Introduction‘To ensure the young people of Jersey can be healthy, safe and reduce their potential involvement in crime and anti-social behaviour’

WelcometotheCommunityandSchoolSportsAnnualReport2012.ThroughoutthisdocumentyouwillreadaboutthemanysportsprojectswehavedeliveredinidentifiedareasofJersey,butmoreimportantlyyouwillreadhowtheyimpactonthelivesofmanyIslanders.

AsaresultoftheOlympicGamesinLondon2012theprofileofsporthasneverbeenhigher.Successfulathletesrightlyreceivedmuchadulation,andasenseofpridewascreatedbyanationthatcametogethertocelebrate.HereinJersey,ourdepartmentaimedtousethepowerofsporttoallowyoungpeopletohaveastrongeridentificationwithinthelocalcommunityandcreate‘asenseofplace’.Asthelastfewyearshaveshownasignificantdownwardtrendinthenumberofcallstopolice,youtharrestsandYouthCourtcases,itwasanticipatedthat2012maybetheyearwhenthesefigureswouldstarttoriseagain.Itisthereforeextremelysatisfyingtoreportthatfigureshavenotincreasedbuthavereducedagainforthesixthyearinarow.Infactyouthcrimeisatitslowestsincepolicerecordsbeganin2004withanoverallreductionof70%incallstopolice.Likeus,therearemanyagencieswhoarefundedbytheBuildingaSaferSocietyStrategywhoseinitiativesaimtomakeJerseyabetterplacetolive.Withresultssuchasthesewecanalltakeprideinknowingourworkismakingadifference.

Ourmainchallengein2012wastoprovideholidaycoursestoanincreasingnumberoffamilieswhoarestrugglinginthecurrenteconomicclimate.Popularityofthesecourseshassurgedinthelasttwelvemonthsaspeoplearenolongerabletosendtheirchildrentomainstreamholidayproviders.ThroughourpartnershipwithStateStreetwewereabletooffercoursesin8differentsportsandasaresultthenumberofparticipantsweattractedincreasedby40%comparedto2011.

Ourfirstpriorityfor2013istoconsultwithourusers,partnersandsponsorstoensureourworkcontinuestobetargetedeffectively.Asthenumberofyoungpeople‘hangingaround’isconsiderablylowerthanpreviousyears,itmaymeansomeofourresourcesarebestfocussedontheminorityofyoungpeoplewhofindthemselvesdisengagedfromsociety.In2012wedeliveredaseriesofone-to-onesessionswithreferralsfromagenciessuchasBrighterFuturesandTurnaround.Thefeedbackfromtheindividualsinvolvedwasextremelypositiveandemphasizedhowworkingwithoneindividualcanbeequally,orevenmorepowerfulthanworkingwithonehundred.

Year Highlights• In2012wesawanincreaseinapplicationsforourholidaycourseswhichweresubsidisedasaresultofoursponsorshipwith

StateStreet.Itwasclearfromthedemandthatmorefamilieswereinneedofaffordablesportsactivitiesfortheirchildren duringtheschoolholidays.Themajorityofthesefamiliesandyoungpeoplewhoattendedlivedin‘identified’neighbourhoods.

• Aspartofthecelebrationforthe2012LondonOlympics,theTorchRelaycametoJersey.Theeventwaswatchedbythousands ofIslanderswhogatheredatWeighbridgeSquareforthelightingofthecauldron.Ourdepartmenthadtheresponsibility toco-ordinatesportingactivitieswhichthegeneralpubliccouldtakepartin.Sportsincludinggolf,fencing,cycling,football andnetballwereavailablefreeofchargeandengagedover1000people.

• NeighbourhoodSportprojectsgrewinpopularityin2012withmoreyoungpeopleaccessingourfootballsessionsdeliveredatPlatDouetandGrassetParkEstate.Over100participantsaged8-15attendedtheweeklysessionsatPlatDouetandover45attendedGrassetPark.

