SATURDAY 21 APRIL 2018 – JELLS PARKWaverley Rd, Wheelers Hill (entry Waverley Rd or Ferntree Gully Rd). Melway Ref 71 K6

THE EVENTXCR’18 gets underway with the Cross Country Relay Championships at Jells Park – one of Melbourne’s iconic public parklands. Athletes will start this challenging course heading up towards Jells lake before being set a path that transverses grassland and dense pine forest. Open and Overage competitiors will tackle two laps each while Juniors master one lap. The course is great for spectators with several vantage points and is well equipped for parking and other facilities.

THE EVENTCruden Farm will host the 8km and 12km heritage round. The grounds of Cruden Farm offer athletes a tough and testing course with a mixture of different terrains to accompany the beautiful grounds surrounding the farm.

Cruden Farm is a historic and inspirational venue and will be a great addition to the XCR calendar.

The 2018 event is a great opportunity for Clubs to showcase their heritage and history and we encourage Clubs to do so again this year.

THE EVENTSelection Trial for the Australian Cross Country Championships. This bumper day of cross country racing incorporates the Victorian All Schools Cross Country Championships and also serves as the selection trial for the Australian Cross Country Championships. The open and overage mens and womens race covers 10km of the gruelling slopes of Bundoora Park. Juniors race over 3km, 4km, 6km or 8km.

THE EVENTA fast and flat 10km course finishing within Lakeside Stadium precinct with a spectacular finish. The two laps of the course takes in the breathtaking views of Albert Park from Lakeside Stadium to Junction Oval on Lakeside Drive. This year will see the introduction of the womens 10km race for U20 women from the previous 3km distance. This will prove a challenging course for our junior women and we look forward to seeing who will be crowned champion in 2018.

THE EVENTEver wanted to compete in a marathon but felt you were not quite up to it? Ekiden is a Japanese term which generally refers to a long-distance relay running race, typically conducted on roads. An Ekiden Relay is commonly held over the marathon distance of 42.195km with teams of runners completing legs of varying distances. The popular Ekiden Relay returns to the XCR calendar in 2018 and will take place on Victoria’s iconic Surf Coast in Anglesea.

COMPETITION RULES

In all cross country and road events conducted under the rules of Athletics Victoria, in which members of more than two affiliated clubs are eligible to compete, the following conditions shall be observed:

1. GOVERNING RULESXCR competitions for both male and female athletes in cross country, road running and relays shall be conducted in accordance with IAAF Rules, with the addition of the following rules and qualifications. Athletics Victoria shall resolve any dispute over the interpretation of these rules.

Women are eligible to compete in a male team however a minimum of two male athletes must be entered and compete in order to be eligible for points scoring and must do for the entire season.

Any breach of these rules may result in a yellow or red card. A yellow card will be issued for a first offense, a second offense will result in a red card and an automatic ban for one event.

The Chief Referee and Competitions Director will have the final say on the issuing of cards on the day of competition.

2. CLUB UNIFORMAthletes MUST wear Athletics Victoria approved club uniform with current registration numbers firmly attached to the front and back of the singlet. The full registration number must be displayed, including the sponsor’s name. Athletes who do not have registration bibs must report to the admin area to get a replacement. Failure to display BOTH bibs may result in disqualification. Consult the event manager before the event if you are unable to conform to the rules.

The only exception to this rule will be for the Victorian Marathon Championships (at which athletes may wear suitable attire of their choice). Athletes are permitted to wear historical uniforms at the Cruden Farm heritage round. Race bib numbers must still be worn front and back.

4. ENTRIESINDIVIDUAL EVENTS

Membership registrations must be submitted and approved by 11:59am on the Wednesday prior to the event to be eligible to score points.

Athletes must submit their individual entry through their online portal before the published closing date in order to compete

RELAYS

Clubs shall enter relay teams by 11:59am on the Monday prior to the event. On the appropriate online form clubs shall indicate the number of teams to compete in the relays in each age group. To register two teams, enter in the number ‘2’ and so on. Athletes may compete only once on the day’.

