7. YEAR TENURE/PERMANENT STATUS WAS AWARDED BY UNIVERSITY OF FLORIDA – 2006

8. TENURE CRITERIA – The university’s criteria for granting tenure, promotion, or permanent status shall be relevant to the performance of the work that the faculty member has been employed to do and to his/her performance of the duties and responsibilities expected of a member of the university community. These criteria recognize three broad categories of academic service as follows: (A) Teaching – Instruction, including regular classroom teaching and distance/ executive/continuing education, direction of theses and dissertations, academic advisement, extension education programs, and all preparation for this work, including study to keep abreast of one’s field. (B) Research – Research or other creative activity including peer-reviewed publications. (C) Service – Public and professional.

Extension contributions in academic service may be inclusive of the three broad categories described above. In most cases, tenure and promotion require distinction in at least two areas, one of which shall be that of the faculty member’s primary responsibility, and those areas should be teaching and research unless the faculty member or extension faculty member has an assignment that primarily reflects other responsibilities, such as the Florida Cooperative Extension Service. Merit should be regarded as more important than variety of activity.

IFAS AND DEPARTMENTAL DISCIPLINE-SPECIFIC CLARIFICATIONS OF THE UF CRITERIA: Faculty are expected to perform at an outstanding level in their assigned areas of responsibility with productivity that is proportional to their assignment. Regardless of the number of functional areas of assignment, it is expected that the faculty member will meet the professional responsibilities normally expected for service.

Florida Cooperative Extension Service (Extension):

For faculty with an extension assignment, effective contribution to the planned non-degree educational programs of UF/IFAS for that portion of FTE assigned to extension is necessary for promotion and tenure. Distinction in this area may be evidenced by effectiveness in obtaining, integrating and organizing educational resources into programs directed to meet the needs of extension clientele (general public, producers, industry groups, families, youth and other relevant audiences); the design and implementation of educational experiences (the scholarship of application) appropriate to priority needs identified; the packaging of research based information into program materials such as bulletins, fact sheets, newsletters, mass media messages, electronic publications, distance education, and public displays; and the development and utilization of result demonstrations and other teaching methods as a part of the educational process. Other indicators include participation in professional development and training opportunities to remain current with scientific and methodological developments, extramural funds

I. Sustainable Agriculture and Horticulture Practices in Wakulla County

A. Situation

Wakulla County Farmers and Cattlemen are an important component in urban and rural connections that keep our county thriving and balanced. The value of agriculture to Wakulla County cannot be understated. Wakulla has: Managed Private Forestry - 6,500 acres Cattle Production - 800 acres Grain Production - 200 acres Vegetable Production - 50 acres Swine Production - 25 acres Honey Bees

containing 5,200 hives. Small parcel farms are the fast growing segment of Wakulla County agriculture with 70,000 acres of private land in Forestry and an additional 4,450 acres in Pasture. All agricultural operations are key to our county regardless of size - While today's headlines herald agriculture's potential to grow energy through bio-fuels there are many other relevant benefits agriculture is providing. Throughout our country, local farms and home gardens have the potential to save us energy dollars in transportation costs providing crops and food we can use right here at home.

Enhancing local food availability is a self-reliant approach that prevents disruptions in our food supply. Extension education programs support local food options such as home gardening, dooryard fruit propagation, consumer support agriculture.

Landowner knowledge of correct fertilizer applications and proper irrigation techniques provide both economic and environmental benefits. These techniques are just as important to homeowners as they are to small farmers and commercial agriculture operations.

4 cattle producers have enrolled into the Florida Department of Agriculture's Best Management Practices (BMPs) researched by UF-IFAS to provide improved water quality for Coastal Wakulla County.

12 local landscaping operations have enrolled into the Florida Department of Environmental Protection's Green Industries' Best Management Practices (GI-BMPs) researched by UF-IFAS to provide improved water quality for Coastal Wakulla County.

These businesses are now in compliance with a new local ordinance (January 2010) and established state regulations.

As the result of communication channels of the Extension Agent (Individual Consultations with citizens, government leaders, and policy makers) the new Wakulla County Wetlands Protection Ordinance included provisions for Agriculture operating under BMPs as outlined in State Law.

Response from participants at workshops in 2010 has been positive.

At least 200 names of interested parties have been gathered and will be contacted at a later date to determine whether interaction with our exhibit encouraged them to make changes to their landscape and/or water use

WHAT IS THIS?? Homeowner application of these key concepts are expected to provide cost savings to individuals, limit non-point source pollution, and conserve water resources. Based on average annual rainfall, 30,000 gallons of water runs off a 1500 sqft house in Northwest Florida.

Success Story: CLINETELE BASED!!!

We’ve also compiled a CD with existing EDIS, UF, SWFWMD, and regional publications and instructional guides on irrigation, plant selection, and using cisterns and rain barrels. A website, www.gardeninginthepanhandle.com has been launched and will feature maps of rainwater reuse demonstration sites around the district with photos, a workshop schedule, a database of suppliers, demonstration videos, testimonial stories and photos from homeowners who have installed rainwater harvesting devices.