• StreetDancewasdeliveredforthefirsttimeasaNeighbourhoodSportproject.ThesessionsweredeliveredatTheBridge and30youngpeopleattendedeachweek.

Asthedepartmentresponsibleforaddressingsocialinclusionthroughsport, our Community Development projects are delivered in areas that havebeenidentifiedas‘communitiesinneed’throughourpartnershipswithrelevantagenciessuchasSOJHousingDepartmentandSOJPolice.Theaimoftheseprojectsistoworkwith,andforthelocalresidentsandassociationsthatexistwithinthoseparticularareas.Bybreakingdownthebarrierstoparticipationitishopedthatyoungpeoplewillbenefitfrom thevalueswithinsportandassisttheminreachingtheirfullpotential.

Comparedto2011therewas a 40% increase in the number of contacts made during our holiday sport sessions

‘I love coming to the Fort during the holidays. I like going on the trampoline when I am there. When I started I could not do much except jump up and down. Now I can do front and back somersaults, seat drops and swivel hips. I am trying to learn a double summersault next’ - Josh, a participant from February holiday courses.

‘I have found the Kick Off activities so rewarding for my daughter. It gives her something to look forward to, focus on and challenge herself. It is the only holiday scheme I could ever hope to have my child in because of the fees, availability and access.’ - Billie Gosselin, parent.

89% of participants at Plat Douet Neighbourhood Football did not play sports for a team or club outside of school

86% of participants at our free inflatable football sessions werefrom‘identified areas’ andwere not attending any other holiday courses. Of these 86%, all said that costwasthemainbarrier for not attending

‘The lads have absolutely loved learning to kickbox – having never done it before and are very fortunate to have a former British Champion as their coach. Not only are Mick and Jinky very experienced but they made the sessions a lot of fun. Finley was literally counting the hours before he could go to the next session. The course is very professionally organised and run, with all the proper equipment, a very highly qualified coach and is unbelievably good value for money. The only downside is that they now have to wait until October before they can do it again (if they are lucky enough to get a place).’ - Clare Ormsby, a parent from the State Street Kick Off Fighting Fit Session.

Year Highlights• Byworkinginpartnershipwiththelocalsportsassociationsourdepartmentwasabletodeliverfestivalsforthefirsttimeinswimming

andindoorbowling.Over450Year5pupilsattendedtheswimmingeventsatLangfordSportsCentreand150Year4pupilsattended theindoorbowling.AsaresultofthebowlingprogrammetheJerseyIndoorBowlingAssociationhas9newmembers.

• ForthesecondyearinarowwedeliveredoneoftheUK’slargestgolffestivalstoYear3pupilsfromidentifiedschools.InpartnershipwiththeJerseyGolfDevelopmentGroup,thefestivalattracted400pupilstoLonguevilleDrivingRange.Attheendofthefestival every pupil received a voucher for a free golf lesson.

• FeedbackfromschoolsdemonstrateshowourPEprogrammehasbeeneffectiveinimprovingbehaviour,particularlyinschools wheresomepupilshaveshowndifficultieswithintheclassroom.

• OurOlympicthemeddancelessonswereshowcasedattheOlympicTorchRelaybyBelRoyalSchool.

• PECo-ordinatorsfromallJerseyschoolsattendeda2-dayin-serviceeventdeliveredbyaPEspecialistfromtheUK.Thetraining wasbasedoncross-phasephysicaleducationingymnastics.

• Over35peopleaged16-55benefitedfromtrainingorqualificationsdeliveredbythedepartment.Theseincludedinterviewtraining,JuniorFootballOrganisercertification,GCSEsandworkexperience.

Education, Health & Well Being‘Educational attainment is ‘overwhelmingly linked’ to parental qualifications, occupation and income.’ (Perry and Francis 2010)

CSSDworksinpartnershipwiththeEducationDepartmenttoidentifyschoolsandensureourresourceshaveasignificantimpactonpupils. By providing positive role models to deliver sport our projects can have a positive influence on improving self-esteem, raising academic attainment,reducingtruancyandreducingconflictwithintheclassroom.

