Module 25: Performance Management for ePerformance AdministratorsIn this module you will learn about performance management as an ePerformance Administrator. The ePerformance Administrator role is delegated to users requiring Human Resource (HR) Administrator access for the Performance Management component of PeopleSoft. This module will convey information about performance documents and the associated responsibilities of ePerformance Administrators.This module includes the following:

Section 1: Create and Manage Business Objectives

This section provides an overview of creating and managing business objectives. ePerformance Administrators must complete a series of steps to assign business objectives to an alternate owner, manage business objectives, and publish business objectives. Once business objectives have been published, ePerformance Administrators and business objective owners can update and re-publish objectives at any time. The following topics will be covered in this section:

Topic 1.1: Create Business Objectives

This topic will cover creating business objectives. Business Objectives are organizational goals/objectives that are cascaded down to employee performance plans, to align to performance elements.As an ePerformance Administrator, you can complete every step in the process of creating and cascading business objective, or you can assign another user as the business objective owner. While a business objective owner can update and submit objectives for publication, only an ePerformance Administrator can publish the objectives.To begin the process of creating business objectives, you need to identify at what organizational level you want to add objectives. The example below demonstrates how organizational objectives are cascaded down to lower level organizations when the lower level organization does not add objectives. For example, organization A published organizational objectives, but organizations B, D and E did not. Based on the organizational hierarchy, the objectives from A will automatically cascade down to organizations B, D and E. On the right side of the organizational tree, organizations C and G have published organizational objectives, but organization F does not. Based on the organizational hierarchy, the objectives from organization C will flow down to organization F. In the graphic below, the cascading of objectives we discussed above is represented using colors. All organizational “nodes” shown in the same color will have the same organizational objectives available to align to performance elements.

To begin, identify the organizational “nodes” that will be adding business objectives.

Identify Objective NodesNavigate to the Identify Objective Nodes component by clicking Main Menu, Workforce Development, Performance Management, Business Objectives and Identify Objective Nodes.Click to select the GSA Organizational Objectives plan.

In the Set ID field, select GSASH by clicking the magnifying glass to open the menu. Click the magnifying glass next to the Department field to view and select the Department for which you want to add business objectives. Click Search.

If there are departments reporting to the department selected, they will be shown in a table below the Target Department table, in the Direct Reports table. Select all the Departments for which you want to add organizational objectives. Click Save.Next, create business objectives for the identified organizational nodes.

Create Business ObjectivesNavigate to Main Menu, Workforce Development, Performance Management, Business Objectives, Create Business Objectives. Click GSA Organizational Objectives.

On the Create Business Objectives page, select the applicable dates for the Effective Date and Publication Due Date fields. Select GSA Organizational

Objectives from the Template drop-down menu. Select GSASH from the Set ID menu and select the Department ID. If you would like to apply the same template to multiple Departments, click the (+) button in the Department Selection table. Click Create Objective Pages.

Review the message on the Create Objective Pages – Confirmation page. In the example below, a page owner has not been assigned.

Next, assign a business objective owner.Assign/Transfer Business ObjectivesNavigate to Main Menu, Workforce Development, Performance Management, Business Objectives, Administer Business Objectives, Assign/Transfer Objectives. Click GSA Organizational Objectives.

Select Assign Objectives Owner from the Action drop-down menu. Select GSASH from the Set ID menu, select the appropriate Department. Click Search.

Select the checkbox next to the applicable Departments and click Continue. On the Assign Objectives Owner page, click Select a Page Owner. Search for the desired business objectives owner using the First Name and Last Name fields. Click Search. Select the radio button next to the correct employee and click OK.

One the objective owner is assigned, either the ePerformance Administrator or the Objective Owner can update the objectives using the Manage Objectives component, discussed below.Manage Business ObjectivesNavigate to Main Menu, Workforce Development, Performance Management, Business Objectives, Manage Business Objectives. Select GSA Organizational Objectives from the Objective Plan table.

Search for the business objectives by entering the following data: Set ID, Department, Objectives Owner, objectives Status. Click Search.

Click Update.

Modify the objectives Title, if applicable. Add an Alternate Editor, if desired. Click Add Organizational Goals to begin adding organizational objectives.

Enter the order you want the goal to display, the Title and the Description. Click Add.

Continuing adding Organizational Goals following the same process until all goals have been added.

Click Save to return to the Objectives at a later time or click Submit for Publication to begin the process of publishing the objectives.

Topic 1.2: Manage Business Objectives

This topic will cover managing business objectives once they have been created and published using the process outlined in Topic 1.1. Both the objective owner and ePerformance Administrator can manage business objectives.Manage Business ObjectivesNavigate to Main Menu, Workforce Development, Performance Management, Business Objectives, Manage Business Objectives. Click GSA Organizational Objectives.Search for the business objectives you wish to update by entering applicable data in any of the fields in the Search Criteria section and clicking Search. In the search results, locate the business objectives you wish to update and click Update.

Enter the new Effective Date and click OK.

Modify or delete existing organizational goals by clicking the pen icon or trash can icon, respectively. To add a new objective, click Add

When all updates have been made, click Submit for Publication.

