Solid & Hazar dous W aste Management

� No solid waste is being/ will be generated from the cement manufacturing p rocess.

� Dust collected from various air p ollu tion control equip men ts is being/ will be recycled

completel y in process.

� STP Sludge will be utiliz ed as manure for green bel t development within the plan t

premises.

� Used /Sp ent oil (Hazardous W aste) is being/ will be utilised for lubrication in machines,

chain s, etc. Remaining quan ti ty will be sold to CPCB auth orised recyclers.

Green Belt Development / Plant ation

� Out of the total p roject area i.e. 182 .87 h ectare, 33% l and will be covered under green

bel t/plan tation within th e plant premises & alon g th e road, plan t bound ary and col ony.

� Presen tl y, 12 ha area has already been devel oped under greenbelt/plan tation.

� Green belt devel opment along th e road sides & plan t bound ary is under p rocess which

will attenu ate noise level, arrest dust and improve th e surrounding environ ment.

� Local Species su ch as Delbe rgia sissoo, Az ardi racht a in dica, Fi cus ben ghalen sis, Acasi a

nilotica etc. have been planted within the plant area in consultation with h orticulturist.

� 80% survival rate is being/ will be maintained with all p ossible efforts.

2.0 INTRODUCTION OF THE PROJECT / BACKG ROUND I NFORMATION

(i) Identification of project a nd pr oject proponent

Lafarge India is a subsidiary of the French Buildin g Material s major Lafarge. Lafarge is

the world leader in bu ilding material s, with top-rankin g p osi tions in all of its

businesses: Cement, Aggregates & Con crete. Lafarge entered the Indian market in 1999,

with the acquisi tion of the cement bu siness of Tata Steel. This acquisi tion was followed

by the purch ase of the Raymond Cement facility in 2001.

Lafarge cu rrentl y has th ree cemen t plants in India: two in tegrated plants in the state of

Chhattisgarh and a grindin g station in Jh arkhand whil e one Integrated cement plan t at

Raj asthan. The total cemen t p rodu ction capaci ty in th e In dian market is curren tl y over

8 million ton s. Lafarge India p rodu ces different typ es cements like Portland Slag

(iii) Need for the project a nd its importance to t he country and or re gion

Cemen t is an essential ingredien t for the modern buildin g con stru ction. Th e new

generation cement pl ant in India n ow empl oys the latest technology for better

efficien cy, energy con servation and economics of large capaci ty p rodu ction. The

imp roved market conditions witnessed recen tly, after a grip of recession over a l ong

period, are exp ected to con tinue due to high p riority being given by the Govern men t to

hou sing an d infrastru cture and al so in view of the massive investment p rop osed in

industry and ru ral sectors. Therefore, there is an urgent n eed to in crease the production

cap acity in the coun try in spi te of severe resou rce con straints.

Hen ce, the prop osal of expansion in Cement Plant by M/s. Lafarge India Pvt. Limited will

cater the in creased demand of cemen t in th e coun try and region.

(iv) Demand- Supply Gap & Imports vs. I ndigenous production

Fast rising Govern men t Expenditure on Infrastru cture Sector in In dia has resulted a

higher demand of cemen t in the coun try. Indian Cement In dustry currently ranks

second in the world n ext to Chin a in terms of cement production. The last few years

have seen the Cemen t Industry slowly emergin g from recession. India’s per capita

con sumption of abou t 18 4 kg remain s one of the lowest, as compared to the worl d

average of 433 kg. This indicates that there is su bstantial l aten t demand for cemen t in

the coun try.

Availability of limeston e of cemen t grade quality in adequate quanti ty has been one of

the maj or factors influ encing the l ocation of cement plan t. In India, limestone of cemen t

grad e quali ty is not evenly distribu ted, bu t occurs in large clu stered dep osits mainly in

five states viz . Andhra Pradesh, Madhya Pradesh, Chhattisgarh, Karn ataka, Guj arat,

Raj asthan and Mah arashtra. Th e result has been that cement plants have been l ocated

in these states, despite markets not being in proximity, or favou rabl y placed , in rel ation

to location of the plant. Th e cost incurred on cement transp ortation al so becomes an

imp ortant factor for deciding on the l ocation of th e cemen t plan t. There are few cemen t

plants already existing in the near vicini ty giving sufficiently devel oped infrastructural

facility in the region. Th e p rodu ction of cemen t in state of Rajasthan is as given below.

