1.0 Construction Documentation Report
1.1 Statement of Work
From May 12, 2016 to September 19, 2016, AECOM performed construction oversight
activities to verify the quality of construction and the Contractor’s compliance with the
design documents for the Virginia Point Wetland Protection Project, CEPRA Project
1596. The work consisted of site visits and weekly progress reporting for the duration of
construction.
Field construction oversight tasks included the following activities:
Verify structure’s constructed elevations and lateral extents;
Document construction activities through site progress photos;
Conduct substantial completion inspection with GLO, which includes
preparing and issuing a punch list of items needing correction and issuing
the official Certificate of Substantial Completion for signature; and,
Conduct final inspection of project completion.
Office construction activities included the following items:
Undertake a pre-construction planning meeting at the site with the
Contractor;
Coordinate work activities with the Contractor;
Conduct monthly construction progress meetings with Contractor and
GLO and issue official minutes of the meeting;
Review and process the Contractor’s Submittals and Request for
Information (RFI’s);
Review Contractor’s invoices against progress and submit approval
recommendations based on percent complete; and,
Review Contractor’s closeout documents and transmit to GLO for record.

1.2 Construction Verification Report Organization
The report provides documentation of the materials that were used for construction, the
location of the structures that were built, and modifications to the base design that were
implemented. The report is organized into the following sections:

Appendix D – Submittals
Appendix E – Revision Documents
Appendix F – As-Built Drawings with Survey Verification
1.3 Conclusion
Based on the field inspections and survey verification, the project was constructed in
accordance with the contract documents.

PROJECT STATUS:
The following activities have been ongoing during the fourth week of construction:
Began receiving rip rap and toe protection stone from Texas and Kentucky sources
Began staking offshore breakwaters B15 – B30
Began placing rip rap for breakwater B30
ISSUES, RESOLUTIONS, AND NOTES:
Pre-construction survey and mobilization took place during the first week of construction
(week of April 25, 2016).
Kentucky rip rap will be used as primary source due to supply and transportation logistics.
Breakwater footprint templates will be based on +3.0’ crest elevation. Side slopes may be
adjusted on-site for +1.5’ crest elevations to achieve larger base template.
AECOM provided clarification on breakwater crest transitions from +3.0’ to +1.5’ elevations.
PROJECTED TASKS FOR THE NEXT TWO WEEKS:
Continue placing rip rap for breakwaters
Site visit to be held with General Land Office on 5/18/16

PROJECT STATUS:
The following activities have been ongoing during the fifth week of construction:
Continued receiving rip rap and toe protection stone from Kentucky source.
Completed breakwaters B29 and B30. Construction verification survey performed.
Began placing rip rap for breakwater B28.
ISSUES, RESOLUTIONS, AND NOTES:
No construction activities performed on May 16th and part of May 17th due to weather.
Tides are generally high, but have not caused construction issues or delays.
Construction process used for breakwater B29 preferred to that used for B30 (building to
+3.0’ crest elevations and sloping down to +1.5’, rather than building from +1.5’ up to +3.0’).
Estimated construction pace is 3 to 4 breakwaters per week, given normal conditions.
PROJECTED TASKS FOR THE NEXT TWO WEEKS:
Continue placing rip rap for breakwaters.
Site visit to be held with General Land Office on afternoon of 5/31/16.

Field meeting held with General Land Office and Scenic Galveston on May 31, 2016 at 3 PM.
Completed construction of breakwaters B26 through B21. Construction verification survey
has been submitted for B30 through B25 and is under review.
Began construction of breakwater B20.
ISSUES, RESOLUTIONS, AND NOTES:
Construction delays due to inclement weather.
Up to four (4) signs to be placed at breakwater cells. Change order forthcoming.
o GLO to confirm if SG, GLO, and USFWS / CIAP logos and navigation warnings can
be shown on the same signs.

PROJECT STATUS:
The following activities have been ongoing during the eighth week of construction:
Six (6) full rock barges arrived and stone is being stockpiled in offshore staging area.
Completed staking breakwaters B14 through B11. Completed construction of breakwaters
B20 through B18; survey forthcoming. Began construction of breakwater B17.
ISSUES, RESOLUTIONS, AND NOTES:
Discussed placement of breakwater toe stones. Toe stone should generally be spread flat to
a height of 6 inches on offshore side of breakwaters, as opposed to mounding.
Noted that best construction practice is and will be to ensure construction team members are
safely out of the line of fire when working in the water near to the excavators.
Certified payroll records shall be submitted with each new invoice. Payroll records for existing
invoices will be back-submitted.
Rip rap gradations will be submitted for newly received stone.

Continue placing rip rap, toe stone, and sills for breakwaters.

