GAHCHO KUÉ MINE IMPLEMENTS ADDITIONAL COVID-19 PREVENTION MEASURES

As part of its evolving response, De Beers Group is implementing further measures at Gahcho Kué Mine to minimize the chance of transmission of the Coronavirus (COVID-19) to remote communities in the Northwest Territories (NWT).

Fifteen Gahcho Kué mine employees and contractors who live in small, primarily fly-in communities have been requested to return home or to remain at home as a precautionary step to reduce the chance of transmission of COVID-19 into these communities. These workers live in Whati, Gameti, Lutsel K’e, Jean Marie River, Tulita, Fort Good Hope, Deline and Fort McPherson, each of which is only accessible by air or is more than three hours by road from advanced medical help.

De Beers Group recognizes that the best way to prevent the spread of COVID-19 is social distancing. By asking these employees and contractors to return or remain at home for the next month, the company is minimizing the risk of transmission to some of the NWT’s remote communities.

This is the latest in a series of measures implemented at the mine since the end of February which are focused on safe production with the well-being of all employees, contractors and their families:

• Restricting access to the mine to only include individuals required to support the operation • Mandatory temperature screening for everyone flying to the mine • Communicable disease protocols put in place at the mine including establishment of quarantine

areas, additional sanitization of high contact areas and encouraging anyone not feeling well to call in sick from their rooms before reporting to the site medic

• Mandatory handwashing for everyone entering the dining room, changing the dining schedule to reduce the number of people in the dining room at any one time, and other changes to reduce and eliminate items needed to be handled by multiple employees

Gahcho Kué remains in operation. Operational continuity is critical for jobs, communities around our operations and local and regional economies. The mine has escalation plans to accommodate the ongoing impact of the pandemic and these will continue to be revised and improved as the situation evolves.

March 25, 2019

Over the past several weeks a series of precautionary measures have been implemented at Gahcho Kué mine as part of the company’s response to the evolving COVID-19 pandemic. We remain focused on continuing operations at the mine as long as possible to provide continuity to our employees, communities and local and regional economies. To date all travellers allowed on site have passed pre-screening requirements and there have been no cases of COVID-19 on site.

Pre-Site Access/Employee Communication:

- De Beers Group has instituted a screening process for both employee/contractors fromthe southern and northern workforce. The screening process features both risk basedquestions regarding travel and contact with confirmed COVID-19 impacted individuals andalso features a fever screening process with the cut off for boarding at a conservative38°C. The screening is conducted by qualified medical contractors and results are sent tothe site as part of the onboarding package which will allow for further investigation ofpresumptive positive cases (symptomatic individuals).

- All aviation carriers have been requested to review and tailor their aircraft cleaningschedules to transmission prevention and include such actions as:

The removal of magazines and other potential material that can prevent acontact concern

Reduction of washroom use onboard to absolute necessity circumstances Reduction of hospitality services to the distribution of water bottles only Modification of pre-boarding and in-flight procedures to reduce in-person

contact where possible- The bus picking employees and contractors up from the airstrip offers hand sanitizing

wipes for all personnel to use upon onboarding.- Only individuals required for continued operation of the mine are allowed to come to site,

and as such all visitors and guests are restricted from site.- Continuous reminders to everyone on site through toolbox meetings, posters, and

educational videos regarding the importance of personal hygiene as a critical preventativemeasure against the transmission of the virus, including: frequent handwashing with soapand hot water; social distancing, especially while travelling in public to and from the mine, and while at home; regular reminders to call in sick if you are ill; asking employees to stayhome if they have come into contact with anyone diagnosed with COVID-19 or if they are inclose contact with individuals undergoing a 14-day self-isolation period.

- Expanded communication channels to take every step possible to provide currentinformation to employees.