Raj asthan has total 11 cement plants with an in stalled capaci ty of 21.21 MTPA, with

some of them h aving very small capacities of around 1 MTPA but most of them h ave

installed capaci ty bel ow 1 MTPA. There is a huge scope by the Group for expan sion of

cap acity in this state as well due to good deposits of limestone. The North zon e of

coun try is th e p oten tial market.

(v) Export Possibility

The proposed expan sion proj ect has been envisaged to cater to domestic cemen t

market i.e. within India. Thus, n o cement exp orts h ave been considered for the

proposed expan sion project.

(vi) Domestic / Export Markets

As only domestic cemen t market has been con sidered for the prop osed exp ansion

project, the markets en visaged to be catered are Raj asth an, Gujarat, Mad hya Pradesh &

NC R region .

(vii) Employment Generation (Direct and Indirect ) due to t he project

Direct and indirect empl oymen t will be gen erated due to the expansion p roj ect. Total 50

persons are estimated for prop osed exp an sion project. During construction phase,

� Transportation of Limestone

Limestone will be tran sported to Cement Pl ant from Captive Limestone Mines through

covered Con veyor Belts. The crushed limeston e is transp orted to limestone yard through

series of bel t con veyors and store in a pil e throu gh automatic stacker machine.

� Pre-Blending of Crushed Limestone

Prebl ending of limestone is done in a circular or l on gitu dinal stockpile where limeston e is

stacked in large number of layers in a p re-determin ed configuration. When recl aimed across

the layers, h omogenized limestone is obtain ed. Longitudin al stockpile is prop osed to be u sed

in th e proposed plan t due to its flexibili ty of in creasin g the cap acity simpl y by exten ding the

length of stockpile or by slowing the stacker at a later date.

� Drying and Grinding of Ra w M aterial

In th e dry p rocess, the raw material s are dried and ground in cl ose circuit d rying-cum-

grinding installations. In the proposed expansion proj ect the VRM (Vertical Roller Mill ) has

been con sidered for the grindin g of raw material which is better proved equip men t compared

to ball mill and roller p ress because of i ts reliabili ty in op eration , more energy efficient and

easy main ten ance.

� Blending of Raw Meal a nd Storage of Kiln Fee d

The raw mix for production of cement has to be u niform in comp osition before it is fed into

the preheater.

For this pu rpose continuou s type h omogenization is con sidered. The blending sil o is

simul tan eousl y u sed for a continuous blending p rocess as well as for raw meal storage.

� Pre-heater, Pre -calcinator ,Kiln

In cyclon e preheater system, an efficient h eat tran sfer takes pl ace to finely dispersed raw

material particles when they come in con tact with h ot gases from Kiln/Precal ciner.

In th e precal cinator, fu rth er calcin ation takes pl ace by firing pulveriz ed coal and then

material is disch arged to the kiln. The feed travel s d own as the kiln rotates. Th e chemical

reaction completes when the material reach es the burning z one and cemen t clinker is formed

at about 1450oC. Nearl y 60 -65% fu el is fired in the precal cinator and the remaining 35-40%

fuel is fired in kiln

� Clinker Cooling

The cooler has two purp oses i.e . to cool the h ot clin ker which is disch arged from kiln at

around 1000oC and to use part of th e hot air after heat exchange with clin ker as secondary

and tertiary air for combu stion of fuel in the kiln and precal cinator.

Due to improved efficiency, the mod ern grate typ e cooler with con trolled air fl ow

arrangement is proposed to be used.

The cooled clin ker is then transp orted to clin ker silo for storage.

