‘Beltopgas’ Fuel and Gasification State-Owned Production Association (Beltopgas) is a unified state-owned production structure that is part of the Ministry of Energy of the Republic of Belarus and combines the production and business activities of 45 organisations of various forms of ownership with a total of more than 28,000 employees.

Beltopgas is one of the most important components of the fuel and energy complex of Belarus designed to provide a reliable and uninterrupted supply of natural and liquefied gas to the republic’s consumers, operation of the country’s distribution gas network, construction of gas supply systems and facilities, peat extraction and processing, production of fuel briquettes and their supply to the country’s consumers and for export, and production of mainly export-oriented industrial products.

The association’s structure includes gas supply, peat extraction, and peat processing enterprises, a design organisation, research organisations, construction organisations, enterprises producing gas equipment, production processes mechanisation and automation tools, the necessary technological equipment including spare parts to it, and industry human resources training and qualification improvement institutions.

Beltopgas has a closed cycle of production and provides itself with everything necessary to solve the various production tasks at the highest level, such as:

● gas supply

● peat extraction and processing

● construction of gas distribution system facilities

● industrial production

● design and research work

● training of specialists

Today, Beltopgas is able to carry out the entire scope of work at all the stages of project implementation.

Beltopgas gas supplying organisations operate over 58,000 km of natural gas pipelines, 2,797 gas control points, and 4,064 gas control cabinets.

Currently gasified are all of the 118 districts of the republic, 113 cities, 87 of the 90 towns, over 3 thousand rural settlements, and 3,261 industrial consumers.

Annual sales by the organisations, being part of Beltopgas, include: almost 18 billion m3 of natural gas, including 2.0 billion m3 for households, over 79 thousand tons of liquefied gas, including over 59 thousand tons for households.

A number of our peat briquetting plants have mastered the production of a new type of peat product, namely dried milled peat (milled peat past the drying and separation stage), which is in demand by the republic’s cement plants to replace the imported fuels (natural gas and coal) in the production of construction materials.

This allows replacing more than 450 million m3 of imported natural gas annually.

Beltopgas has 22 peat-producing and peat-processing enterprises.

The Institute houses a research and testing laboratory for the effective use of fuel and energy resources, equipped with modern equipment that allows making thermal engineering measurements and energy inspections, which help develop energy saving measures and determine fuel and energy resources consumption norms for enterprises.

Thanks to the system created in the industry, our construction organisations are capable of performing successfully the entire range of work on gasification of industrial, utility, and agricultural facilities and the republic’s households, from facility design to their commissioning for further gas supply to consumers.

About 2 thousand km of natural gas networks are put into operation in Belarus annually, of which more than 50 % are built by the contracting organisations of Beltopgas, which provides an opportunity to gasify about 35 thousand apartments a year and replace liquefied gas with natural gas in about 20 thousand apartments a year.

The quality accomplishment of tasks is facilitated by the availability of qualified personnel, a modern production base, specialised means of mechanisation, equipment, and fittings.18

Our enterprises utilise a quality management system and an occupational safety management system applied to the work performed in the construction and installation of main pipelines, gas pipelines, heating mains, and utility networks and structures, which meet the requirements of the international standards STB ISO 9001:2009 and STB 18001:2009.

In accordance with the established procedure, all our enterprises have been certified by the Ministry of Architecture and Construction of Belarus to carry out activities in the field of architecture and construction and have certificates of compliance of certain complexity categories.

The personnel employed in the welding process is certified in accordance with the requirements of the European standard EN ISO 9606 by TÜV Certification Body (German: TÜV, Technische Überwachungs-Verein – Technical Supervision Association).

A number of the Association’s Construction Complex organisations are engaged in:

● insulating ø32 to ø1,420 mm pipes by a reinforced or highly reinforced external protective extruded polyethylene-based coating for main oil and gas pipelines, inter-settlement, urban, and industrial gas pipelines, water pipes, and cases with protective coatings,

● production of ø32/110 to ø1,020/1,200 mm pre-insulated pipes and shaped products, thermally insulated by rigid polyurethane foam (three-component polyurethane foam system),

● manufacture of products for gas and heat supply systems.

We have mastered the production of pre-thermally insulated pipes for the construction of heat networks on a high-quality equipment using advanced technologies.

