Mr. Jenkins grew up around trucks as a young boy which helped shape his passion for
the transportation industry. “As a young man I drove the mail truck and was fascinated
by all the different places the job took me to, I just really enjoyed driving,” said Mr.
Jenkins. He also gained 13 years of experience driving for Fed-Ex before eventually
establishing his trucking business. Over the years, the firm has worked with a variety of
commercial clients. This experience has aided in building the firm’s reputation as a
capable and reliable transportation service provider. Currently, J&J Transportation, LLC
is providing delivery services for a crop protection company in Greenville, MS and a
Engineering firm also in Greenville. In reference to future projects, Mr. Jenkins stated
that he will continuously and aggressively bid projects within his area of expertise and
stay connected to the Continental Tire team, he recently engaged with at the February
MDOT Pre-Bid conference for potential opportunities.
No two companies are alike, Mr. Jenkins highlights his firm’s consistent and timely
service to its customers as unique and distinguishing factors for his firm. “Trucking is
my area and I always do my job to the best of my ability. My dad, Mr. Albert Jenkins
always instilled in me to do my best,” said Mr. Jenkins.

S&S Excavation, LLC is in Benton, MS and is owned and operated by Ms. Laura Sudbeck. The firm offers
services that include excavation, demolition, grading, drainage, and other heavy and civil engineering. In
addition, Ms. Sudbeck says that she is looking to expand her firm’s services to include soil stabilization.
S&S Excavation, LLC recently finished up an MDOT project in Sharkey County that included adding turning
lanes and an entrance to the Theodore Roosevelt Holt Collier Visitor Center. Another project (state aid)
entailed Spanish Fort Road also located in Sharkey County. However, one of the firm’s largest awarded
contracts involved a $3,000,000 MDOT job in Pontotoc County. Future work for the firm will include
placing a new apron for the Yazoo County Airport. The firm continues to grow and bid as a prime
contractor on projects.
Owning a successful business is hard work but something Ms. Sudbeck enjoys. “I love what I do because
I can work things around my family and one day leave the business to my kids,” she said. Being a positive
influence to those around her is important as well. Ms. Sudbeck says she has a stepdaughter and hopes
to instill in her and other young women that they can do whatever they put their mind to.
Obtaining and sustaining a business as an entrepreneur can encompass many things. Ms. Sudbeck
provided her top three factors to keeping her business successful and strong. “You must have the right
employees, proper cash flow, and bonding capacity,” said Ms. Sudbeck.

There is a rule of thumb. In business, you cannot be all things to all people! You must find your strengths and
differentiate your business from the competition. Once you do this, you have found your North Star.
Before I went into business, I observed successful businesses and those that were not successful. I have been asked so
many times if I can do this or that. My answer is very clear. I do X well and I would be happy to refer someone if I
know of anyone who can do Y. It’s that simple. In business, I never try to be all things to all people!
You must define your strategic direction and stick to what you do best. Once you define your business strategy, you
can set priorities for both your company and your management team.
A mentor of mine once asked me to write out my business strategy. Of course I thought I had one. Well, it was an eye
opener. It was a lot of work! I found even though I had a business, I needed answer the following questions to have a
business strategy:
• Why is the company in business? • What are we best at doing? • Who is my customer? • What should I stop doing or start doing to be successful? • What is the strategic direction which will generate success?
Your strategy is a summary of how your company will achieve its goals, meet expectations of the customer, and
endure a competitive advantage in the marketplace. It’s work to answer these questions; however, once you answer
these questions, you will find businesses will be attracted to you because you have defined what you do best in
delivering a top-notch product or service.

Continental’s Plant Operations Manager, Mr. Tobias Hacker was a guest speaker at the MDOT Pre-bid meeting on February 25th. He gave a status update on development in Clinton, Mississippi, sharing information about opportunities that potentially lay ahead for local service providers, vendors and suppliers. The project’s first completed structure, the training center, opened its doors in November 2018. This facility is used for job interviews, employee on-boarding and training. Construction on the truck tire plant is in progress with an expected completion date set in late 2019. Mr. Hacker and his team work with local agencies including the Mississippi Development Authority to identify Mississippi vendors and suppliers for support. The development will present several areas of opportunity for local companies in the coming months and near future:

