Attached herewith is an invitation to submit a Request for Proposal (RFP) for the provision of
course content development services for the creation of online learning and assessment
material for the FFA Diploma course in Investigation and Prosecution.
Note that the deadline for submission of this Request for Proposals is 13 June 2020.

MCS Course Content Development – Diploma in Fisheries Investigation
Background
The Pacific Islands Forum Fisheries Agency (FFA) traces its origin to the South Pacific Forum
meeting in Port Moresby in 1978 which adopted a Declaration on the Law of the Sea and the
establishment of a regional fisheries agency and outlined its functions. In recent years FFA has
been translating its ad-hoc tuna fishery training into accredited qualifications offered through
recognised higher educational training providers in the Pacific. These study programmes in
fisheries range from competency-based TAFE qualifications to post-graduate courses. The
Agency is responsible for assisting its 17 members to build and develop human resource
capacity in sustainable tuna fishery management and development of the tuna fishery
resources while maintaining operational enforcement and compliance with national laws and
regional tuna fisheries arrangements.
FFA’s Role for its Members
FFA consists of the Forum Fisheries Committee (FFC) of officials and FFC Ministerial Meeting,
which are its governing bodies, and a Secretariat. The Secretariat, with a current establishment
of approximately ninety positions, is organised into four divisions: Fisheries Management,
Fisheries Development, Fisheries Operations, and Corporate Services. FFA is led by an executive
management unit headed by the Director-General.
The Vision of the Members of the Pacific Islands Forum Fisheries Agency is: “Our people will
enjoy the highest levels of social and economic benefits through the sustainable use of our
offshore fisheries resources”.
The Mission of the Forum Fisheries Agency is: “To drive regional cooperation to create and
enable the maximum long term social and economic benefit from the sustainable use of our
shared offshore fishery resources.”
The work of the Agency includes services delivered by three programmes: Fisheries
Management, Fisheries Development and Fisheries Operations. Each of these programmes
have specific areas or topics that require training for effective implementation. The Agency also
has an Executive that delivers High Level Advice and a Corporate Services Division.
Regional Fisheries Training Framework
FFA is committed to providing learning opportunities to help build capacity of members to meet
the constant changes of day-to-day fisheries management, development and operational
enforcement and compliance. In order to create a skilled, innovative, and respectful Pacific
fisheries workforce capacity development continues to be a strategic priority for FFA.
Regional training needs analysis and service level agreements between FFA and Members
identify a number of skill gaps and capacity building opportunities. The Regional Fisheries
Training Framework focuses on closing these gaps and assisting members to achieve their
national and regional fisheries objectives.
Summary
FFA and Members recognise and promote lifelong learning and accredited qualification courses.
These courses provide opportunities for higher learning pathways and career development.
Recent training needs analysis identified the need for a learning programme designed to build
the capacity of fisheries officers to investigate, gather evidence and assist in prosecution
procedures in cases relating to fisheries offences.
FFA, with assistance from the University of South Pacific (USP) School of Marine Studies,
designed six (6) units of competency. FFA seeks to develop learning and assessment materials
to support to achieve of the learning outcomes and performance elements and sequence this
study with other USP units.
REQUEST FOR PROPOSAL (RFP)
FFA invites proposals from well-qualified educational design consultant(s) or company who can
work with FFA, USP and other experts in the field of fisheries prosecutions, to design and
develop a full and complete set of learning guides, with accompany resource materials and a
range of assessments.
Skills and Experience
The successful contractor will have:
1. More than 7 years’ experience working in the legal field as a prosecutor, legal adviser or
lecturer of law;
2. Experience working in the pacific preferably in the education or legal sectors;
3. Knowledge of the various legal systems in the pacific;
4. A teaching or training and assessing qualification,
5. Recent experience in delivering structured training programmes;
6. Experience in the design and development of learning materials and assessment for
accredited qualifications;
7. Knowledge of developing content for online learning and engaging students in a remote
learning environment;
8. Experience in designing online courses using Moodle or similar LMS;
9. Excellent English writing and communication skills.
Scope of Work:
The contractor is required to produce the following outputs:
1. A whole of course learning design with sequenced lesson plans, activities and assessments;
2. Learning guides and other suitable learning resources (e.g. case studies, presentations,
video or audio content) designed to be delivered online;
3. A suite of assorted assessment tools, with model answers and teacher and grading
instructions, designed to be delivered online, with flexibility for some to be delivered face
to face;
4. Assessment tools which are mapped back to the performance criteria and designed using
the principles of assessment and rules of evidence;
5. Student feedback form, to be provided online;
6. A series of policy and procedure documentation including but not limited to:
a. Recommended course and assessment review plan with associated forms;
b. Recognition of prior learning guidelines and forms;
c. Recommended assessment requirement guidelines detailing knowledge and
performance evidence to be met;
7. Suggested text to be included in the MCS for Fisheries Officers Training Package Guide for
Implementation;
Evaluation and Assessment of RFP
All bids shall be evaluated using a two stage procedure with evaluation of the technical proposal
being completed prior to any financial proposal being reviewed and compared.
The overall evaluation weighting shall be 80% Technical and 20% Financial.
Bidders are required to submit their financial proposal as a separate document.

In the second stage, the financial proposal evaluation, those bidders who have attained a
minimum of 70% score in the technical evaluation will be compared
Financial Proposal
A total price is to be in United States Dollars (USD). The financial proposal should provide a detailed cost summary including the consultancy fee rate and number expected days, meeting or travel locations with costs.

All submissions are required to provide evidence of professional or technical capacity such as
educational or professional qualifications, details of experience on similar projects.
The successful bidder will be asked to provide references from previous employers.

Submission of RFP
1. All RFPs should be submitted will all relevant documents and shall be in English.
2. Bidders are reminded the technical and financial proposals must be submitted as a
separate documents either in separated envelopes (via post) or attached to an
email.
Award of Contract
FFA reserves the right to accept any RFP, and to annul the solicitation process and reject all
proposals at any time prior to award of any contract, without thereby incurring any liability to
the affected Bidder(s) or any obligation to inform the affected bidder(s) of the grounds for such
action.

The names of winning bidders shall be advertised on the FFA website;
