How to salvage and recycle1. Deconstruct and salvage When demolishing part or all of a building, first

deconstruct it to remove salvageable items as early in the project as possible.

Deconstruction involves disassembling the structure in reverse order of assembly to harvest the materials.

Salvaging involves removing the reusable building materials before demolition. See page 77 for a list of salvage and deconstruction resources. Benefits: Generates revenue from the resale of materials. Helps projects qualify for tax credits. Provides building materials that can be reused, which is good for business and the environment.

2. SeparateSeparate your different types of debris (wood, metal, drywall, etc.) into similar categories. Start by identifying three or four materials you have the most of and that require the least labor to separate. Keep these materials in separate loads.Benefits: Fees for separated recyclable materials are usually lower than those for mixed materials.

3. Combine in one container Put remaining construction and demolition debris

into one container or load. Don’t worry about sorting. All mixed construction debris, regardless of which facility you use, is sorted and recycled for you. Household garbage, food, liquid, hazardous waste and torch-down roofing are not accepted in mixed loads. See page 51 to find a facility close to your job site.

Benefits: Requires little or no additional sorting at the job site. Great for small jobs like a bathroom remodel or jobs with limited space for multiple drop boxes.

Building relocation

AsbestosTo protect the health and safety of its customers and employees, Metro’s transfer stations cannot accept materials that contain asbestos. If you wish to take asbestos-containing materials to another facility that accepts construction and demolition debris, that facility’s related rules and requirements may be different than Metro’s.

The Oregon Department of Environmental Quality requires Metro to screen for, and prevent the acceptance of, asbestos in materials brought to Metro Central and Metro South transfer stations. Metro requires paperwork for all loads of construction, remodeling or demolition waste for materials that may potentially contain asbestos.Loads of construction, remodeling and demolition debris brought to Metro transfer stations will also be thoroughly screened for materials that may contain asbestos.

Here are the steps you should take to prepare your load of construction waste for delivery:1. Before you start demolition, use an accredited

asbestos inspector to survey your project for materials that may contain asbestos.

2. Have any suspect materials tested by an analytical laboratory.

3. If testing shows that your project contains asbestos, hire a licensed asbestos abatement contractor to abate the material.

4. If you are coming to the Metro South Transfer Station or the Metro Central Transfer Station with materials that do not contain asbestos, fill out a Construction and demolition waste acceptance form available at oregonmetro.gov/asbestosrules.

5. Bring test results with your load to show that any suspect materials contain 1 percent or less asbestos by weight.

If you have questions about this list of suspect materials or the test results you need before dropping material at a Metro transfer station, call 503-234-3000.

Analytical test results certifying all tested sample results contain 1 percent or less asbestos by weight are required for the following items:• Interior walls and ceilings: acoustical tiles, glue

dots, plaster, and textured surfaces• Exterior walls: cement siding, stucco• Flooring: vinyl tiles, sheet vinyl, some mastic

adhesives• Insulation/fireproofing: block, boiler, spray-applied,

vermiculite, monokote, sink undercoating, thermal system insulation (fiberglass, cellulose, and mineral wool are exempt)

• Gaskets: furnace, mechanical, boiler, wood stove (automotive gaskets are exempt)

Asbestos

• Heating: white paper or seam tape on ducts, air-duct cement and insulation

• Roofing materials: tar paper, felt, silver/white roofing paint, Nicolite paper

• Fire doors, fire/kiln brick and fireproofing• Various compounds: window glazing, adhesives,

caulks, patching, mastics, vapor barrier products (plastic or synthetic materials such as Tyvek are exempt)

• Electrical: switch gear, circuit boxes and fuse panels; wiring with cloth insulation (Romex wiring is exempt)

• Please note: flat/built-up roofing is not accepted at most transfer stations, even if customers present negative analytical test results. Call Metro for more information about disposal options for this material.

Materials from new structures built in 2004 and later: Materials listed here that come from a structure or an RV built in or after 2004 do not need to be tested for asbestos.

Metro reserves the right to request analytical test results for other materials not listed above.Where to take asbestos:There are two landfills close to the Portland area that can accept asbestos-containing waste:• Hillsboro Landfill, 503-640-9427• Wasco County Landfill (The Dalles), 541-296-4082Loads must be properly and safely prepared before they are delivered to the landfill. DrywallIncludes most types of gypsum wallboard and sheetrock; does not include lath and plaster.

WARNING: Drywall texture and mud may contain asbestos, which is a cancer-causing mineral fiber. The only way to ensure that your torn out drywall is asbestos-free is to have a sample tested by a laboratory. Oregon Department of Environmental Quality maintains a list of accredited laboratories that can test materials before you disturb or remove them (oregonmetro.gov/toolkit). Bring the laboratory results with you when you recycle or dispose of drywall. Before you disturb or remove drywall surfaces, call Metro Recycling Information at 503-234-3000 for more information and see pages 2-3 for a list of building materials suspected to contain asbestos.

The largest infestation of Japanese beetles ever found in the state was detected in 2016 in the area of Cedar Mill and Bethany of Washington County in Oregon. The invasive beetle is a threat to agricultural crops, gardens, and forests that are essential to Oregon’s economy, landscape, and ecological functions.The quarantine is intended to prevent the spread of Japanese beetle in Oregon and to ensure the success of the current eradication program. The boundary of the quarantine area was expanded because of increased Japanese beetle detections in the county in 2017.The Oregon Department of Agriculture is asking all residents, construction contractors, landscapers, and waste managers that work in the yard debris quarantine area (shown in purple on the map below) to follow the steps in this bulletin in order to comply with the quarantine to prevent the spread of both Japanese beetle adults and larvae:

• Compost and waste transfer facilities are not allowed to accept land clearing debris and yard debris from the quarantine area in order to prevent the spread of Japanese beetle.

• If possible, keep land clearing debris and yard debris at the property or use a standard curbside yard debris bin. However, if land clearing debris or yard debris must be removed from the property, bag and cover the load and take it directly to:

Oregon Department of Environmental Quality maintains a list of accredited laboratories that can test materials before you disturb or remove them (oregonmetro.gov/toolkit).
