Sutter Courthouse n Design Phase

The good news is that the newcourthouse for Sutter County isn’ton the discussion list for state of-ficials meeting to see what courtprojects can be delayed. Instead,thecourthouse—farenoughalong

Redwood City Predicting “Construction Boom”

According to Redwood City, resi-dents should see a considerable“boom” in construction projectsaroundtown.

“RedwoodCityisgoingtoseeacon-structionboomin2013,asavarietyofnewbuildingprojectsinandneardowntowngetunderway,adding tothe excitement of several projectsthatarealreadyinconstruction,”Cityspokesperson Malcolm Smith saidlast week. “This means increasedhousing around downtown, alongwithnewofficesandretail,andthehigherlevelofeconomicactivitythattheseprojectswillsupport.”

•RedwoodToweroffice,MiddlefieldRoad & Winslow Street (breaksgroundspring2013)

•145MonroeStreet-305residen-tialunits(proposalinprocess)

The downtown and near-downtownprojectsalsoincludeover2,000ad-ditionalparkingspacesfortheirten-antsandworkers,whichwillhelptomaintain theexistingpublicparkingthroughout downtown. The Red-wood Tower project will replace allthe spaces in theMiddlefieldRoadparkinglot-whichistheprojectsite-andaddanadditional800spacesforofficeworkers’useduringthedayonweekdays,andforpublicuseoneveningsandweekends.

$306 Million Allocated By Caltrans For Various Projects

TheCaliforniaTransportationCom-missionhasallocated$306millionto44projectsthatwillhelpeasetrafficcongestion,improvesafety,andsup-porteconomicgrowth.

“From one end of the state to theother, transportation projects areprovidingjobsandimprovingroads,bridges, and transit for people andbusinesses in California,” said Cal-transDirectorMalcolmDougherty.

Theallocations include$114millionfromProposition1B,atransportationbondapprovedbyvotersin2006.Intotal,$14.7billion inProposition1Bfunds have been distributed state-wide. The remaining $192 millionin allocations came from assortedtransportation accounts funded by

stateandfederaldollars.Amongtheprojectsthatreceivedfundingwere:

$18,191,000 to the City of Sacra-mento of the I-5 /CosumnesRiverBlvd.Interchangetoconstructthein-terchangeandextendtheroadway.

$1,402,000 to the Madera Depart-ment of Transportation for rail im-provements from Avenue 12 Inter-changeimprovements.

$650,000toNevadaCountytorecon-structembankmentatfourlocations,install new and upgraded drainagefacilities, stabilize a severely erod-ed culvert and install downdrain toprevent furtherslumpingof theem-bankment due to water infiltration.Additional work includes pavementdigoutsandshoulderwidening.

$4,735,000 toElDoradoCounty toreplacedrainagesystemsandinstallBestManagement Practices (BMP)treatment for stormwater runoff in-cludingsedimentvaultsandaforcemaintocollectandtreatstormwaterfromHighway50inthecityofSouthLakeTahoe.

Tribe Gets Okay To Build $350 Million Casino

Thefinalmajorhurdle for theNorthForkRancheriaofMonoIndianshasbeenclearedthatwillallowthetribetobuild its$350millionoff-reserva-tioncasinoonHighway99,northofMadera.

TheassistantsecretaryoftheBureauofIndianAffairsmadeafinalagencydetermination to acquire about 305acresoflandintrustforgamingpur-poses for the tribe onNov. 26.As-sistantSecretaryKevinWashburn’sdecisionrepresentsthefinalfederalapprovalstepinthelengthyprocess

established by Congress to qualifynewlyacquired trust lands for tribalgaming.Thenextstepisforthestatelegislature,thatreconvenesinJanu-ary,toratifythecompactthegover-norhasalreadyagreedto.

The North Fork tribe has negoti-ated binding agreements with thecountyandCityofMaderaaswellasthe localwaterdistrict,promisingtomitigate potential impacts and pro-vide more than $5 million annuallyin community funding for schools,roads,parks,publicsafety,econom-icdevelopment, and local charities,among other public programs andservices.The tribe has also signedlaboragreementsandagreedtopro-videsubstantialfundingtonon-gam-ingtribesthroughoutthestate.

“Supported by overall positivegrowthtrendsforyear2013,Iexpectmargins and overall escalation toclimbmore thanwe’ve seen in fiveyears,particularly in the rapidlyex-pandingresidentialsideofconstruc-tion.,”saysEdZarenski,thereport’sauthoranda40-yearveteranoftheconstructionindustry.

