CCAC Donora Campus/Center Feasibility Study For

Community College of Allegheny County

The Community College of Allegheny County (CCAC) Board of Trustees are accepting proposals for a one-time contract to perform certain professional services (consulting work) relating to the preparation of a feasibility study. The below outline is the information necessary for the submission of the bid proposal, including specific requirements, the organization of the proposal and proposal evaluation criteria. Sealed bid proposal clearly labeled “Donora Elementary School Feasibility Study” must be received by CCAC at the address below no later than 2:00 PM on Tuesday, October 11, 2016. Project Summary College History: In December 1965, the first 15-member college Board of Trustees was sworn into office. The first two college campus locations, CCAC–Boyce Campus in Monroeville and CCAC–Allegheny Campus on Pittsburgh’s North Shore, were chosen. In September 1966, classes began at the new Community College of Allegheny County with 59 full- and 16 part-time faculty members serving 1,505 students. CCAC–South Campus was then established in 1967 and CCAC–North Campus was established in 1972. Five neighborhood centers also serve as satellite facilities: Braddock Hills, Energy Innovation Center, Homewood- Brushton, West Hills Center in Oakdale and Washington County centers. The college also maintains an ever-growing online learning presence, with six degrees, eight certificates and hundreds of courses available online. Today, CCAC’s quality programs have enabled students to transfer credits to 520 colleges and universities. The college supports regional workforce needs with accessible instruction available day, evening, weekend and online in Allegheny County and beyond with focus on entering or reentering the workforce in two years or less. The legacy continues.

Project Description The Project Feasibility Report will look at the adaptation/reuse potential of the former Donora Elementary Center for the CCAC Donora Campus/Center.

Project Goals Goal 1: A programming analysis which will examine issues in programming functions specific to the proposed CCAC Donora Campus/Center such as program/organizational goals, major functions, economic and pricing goals, and time goals. Goal 2: A feasibility analysis focusing on the expected quantity of students and staff for each program, a spatial analysis of the square footage and design needs of each program, the building technology requirements of each program, potential interrelationship of programs and synergy of use and/or common programming goals for efficiency within the building, equipment needs of each program, energy usage requirements for each program, definition of program scheduling needs, projection of future program needs, and identification of any design criteria that may affect architectural programming. Goal 3: Site analysis and budget which will evaluate the feasibility of rehabilitating the former Donora Elementary Center for the proposed CCAC Donora Campus/Center. Areas to be examined include the site’s history, legal and ownership issues, economic value, physical issues, topography, geotechnical issues/soils, utilities and/or services infrastructure, environmentally sensitive conditions, hazardous materials (asbestos, lead-based paint, contaminated soils, etc.), planning issues (zoning), requirements of local authorities, permits, master plan analysis, parking and potential construction issues. Goal 4: Detailed construction cost budget and analysis examining the relative costs of rehabilitating the Donora Elementary Center vs. new construction. The construction cost budget and analysis will estimate the total capital costs for the project including estimated site development costs, hard costs related to the building and interiors, and soft costs (design fees, management fees, legal fees, etc.). Goal 5: Project drawings including site plan and concept drawings. REQUIREMENTS General Requirements

• A sealed bid proposal (hard copy & electronic format) shall be submitted prior to the deadline established in this RFP and be clearly marked “CCAC Donora Campus/Center Feasibility Study”.

• All bidders are bound by the deadline and location requirements of this RFP. Late proposals will not be considered.

• Bidders electing to respond to this RFP are responsible for all costs incurred in the preparation and submission of proposals; demonstrations; interviews; preparation of responses to questions and requests for additional information; for contract discussions; or for anything in any way related to this RFP.

• CCAC reserves the right to reject any or all proposals or any portion thereof and to select the bid proposal that it judges to be in the best interest of the college.

• CCAC reserves the right to accept other than the lowest cost proposal based upon an evaluation of other aspects of the proposal.