PROJECT STATUS:
The following activities have been ongoing during the ninth week of construction:
Completed staking breakwaters B10 through B9. Began construction of breakwater B14.
Completed construction of breakwaters B17 through B15. Performed construction survey of
breakwaters B19 through B16.
Performed repairs on spud barges and field equipment.
ISSUES, RESOLUTIONS, AND NOTES:
Low tide conditions slowed construction progress. This was compounded by the shallow work
near oyster reefs.
Navigation and construction around oyster reefs was not deemed a significant issue.
PROJECTED TASKS FOR THE NEXT TWO WEEKS:
Continue placing rip rap, toe stone, and sills for breakwaters.
AECOM/Scenic Galveston site visit scheduled for June 23, 2016. Site visit with GLO
scheduled for June 29, 2016.
Change orders for site signage and removal of pilings to be issued.

Began construction of breakwater B12.
Completed construction of breakwaters B14 through B13.
ISSUES, RESOLUTIONS, AND NOTES:
Construction still taking place in shallow areas near oyster reefs.
Navigation and construction around oyster reefs was not deemed a significant issue, beyond
slower construction progress due to light-loading of barges.
PROJECTED TASKS FOR THE NEXT TWO WEEKS:
Continue placing rip rap, toe stone, and sills for breakwaters.
Site visit with GLO scheduled for Wednesday, June 29th. Project meeting to precede
(location TBD).
Site visit with Scenic Galveston board members scheduled for Thursday, July 7th.

PROJECT STATUS:
The following activities have been ongoing during the eleventh week of construction:
Began construction of breakwater B31.
Completed construction of breakwaters B9 through B10.
Surveyors staked breakwaters B33 through B38 and conducted post-construction surveys.
ISSUES, RESOLUTIONS, AND NOTES:
Additional toe stone will be placed on all bay-facing sides of “Y” breakwaters (B9 and B31).
Per field observations, the areas indicated on the piling removal drawings generally reflect
the proposed pilings to be removed.
APOLLO will provide cost proposal for additional Project Signage and Piling Removal tasks.
PROJECTED TASKS FOR THE NEXT TWO WEEKS:
Continue placing rip rap, toe stone, and sills for breakwaters.
Site visit with AECOM and SG scheduled for Thursday, July 7th.

The following activities have been ongoing during the twelfth week of construction:
Completed construction of breakwater B31. Began construction of breakwaters B34 and B35.
Surveyors conducted post-construction surveys.
Received 4-barge shipment of riprap.
ISSUES, RESOLUTIONS, AND NOTES:
Low tide conditions slowed construction progress.
Breakwaters B32 and B33 will be constructed at a later date, either when higher tides come
in or using shallow-water equipment (i.e., marsh buggies).
PROJECTED TASKS FOR THE NEXT TWO WEEKS:

shallow water conditions. Also, this vicinity has an artifact cistern in the vicitnity that needs to
be marked for avoidance during construction.

breakwaters and optional revetment.

PROJECT STATUS:
The following activities have been ongoing during the fifteenth week of construction:
Site visit was omitted for the week of July 24th due to delay in rip rap shipment and storms
slowing construction progress. Next rip rap shipment is expected to arrive on or before
August 7th.
APOLLO, Scenic Galveston, Naismith, and AECOM waded on site to field-inspect proposed
locations of the nearshore “A” breakwaters and relocate for access and constructability.
ISSUES, RESOLUTIONS, AND NOTES:
Project team coordination is ongoing for locations for the nearshore “A” breakwaters and the
optional “R” revetment. Where possible, the -1.0’ contour may be used, longer breakwater
crests may be undulated, and breakwaters may be used in place of revetment.
Project signage will be placed on site; change order pending.
PROJECTED TASKS FOR THE NEXT TWO WEEKS:
Continue placing rip rap, toe stone, and sills for breakwaters.

Site visit was omitted for the week of August 8th due to storms in the area which slowed
construction progress.
Moved equipment to the last offshore cell (B1 - B8) and brought shallow water marsh
excavating equipment on site. Began construction of breakwater B1.
ISSUES, RESOLUTIONS, AND NOTES:
Change Order #2 for project signage has been executed.
Executed ESI #1 to allow 2.5H:1V side slopes on breakwaters B1 – B8.
Issued ESI #2 for the revised alignment of breakwaters B7 – B8 and A1 – A12. SG to confirm
location of breakwaters.
ESI #3 is in progress for revising the optional additive revetment area.

Naismith staked breakwaters B7 – B8 and A1 - A12 based on ESI #2.
ISSUES, RESOLUTIONS, AND NOTES:
Executed ESI #2 for the revised alignment of breakwaters B7 – B8 and A1 – A12.
ESI #3 is in progress for revising the optional additive revetment area.
PROJECTED TASKS FOR THE NEXT TWO WEEKS:
Continue placing rip rap, toe stone, and sills for breakwaters. Complete construction of “B”

a. Breakwaters B30 through B10 have been completed.
b. Naismith will be on site this week for post-construction survey and
staking B33 through B37.
B. Schedule
a. Construction activities are expected to be completed in late August.
C. Upcoming Activities:
a. Construct B31, tide permitting, and then work north to south through
B44.
D. Site Visit Schedule
a. Scenic Galveston may schedule Board Member site visit on 7/7/16 or
may continue to bring members on individual trips, as practical.