� Cement Grinding

Cemen t grindin g is con ven tionall y d one by ball mill in cl ose circui t or cl ose circui t using high

efficien cy separators. However, due to nearly 25 -30% saving in power, the use of roll er p ress

in cl osed circuit for p re-grinding foll owed by grinding in open circuit ball mill (semi finished

grindin g mode) h as been u sed in most of the recentl y in stalled plants and the same system is

con sidered for the proposed pl an t.

� Cement Storage and Pac king

The ground cement is conveyed to cement silos for storage from wh ere it i s extracted and

packed in HD PE bags by electronic dou ble discharge packing machines and dispatched to

con su mer by road/rail. Mechanised l oad ing system for loadin g of packed bags on trucks is

con sidered onl y.

The tru ck l oading machines will be luffing, rear l oading type to facilitate placemen t of tru cks

for l oading without reversing. There is a provision for bul k l oading of cemen t.

Coal & Petcoke (~ 1000 TPD) will be procured from d omestic as well as imp orted sources.

Imported coal will be moved from one of the Gujarat based p orts – approx. 700 kms from pl an t

D.G. sets fuel oil (~30 KL) will be used, which will be procu red from local sources.

4.0 SITE A NAL YSI S

(i) Connectiv ity

The plan t is well con nected with NH - 79, which is about 2.2 km in W direction from th e plan t

si te.

The plant si te is served by a railway sidin g from Gambhiri Road Rail way Station, which is

abou t 0.1 Km in S direction from the pl an t si te.

The nearest airp ort is Mah arana Pratap Airport, which is about ~80 km in WSW direction

from the plan t si te.

The si te is well connected with communication facilities like tel eph one, fax, wirel ess and

telex, railway, airport, highway and as su ch, no constraints are envisaged in this aspect as the

tehsil and district headquarters are n ear to the si te.

(ii) Land form Land use and Land ownership

Total proj ect area is 182.87 hectare, and the prop osed expan sion will be d one within th e

existin g pl an t premises. Hen ce, th e l and ownersh ip will be considered as Indu strial type.

(iii) Topography

The area lies as a wid e valley with flat to gently undulatin g terrain between western hill s of

Sawa and eastern hill s of Chittorgarh ranges h avin g north-sou th strike direction . The Pl an t

area is al most flat with a top ographical differen ce of nearl y 8 m between l ower & upp ermost

portion of the area.

(vi) Soil c lassification

The soil typ e is black soil and yell ow brown soil with sandy loam textu re. Bl ack soil s are

highly reten tive of moistu re, extremely comp act and tenaciou s when wet, considerabl y

(vii) Climatic data fr om secondary sources

Chittorgarh h as a desert like d ry climate. Summers (March - May) in Chittorgarh have a

temp eratu re range of 23 °C to 44 °C. Monsoons (June to Sep tember) have intermitten t

rainfalls and the atmosph ere is gen erally hu mid. Win ters (December to Febru ary) are

pleasant with temperatu re ranges in 11°C to 28 °C.

(viii) Social Infrastructure available

Teleph on e, Medical facili ties an d post office facili ties are avail able in the n earby towns.

Al most all th e villages in the buffer z one are electrified.

5.0 PLANNING BRIEF

(i) Planning Concept (type of industr ies, facilities, transportat ion etc .) T own a nd country

Planning/ Development authority classification.

The existing indu stry is cemen t industry (Red Category) & p rop osed expan sion in cludes

installation of New Line II. Th e existing facilities are sufficient enough to suffice the

requirement h owever d evel opment shall be don e as per requirement. Tran sp ortation of raw

material and final p rodu ct will be don e via existing road and rail network an d cement

concrete road has been d eveloped within th e existin g pl ant premises.

(ii) Population Projection

Additional manp ower requirement for Exp ansion Proj ect is 50 persons. Temp orary influx of

peopl e will be there as the managerial and supervisory staff will gen erally be ou tsider.

(iv) Assessment of infrastr ucture demand (Physical & Socia l)

M/s. Lafarge India Private Limited (LIPL) has assessed th e d emand of infrastructu re

(Physical & Social) within the plant & in nearby area of the plant site and devel opment

activities are being undertaken under corp orate social resp onsibili ties program for ru ral

devel opmen t initiatives for th e upliftmen t of th e nearby communities from time to time. The

existin g infrastru ctu re facilities availabl e at the pl ant sh all be u tilized for the proposed

expan sion project. Same will be expanded as per requirement.