• Should a bidder find discrepancies in, or omissions from, this RFP and related documents, or should a bidder be in doubt as to meaning, the bidder shall immediately notify CCAC and, if the point in question is not clearly set forth, a written addendum or bulletin of instructions will be mailed or delivered to each person obtaining this RFP. • Prepare a report and supporting documents that encompasses all the elements of the listed (5) project goals. Provide this report via hard copy and in electronic format.

CONSULTING TEAM QUALIFICATIONS

• Experience developing and implementing public participation techniques such as holding public and study committee meetings, conducting key person interviews, developing citizen surveys, etc.

• At least one member of the consulting team shall have prior experience in conducting similar feasibility studies

• Experience developing and recommending policies and procedures related to feasibility studies, planning and design.

• Experience setting goals, analyzing complex problems, generating alternative solutions, and providing recommendations and implementation strategies.

• Documented expertise in design and construction. • At least one member of the consulting team shall be a registered architect. • It is preferable that the project team be from a Pittsburgh area owned and operated firm,

and have an understanding of the Donora area or other similar local communities. • MWDBE Participation - CCAC encourages the participation of minority and women-

owned businesses in all of its contracts and is committed to providing maximum opportunities for qualified minority and/or women-owned business enterprises ("MBE/WBEs") to participate in its work. CCAC’s goal for MBE/WBE participation is 15%. Please provide documentation as to your firm’s good faith effort to reach this goal by describing all applicable details of MBE/WBE participation that may be included in the resulting agreement.

PROPOSAL SUBMITTAL REQUIREMENTS General Format and Organization To facilitate comparison and evaluation of bid proposals, all bidders are requested to follow the format outlined in this section.

• Proposals shall contain concise written material and illustrations that enable a clear understanding and evaluation of both the capabilities of the bidder, and the characteristics and benefits of the services being proposed.

• Legibility, clarity, and completeness are essential. • An 8 ½” x 11” format is required for submissions. • Proposals, completed proposal forms, and other documents shall be bound with

numbered/lettered tab dividers corresponding to the requirements contained in the balance of this section. It is the bidder's responsibility to ensure that all information in the proposal is easily readable by CCAC.

Letter of Transmittal This letter should include:

• Name of the company submitting the proposal • Statement indicating your understanding of the work to be performed • An affirmation of the firm’s qualifications for professionally and expertly conducting

the work as understood • The firm’s contact person concerning the proposal and a telephone number where that

person can be reached • Legal structure of company; e.g. corporation, joint venture, etc.

Title Page The Title page shall contain the following:

• Name of this RFP • Name, address, telephone number, email and facsimile number of the bidder • Name and title of person authorized to commit the bidder to contractual arrangements

Table of Contents

• Proposals shall contain a detailed table of contents listing major sections and subsections that correspond to the requirements of this RFP.

• Table of contents shall also list all tables, figures, exhibits, and appendices contained in the proposal.

Profile of Firm

• Location of the firm's office and that of all sub consultants providing the proposed services.

• Organization chart for firm, including all sub consultants. • Documentation of registration to do business in the Commonwealth of Pennsylvania. • Information illustrating special experience or techniques which are directly relevant to

this project, maximum of one (1) page for lead firm and one (1) page for each sub-consultant.

• Resumes of individual consultants or employees, including sub consultants, proposed to conduct the work, and the specific duties of each consultant, employee, or sub-consultant relative to the project. Resumes should be limited to no more than two (2) pages for each individual. Pages in excess of two (2) will be discarded.

• Demonstration that one individual on the project team is capable of sealing the final plan as a licensed architect registered to practice in the Commonwealth of Pennsylvania.

• Brief reference list of other organizations served by the firm and sub-consultants for similar projects, include telephone numbers and names of contact persons.

Explanation of Methods and Approach for Work to be Performed

• The proposal must include a detailed description of the procedures and methods the bidder proposes to use to complete the work requested by the college in this RFP. This is important because the methods and procedures proposed will receive consideration in evaluating your proposal. Examples of similar work may be included.

• Under each major work element (i.e. public participation, implementation plan) the bidder shall explain how they envision carrying out the tasks.