Workshop participants will be contacted several months afterwards to determine if they installed a rainwater collection/reuse device. An online database will have photos and testimonials from participants. Additional economic and environmental impacts can be estimated remotely with combined data supplied by program participants and regional weather station information.

. Additionally, the trailer serves to market Extension and has been used in large venues like Wakulla Co. Green Living Expo, Pensacola Earth Day, Walton County Earth Day, FAMU Field Day, and Turfgrass Field Day at Jay. Estimated totals for these venues are over 90,000. Over 900 informational pdf factsheets were downloaded from the newly developed website in 2010.

II. Extension Leadership and Community Resource Development in Wakulla

A. Situation:

Start off with something about the leaders and the faculty and staff ….. then this later….The University of Florida IFAS Extension Wakulla County Extension Director (CED) is responsible for administration, budgeting, supervision, coordination and leadership of the total Wakulla County Extension program. The CED must represent Extension, marketing all county Extension programs and develop working relationships with community leaders, county and city governments, appropriate agencies, various non-profit groups, overall advisory committee, and the media. The Wakulla County Extension office has full time Extension Agents involved with Agriculture/Natural Resources, Family and Consumer Sciences, and 4H with three support staff for programming and secretarial support. The CED supports other Extension agents in meeting identified educational and promotional goals. The CED also provides coaching and mentoring for Extension staff and provides information technology support and training.

Additionally, the Wakulla County Extension Office provides leadership ESF-17 in the Emergency Operation Center during times of disaster. The Extension director has responsibility for coordinating Wakulla County resources and responding to issues involving Agriculture, Food, Livestock, and Pets. Through Sea Grant, there’s also support for recreational and commercial fishing interests including boats, marinas, and other water based businesses.

Community leadership in the area of civic and economic development are also key contributions the CED provides to Wakulla County. The CED provides ex-officio advise and contributions to Florida Foresight Board, the Wakulla Economic Development Council (EDC), and Volunteer Wakulla.

Improved Food Distribution to address Hunger in Wakulla County Coastal Community Resilience, Oil Spill Statement: As the result of communication channels of the Extension Agent(s) (Group Learning Events, Individual Consultations, Public Announcements, and Written Information) 2,132 lbs of food was provided to local food banks through a network of Extension established / supported community resources including the Feeding Wakulla Task Force and Wakulla Springs Baptist Church Garden. Approximately ½ of this total, was locally grown fresh vegetables and fruits, the other half was from grassroots donations of canned and dry goods collected at bins and events throughout the County. Wakulla County Food Distribution for those in need expanded to serve an additional 4,045 households in 2010 as result of economic hardship as documented for the past three years by Second Harvest of the Big Bend. This was the result of increased cases of hardship and expanded capacity to provide additional food. • Improved Product or Processes

Mentorship of Office Management and Staff

Statement: As the result of communication channels of the County Extension Director (Coaching, Staff Meetings, and Individual Consultations) Office Staff increased the capacity and efficiency in serving clientele and supporting the operations of the Wakulla County Extension Office.

Staff was trained to complete travel reports for County and the University. Relieving agents from this burden and allowing them to focus more on programming.

Staff developed a workflow and quality control system improving quality of customer service

Through training opportunities at the Chamber of Commerce and Tallahassee Community College, proficiency with Adobe Acrobat, Website Management, and other Technology was gained by 2 support staff and Office Manager resulting better communication to Extension Agents, Volunteers, and Clientele.

Success Story: We generally plan in advance 180 – 200 days of work to allow flexibility. However some events you can’t plan for. Thankfully, our Extension Programs are nibble and flexible enough accommodate additional events such as coastal storms, in recent history the net ban, and most recent the gulf oil spill. My current Estimate for sill related activities is 375 hours of unplanned but very necessary and valuable work. One of several activities during the oil spill, I supported Florida Wild Mammal Association in Crawfordville as they hosted 2 successful work days with over 150 volunteers and were featured on CNN and visited by U.S. Senator Bill Nelson. I provided coaching on how prepare for oil without overstating issues related bird cleaning. Additionally, I explained how to handle dignitaries and national news media.

Additionally, through working with U S Fish and Wildlife and Florida Fish and Wildlife, at least two local wildlife rehabilitators were able to work for Tri-State Bird rescue and gain valuable experience. As a result of the communication network and program efforts of the Extension Agent(s) in 2009, 34 local non-profit organizations, and local government departments utilized VounterWAKULLA's on-line registration tools to promote local volunteer opportunities as documented by published website enrollment. This an additional eight entities registering volunteer opportunities in 2009. (Accessed December 31, 2009.)

Impact:

Wakulla County volunteer opportunities have increased the past two consecutive years on day daily basis.

Make Difference Day has doubled in the contributions to Wakulla County through volunteer service.