6.0 PROPOSED INFRA STRUCTURE

(i) Industrial Area (Processing Area)

Total land area is 182.87 ha. Prop osed exp ansion will be carried ou t in th e existin g pl an t

premises which will invol ve installation of new Line II.

(ii) Residential area (Non Process ing area)

Town ship for empl oyees is p rovid ed adj oining the cement plant premises. Residen tial

quarters, ban k building, post office, shopping complex, securi ty barracks, Gu est House and

Public Park are provided in the town ship.

(iii) Green Belt

Total pl ant area is 182.87 ha ou t of which 33% land will be covered under Green

bel t/plan tation. Presently, 12 ha area has been devel oped under green belt/plantation.

(iv) Social Infrastructure

Prop osed expan sion project will result in growth of the su rroundin g areas by in creased

indirect empl oymen t opportunities in the region in cludin g an cillary devel op ment and

supp ortin g in frastru cture.

(vii) Sewerage System

Domestic waste water from col ony & plant will be treated in the STP (already installed) &

treated waste water will be util ized for green belt d evel op men t and du st suppression. Sludge

generated from STP will be used as man ure in gardening as well as in green bel t d evelopment.

(viii) Industrial Waste mana gement

No industrial waste is being/will be gen erated from plan t.

(ix) Solid Waste Management

There will be no solid waste gen eration in the pl an t. Du st collected from air p ollu tion con trol

equip men t will be entirely recycled in the process. STP’s generated slud ge will be used as

manure in gardening as well as in green bel t devel op ment.

(x) Power re quirement and source

Total Power requiremen t after the p rop osed expan sion project will be 80 MW which will be

sourced from State Grid and D.G. Set (stand -by).

7.0 REHABILITATION AND RESETTLEM ENT (R & R) PLAN

(i) Policy to be adopte d (Central/State) in respect of the project affected persons including

home outsees, land oustees and la ndless labourers (a brie f outline to be given).

Since, the proposed expansion will be d one in the existin g plant premises & no additional land

will be acquired for the expan sion p roject; hence R & R plan is n ot applicabl e for the p rop osed

expan sion project.

8.0 PROJECT SCHEDULE AND COST ESTIMATES

(i) Likely date of start of construction and likely date of complet ion (time schedule for the

project to be given). –

The p roj ect will start onl y after obtaining necessary statu tory approvals i.e. Environ mental

Clearance and all other required clearan ce. An implementation period of 24 month s is

foreseen for this p roject.

(ii) Estimated project cost along with analys is in term of economic via bility of the project.

9.0 ANALYSIS OF PROPOSAL (final recommendations)

(i) Fina ncia l and social be nefits with special emphasis on the be nefit to the local people

including tr ibal population, if any , in the area.

The state of Rajasthan will get revenues in terms of taxes, l ocal people will get opp ortunity in

terms of indirect empl oyment, and bu sin ess opp ortunity like transp ort of Cemen t to th e

market will increase. Nearby people will get opp ortunity to improve th eir livelihood.

10.0 CONCLUSION

No addition al land will be acquired for the prop osed expansion p roject hen ce there will be no

imp act on the land use pattern of th e project study area. Adequ ate measu res will be ad opted to

keep the p ollution level within prescribed stan dards. Prop osed Expan sion Project will resul t in

growth of the surroun ding areas by enhancin g opportunity in indirect employmen t in the region

includin g ancillary develop ment and supporting infrastructu re. Devel opment of social amenities

will be provid ed in the form of medical facil ities, edu cation to underprivileged and creation of sel f

help group s.

Con siderin g all the above, i t may be observed that the prop osed exp ansion will be an eco-friendl y

plant, which will produ ce very n egligible du st emission, shall have no efflu ent discharge. On the

other hand this pl ant will help in u tilizing a su bstantial amount of fly ash, which itsel f is a p ollu tin g

material.