Work Schedule • A project work schedule should be provided that includes time frames for the completion

of each major work element, target dates for public meetings, and dates for completion of draft and final documents.

Cost

• Full cost information should be provided that shows the minimum number of hours to be provided by each person assigned to the proposed work by the firm’s organizational levels.

• The proposed hourly rate for billing shall be included for each person. • The hours of work and cost shall be itemized for each major work element of the

proposal. • An itemized estimate of reimbursable expenses must be included. • The total amount of maximum payment must be stated. • The cost shall be based on the hours of work provided and “out-of-pocket expenses” and

shall not exceed the maximum cost proposed. • A cost summary form shall be completed and submitted.

SECTION 6: EVALUATION CRITERIA Evaluation Criteria

• Bid proposals shall first be examined for completeness in meeting the terms and conditions of this RFP. Bids that are determined to meet said requirements will be given further consideration.

• All proposals will be evaluated based on the technical and professional expertise and the experience of the firm, the proposed method and the procedures for completion of the work, cost of the proposal, and the distribution of work elements among the project team members. The apparent ability of the firm to be independent and objective in performing the requested work will also be considered.

• Bid proposals will be evaluated on the technical and professional expertise and experience of the firm based upon the qualifications submitted in accordance with this RFP.

• The methods and procedures proposed to be utilized to conduct the work requested as they relate to thoroughness and objectiveness will be considered in evaluating proposals. This includes evaluation of the soundness of the approach relative to the techniques for collecting and analyzing data, public participation, sequence and relationship of major steps, and methods for managing the work to ensure timely and orderly completion.

• The cost will be weighed in relation to the other proposals received and shall be evaluated relative to the number of hours of professional consulting services to be received by CCAC and the overall level of expertise of the specific bidder’s personnel proposed to do the work for the college.

• Information derived from reference checks and reviews of other documents completed by the consultant will be considered in the evaluation.

• All or a short list of bidders submitting proposals may be invited (if necessary) to attend a screening interview and to provide an oral presentation explaining their proposal.

SELECTION AND CONTRACT NEGOTIATIONS Selection

• Once CCAC has reviewed all proposals, a selection of the successful bidder will be made.

• A written notice from CCAC will be sent to the successful bidder with notification that they have been selected for contract negotiation.

• Unsuccessful bidders will also be notified in writing. Contract Negotiations

• In negotiation of the contract, the successful bidder shall have the following obligations: a. negotiate the contract in good faith b. provide in a timely manner all clarifications and/or additional information requested by CCAC during negotiations c. supply the CCAC any required current insurance certificates as may be required by the contract

• If contract negotiations are not proceeding in a manner that is satisfactory to CCAC, the college may end negotiations and initiate negotiations with other bidders or reject all remaining proposals at its discretion.

I. Study Background

This report summarizes the major findings of an online quantitative study conducted among 51 high school students (37 seniors and 14 juniors) and 49 adults (ages 18-54) who live in Washington County, Pennsylvania. This latter group is referred to as “adult learners.”

• All high school student surveyed said they were likely to consider attending a community college after graduation.

• All “adult learners” said they were likely to attend a nearby community college in the next three years.

The questionnaire for this study was informed by secondary research conducted by The Hill Group Management Consultants: Washington County Feasibility Study. Based on a review of that study, Campos Inc concluded: A review of the secondary research indicates that there is sufficient demand for a CCAC campus in Washington County provided the institution responds to regional workforce needs, cultivates programs with secondary institutions, expands its offerings, and offers expected student amenities.

The major objectives of the study were to validate the conclusions of the secondary research, explore the level of interest in attending the CCAC Donora Campus, and prioritize interest in eight different academic program offerings. Given the small sample size of 100 for this study, which has a margin of error of ±9.8%, the reader is cautioned to view these results directionally. It is for this reason that results are shown for the sample as a whole (e.g. not broken down by high school students versus adult learners). Very large differences that are statistically significant between the two audiences are pointed out. Even with limitations due to sample size, the extremely strong positive reactions to the academic program areas and career paths under each indicate strong interest, demand, and consideration.

