Unscheduled blasting may occur in emergency situations when rain, lightning or other atmospheric conditions or operator r public safety requires unscheduled detonation. The nearby residents will be notified of the unscheduled blast by the most appropriate means and the blast shall then proceed as a regular blast. Entry to the blasting area will be regulated by signs or barriers. An authorized company representative will prohibit access to the blasting areas by unauthorized persons at least ten minutes prior to shot detonation. A pre-detonation warning signal consisting of three (3) long blasts of a horn or siren five (5) minutes prior to shot detonation and three (3) short blasts of a horn or siren immediately before a shot detonation. The post-detonation all clear signal will be one (1) long blast of an air horn or siren following inspection of the blast site. Events which could necessitate blasting at unscheduled times include, but are not limited to rain, lightning or other atmospheric conditions or deteriorated explosives which involve personnel, operational or public safety. Any major alteration of this blasting schedule will be published. provisions to KRS 350.055, notice is hereby given that Sturgeon Mining Company, Inc., P O Box 368, Beattyville, KY 41311 has applied for a renewal of an existing surface coal mining and reclamation operation. The operation will disturb 258.05 surface acres and will underlie 122 acres (14 acres underlie surface and are not included in total permit area) for a total permit area of 366.05 acres located 3 miles west of Buckhorn in Owsley, Breathitt and Perry Counties.

2) The permit area is approximately 2 miles southwest of the junction of Route 28 and Freeman Fork Road and located in Freeman and Cortland Forks.

3) The proposed operation is located on the Mistletoe U.S.G.S. 7 1/2 minute quadrangle map. The surface area to be disturbed by is owned by Dave & Carolyn Gabbard, Alpha & Bolivar Baker Estate, Mistletoe Land Co., Ron Deaton, Cully Abner et al, United State Forest Service, Randell Baker. The operation will use the contour, area, auger methods of surface mining.

4) The application has been filed for public inspection at the Department for Natural Resources, London Regional Office, 85 State Police Road, London, KY 40741.

PUBLIC NOTICE OF BLASTING SCHEDULE

Davis Energy, LLC, PO Box 932, London, KY 40743, Telephone (606) 864-6183, shall conduct blasting operations on its 145.0 acre surface mine permit located approximately 0.4 miles south of Miller Branch in Breathitt County.

The proposed operation is approximately 1.2 miles west of Freeman Fork Road’s junction with KY Hwy 28 and located 1.1 miles north of Freeman Fork.

The latitude is 37°21’21”; the longitude is 83°30’26”. The surface area on which blasting will occur is owned by: Samuel Godbey, David Wheeler, Ida Riley, and Robert Thompson.

Blasting operations will begin 2/29/2012. Blasting will be conducted each Monday through Saturday during daylight hours. No blasting will be conducted after official sunset. This schedule shall be in effect from 2/29/2012 until 2/29/2013.

Any major alterations to the blasting schedule will be published. Unscheduled blasting may occur in emergency situations when rain, lightning or other atmospheric conditions or operator r public safety requires unscheduled detonation. The nearby residents will be notified of the unscheduled blast by the most appropriate means and the blast shall then proceed as a regular blast. Entry to the blasting area will be regulated by signs or barriers. An authorized company representative will prohibit access to the blasting areas by unauthorized persons at least ten minutes prior to shot detonation. A pre-detonation warning signal consisting of three (3) long blasts of a horn or siren five (5) minutes prior to shot detonation and three (3) short blasts of a horn or siren immediately before a shot detonation. The post-detonation all clear signal will be one (1) long blast of an air horn or siren following inspection of the blast site. Events which could necessitate blasting at unscheduled times include, but are not limited to rain, lightning or other atmospheric conditions or deteriorated explosives which involve personnel, operational or public safety. Any major alteration of this blasting schedule will be published.

HWY 1110, TURNER’S CREEK AND BARWICK AREA FREE METERS COMING TO AN END

The Breathitt County Water District was notified by Division of Abandon Mine Lands that a deadline has been set for people residing in the HWY 1110, Turner’s Creek and the Barwick communities to access their free meters. That deadline is set for April 1, 2012. After the deadline the meters will no longer be available for free, the cost will be $325.00. The Breathitt County Water District would like to encourage all residents in this area to take advantage of this opportunity to receive their free meter.
