentives for pastors receiving Equitable Compensation support, the Commission will provide

an increment for past years of full-time service within The United Methodist Church. (Years of service shall be the same as pension service credit. See pastoral records for approved years of service.) Beginning after 5 years of service, the pastor will receive $100 for each year of service; those having served 5 years will receive $500; 6 years $600; 7 years $700; and so on.

2) Eligibility for Equitable Compensation Program a) Only those appointed to a pastoral charge within the Memphis Annual Conference, and meeting the

requirements of The Discipline shall be eligible for salary support. b) A claimant must complete in full and submit proper application forms as required by the Commission. c) A claimant must live within the bounds of the pastoral charge to which he/she is appointed if no

parsonage is provided, or in the parsonage (if provided). Clergy couples shall be an exception. d) If a housing allowance is given in lieu of a parsonage, it should not be regarded as income. Twenty-five

percent of the basic Equitable Minimum for each charge without a parsonage will be allowed for housing. 3) How Applications are Submitted:

a) All applications shall be submitted on forms provided by the Commission, signed by the applicant and the District Superintendent.

b) Signed applications should be submitted to the chairperson of the Equitable Compensation Commission on or before the fifteenth day of December of each year or the fifteenth day of May for the conference year.

c) Applications shall not be taken at any other time unless approved by the Bishop, Cabinet, and the Chairperson of the Commission.

d) District Superintendents shall furnish the Commission with requested data for determining eligibility for equitable compensation support.

4) Payments to Claimants Each month, the

Treasurer of the Memphis Annual Conference shall make payments to the Charge/Church Treasurer, upon request from the Commission on Equitable Compensation.

At each session of the Annual Conference, financial statements shall be filed as follows: a) Basic Compensation Program payments (including bonuses) made to the various charges of the

Conference. b) Supplemental Salary Aid payments made to the various charges. c) Grants from the Emergency Fund (to be shown by districts). d) Administrative expenses of the Commission on Equitable Compensation.

6) Recommendations to the Memphis Annual Conference

Charges receiving support from the Equitable Compensation Commission are encouraged to take steps regularly toward becoming self-supporting and toward the increasing of the total level of support of their ministers. The following actions should encourage these steps: a) The District Superintendent will annually review each application for equitable compensation with the

appropriate Charge Conference. b) If after four consecutive years of receiving equitable compensation support, the church or charge shows

little or no interest in becoming self-supporting, it is recommended that the Cabinet look at the possibility of filling that appointment with a less than full-time person.

c) Exceptions to the phasing-out of support must be approved after careful annual review by the Bishop and Cabinet, and must involve clear missional reasons for maintaining the United Methodist witness in the parish of such a charge.

d) The Commission encourages each church or charge in setting their minister's salary to consider an annual cost of living increase, in addition to any appropriate merit increase.

e) It is expected that any church or charge that receives equitable compensation support shall pay their Connectional Ministerial Support apportionment in full.

f) The Commission encourages the Bishop and District Superintendents to be creative in the appointive process; however, it is recommended that no church or charge be allowed to become a station appointment unless that church or charge has the potential to become self-supporting within four years during which time Equitable Compensation will be decreased by one-fourth each year.

7) Emergency Fund.

This is administered by the Chairperson of the Commission, upon recommendation of the Bishop and the Cabinet, for the purpose of meeting emergency needs arising among the pastoral members of the Conference. The Secretary of the Cabinet is to notify the Chairperson of the Commission by letter to requisition funds.

8) Funding Program

Based on the projected program for 2016, we request funding from the Annual Conference in the amount of $100,000, reflecting no increase or decrease from the previous year.

COUNCIL ON FINANCE AND ADMINISTRATION POLICY RECOMMENDATIONS

FOR Fiscal Year 2016

I. The Council on Finance and Administration concurs with the Connectional Ministries Team regarding conference and general church special day observances. We also concur with the special day designated offerings.

II. We recommend that only under emergency conditions, as determined by the CFA in consultation with the

bishop and the cabinet, shall funds be borrowed from an outside lender for current expenses. The maximum such borrowing shall be $250,000 (two hundred fifty thousand dollars).

III. The CFA recommends that it be authorized to act on requests for funds in those situations in which

budgeted funds, as approved by the conference, are inadequate to meet emerging missional needs or unforeseen circumstances. Those requests which are approved shall be funded from the Conference Reserve Fund, and the amounts of the funding shall be reported to the conference (2012 Discipline p.612.7). Such inter-fund borrowing shall be reported to CFA monthly.

IV. We advise all agencies that the conference treasurer will be instructed to issue funds only up to the amount

of the projected income for each fund for the year, except for Group Insurance, which is designated as a priority item and is to be paid in full. Salary items shall be paid at full budgeted amounts, but the amounts remaining in the budgets after salaries are funded will be expended only up to the projected percentage of apportioned amounts that will be collected. Each group is responsible for proper allocation of its funds for the year, and no funds will be issued when the projected income ceiling has been reached, without prior approval of the Council on Finance and Administration.