Page 22: COVID-19 Mitigation Update - canada.debeersgroup.comcanada.debeersgroup.com/~/media/Files/D/De...About De Beers Group De Beers Group is a member of the Anglo American plc group. Established

On Site Prevention Techniques

- Kitchen ProcessesThe Kitchen and Dining room present potential for contact transmission and as such several measures have been put into place to ensure this potential is mitigated. All methods of self-serve using common utensils (ie tongs, spoons etc.) have

been eliminated. This includes the ice cream freezer, hot dog machine, pastabar and salad bar. Alternatives including individually packaged salads, soupsand desserts.

A mandatory hand washing policy and washing stations have been put intoplace. Individuals are “funnelled” into the kitchen directly to the handwashingstation and must wash hands prior to entering the facility.

Meal service times have been assigned to departments with a focus on limitingthe meal service to a maximum of 50 people (30 minutes per serving). Chairshave been removed to ensure compliance to the maximum and tableorientations have been adjusted to promote self-distancing during mealtime

All condiments that could be shared (ketchup/sauces/salt/pepper) have beenremoved in favour of individual packets.

Cellular phones are being banned from the dining room to further assureagainst potentially contaminated materials entering the eating facility withoutbeing cleaned prior to entry.

- Camp Cleaning Processes De Beers has been working closely with Bouwa Whee Catering Ltd (BWC) to

ensure that their cleaning and service capabilities are sufficient to effectively combat the potential for contact transmission. BWC has increased cleaning of surfaces by three times the normal rate and provided assurance that the cleaning agents used meet the requirements to effectively sanitize against COVID-19.

Hand sanitizing stations have continuously been available to all employees and will continue throughout operations. De Beers has sourced sufficient stores of sanitizers for operations moving forward.

- Gym Facilities Health and wellness are considered exceptionally important to combatting the

effects of illness. The gymnasium will continue to be operated providing the workforce with the ability to maintain their physical and mental wellness however there are some alterations that are being put into place to combat the potential for touch transmission:

o Hours of access to the facility will be restricted to peak times only (3 am-6 am / 6 pm-9 pm).

o During restricted hours, BWC crews will thoroughly clean all equipment and sports equipment that are in use

o Sports presenting risk of contact transmission will be barred (basketball, volleyball, floor hockey). Focus will be the use of the walking track, racket sports, and lifting/stationary equipment.

o Workout equipment (ie bench weights) being equipped with additional cleaning solution bottles and paper towels.

o Two separate and thorough cleaning events will occur during dormant times. The cleaning regimen will be represented by colour coded flagging

Page 23: COVID-19 Mitigation Update - canada.debeersgroup.comcanada.debeersgroup.com/~/media/Files/D/De...About De Beers Group De Beers Group is a member of the Anglo American plc group. Established

tape placed on all equipment indicating that the equipment has been cleaned on schedule.

o Several reminders will be placed throughout the gymnasium to all personnel detailing the responsibility to clean the equipment after use (posters/leaflets).

- Medical Process The site compliment of medical staff is being doubled to ensure that all

employees/contractors have suitable medical attention 24/7. Employees who develop any signs of illness while on site are advised to remain

in their dorm rooms and call the Site Medic (6911) the PCC (6699) during evening hours for assistance.

Site medic(s) are fully equipped with the necessary tools to manage potential patients. Of particular importance is the personal protective equipment used by medical staff to treat patients and consumable supplies that are required for effective care. Gahcho Kué has gone through an extensive review of stores and supplies have been found as sufficient.

Air medevac services are currently and will continue to be available to the mine site and will be used for priority patients as required.

- Quarantine Wing

A full wing of the camp accommodations (A1) has been set aside for a quarantine zone that will be used to house symptomatic individuals. All individuals presenting symptoms of influenza (which often mimic COVID-19) would be placed in the quarantine wing and await the relief of symptoms or more active treatment if required.

The quarantine room features three zones (hot/warm/cold) that has taken into consideration the need for dedicated lavatory and laundry facilities for affected personnel.

Quarantine protocols would see a heightened focus on the mental well being of anyone that is placed in quarantine. Consideration has been given towards access to our Employee Assistance Program (psychological help), contact with family by way of video conference, and the provision of other comforts such as additional Internet bandwidth.

