Are You an Advocate for Older Adults in Your Community? Today we are experiencing tough financial times and the need for advocacy for and by older adults is more important than ever. Members of the North Carolina Senior Tar Heel Legislature (STHL) are working to determine the needs of older adults and to pro-mote citizen involvement and advocacy concerning aging issues before the North Carolina General Assembly. Cuts, reductions, elimination and consolidation of pro-grams are being considered by Governor Perdue, the House and the Senate. Currently the STHL is working to maintain funding for Senior Centers. The Senior Center General Purpose Fund has a recommended reduction of $660,000 in State funds. In order to meet this goal recommendations include shifting all state monetary support to Centers of Merit and Centers of Excellence. Out of 162 centers in the state, roughly 85 non certified centers would lose their funding. The Home and Community Care Block Grant (HCCBG) supports 18 aging services such as home delivered meals, transportation, in-home aide, and adult day care. The Gov-ernor’s budget reduction of $200,000 would only affect “volunteer program develop-ment” which is funded in eleven counties in the state. However, the House and Senate may decide to reduce the current level of state funding of 31.7 million dollars by 12%-14%. Currently Project C.A.R.E. has been implemented in 40 counties in the state. This is a respite program providing assistance to caregivers who have family members suffering from Alzheimer’s or other forms of dementia. The Governor’s Budget supports recurring funds of $500,000, but the House has not proposed continuing support. Advocacy is needed to maintain this current funding and to expand it beyond the 40 counties in which it is now located. Opportunities for advocacy are available through your Senior Centers, your church communities, your civic organizations and the Senior Tar Heel Legislature. Prescription Drug Assistance Low income beneficiaries can apply through “Relay for Extra Help” for NCRX, a state financial assistance program that helps pay for prescription medications. A new enroll-ment date for new Medicare Part D plans will be open between October 15 and De-cember 7. Call your NC Department of Insurance for information. They have over 800 SHIIP volunteers across the state ready to respond to your questions. Free Legal Assistance Older adults in North Carolina now have a way to get legal advice free of charge. Seniors may call the NC Legal Helpline to acquire legal advice, legal options, and to clarify legal issues. This helpline is available for adults aged 60 and older. Call 877-579-7562 for additional information.
