WASTE MANAGEMENT STATEMENT COLES SCHOFIELDS SHOPPING CENTRE
1 THE SUBJECT SITE The subject site is comprised of two parcels of land as follows:
Lot 1 DP 26987 - Existing vacant land approximately 2.064 Ha
Pelican Road Reserve - Existing Road Reserve The site is currently bounded by Railway Terrace to the west and Pelican Road to the north. Schofields Railway Station is located nearby on the opposite side of Railway Terrace. An existing Woolworth’s based shopping centre has been constructed on a site north of the subject site.
Coles have achieved a heads of agreement with Blacktown Council to purchase the adjacent Pelican Road Reserve (land), to increase their development site area. Land resumptions due to the creation of new roads has also reduced some of Coles available land. The DCP amendments seek to incorporate a new open space (town centre) at the corner of Manchester Street and Railway Parade. New intersection upgrades are also proposed at:

The intersection of Jacqui Avenue and Minerva Street (roundabout) The new roads and intersection (external to the site) will be undertaken (designed and constructed) by Council. Coles has agreed to sell a portion of their land to McDonalds for the construction of a new Mc Donald’s Restaurant. Mc Donald’s have obtained a previous DA approval No 11-1988, for their proposed development in 2015. Subsequent boundary adjustments required to create the new road system has required the proposed Mc Donald’s site boundary and site layout to be altered, but it remains generally in the same location at the corner of Jacqui Avenue and Railway Terrace. The site is essentially a greenfield site other than Pelican Road (which has a bitumen road surface). There are no existing buildings on the subject site/s

2 THE PROPOSED DEVELOPMENT The proposed development site will incorporate the existing Coles site, as reduced by proposed road resumptions, plus the existing residual portion of the Pelican Road reserve, adjacent to the Coles site. The new proposed new development will comprise a neighbourhood shopping centre incorporating the following components:
A new Coles Supermarket
Specialty retail shops
Provision for future street based retail
Parking for 400 parking spaces, provided as both on grade and basement parking.
A Mc Donald’s Restaurant has a previous development consent. It is proposed to be subdivided onto a separate site. The current arrangement of the Mc Donald’s restaurant will be subject to a separate Section 96 application by Mc Donald’s, and is not included in this assessment.

3 WASTE GENERATED DURING DEMOLITION AND CONSTRUCTION
Demolition Contractor The demolition contractor will be required to:
Provide proof of a current, correct class of NSW Workcover license to demolish buildings and structures.
Prepare a Demolition Work Method Statement. Prepare a Health and Safety Plan to Workcover requirements and confirm
necessary insurance cover for the contract. Construction Waste Site demolition will be undertaken by an appointed contractor experienced to carry out the following works:
Site establishment, including hoardings, fencing, signage, and dust control measures.
Demolition of existing infrastructure, including redundant services. Separation and recycling/re-use of “clean” materials
Building and demolition waste will be disposed as inert waste. Remaining material will be classified as either solid or industrial waste and transported and disposed to a registered waste handling facility. Waste Generation The initial waste volume during construction will occur during demolition. The waste stream from Pelican Road will be associated with demolition of the bitumen Pelican Road surface. As a green field site, the waste stream from the remainder of the site will be green waste and topsoil, then excavated material. No building waste is anticipated as there are no existing buildings on the development site. Ongoing incidental waste from new construction activity after the initial demolition stage will be much smaller in volume. During construction, on site skips will be provided as well as sorting of general waste and recyclable materials.

Processes will include:
Source separation of the various types of demolition materials into individual uncontaminated stockpiles, as work proceeds e.g. concrete, steel masonry, timber, etc.
On-site use of materials to assist the works e.g. crushed concrete and masonry (as required).
Identification of outlets for reuse or recycling e.g. timber and steel. On-site reduction of waste volume Disposal of non-recyclable material

Ongoing Waste Generated during Construction Activity Ongoing incidental waste from new construction activity after the initial demolition stage will be much smaller in volume. During construction, on site skips will be provided as well as sorting of general waste and recyclable materials. During the demolition phase a provisional allowance of 2 x 10 m3 for general waste and 3x 5m3 skips for recyclables will be provided for duration of demolition works. This would be reduced to 1 x 10m3 general waste bin and 3x 5m3 skips for recyclables during ongoing construction activity. Waste bins would be collected and emptied as required during these stages of work.

4 WASTE GENERATED BY THE PROPOSED DEVELOPMENT DURING OPERATION
There are 4 main areas which will generate waste in the new development.
The new Coles Supermarket
The Specialty Shops Associated with the main Shopping Centre adjacent to Coles
The Specialty Shops facing the Town Square and Railway Terrace
The Childcare Centre The Supermarkets will provide waste storage areas within their store layouts which are sized based on experience in operating stores of a similar size and nature. The Coles Supermarket will incorporate the use of Compactor to compress paper and cardboard recyclables. The supermarket layout also includes a dedicated room for general waste containing 2 waste receptacles. The remainder of the shops in the centre will rely on two consolidated waste storage area provided by centre management. One larger waste storage area for the majority of shops near the Coles supermarket, and the Childcare Centre. The other a small garbage room to service the remote shops facing Railway Terrace and the Town Square. The waste generation for these specialty shops and Childcare Centre has been calculated as follows:
WASTE GENERATION Relevant waste generation rates for the existing and proposed new uses associated with the new shops are as follows: (Note: Waste generation rates from Sydney City Councils policy on Waste Minimisation for new Developments have been used as a guide in the absence of specific generation rates being nominated in Blacktown Council’s DCP controls). For the purposes of establishing waste generation volumes we have assumed one third of the specialty shops in the main shopping centre will be food use and two thirds non-food use. The specialty shops facing the Town Square and Railway Terrace have all been assumed to be Food Shops. WASTE STORAGE AND COLLECTION REQUIREMENTS. SUPERMARKETS Waste collection is proposed to be managed using a private waste collection contractor. On this basis waste collection is proposed to occur daily. Also, based on the assumption that the figure for total recyclables would be approximately 75% paper and cardboard and 25% plastic and glass, the waste generation rates for these recyclables have be apportioned separately below.