- Shift Alterations

The promotion of social distancing has been incorporated into several areas on site including meetings at site. Toolbox (start of shift) meetings have been redesigned and scheduled to encourage the inclusion of social distancing by keeping workers at least 2m apart wherever possible.

The Yellowknife Mon-Thurs rotation has been split effectively halving the amount of travel to site with half the team working at site while the other works from the Yellowknife office/home offices.

15 employees who reside in remote, primarily fly-in communities in the NWT have been asked to return home or have been asked to not report for their next shift in order to eliminate a potential path for the virus to be transmitted to these communities which have limited medical facilities or are more than three hours by road to advanced medical care. Included communities are: Whati, Gameti, Lutsel K’e, Jean Marie River, Tulita, Fort Good Hope, Deline and Fort McPherson.

Page 24: COVID-19 Mitigation Update - canada.debeersgroup.comcanada.debeersgroup.com/~/media/Files/D/De...About De Beers Group De Beers Group is a member of the Anglo American plc group. Established

Site Departure Process:

- Check-out procedures feature efforts to minimize the density of individuals at the check out area prior to departure from site. The following have been implemented:

Check-outs and offsite security/health screening will occur in groups of ~20 people

Buses delivering outbound personnel will no longer seat more than 1 person per seat to avoid additional contact potential

- The passenger bus delivering employees/contractors to the airstrip will also offer hand sanitizing wipes for all personnel to use.

Why is management of COVID-19 so critical for our site?

We are a remote community and constantly in close proximity with one another. Close quarters and shared facilities put us at a higher risk for rapid spread of communicable diseases.

• Effective March 23rd, 2020, employees are required to complete and sign a questionnaire at check-in in both Calgary &Yellowknife. This questionnaire will confirm that the traveller has not travelled internationally within 14 days of theirscheduled flight.

• Individuals who have decided travel internationally within 14 days of their travel to site will not be allowed onto thesite charter.

• Individuals who have travelled internationally outside of 14 days of their travel to site (i.e. 15+ days), will not besubject to quarantine.

• Contact HR ([email protected]) if you have any questions.

For the following reasons, we ask employees to consider their co-workers when deciding to travel to, or connect via, any of the aforementioned destinations:

The very latest decision for GK is that commencing on Monday, all international travel will fall under

the 14 day required self isolation protocol, whether feeling unwell or not.

• Our Physician Assistants and on call Doctor have been continuously monitoring government health sites such as

• https://www.canada.ca/en/public-health/services/diseases/2019-novel-coronavirus-infection.html• https://www.hss.gov.nt.ca/en/services/coronavirus-disease-covid-19• https://www.cdc.gov/coronavirus/2019-ncov/index.html• https://www.who.int/emergencies/diseases/novel-coronavirus-2019

• This ensures that they have the most accurate information about the virus, and can plan how to contain it.

• GK is equipped with the ability to prevent an epidemic by means of a pre-planned quarantine program and refreshedsupplies of critical stocks. This gives the ability to limit risk of spread, should a case of COVID-19 be confirmed on site.

• We have a well staffed PA office that has the equipment and assessment capabilities to manage all forms of illnessincluding COVID-19 by means of a risk based review of individual cases.

• On the preventative side, we have regular cleaning services provided by the BWC staff who are equipped with the rightchemicals to disinfect surfaces and prevent spread of diseases.

SUSPECTED CASE ASSESSMENT

Symptom ReportingEmployees are instructed to strictly stay in their room and contact the Health Clinic if they feel ill or have any signs or symptoms of COVID-19.

They can call the Health Clinic.

Medical Assessment Transport to Q1The Physicians Assistant (PA) will wear the appropriate PPE and make their way to the employees room for an assessment.

Prior to entry into the employee’s room the PA will give an N95 mask to the employee for them to wear.

The PA will then consult the Medical Director for Frontline Medics, if there is a need to quarantine.

