Building a new house just could be the biggest task you ever face. But the first question

you need to ask yourself is: Will you be the general contractor or will you hire someone else to do the job?

There are pros and cons to both sides, but the answer lies in another question: Just how much are you willing to do?

If you have some building experience and are well-acquainted with local build-ers, roofers, plumbers, electricians, etc., then being your own general contractor is a good route.

You’ll likely save money or be able to invest in better quality products. How-ever, if you sell your home within 10 years, you’ll also be responsible for any repairs resulting from building errors

or failures.That’s too big a risk for many people

and that’s why they’ll hire a general con-tractor to do the job. But that shouldn’t absolve you from doing a lot of home-work.

Take the time to research contractors. Ask them for references and make sure you follow up on calling those refer-ences.

Better still, visit a residence or two built by the contractor, knock on the doors and ask the owners if they’re happy with the contractor and the jobs they performed.

Also, follow-up on the trades the con-tractor deals with. A reputable con-tractor will usually deal with the same trades people for years.

If the contractor seems to be holding back details or information, or doesn’t provide references, this is a red flag you should keenly pay attention to.

If you’re the contractor, there’s a lot more legwork. This involves count-less visits to the local municipal plan-ning department to find out the rules, to obtain permits and to get building inspections.

Also count on getting at least three quotes for everything that goes into a house. That list is long and the task seems daunting, but the more you do beforehand, the better it will be in the long-run.

and compare them. The longer the list, the more thorough you will be and you won’t be surprised by extra expenses while you’re building.

Whether you are the contractor or you’ve hired a general contractor, you need to be involved in the building process. Visit the job site regularly – daily if you can – to check on progress, ask a lot of questions, and be firm in getting straight answers.

You’ll also save money if you can do some jobs yourself, such as painting.

And if you don’t have any building skills, you can always clean up the job site. You might think that’s the job of the trades, but you’re paying someone $25-$40 an hour just to clean up.

If you don’t like cleaning, hire someone for $10-$12 an hour to do it.

The bottom line in building a new home is: Research thor-oughly, get a variety of quotes and references, and make sure to give yourself ample time to do this.

After all, it’s your new house.

There may never be a better time to buy a new home in B.C. than now.

That is the view of Canadian Home Builders Association B.C. President Doug Wittal following a move by the province to change the harmonized sales-tax threshold on new homes.

The Kamloops-based builder now believes it is up to the construction industry to sell the notion to a leery home-buying public.

“The consumer has to see it’s cheaper now than it was before,” Wittal said.

“They should be taking advantage of the HST while it’s in.”

The provincial government recently announced changes to the HST before the tax is phased out in 2013.

The B.C. new-housing rebate thresh-old will be increased to $850,000, effec-tive April 1, meaning newly built homes will be eligible for an HST rebate of up to $42,500.

Under the current system, only new homes bought for less than $525,000 were eligible for a rebate.

The HST does not apply to resale hous-ing.

In addition, purchasers of new sec-

ondary vacation or recreational homes outside the Greater Vancouver and Capital regional districts priced up to $850,000 will now be eligible to claim a provincial grant of up to $42,500, also effective April 1.

Homebuilders like Wittal have been arguing the perception of HST has had a negative impact on the industry and scared people away from buying a new home until the PST/GST returns.

He said buying a home under the HST is a good deal, pointing out under the tax, consumers get the full GST back as a rebate, rather than about a third of the GST under the former tax scheme.

Campbell River processed develop-ment applications faster than 11 other similar-sized communities in each of the last four years.

City staff was consistently faster than the average time of the other commu-nities in processing subdivision, zon-ing/rezoning, and development permit applications, according to a study con-ducted by consulting firm Acton.

The city’s best performance was in processing development permits.

In 2009 it took city planning staff 48 days to process applications, while the average was 100 days. With subdivision approval, it took 52 days in Campbell River when the average was 125 days in

the same year.Zoning/rezoning applications took

170 days in Campbell River while the average was about 190 days.

“Our stats are absolutely fantastic news,” Ross Blackwell, the city’s land use manager, said. “Application pro-cessing times are very important in attracting investment and development. If a community is perceived as having problems in terms of the amount of time it takes to process an application, that acts as a bit of a barrier to develop-ment.”

Blackwell said the statistics also reveal the value of the planning depart-ment. He was particularly impressed

by the 2010 numbers – a year when the department was short on resources.

Development permit processing times were on average 50 days per full time employee last year, while the average was about 80 days.

Subdivision approvals went through in about 90 days in Campbell River when the average was about 100 days.

The study, which was conducted at the request of the City of Vernon to mea-sure the value of its planning services, also looked at single-dwelling process-ing times. Although information from 2007-2010 is not available for Campbell River, last year’s times can be compared

with 2010 average. The average processing time in 2011 was about five days while in 2010, the average of the other 11 com-munities was 22 days.

Other than Vernon, Blackwell said all the other communi-ties remained anonymous so the city could compare itself against an average, and not another municipality.