General Waste Based on daily collections, general waste storage capacity will need to be as follows;
Coles: 9252 litres. It is proposed to provide 2 x 4.5m3 bins for general waste storage providing 9252 litres of general waste storage. These bins will be located undercover in the supermarket bin storage room.
Paper/Cardboard Coles The Coles Supermarket will utilize a 10m3 Compactor for paper and cardboard waste. This will be more than adequate storage capacity for the projected 6840L daily paper and cardboard waste generation. Given that this volume would be compacted, the compactor bin would be collected on an as needs basis, most likely on a weekly basis. Plastic/Glass Coles Based on daily collections, the plastic and glass, waste storage capacity for the Coles Supermarket will need to be 2313 litres. Plastic and glass waste is collected in plastic bags mounted in a shrink wrap frame 750mm diametre x 1200mm high (nominal volume 500 litres). The daily generation rate is suggesting 5 bags will be filled per day, although experience would suggest the generation rate will be much less than this. Collection is usually required once 5 or more bags have been filled. Space for 5 Bags will be provided in the back of house area adjacent to the loading dock. Plastic and glass waste is collected via the loading dock and carried or palleted into recycling waste collection vehicles from the loading dock platform. Waste Collection Vehicles and Access – Coles Supermarket Waste collection vehicles will typically be using vehicles up to 12.5m in length. The proposed bin storage areas are adjacent to the new supermarket service dock area. Swept path analysis of the loading dock shows trucks of this size can access the service dock. For collection, the bins will be rolled out of the waste storage areas to the adjacent hardstand area. This area is flat (1 in 100 grade) so bins located on this hardstand area can be positioned in a stable location without rolling.

SPECIALTY SHOPS – MAIN AREA General waste Waste collection is proposed to be managed using a private waste collection contractor. On this basis waste collection is proposed to occur twice weekly. The daily waste generation rates have been converted to half weekly generation rates as per the table below. Also, based on the assumption that the figure for total recyclables would be approximately 75% paper and cardboard and 25% plastic and glass, the waste generation rates for these recyclables have be apportioned separately below.

This bins will be located in the new bin storage area located adjacent to the specialty shop loading dock area. Paper/Cardboard Based on twice weekly collections, paper and cardboard, waste storage capacity will need to be 1771 litres. It is proposed to provide 3 x 660L plastic “Wheelie Bins” for the storage of paper and cardboard recyclables providing a total storage capacity of 1980 litres. Plastic/Glass Based on twice weekly collections, plastic and glass, waste storage capacity will need to be 592 litres. It is proposed to provide 1 x 660 litre “wheelie bins” for the storage of paper and glass recyclables providing a total storage capacity of 660 litres SPECIALTY SHOPS – FACING RAILWAY TERRACE AND TOWN SQUARE General waste Waste collection is proposed to be managed using a private waste collection contractor. Paper/Cardboard Based on twice weekly collections, paper and cardboard, waste storage capacity will need to be 221 litres. It is proposed to provide 1 x 240L plastic “Wheelie Bin” for the storage of paper and cardboard recyclables providing a total storage capacity of 240 litres. Plastic/Glass Based on twice weekly collections, plastic and glass, waste storage capacity will need to be 73 litres. It is proposed to provide 1 x 240L plastic “Wheelie Bin” for the storage of paper and glass recyclables providing a total storage capacity of 240 litres WASTE COLLECTION VEHICLES AND ACCESS – COMMON GARBAGE STORE Waste collection vehicles from the Common Garbage Storage area in the shopping centre, will typically be using vehicles up to 12.5m in length. The proposed bin storage area is adjacent to the new specialty service dock area. The area permits trucks up to 12.5m Heavy Rigid Vehicles to access the specialty service dock. The service dock area is open so there are no height impediments to waste collection vehicles entering and exiting the site. There is sufficient space for vehicles to turn in the specialty service area and all vehicles will enter and exit the site in a forward direction. For collection, the bins will be rolled out of the waste storage room to the hardstand area in front of the garbage room. This area is flat (1 in 100 grade) so bins located on this hardstand area can be positioned in a stable location without rolling. Waste Collection from the shops facing Railway Terrace and the Town Square will typically be via Medium rigid vehicles nominally 8.8m in length. Bins from this small bins store are 660L and 240L wheelie bins which would be collected after hours. These would be picked up via the on-grade carpark or the street (after hours).