If required or suspected of having COVID-19 the employee will wear the appropriate PPE (N95 mask and gloves) and be escorted by the PA into Q1 (Dorm A1)

The suspected case reporting and assessment mechanism has 3 crucial steps. These steps are taken to ensure we quarantine the employee who shows signs of illness (especially symptoms of COVID-19) to eliminate the opportunity of spread through assessment and contact.

ADDITIONAL MEASURES

The Chief Public Health Officer of the Northwest

Territories has ordered social distancing to prevent the

spread of COVID-19. While employees may be

permitted to continue to work from their job site in

some situations, there are additional guidelines for

those who are permitted to work and move between

communities during this pandemic.

The following steps must be taken by all individuals

entering the NWT to work sites.

1. Workers in closed camps need to practice social

distancing two weeks prior to entry to the mine

2. Workers are also expected to monitor themselves

for symptoms using the Daily Self-Monitoring Form

3. Workers must provide the completed daily self

monitoring form to the health tech at the airport of

entry.

36

THE IMPORTANCE OF SOCIAL DISTANCING

How to practice social distancing while offsite:

• Avoid crowded places and non-essential gatherings

• Avoid common greetings such as handshakes

• Keep a distance of at least 2 metres from others, as much as

possible

Some tips to help you practice social distancing:

• Stay home as much as possible, including meals and

entertainment

• Shop only when needed and do so during off-peak hours

• Use technology to keep in touch with family and friends

• Use food delivery services or online shopping

• Exercise at home or outside away from others

• Avoid all non-essential travel outside your jurisdiction

To protect ourselves and the ones that we love we must change our everyday routines in

order to minimize close contact with others.

Employees must practice social distancing at least 14 days before leaving their home to

travel to site.

37

OFF-SITE DAILY SELF-MONITORING

Workers are expected to daily self-monitor for any signs or

symptoms of COVID-19. This is to ensure that anyone who

exhibits any symptoms are immediately self-isolated.

Each day, starting 14 days before your scheduled flight,

each employee must keep an eye out and record any of

these signs or symptoms:

• Cough

• Runny nose

• Nausea/vomiting/diarrhea

• Sore throat

• Do a temperature check

• If there is any difficulty breath – call 911 immediately

This form must be completed and handed in to the Airport

Medical Screening Technician.

Failure to complete this form and submit it to the Airport

Medical Screening Technician will result in not being

allowed to fly to site.

COVID-19 is a respiratory illness which is transferred through particles which

become airborne when someone sneezes or coughs without covering their face.

This is the reason for the 2 meter physical distancing protocol.

It is understood that there are instances where 2 meters of social distancing

cannot be achieved. For these situations, site employees will be issued a surgical

mask for use when travelling on a commercial flight, charter flight or any other

instances where they are unable to maintain 2 meters of separation.

Please note that these masks are a precious commodity in our current times and

as such are not easily available. For this reason, we ask employees to take care of

their masks by storing them safely between uses and doing their best to prevent

damage. Should your mask become damaged or lost, a limited supply of

replacements will be made available through the on-site Physician Assistant.

Once the masks have arrived on site, a communication will be issued with details

on how to collect your mask.

In the meantime, stay safe and healthy.

PRE-SHIFT SYMPTOM SCREENING

The Office of the Chief Public Health Officer for the NWT has released a new order on April 10, 2020 stating that all employees that

work at remote mines sites are to complete an additional health screening including temperature and COVID-19 Symptom inquiry

prior to the start of each shift.

Importance of a Pre-Shift Screen

Significantly reduce the amount of employees needed to be

quarantined due to contact with the symptomatic employee.

Example:

If Patient 1 has been in contact with 3 people and each contact has

been in contact with 3 people then 13 employees will be

quarantined.

After the implementation of Pre-Shift Temperature Screening, We

can estimate the possibility of only 1 employee being in contact with

Patient 1 and 3 employees being in contact with Contact 1. This will

have a total of 5 people in quarantine.