Appropriate personal protective equipment such as safety goggles and gloves must be worn to protect against hazards that may be encountered while using hand tools. Workplace floors shall be kept as clean and dry as possible to prevent accidental slips with or around dangerous hand tools. Power tools must be fitted with guards and safety switches; they are extremely hazardous when used improperly. The types of power tools are determined by their power source: electric, pneumatic, liquid fuel, hydraulic, and powder-actuated. To prevent hazards associated with the use of power tools, workers should observe the following general precautions:
➢ Never carry a tool by the cord or hose. ➢ Never yank the cord or the hose to disconnect it from the receptacle. ➢ Keep cords and hoses away from heat, oil, and sharp edges. ➢ Disconnect tools when not using them, before servicing and cleaning them, and when changing accessories
such as blades, bits, and cutters. ➢ Keep all people not involved with the work at a safe distance from the work area. ➢ Secure work with clamps or a vise, freeing both hands to operate the tool. ➢ Avoid accidental starting. Do not hold fingers on the switch button while carrying a plugged-in tool. ➢ Maintain tools with care; keep them sharp and clean for best performance. ➢ Follow instructions in the user's manual for lubricating and changing accessories. ➢ Be sure to keep good footing and maintain good balance when operating power tools. ➢ Wear proper apparel for the task. Loose clothing, ties, or jewelry can become caught in moving parts. ➢ Remove all damaged portable electric tools from use and tag them: "Do Not Use."

The work to be done consists generally of: Misc. sub-grade repairs and asphalt paving of 2,808 L.F. of streets in the

Each bid shall be accompanied by a Certified Check on a solvent bank or a Bidder's Bond issued by a Surety Company
licensed to operate in the State of Mississippi, in the amount of 5% of the total bid price, as a guarantee that if the
bid is accepted, the Bidder will enter into a contract and execute the Performance and Payment Bonds in the form
and within the time specified.
The successful Bidder will be required to execute a Performance Bond and a Payment Bond, each in the amount of
100% of the Contract, issued by a Surety Company licensed to operate in the State and shall be named in the current
list of "Companies Holding Certificates of Authority as Acceptable Sureties on Federal Bonds and as Acceptable
Reinsuring Companies" as published in Circular 570 (amended) by the Audit Staff Bureau of Accounts, U.S. Treasury
Department.
Each Bidder shall have a Certificate of Responsibility to bid on contracts for public projects in which the bid price
exceeds $50,000.00 and for private projects in which the bid price exceeds $100,000.00 as required by the laws of
the State of Mississippi. Each Bidder shall show on the outside of the envelope containing his bid: his current
certificate of responsibility number and expiration date or if applicable, a statement certifying that the bid enclosed
does not exceed $50,000.00 for a public project or $100,000.00 for a private project. Failure to show these items on
the outside of the envelope containing the bid will result in the bid being returned to Bidder unopened. No Bidder
may withdraw his bid for a period of sixty (60) days after date of actual bid opening, without Owner's consent.

Scope of Work: The City of Gulfport intends to employ a consulting engineering firm to provide engineering services utilizing a Cost plus Fixed Fee, Labor Hour/Unit Price or Lump Sum/Firm Fixed Price contract for the Tidelands Grant Kayak Launches Project. The project consists of the engineering design, furnishing materials, labor, and equipment for certain improvements to install kayak launches, modifications and upgrades to the existing City of Gulfport boat launch areas, and installation of kiosks. The project is conforms to the Blueways Plan completed for the City. The Consultant is required to provide these services including, but is not limited to, surveying, development of construction plans and specifications, preparation of easements/right-of-way maps and deeds for purchases, environmental related services, bidding phase services, construction engineering, and inspection services. Upon selection, negotiation, and execution of contract, the City of Gulfport anticipates the duration of the consultant's contract to be approximately 3 years. We anticipate executing the contract by June 2019. Consulting engineering firms interested in providing these services may so indicate by furnishing the City of Gulfport One (1) original and three (3) copies plus a digital version of an Expression of Interest which should consist of the following: 1. A cover letter specifying the name and complete description of project, the name of the project manager, and the location and address of the office to be assigned the majority of the work; 2. A resume for each principal member, the project manager, and employee(s) of the firm anticipated to be assigned to the project. Also, provide an organizational chart and list each person's experience and qualifications, including proof that the Project Manager is licensed as a Mississippi Professional Engineer and that the firm has met state licensure and certification requirements*; 3. A description of similar type work completed during the past five (5) years which qualifies the consultant for this work; the consultant's cost and consultant's schedule completion and actual completion of this work; 4.