Construction Predicted To Be A “Growth Driver” in 2013

In a quarterly report released lastweek, UCLA forecasters predictmoderate U.S. economic growthnextyear,presuminga“benignreso-lution”tothesetoftaxincreasesandlargeautomaticspendingreductionsthatkickinbeginningJan.1,knownasthe“fiscalcliff.”

Housingwillbeasteadydriveroftheeconomy, the report says, a changefromthelastthreeyears,whenbusi-ness investment and exports grewandhousingandconsumerspendinglagged behind. Although late to therecovery, housing has “become theleadingsourceofstrength,”thereportsaid.

“Manufacturing had been leadingtherecoveryduetostrongbusinessinvestment,exportsandanimprove-ment in vehicle sales,” the report

said.“Manufacturingwillcontinuetoexpandinthenearterm,butthein-dustry hasmoved from leading theoverall recovery to keeping pacewith it. However, construction willbemoreofagrowthdriverin2013.Homebuildingisinrecovery.”

Firms Sought For Elk Grove Aquatics Project

Elk Grove city officials are seekingcompanies interested in designing,building, and operating an aquaticscomplexattheproposedciviccentersitebeforeaformalrequestforpro-posalsisissuednextyear.

Theproposedciviccentersiteon76acres is locatedon thesouthsideofElk Grove Boulevard between BigHornBoulevardandLagunaSpringsDrive. The aquatics complex, whichwillcoverabout20acres, isplannedto includea competitionand trainingfacilitywithanOlympic-sizeswimmingpool,anda10-meterDiveTower.

Elk Grove officials recently issuedarequest forqualifications inwhichcompanies would partner and sub-mitabidtodesign,build,andoper-atetheaquaticscomplexattheciviccentersiteinMadeira.

AssistantCityManagerBeckyCraigsaid at a recent Elk Grove CityCouncilmeetingthatcitystaffseeksateamthatcouldhandleallthreeas-pectsoftheaquaticscomplex.

Safety has always been an important topic in our industry. However, with the onset of larger-scale jobs, increasingly stringent requirements from insurance agencies and tighter schedules, many contractors have had to revisit their long-standing safety practices. Taking a fresh look at safety can pay huge dividends by keeping all team members healthy and, in turn, by improving productivity.

In some ways, we are victims of our own success. Our widespread focus on safety has resulted in many firms having long-standing programs, both in the field and in the office. Most companies today do a thorough job of keeping up with daily tasks such as reviewing jobsite emergen-

Putting New Energy Into Safetycy evacuation plans, conducting safety audits, updating accident investigation documentation and holding weekly safety meetings. However, there is danger in not revisiting even the most solid of programs.

One of the most common safety mistakes employees make in the area of compla-cency is succumbing to denial that some-thing bad could happen to them. John Jakimowicz, safety director at Madison Concrete Construction, notes the im-portance of addressing such a mind-set. “Whether you are a young employee starting out or you have been on the job-site for years, you are not invincible,” he says. Jakimowicz adds that safety “has to start at the top and be communicated

throughout the organization.”

In the last few years, Madison has wit-nessed the insurance industry pushing for increasingly stringent safety programs. In response, Madison has developed a pro-gram that not only uses safe equipment but trains on such equipment as well. Fur-ther, the superintendent and foreman are responsible for conducting daily inspec-tions, and workers are required to inspect their equipment before use.

Training Starts in the Office Safety should be emphasized throughout all facets of the organization. Compa-nies can begin by adopting or develop-ing a comprehensive safety policy and

in-house production of employee safety orientation programs. In addition, up-per management should meet at jobsites on a weekly basis to review site safety. A specified safety committee should be established, too. Meeting on a monthly basis, the committee should take respon-sibility to review and discuss recent inju-ries from all jobs to make recommenda-tions accordingly.

Finally, the field management team, along with project managers and estima-tors, should meet several times a year for additional education. Madison hosts such meetings and incorporates guest speakers to discuss safety trends.

As Madison’s president, Jim Dolente Jr., puts it, “We don’t see safety as a goal, but as a way of conducting business and protecting our greatest resource—our employees.”

Moving to the Field Hands-on training is important. Com-panies should establish routines that re-

inforce safe practices, and in the field, weekly talks should be scheduled to review safety issues. According to Ja-kimowicz, it is important for these talks to focus specifically on a topic related to what is happening on the job at that time. For example, to prepare for the summer’s excessive heat, you can cover heat stress and heat-related injuries to prevent dehy-dration or similar accidents.