SCHOOL EVENTS

‘The School Coordinator is to enter relay teams before the close of entries through the School Portal. Students will be required to enter themselves into the individual Cross Country event at Bundoora Park before the published closing time and date

INVITATION ENTRIES (NON-CHAMPIONSHIP ENTRIES)

Athletes who are not registered with a club or who have not entered individually or as part of a team will compete by invitation. Invitation entrants will receive single tag bibs that indicate their invitation status. Athletes competing by invitation will not be eligible to win or a medal or prizemoney at championships.

PLEASE NOTE:

Athletes that purchase an XCR Package in the relevant age group will not be permitted to swap age groups during the season. If athletes wish to change age group for particular events then this will require purchasing an individual race ticket to be eligible to compete.

5. TEAMSSUBSTITUTES

Substitutions are not permitted.

6. ATHLETE IDENTIFICATIONAthletes MUST wear Athletics Victoria approved club uniform with current registration numbers firmly attached to the front and back of the singlet. Athletes who fail to bring their numbers must report to the Administration desk to attain a replacement.

Athletes who forget their timing bib number will need to purchase a temporary bib for $10 (single use only). Any athletes who have lost their timing bib and need a permanent replacement timing bib can purchase one for $15 (multiple use). If athletes require a full set of bibs (incl summer cloth numbers) they can purchase a set for $20 from AV administration.

7. STATUSAny athlete, who in the course of competition, represents himself/herself as another athlete, will be disqualified and lose all points scored. In addition, in the case of repeat offenders the athletes represented club may lose all premiership points subject to investigation by Athletics Victoria.

8. OFFICIALSOfficials will be appointed by Athletics Victoria from Victorian Officials for each event during the XCR’18 series.

Each Club will be required to provide club helpers to assist in accordance with the Club Duty Roster listed for each event (see page 48). Where a Victorian Official is a member of a Club, their appointment at that event will not be counted as a ‘club helper’.

At each XCR’18 event Club Helpers will be required to sign in and report to the Controller of Officials and will be allocated a duty for that event. Club helpers must remain at their allocated duties throughout the length of the program or be relieved by another official from their club or school, who must also sign in and report to the Controller of Officials. Any club or school who fails to supply Club Helpers may face disqualification for an XCR’18 event and/or lose team points for a particular competition. Special conditions apply to relay competition (refer to Rule 9)

9. RELAY RULESSeparate assembly points will be designated for start and finish of each division. Special letters/numbers will be issued on the day to indicate the grading of runners. These letters/numbers will be worn on the front and back of the athletes uniform in such a way as to be clearly visible to all officials.

RELAYS

Each takeover shall be by touch and standing start, within the designated takeover zone. In instances where under the rules of the event, the incoming runner is on the opposite side of the road to the outgoing runner, the outgoing runner shall commence running when indicated by the takeover marshal.

Each team must provide one helper, who shall record (on the form provided) the names and running order of athletes comprising the team and the individual lap times of each competitor, and shall submit the completed form at the finish of the race to the AV tent / administration.

Each club listed for duty at relays must provide officials to assist with the efficient conduct of the event. Each division will require:

• One Timekeeper to read lap times in a loud voice• One Recorder to mark lap times on the

sheets provided• One Spotter to assist with identification of

team members at each lap or change over

At the commencement of the race, only the runners competing in the first section will be permitted on the running circuit. As soon as these runners have been dispatched, the next runners will report to the change over point. At no time will there be more than two from any one team on the course at the same time, (i.e. only the relay competitor and the person waiting for the hand touch).

10. OPEN DIVISION TEAM SELECTIONWhere a club has multiple teams in Open Men or Open Women competition, the teams must be filled in descending order starting with the fastest available athletes. Deliberate reshuffling to reinforce a lower division team at the expense of higher division teams is not permitted and disqualification to these teams may occur.

11. COURSESCompetitors in cross country events must run between fluoro orange markers (on left) and fluoro blue markers (on right). All hurdles and other obstacles on the course shall be properly negotiated by jumping, vaulting or climbing, and shall not be avoided. All competitors must report to the Competition Director at the finish line at the conclusion of the event, should they not complete the entire course.

12. UNAUTHORISED RUNNING ON THE COURSENo member of any affiliated club shall run on the course being conducted by the Athletics Victoria except as a properly entered competitor in that event. The Chief Referee and Competitions Director have the right to remove the athlete from the course.