II. Executive Summary

A. Summary Statement

Survey results reveal a high level of interest among high school students and adult learners who live in Washington County to enroll at the CCAC Donora Campus and strong positive reactions to the academic program areas and career paths.

B. Overview

There is a high level of interest among high school students and adult learners to learn more about CCCAC’s Donora Campus and large majorities of both respondent types in the survey said they are likely to seriously consider taking classes or enrolling in a program. Major reasons to enroll are the academic areas offered, convenience, the opportunity to take both credit and non-credit courses, having programs designed for both traditional students and adult learners, and reduced tuition relative to CCAC (Pittsburgh). It is noteworthy that a majority of respondents said they had decided not to attend CCAC in Pittsburgh but would strongly consider CCAC Donora. The level of interest the eight proposed academic program areas is very high, ranging from 61%-75% “extremely” or “very interested.” Overall level of interest was highest for Business Management and Administration, Health Services, and Casino Operations and Gaming. There was especially strong interest in certain career paths, including bookkeeping, accounting and auditing, casino management, supply chain manager, computer programming, and welding. There was also strong interest in career paths such as CAD/CAM design, computer controlled machine tool programmer/operator and chemical technician, all of which are related to process technology and Mechatronics and all of which are especially relevant to Advanced Manufacturing, Energy, and Architecture and Construction. Additionally, the other institutions of higher education being considered by the high school students and adult learners indicate a preference for staying in the area to attend a community college. This should bode well for CCAC Donora.

III. Major Findings

Major findings, detailed below, include the following:

1. There is a high level of interest in learning more about a CCAC Donora Campus and surveyed high school students and adult learners express a high likelihood to enroll as long as the courses and programs offered match their interests. The academic areas offered and the fact that CCAC now has a campus in Washington are the features that stood out as most positive about the description.

2. Business Management and Administration and Heath Sciences top the list of program areas in which high school students and adult learners are interested in potentially enrolling. But it important to note that large majorities of both audiences were “extremely” or “very interested” in each of the other 6 academic program areas.

3. Certain career paths stood out, in terms of interest level, for both high school students and adult learners in each of the program areas. What seems clear is that students would be interested in pursuing course instruction that prepared them for these jobs or career paths.

4. The presence of a campus in Donora makes it more likely for high school students and adult residents in Washington County to enroll and take classes at CCAC locally. Most importantly, this includes those students who had already decided NOT to take classes at CCAC’s main campus in Pittsburgh.

5. High school students and adult learners who live in Washington County appear likely to seriously consider CCAC Donora, but there are competitors they are considering. Showing that CCAC Donora will address their academic and career needs will be critical, because all things being equal, there is a desire to stay local and attend a community college.

IV. Detailed Findings

1. There is a high level of interest in learning more about a CCAC Donora Campus and surveyed high school students and adult learners express a high likelihood to enroll as long as the courses and programs offered match their interests. The academic areas offered and the fact that CCAC now has a campus in Washington are the features that stood out as most positive about the description.

After being informed that CCAC is considering establishing a Donora Campus to serve the mid-Monongahela Valley, respondents were asked how interested they would be in learning more about the campus. As the chart below illustrate, interest level is high.

• More than 7 in 10 surveyed high school students and adult learners (73%) said they would be “very interested.” An additional 21% said they would be “somewhat interested.”

• Interest was higher among high school students than adult learners but was high for both.

After being read a concept description of the new campus,1 respondents were asked which facts stood out as most “positive” about it. As the chart below illustrates, high school students and adult learners identified many facts as positive. Those at or near the top of the list:

• Academic areas offered.

• CCAC will have a campus in Washington County (Donora). This was more important to high school students.

• CCAC Donora offers both credit and non-credit courses.

• CCAC Donora is for both graduating seniors and adult learners. This was more important to adult learners.