V. We recommend approval of the Reserve Fund report of the Council on Finance and Administration. We

further recommend acceptance of the audit report from the conference's certified public accountant for 2014, and that the audit for 2015 be submitted no later than May 31, 2016.

VI.We recommend that all conference-authorized travel be reimbursed as follows: One passenger .21 per mile Two or more passengers .24 per mile Six or more in a van .30 per mile Conference Staff IRS rate

VIII. All who are requesting funds of the conference for 2017 are asked to have their requests, in writing, to the conference treasurer by March 1, 2016. We request full disclosure of the expenditures of the groups for 2015, and budget projections for the expenditures for 2017 funds.

IX. We request that each district, through its district superintendent, submit to the CFA by its fall meeting, a

copy of the budgets for those funds that are apportioned and administered within the bounds of the district. An audit of the funds handled during the year 2015 is requested by the fall 2016 meeting of the CFA. We recommend following, as far as applicable: the outline of the General Council on Finance & Administration’s Local Church Audit Form or, if performed by a certified public accountant, to the Standards of Review of the American Institute of Certified Public Accountants.

X. We would remind all conference entities of the provision in the 2012 Discipline, paragraph 614.5.a, which

disallows special conference-wide funds appeals without prior approval of the Annual Conference upon CFA's recommendation.

XI. All items added to the conference budget at the annual conference session will become a part of the year's

budget under consideration, and will not be taken from the Conference Reserve Fund. XII. The Director of the Conference Connectional Ministries Team and/or the Annual Conference Treasurer or

their assigns shall serve as an ex-officio member of all special study committees authorized by the annual conference session.

XIII. The Conference Treasurer shall execute the policies established by the Conference Council on Finance and

Administration, and in consultation with the Conference Investment Coordinating Committee, with regard to the investment of funds and the regulation of cash flow.

a. All funds shall be invested following the Guidelines of the General Council on Finance and . Administration wherever they may be relevant or applicable. b. The objectives for the investment of conference funds shall include: (1) The preservation of the principal value of the investment (2) The investment should provide a reasonable rate of return

(3) The investment should be invested, so far as is practical, with those agencies whose management policies are consistent with the Social Creed of the United Methodist Church.

c. The Treasurer shall report annually to the

Conference Council on Finance and Administration the location and amounts of invested funds, and the earnings gained.

XIV. Moving expenses for those hired or appointed as district superintendents, CMT staff members, campus

ministers, or CFA staff members will be paid by the conference. These payments will not include amounts for storage, packing materials or labor to pack.

a. Local churches may not reimburse a minister's professional expenses more than two months

ahead of the prorated budget amount at any given time. b. Expenses from January 1 to June 30 in any given year may not exceed 1/2 of the total annual

budget amount for reimbursable expenses.

BUDGET RECOMMENDATIONS

I. a. We recommend an apportionment not to exceed $1,578,699 for the Clergy Wellness Commission for

2016. We recommend that these funds be established as a priority item, and the conference treasurer be authorized to borrow whatever funds are necessary to pay the premiums during 2016.

II.We recommend that the 2016 salary of each district superintendent, the program ministries director, and the conference treasurer be $70,000 plus $10,000 for utility and household allowance. We recommend that travel expenses for these positions be reported monthly by voucher for reimbursement. In those instances where a parsonage is not provided, the superintendent’s housing allowance shall be 25% of (salary + utilities allowance); $20,000, using the above amounts.

III. We recommend that the bishop create a CFA task force to recommend: (a) a procedure for establishing

base compensation based on complexity of the expectations of each position and (b) a procedure for rewarding performance at a level beyond those expectations. The task force’s recommendations will become the means of budgeting compensation for ensuing years.

IV. We recommend that the budget as presented in the “CFA Recommendation” column on the budget

summary page of this document be approved, and that the fiscal year be designated as 1/1/2016 through 12/31/2016.

APPORTIONMENT RECOMMENDATIONS

I. We recommend that there be 22 apportioned funds, corresponding to the Arabic numbers appearing on the Budget Summary page.

II. We recommend that all designated budget items be apportioned to the local churches at 101% of the

approved amounts using a percentage computed from the 2014 statistics as follows: Grand Total expenditures for all purposes (column 60), less payments on indebtedness (column 58), buildings and improvements (column 59), and all amounts paid toward apportioned funds (column 35b). For those churches that paid their apportionments in full during 2014, an additional reduction for advance special gifts (columns 37, 38 and 39), and United Methodist charitable causes (column 43) will be made.

III. We remind all pastors that the 2012 Discipline (par. 340.2(c) (2) (f) requires that all finances of the local

church are to be reported to the conference.

OTHER RECOMMENDATIONS

I. We recommend that Bishop McAlilly create a task force that brings together representatives from pension, insurance, apportionments and related reserves for the purpose of examining the total financial picture, obligation and best practices in these critical areas.

II. We recommend that William L. Davis, Jr. (Larry) be named the Treasurer for the Memphis Conference of the United Methodist Church.