‘Jersey Indoor Bowls Association is very pleased with the results from the programme. We are now getting the sport of bowls to a wider young audience and expect to gain more members before the end of this school year. ‘Key Stage 2 have benefitted from the opportunities of working with Island coaching staff and accessing other key coaching resources e.g. golf, kickboxing, hockey etc. This has also had an impact on how we shape our curriculum throughout the school; we now have a focus on Key Stage1 as developing, in the long term, a wide range of physical skills and experiences that will then support their application to specific sports in Key Stage 2’ – Iain George, Head Teacher, Janvrin Primary School

‘It is difficult to imagine life at Springfield school without the influence of Community and School Sports being involved. They are an integral part of our community and have continued to have a direct and positive influence on the teaching and learning of PE through their professional development team’ – Sam Cooper, Head Teacher, Springfield Primary School

‘Year 3 and 4 pupils have taken part in kickboxing, a sport previously unavailable to them. We have noticed a decrease in challenging behaviour from a number of pupils, particularly immediately after each lesson’ – Vicky Charlesworth, Deputy Head Teacher, D’Auvergne Primary School

‘All of the clubs have offered specialist skills to pupils in a low socio-economic catchment area, who would possibly not have had these opportunities without ESC support. SummaryThere are many factors that can influence young people into the possibilities of crime. Our sports projects are one method of intervention that has had a major impact into reducing this potential. In addition, other agencies that are supported through theBuildingaSaferSocietyStrategyusetheirownspecialismstoengagedisaffectedyoungpeopleandtogetherwithourselves, thestatisticalevidenceprovidedinthisreportissignificant.AlthoughimpossibletomeasurethebenefitsofthisworktotheJerseytaxpayer,itisworthconsideringitcostsinexcessof£60kperannumtokeeponeinmateatHMPLaMoye.Byreducingtherisk ofoffendingbyyoungpeople,itishopedthattheimpactwillbeseeninthereductionoftheprisonpopulationinthefuture.

CSSDworkswithkeypartnerstodeliversportsactivitiestoidentifiedgroups. By providing positive activities in ‘hotspot’ areas our aim is to reducetheriskofanti-socialbehaviourandimproverelationshipsbetweenthe police, local residents and young people. These projects have also showntohaveanimpactontherehabilitationofinmateswhichhelpstowardsaneffectiveintegrationintosocietyoncereleasedfromprison.

• OurTuesday5-a-sidefootballsessions(inpartnershipwiththeProbationService)hasresultedinsomeparticipants joining local football clubs. The project has been attended by clients from Probation, the shelters and homeless agencies, AlcoholandDrugServiceandunemploymentagencies.

FundingMaximise all funding opportunities and ensure budgets are used effectively

BackgroundTheroleofCommunityDevelopmentOfficer(Sport)isfundedbytheBuildingaSaferSocietyStrategy(whichisadministeredthroughtheHomeAffairsDepartment).Thisstrategyisaresponsetolocalconcernsaboutcrime,anti-socialbehaviourandsubstancemisuse.Manyagencies,bothinthepublicandvoluntarysectors,areinvolvedinthestrategyandworktogethertotackletheproblemsthathaveanegativeimpactoneverydaylifeforthosewholive,workandvisittheIsland.

The 3 main priorities of the strategy are:

• to create a safer environment by reducing crime, public disorder and anti-social behaviour.

• toprovidepeoplewithopportunitiestodeveloptheirpotentialasactiveandresponsiblemembersofsociety.

• to reduce the harm caused by the misuse of drugs, alcohol and solvents.

OverallthefundingfortheCommunityDevelopmentOfficerprojectgoestowardsequipment,hireoffacilities,promotionsandstaff. Inordertoallowourprogrammetoexpandin2012wehadtocontinuallysourcefundingfromtheprivatesectorwithsignificantsuccess.