13. ROAD RACINGFor safety, all road racing shall be on one side of the road, as directed by the Police, an official of the organising committee or a member of the AV XCR Committee.

In all races no vehicles other than official cars, clearly marked for the purpose of the event, shall accompany a runner. Unofficial accompaniment will result in the disqualification of the accompanied runner.

14. PACINGPacing is strictly prohibited, including cyclists, and any infringement will incur the disqualification of the runner being paced.

15. TIME LIMITSIn any road race where a time limit is applied, the manager of the event may amend that time limit having regard to weather conditions and the nature of the course. All runners must obey directions given to them by members of the police.

COMPETITION RULES

16. PROTESTSAny protest shall in the first instance be made orally to the referee by the athlete or by someone acting on behalf of the athlete. To arrive at a fair decision, the referee should consider any available evidence that the referee thinks is necessary. The referee may decide on the protest or may refer the matter to the jury. If the referee makes a decision, there shall be a right of appeal to the jury.

A protest must be in writing, signed by a responsible official on behalf of the athlete, and must be accompanied by a deposit of fifty dollars ($50) that will be forfeited if the protest is not upheld (IAAF Handbook Rule 147.3/5).

17. SCORINGCROSS COUNTRY AND ROAD RACE TEAM EVENTS

The first team of a club in any race other than a relay, shall comprise the scheduled number (i.e. 6, 5, 4 or 3) of members of that club who finish nearest to first place, (and who have entered by the correct procedure (see Rule 4). The next team shall comprise the next scheduled number of members to finish nearest to first place, and so on. The sum of the finish place positions gives the points score.

Only correctly entered club athletes will be scored, provided they are wearing their electronic timing bib.

The team with the lowest points score is considered the winner of the team’s race.

If two or more competitors tie for any place, the points for the places concerned will be aggregated and divided equally amongst the competitors so tying.

For any particular event, where there is a tie on points, the team whose last scoring member finished nearest the first place shall be the winning team.

A minimum of three (3) athletes from the same age group will be used to calculate a masters team score. (eg. 40-49, 50-59, 60+)

In order for an athlete to be eligible to compete for points in XCR’18, membership must be submitted and approved by the chosen club no later than midday on the Wednesday prior to the event.

A team must complete the course to earn points.

There is no requirement for a team to finish in more than one event to be eligible to win the Premiership.

In the event of a tie on premiership points, for the purpose of promotion and relegation, teams shall be separated on the following basis:

• Open and Masters teams will be separated by calculating the best team score derived from eight of the ten premiership events. In the event of teams still not being separated, the best team score derived from six of the ten premiership events shall be used.

• Under 20 teams will be separated by calculating the best team score derived from six of the nine premiership events. In the event of teams still not being separated, the best team score derived from five of the nine premiership events shall be used.

• All other Junior teams will be separated by calculating the best team score derived from six of the nine premiership events. In the event of teams still not being separated, the best team score derived from five of the nine premiership events shall be used.

• Country teams will be separated by calculating the best team score derived from three of the four premiership events. In the event of teams still not being separated, the best team score derived from two of the four premiership events shall be used.

In the event of teams still not being separated on the basis of the rules above, the team with the lowest aggregate time over the four relay events will finish ahead.

19. SCHOOLS COMPETITIONSchool teams consist of four members in Victorian School Cross Country Championships. A team must complete the course to earn points. The sum of the finish place positions gives the points score for each age group. The team with the lowest points score is considered the winner of the teams race in each age group.

Champion Male, Female and Co-educational schools will be decided by the aggregate of points awarded for team positions on the day:

20. REMOVAL OF ATHLETES FROM EVENTSUnder IAAF Rules, the Competitions Director, in consultation with the Event Manager, has the power to remove an athlete from races.

Where the Competitions Director determines that an athlete does not actively run the course. The Competitions Director may warn the athlete and if appropriate disqualify the athlete for walking the running course.

21. EARLY STARTERSSubject to distance, events may have an early start time for athletes who cannot finish the course within a set period. Athletes who cannot complete the course within the set time frames listed on the event page will not be permitted to compete. These times are listed on the appropriate event page . These times are set to assist individuals but also conform to AV health and safety regulations.

The Competitions Director has the discretion to warn or remove an athlete who is seen walking the course for any reason other than injury.