Success Story:

Under the leadership of the Extension Agent while serving as president (Dec 2007 – May 2009) a new volunteer center was formed in 2007 and officially received 501c-3 status March 2009. The number of local organizations expanded to 34 in 2009. On Saturday, April 25, 2009 VolunteerWAKULLA held its 2nd Annual Make A Difference Day at Hudson Park featuring simultaneous community service events. The event was a success with 141 volunteers contributing 423 hours of service at 12 venues in Wakulla County. The most recent estimated dollar value of volunteer time for the State of Florida is $17.78 per hour as provided by independsector.org. The value of the combined service projects is estimated to be $7,520.94. This was approximately a 100% increase from the previous year.

2009 Outcome:

As a result of the communication network and program efforts of the Extension Agent(s) in 2009, a community assessment for feeding those in need was completed through a series meetings and workshops. A new resource directory for those in need was initiated (in press). Increased opportunities for imparting nutrition and

family economic information was provided at local food pantries. A church garden was established to provide food pantries with fresh vegetables. Transportation of vegetables was coordinated to optimize availability in the County. Feeding Wakulla Task force was established.

Impact:

94 Additional families received assistance from Wakulla County food pantries in July 2009 than the previous year.

Vegetables valued at $2,750 were produced and transported from church garden to food pantry recipients.

Food Pantries are providing healthier food and nutrition information to those in need.

III. Sustainable use and Stewardship of Natural Resources in Wakulla County

A. Situation:

Successful approaches to the challenges facing Florida's natural resources including uplands and coastal systems will require innovative and collaborative work. 'Conservation and sustainable use of natural resources and ecosystems' provides focus for work on a variety of challenges facing all Floridians, residents of other states who live in watersheds that pass through Florida, all visitors to these areas, and UF/IFAS Extension faculty. The challenges we face represent problems that require an repetitive approach to problem definition and testing of potential solutions. Education and outreach play critical roles because all stakeholders must be continually involved in a meaningful fashion if any solution is to be accepted.

This extension program seeks to improve the current situation by 1) characterize the complex nature of the problem; 2) translate existing scientific findings into potential solutions for testing, 3)highlight critical gaps in our knowledge and research efforts to fill them; 4) facilitate innovative decision-making processes; and 5) encourage public involvement and stewardship. The overall goal of this effort is to sustain or enhance Florida’s uplands, water quality, habitat quality, sustainable commercial use, and sustainable recreational use by increasing relevant knowledge and by motivating citizens, professionals and agency personnel to take actions that reduce impacts on these valuable resources. Success Story

One of the many highlights of my education activities in the past year was working with 4-H Sea Searchers and a local nursery, Purple Martin. Together we were able to grow two native flowering plants from seeds collected near our eventual planting site a Shell Point Beach in Wakulla County. Shell Point Beach is located at a heavily used County Park and has been the site for severe erosion over the past decade. Taking an active role in planting seeds, growing plants, and site installation with micro-irrigation provided 15 youth and their families the opportunity to learn and take stewardship and ownership of a public park. This activity provided much needed plants to benefit the environment and in a small way address site erosion. Two prominent landscaped beds were renovated and restored (1/10th of an acre)

IV. Teaching Youth Life Skills through 4-H and other Extension Activities in Wakulla County A. Situation:

According recent United States Census data, Wakulla County has a population of 4,610 in the age range for 4-H youth. The four Essential Elements of 4-H programming are Belonging, Mastery, Generosity, and Independence, which represent eight critical needs of young people. All 4-H educational activities are structured to meet these needs. Educational activities in Wakulla County include traditional 4-H Community Clubs, Residential Camping, Day Camps, School Enrichment activities, and Contests. Even though the county is one of the fastest growing counties in the state, it is still considered rural as over 70% of the county is federal or state natural resources lands. This being the case, 4-H Marine Science, 4-H Shooting Sports, 4-H Swine Project, other 4-H animal projects, and 4-H judging are popular 4-H experiences that target youth development "life skills". Outside of 4-H, additional youth education opportunities exist through guest lectures, field studies, and other learning activities.

Wakulla Ag Adventure Day Theme(s): Agriculture Literacy Statement: As the result of communication channels of the Extension Agent and Volunteers (Field Activities) 52 Elementary School youth gained knowledge in Agriculture methods, food / fiber production, and natural resources management. This is based on pre and post tests of students engaged in Ag Adventures and active questioning post education event. Success Story: Engaging a sufficient amount of quality volunteers to support local youth programs is challenge for many communities. Wakulla Extension worked with 8 community volunteers to create valuable learning experiences for 20 4-H youth involved with the 44th Annual Swine Show. Agents provided resources for volunteers to conduct Swine Showmanship Clinic, Fundraising Activities, Swine Judging, and Swine Show. The quality of the show and organization was superior to the previous years, and workload of Agents was reduced. This year’s show was focused more on youth participation than animal performance. Organizational systems developed this year will be refined and used for many years to come.

Community Service:

In 2010, I continued community service activities as Past President of VolunteerWakulla and remained active on their Board of Directors helping organize and emcee Make a Difference Day. I also was assigned as Wakulla County’s representative to Florida Foresight, a community development organization for Florida’s Big Bend including the development of The Big Bend Maritime. I served on this board as ex-officio member. I also provide direction and leadership to Wakulla Springs Baptist Church’s Garden Hope which provides fresh vegetables to food banks.
