ITU had come out with its ICT REGULATORY Tracker 2018 results based on

consideration of 4 Clusters.

Cluster:

C1: Regulatory Authority,

C2. Regulatory Mandate,

C3. Regulatory Regime,

C4. Competition Framework,

Overall Score has Max Score of 100 with allocated ITU Regulatory Tracker

weightage for Cluster 1 to 4 were 20, 22, 30 & 28 respectively.

On similar lines, Senior ITU EMF Consultant for the Project devised an EMF

Tracker to have a comparative result on all 11 Parts except for Part 6 on

Statistics based on the Responses submitted. Some parts have lower and

higher weightage as compared to average of 10 based on their relative

importance.

RESULTS OF CONSULTANT’s EMF TRACKER 2019 (20th October 2019) for

ARAB countries follow

In some cases, no country responses have been submitted.

In that case, Senior ITU EMF Consultant had no option but to

investigate public domain for EMF inputs that could be available in

the web sites of respective Communication Regulators, Ministries

like: Health/ Environment/ ICT, Licensed Service Providers and even

International Organizations like WHO, ITU etc.

There was added difficulty as some inputs were in French and some

in Arabic and with no translation. In some cases, help of file or text

transfer for translation was also used.

The allocation of score was done by Senior ITU EMF Consultant based

entirely on his assessment and is liable to change over period as

more inputs in English may become available later or countries

providing more details necessitating updates in the score.