He said although it’s obvious Campbell River stacks up well, planning staff are not going to rest easy.

“You never know how you’re doing,” Blackwell said. “These stats tell us we’re doing a fabulous job but that’s no reason to sit back on our haunches. We’re looking for opportunities to raise the bar.

“We want to improve what we do and the way we do it to ensure the citizens and the investors of Campbell River get the greatest value.”

He said staff ’s goal is to improve the city’s times even fur-ther.

The Campbell River and District Chamber of Commerce has launched its Campbell River

Major Projects Web Portal site. It is now up to the business commu-

nity to take the lead and register within the site’s supplier data base to promote all the business skills, trades, equip-ment and supplies that exist in Camp-bell River and surrounding area.

The portal project was proposed and developed by the Campbell River Cham-ber of Commerce with key project part-ners including BC Hydro with its pro-posed John Hart Generating Station Replacement Project, the Vancouver Island Construction Association (VICA) and the Vancouver Island Economic Alliance (VIEA).The Portal supports the Chamber’s goal to provide added value and relevance to its members and sup-port the whole business community.

Chamber Executive Director Colleen Evans says what binds these partners

are their eagerness to promote and invest in Campbell River’s economic stability and growth. This collaboration has led to a strategically developed web-site that’s a one-stop, local supplier and community resource centre that will maximize the economic opportunities flowing from major construction proj-ects in the area.

“This Portal demonstrates in very real terms that Campbell River is open for business,” Evans says. “It is a web window of opportunity to better pre-pare and showcase local businesses so that project bid proponents and their contractors can develop procurement strategies that take advantage of local services – with the potential to lead to more local business contracts and hir-ing.”

The Portal is an excellent example of leveraging opportunity with a pro-active approach to business retention and development,” comments Chamber

President, Gary Thulin. “We strongly encourage businesses and suppliers to register and create a tailored profile for prime contractors to browse the tre-mendous resources that are available locally.”

The site profiles not only supplier databases, but infor-mation on the John Hart project, and access and links to other important community resources including NIEFS and North Island College. Businesses who wish to register their company should find the “Register as a Supplier” box on the Portal Home Page, click on “read more” and follow the prompts.

Campbell River Chamber members have been pre-registered on the site. Non-members can participate for a one-time small fee of $50. This fee helps maintain the site. If a business decides to become a Chamber member then the $50 fee will be rebated.

HAFI is jointly funded by the federal and provincial govern-ments, via a $15 million investment over three years. Each household is eligible for financial assistance up to $20,000. To be eligible for the program, the adaptations must directly address the household’s disability or diminished abilities. These adaptations may include improvements such as hand-rails in hallways or stairways, ramps for ease of access, easy to reach work and storage areas in the kitchen, lever handles on doors, walk-in showers with grab bars, or bath-tub grab bars and seats.

Eligible adaptations must also be permanent and fixed to the home, though exceptions can be made for equipment designed to give access to existing basic facilities, such as bath lifts.

Of course, not everyone who needs home adaptations actu-ally owns their own home. That’s why we ensured both hom-eowners and tenants would be able to apply. Landlords in the private market who wish to modify a unit rented to an eligible tenant can also apply.

Multiple Listing Service (MLS) sales summary data releasedby the Vancouver Island Real Estate Board (VIREB) shows that2011 was a solid and stable year for Real Estate activity on Van-couver Island.

Across VIREB’s six zones average sales prices remained vir-tually unchanged from what they were in 2010. The 2011 aver-age sales price for a home sold within VIREB’s coverage areawas $341,537, down incrementally from 2010’s $342,324 averageprice.

“Stability in the marketplace is the word of the day,” saidoutgoing VIREB President Jim Stewart. “Across the regionthe housing inventory remains stable. Homes that are pricedcompetitively continue to sell. The opportunity for continuedgrowth in 2012 is very strong, especially when compared to alot of places in Canada.”

ber 2010 when 264 homes were sold. The average price of a single family home sold in December 2011 through the VIREB MLS® system was $315,239 down six per cent from the $333,710 posted in December 2010.

However the MLS stats also report that there were 5.5 per cent more listings on the market in VIREB’s coverage area then at the same point in 2010. Currently there are 2,022 single family homes listed on the MLS system as compared to the 1,912 homes listed for sale at the end of December 2010.

“Because we have a good foundation in our Real Estate mar-ket this is a good time to get into the marketplace,” explained VIREB President Guy Bezeau. “Price wise we’re pretty much unchanged when compared to last year. Overall there is stabi-lized, cautious optimism for 2012.”

Comparing December 2010 to December 2011, the average sale prices across VIREB’s six zones saw: Campbell River drop 11% (to $271,220), the Comox Valley went up 13% (to $364,422), Nanaimo went down 7% (to $332,400), Parksville/Qualicum was down 9% (to $343,292), Port Alberni/West Coast was down 26% to $177,179 and the Cowichan Valley was down 1% (to $363,172).