• Australian Marathon Championship

SELECTION CRITERIA FOR VICTORIAN CROSS COUNTRY TEAMS

The trial events for selection of Victorian teams in 2018 (Cross Country Championships) are listed above. The first Victorians to finish in each trial event (three for six person teams and two for five person teams) will be automatically selected in the Victorian team. In deciding the other members of the team the XCR Selectors will also take into account performances by athletes who wish to be considered but did not, for reasons acceptable to the Selectors, contest the main trial event.

EVENTS

The VRWC conducts a full range of race walk events and holds regular VRWC Club Championships in the following categories: Under 9, Under 12, Under 15, Open Age, and Masters (Women 40+, Men 40+). The VRWC invites any persons new to the sport of racewalking to participate in our club events as an unjudged competitor. The club assists Athletics Victoria to conduct the Victorian Road Walking Championships. The club also assists Athletics Victoria to conduct the Athletics Australia Road Walking Championships when they are allocated to Melbourne.

COACHING

Specialized coaching in race walking technique can be arranged for all levels from beginner to advanced. Qualified coaches conduct seminars.

JUDGING AT VRWC EVENTS

All VRWC championship races are conducted in accordance with International Association of Athletics Federations (IAAF) Rules 230 and 240. Walkers competing in club non-championship races may choose to be judged in one of two ways – under full IAAF rules or under Club Rules. Club rules judge walkers on the very simple concept that the walker is walking to be best of his/her ability in a manner that does not give him/her an unfair advantage over other walkers.

IAAF RULE 230

Race Walking – Definition of Race Walking:

1. Race Walking is a progression of steps so taken that the walker makes contact with the ground, so that no visible (to the human eye) loss of contact occurs. The advancing leg shall be straightened (i.e. not bent at the knee) from the moment of first contact with the ground until the vertical upright position.

The definition is to be read in conjunction with sections 2,3,4,5,6,7,8 and 9 of Rule 230, printed in the current IAAF Handbook. Sections of IAAF Rule 240 Road Events are also applicable to Race Walking events.

VRWC RULES

• VRWC numbers are issued to all VRWC financial members and are to be worn in all VRWC races, along with the correct VRWC club uniform.

• Competitors must wear racing numbers on the front and back of their uniform top. If required, temporary club numbers are available from the Race Secretary.

• VRWC members must wear their first claim AV Club Uniform and their current AV registration number in all Athletics Victoria championships.

• VRWC members compete in Racewalking Australia events as part of the Racewalking Victoria team and must compete in the appropriate Racewalking Victoria uniform.

• Check in for all races is in the VRWC Clubrooms, Middle Park Bowling Club Complex .

• Age groups for all VRWC races will be taken from the start of the club financial year, namely 1st October.

• All walkers must generally register 30 minutes before the start time of their event. For Saturday afternoon events, a 2PM race registration cutoff is enforced.

The canteen is available at the conclusion of all races. Hot and cold food and drinks are available. Money from the canteen helps support the club.

A family race entry rate is available to any family of 3 or more financial members. Non-members may pay the reduced financial member rate for the first race they attend but are required to pay the higher non financial rate for subsequent races.

POINTS COMPETITIONS (2018 WINTER SEASON)

• Some races during the winter season are called Point Races. Point races include Handicap points and Actual Time points.

• Each athlete who is financial and has previously walked the distance or a comparable distance in the last 12 months will be given a handicap time. Points are then awarded.

• Non-members or unfinancial members will be permitted to start in these races, but will not receive points.

• Walkers competing under Club Rules are not eligible to earn Handicap or Actual Time points.

ATHLETICS VICTORIA & ATHLETICS AUSTRALIA EVENTS

While Athletics Victoria and Athletics Australia championships and trials may be held at Albert Park, VRWC do not handle entry forms for these events.

Athletics Victoria is the normal point of contact for all such events. In each case, there should be a specific entry form available and entries will close up to 9 days before the event. Competitors must contact the Athletics Victoria Office, obtain and fill in the requisite entry form and return it with due payment before the closing date.

As in all such cases, the details on the entry form may differ from the above guidelines and the onus is on the individual competitor to ensure that all is in place by the due date. VRWC normally try to have copies of such entry forms at the club as an aid to members.