Additionally, the superintendent and foreman should conduct daily task plans to share any potential challenges or im-portant project details. One example is to use this time to warn workers of sched-uled deliveries that involve large vehicles arriving on the jobsite. This information is crucial so that everyone can be aware of their surroundings at all times.

The Role of Equipment In addition to having well-trained em-ployees, it is important to use protective equipment that will help keep all crews safe. One key to success when choosing the right equipment is to have a good re-

lationship with your supplier, as they can provide guidance.

Daily inspection of equipment is crucial. These inspections may seem tedious, but failure to conduct them can lead to serious injuries. An-other aspect of equipment safety involves the proper operation of all tools, such as making sure all electrical currents are grounded.

Not only is the safety of your workers im-portant, but the safety of nearby residents and pedestrians should be taken into con-sideration as well. Using safety equipment such as sidewalk canopies for projects alongside walkways or major intersections, construction companies can ensure that ev-eryone stays protected. Likewise, project deliveries involving large trucks require a trained flagger to ensure that pedestrians and drivers are cautious and aware of what is going on.

As Jakimowicz says, “No one wants to see anyone get hurt.” Revisit your company’s safety plan to make sure you are proactively engaged in minimizing the potential for injury.

As a PCCA member and architect special-izing in building performance, my primary role is helping contractors understand and apply the Title 24 Building Energy Effi-ciency Standards, in this case to a specific project.

A contractor recently asked for help in pre-paring a bid proposal for a new residence based on drawings from the late 1990s. Drawings were limited to plans, elevations and sections for a 2,300 SF single story with a slab-on-grade foundation. Notes and specifications were minimal with no HVAC information other than a condenser pad for a standard split system. He wanted to know the changes that would be needed to meet the 2008 Standards with the mini-mum number of HERS tests.

Despite three code cycles, we modeled the

house based on the original drawings, sug-gested some design changes and achieved compliance with only two HERS tests, re-frigerant charge and duct leakage. In this case, the major change was a reduction in total glazed area to the maximum allowed without penalty (20% total and 5% west el-evation of total conditioned floor area, Pack-age D, Climate Zone 12). For example, we reduced window height from six feet to five feet (3060 to 3050) and an external French door (modeled as a window) from eight feet to seven feet (2680 to 2670). An alternative would be to maintain the original window areas with high performance Low-E, and more expensive, glazing (a U-factor/SHGC from .38/.37 to say .34/.19).

In addition to the T-24 Report (CF-1R) meeting his requirements, we provided a summary of results, recommendations, alternatives, and tools that allowed him to modify the design and window schedule consistent with T-24 compliance.

This approach allowed the contractor flex-

ibility in resolving the final design and cost with the owner without the cost and time of referring back to us for a compliance check until the design is finalized. Once we receive the final documents, we can re-vise the model and issue the final T-24 Re-port. In the absence of any major design change we expect minimal revision. We will also be able to check compliance for any construction changes, manage rebate applications, and minimize the potential risk of cost and delay of HERS testing.

The complexity of energy efficiency stan-dards will increasingly affect building de-sign, construction cost and project deliv-ery. For example, according to the CEC (CA Energy Commission) the new 2013 Standards due out in 2014 will require 25% less energy for new residential (30% less for new non-residential). Since the CEC relies primarily on the construction indus-try to achieve their energy efficiency goals, contractors should select their project teams carefully to minimize the risks of non-com-pliance throughout the project cycle.

The Internet Accounts For 4.7%

of the U.S. Economy

Survey Says: 77% of Americans would be willing to give up chocolate for an entire year, rather than go without the Internet. Only 21% though would give up sex, and an even smaller 7% would go without a shower.

According to a recent survey conducted by CNN Money, the Internet contributes more to the American economy than the entire federal government, according to a new study by the Boston Consulting Group.

The Internet accounted for $684 billion, or 4.7% of all U.S. economic activity in 2010, Boston Consulting Group found. By way of comparison, the federal government, contributed $625 billion, or 4.3%, to the nation’s output. If it was considered its own separate industry, the Internet would also be larger than America’s education, construction or agricultural sectors.

In the retail sphere alone, e-commerce accounted for 5% of U.S. sales in 2010.

“All businesses are increasingly digital and need to think about how to take advantage of these opportunities,” said Dominic Field, a BCG partner and co-author of the report. Boston Consulting Group predicts the Internet will grow about 10% a year through 2016 in the Group of 20 nations.

Ads are invoiced monthly after the last ad run of the month. Net 30 days is offered. Take 15% off the rates shown below if you are a member of the Placer County Contractors Asociation. Take another 3% off if you prepay your ad contract entirely. Multiple ads can be run on a rotation basis under one advertising contract.