Academic Program Areas

Respondents were presented with a list of 8 academic program areas that could be offered at CCAC’s Donor Campus and asked how interested they would be in potentially enrolling in each. The eight program areas were (bold lettering signifies how they are displayed in charts below):

All of the eight academic program areas tested well. As the chart below illustrates, large majorities of high school students and adult learners said they were either “extremely interested” or “very interested” in each. These academic programs show strong potential.

3. Certain career paths stood out, in terms of interest level, for both high school students and adult learners in each of the program areas. What is clear is that students would be interested in pursuing course instruction that prepared them for these jobs or career paths.

In order to determine which courses students would be interested in enrolling in for each academic program area, respondents were provided with a list of jobs or career paths related to each and asked to choose up to three that they were most interested in. Each list for every academic program area contained from 6-13 separate jobs or careers path, as identified by the secondary research. Certain career paths stood out as garnering the most interest as detailed in the table below. The highest (“most interested in”) was Casino Management at 45%. Some Career Path Cross Industries

It is important to point out that there are certain jobs or career paths that are relevant to multiple industries. For example, students in popular career paths such as computer-controlled machine tool programmer (28%) and computer-controlled machine tool operator (23%) within Manufacturing (more appropriately “advanced” manufacturing) learn similar skills or take similar courses as someone who is interested in CAD/CAM Design (30%), which is listed under Architecture and Construction. Similarly, students interested in the career paths Engineer Mapping Technician (17%), Chemical Technician (17%) and Electrical and Instrumentation Technician (11%)—which are listed under Energy—would learn similar skills

to someone interested in becoming an electrician (16%), listed under Architecture and Construction. The point is that what unites all of these career paths in some way is Mechatronics, defined as an industrial area that combines electronics and engineering. Although more closely defined with the Energy sector, it also describes technology-based systems and processes used extensively in Advanced Manufacturing. This suggests there is a strong interest in accessing curriculum related to process technology and Mechatronics, which can lead to career paths in a number of industries including Advanced Manufacturing, Energy, and Architecture and Construction.

4. The presence of a campus in Donora makes it more likely for high school students and adult residents in Washington County to enroll and take classes at CCAC locally. Most importantly, this includes those students who had already decided NOT to take classes at CCAC’s main campus in Pittsburgh.

Having a Campus in Washington County Makes Residents More Likely to Attend

There is strong sentiment among high school students and adult learners in Washington County that having a CCAC Campus in Donora makes them more likely to attend there.

• More than 4 in 5 (85%) agree−54% strongly−with the statement: CCAC having a campus right here in Washington County makes me more likely to attend classes here.

The Reduced Cost of Tuition Makes a Big Difference

A major reason having a campus in Washington County makes people more likely to attend classes is that the tuition will be less than at CCAC.

• More than 4 in 5 respondents (84%) agree−53% strongly−with the statement: Tuition at the Donora Campus will be about half of that of CCAC (Allegheny County) is a major reason I would be interested in taking classes there.

• High school students were more likely to express this sentiment. CCAC Donora Will Attract Students Who Decided Not to Attend CCAC (Pittsburgh)

A noteworthy finding is that CCAC Donora is attractive to students who decided not to attend CCAC in Pittsburgh (Allegheny County).

• Nearly 3 in 4 respondents (73%) agree−40% strongly−with the statement: I decided NOT to take classes at CCAC in Pittsburgh but I would take classes at CCAC’s Donora Campus.

5. High school students and adult learners who live in Washington County are likely to seriously consider CCAC Donora, but there are competitors they are considering. Showing that CCAC Donora will address their academic and career needs will be critical, because all things being equal, there is a desire to stay local and attend a community college.

Reaction to the Concept and Likelihood to Attend Respondents read: The Community College of Allegheny County (CCAC) is considering establishing a Donora Campus to serve the mid-Monongahela Valley. It would convert the former Donora Elementary Center into an academic and workforce training center that would offer both credit and non-credit courses and programs for graduating senior and adult learners in Health Sciences, Architecture and Construction, Transportation, Business Administration, Manufacturing, Agriculture and Food, Energy, and Gaming.