● Construction of a 2nd artificial runway at ‘Minsk’ National Airport with auxiliary facilities for the A-380 design type aircraft and accurate approach system for category III landing (relocation of high pressure gas pipeline)

● Construction of off-site gas supply networks of the Belarusian Nuclear Power Plant

Since 2008 – working in the Bolivarian Republic of Venezuela: consulting and advisory assistance in the construction of gas networks and internal gas lines, participating in the implementation of the ‘Housing Mission’ state programme.

2011 – foundation of the Belarusian-Venezuelan enterprise named Venezuelagazstroy (the activities include design and construction of gas networks and internal gas lines).

2017 – development of the Israeli-Belarusian cooperation: an exclusive partnership agreement was concluded with the Israeli firm named Jupiter Energy on the participation of Belarusian organisations in the design and construction of gas distribution facilities system in Israel.

Contacts have been established with the leading companies in Israel in the field of gasification – Salamander Energy and Negev Natural Gas.

Since 2017 – entering the Russian Federation’s market: Implementation of a pilot project with TULACHERMET-STAL, analysis of the terms of cooperation with Uralkali.

Belgazstroy is the leading construction organisation in Belarus. The company includes 10 subsidiaries operating in Minsk City, Minsk region, Vitsebsk region, and Mahiliou region.

Belgazstroy employs about one thousand workers and technical engineering employees of the appropriate qualification possessing the required training and certification.

Belgazstroy has its own factory manufacturing pre-insulated pipes, assemblies, and parts for heating mains. All the products manufactured are certified and comply with the Eurasian Customs Union’s technical rules and standards.

Belgazstroy has a laboratory accredited in accordance with the requirements of ISO IEC 17025 for the following work:

● Quality control of welded joints and base metal by non-destructive inspection methods (radiographic, ultrasonic, visual measuring, and capillary),

● Mechanical tests of steel and polyethylene welded joints,

● Certification of welders (in accordance with the European standards of TÜV Thüringen centre).

Since the beginning of its production activities, Belgazstroy has built over 20 thousand km of gas pipelines, gasified over 1,560 thousand apartments and private houses, installed over 450 gas control points and gas control cabinets, over 850 boiler houses, and numerous other industrial facilities.

Beltoplivostroy SMT (Construction and Installation Trust) specialises in construction, marshland preparation, special, assembly, and repair work at Beltopgas Association’s enterprises and at other organisations and agencies.

Beltoplivostroy has over 200 units of machine equipment and is capable of gathering and delivering commercial timber and provide construction machinery services (truck mixers, aerial platforms, truck cranes, trawls, long vehicles, dump trucks, etc.).

Beltoplivostroy has three branches:

Grodnogazstroyizoliatsiya is the largest Belarusian manufacturer of pre-insulated and pre-thermally insulated pipes used in the installation of oil pipelines and gas pipelines, water supply and heat mains, and engineering and technical support pipelines.

Grodnogazstroyizoliatsiya performs construction and installation work at gas and heat supply facilities and in construction of engineering communications, and designs gas distribution, gas consumption, and heat supply facilities.

The company’s extensive experience in the installation of pipeline systems allows it to perform construction and installation work of any complexity.

The number of employees is about 130 people.

Grodnogazstroyizoliatsiya performs the following types of work:

● Manufacture of pipe-insulated products to meet the needs of the national economic complex in engineering communications,

‘Belgiprotopgas Research Institute’ Design and Research Republican Unitary Enterprise is currently the leading organisation in Belarus for the design of gas supply systems and peat extraction systems.

The enterprise has 6 branches and over 30 subdivisions. The number of employees is more than 500 people.

Belgiprotopgas Research Institute’s main activities include:

● Development of design documentation for new construction, modernisation, reconstruction, and overhaul of gas supply systems and facilities, and residential, public, and industrial buildings,

● Development of technological lines for the production of peat-based nutrient soils and fuel pellets,

● Development of technological maps for peat briquetting enterprises,

● Design of drainage of peat extraction sites, etc.

The enterprise is one of the developers of the legislative and regulatory base of the gas complex of Belarus.

The enterprise uses multilevel monitoring of areas via Trimble UX 5 unmanned aerial survey complex and data of Earth remote sensing from outer space for engineering and geodetic support of design and construction. An important factor that positively affects the quality and speed of the Research Institute’s work are BIM technologies (a software product by Civil 3D).

Belgiprotopgas Research Institute is in demand in the implementation of many of the significant national projects in the field of energy supply, and has also been successfully exporting its services to foreign markets.