Topic 2.1: Transfer Document

This topic will cover transferring a performance document in HR Links as an ePerformance Administrator. To begin, navigate to the Talent Administrator homepage and click the Performance Administration tile.

Click Transfer Documents on the left navigation menu. Enter applicable data in the Search for Documents fields to locate the correct performance document. Click Search.

In the example below, the employee’s last name was entered in the Last Name search field, and the document status of Evaluation in Progress was selected. After clicking Search, select the correct performance document and click Continue.

On the Person Search pop-up, enter search criteria applicable to the manager/employee you are transferring the document to. Click Search. Select the radio button next to the correct employee and click OK.

Confirm the correct employee was selected. Click Save to confirm the transfer.

Topic 2.2: Reopen Document

This topic will explain how to Reopen a document as an ePerformance Administrator. Throughout the performance appraisal cycle, Supervisors can reopen the Establish Performance Plan step in a performance document to make updates to the employee’s performance plan. Once the Supervisor has signed the Manager Evaluation, the Supervisor can no longer Reopen, and only an ePerformance Administrator can complete the Reopen Document process.To begin, navigate to the Talent Administrator homepage and click the Performance Administration tile.

On the Reopen Document page, enter applicable search criteria to locate the document you wish to reopen. Click Search. From the performance documents returned in your search results, select the checkbox next to the correct performance document. Click Continue.

Topic 2.3: Cancel Document

In this topic we will discuss the process of Cancelling a performance document as an ePerformance Administrator. To begin, navigate to the Talent Administrator homepage and click the Performance Administration tile.

On the Cancel Document page, enter search criteria applicable to the document you wish to cancel. Click Search. Select the checkbox next to the correct document. Click Continue.

On the Confirm Cancellation page, validate that the correct performance document has been selected. Enter comments in the free-form text box to document the reason for cancelling. This is a required field.If you would like to permanently remove appraisal comments and ratings, select the checkbox next to “Select to wipe appraisal comments and ratings. Content cannot be retrieved once deleted.” If you would like to retain all appraisal comments and ratings but put the performance document in a Cancelled status, do not select this checkbox. Click Save.Note: If the checkbox to wipe appraisal comments was selected, you will receive a warning asking you to confirm your selection. Click OK to confirm.

The document is now in a Cancelled status.

Section 3: Maintain Content Catalog

This section provides ePerformance Administrators with an overview of maintaining the Content Catalog, or Content Library. The Content Catalog can be used to make performance elements and sub-elements available to all GSA supervisors and employees. Note: If a supervisor or employee adds an element or sub-element from the Content Catalog, he or she can edit the element/sub-element and save the updated element to his/her plan. The updated element/sub-element will not be saved to the Content Catalog.The following topics will be covered in this section:

Topic 3.1: Add Content Item and Sub-Item

This topic covers adding Content Items (elements) and Sub-Items (sub-elements) to the Content Catalog as an ePerformance Administrator. To begin, navigate to the Content Items page. Click Main Menu, Set Up HCM, Product Related, Profile Management, Content Catalog, Content Items. Click Add a New Value. Add a Content Item (Element)Select Z_ELEMENT from the Content Type menu. Enter the Content Item ID. Note: You may use any naming convention for the Content Item ID, using a maximum of 12 characters. Click Add.

Link Content Items and Content Sub-ItemsHR Links provides the functionality to link Sub-Items to Items. To make Sub-Items (Specific Measures) available in the Pre-Defined Elements option when adding a Sub-Element, you must link the Sub-Items to the Item. You may link Sub-Items to multiple Items. You can link Items and Sub-Items using the Relationships tab.

This topic covers editing an existing Content Item (Element) and Sub-Item (Specific Measure) in the Content Catalog. To begin, navigate to Menu, Set Up HCM, Product Related, Profile Management, Content Catalog, Content Items.Enter applicable text in the Search Criteria fields to locate the correct Item or Sub-Item. Note: Select Z_ELEMENT from the Content Type field to search for Elements, or Z_SUB_ELEM to search for Specific Measures. Click Search.

Topic 3.3: Add Content Group

Content Groups can be used to organize Content Items (Elements) to make it easier for Supervisors and Employees to locate them when building an employee’s Performance Plan. Content Items (Elements) can be added to multiple Content Groups.To begin, create the Content Group by navigating to Main Menu, Set Up HCM, Product Related, Profile Management, Content Catalog.Enter Z_ELEMENT in the Content Type field and Content Group Type field. Click Search. Click to select Z_ELEMENT.

Click the (+) button to create a new row. Enter the Content Group, Description and Short Description. Click Save.

After saving the new Content Group, the Add/View button will become available. Click it to add Content Items (Elements) to the Content Group.

In the example below, I added two (2) Content Items (Elements) to the Content Group. To add another, click the (+) button and use the magnifying glass next to the Item ID field to search for the Content Item. When you have finished adding Content Items to the Content Group, click OK.

You can also add Content Items (Elements) to a pre-existing Content Group by navigating to Main Menu, Set Up HCM, Product Related, Profile Management, Content Catalog and Content Group Members.Search for the Content Group using the Search Criteria fields and clicking Search. Click to select the correct Content Group.
