There is a need to create a special body that would coordinate and promote socio-

economic growth and sustainable development within the islands and the Province of 

Cebu, lawmakers stressed.

the *!ega Cebu evelopment +ct of (#, which he authored, is now under deliberation

 by the %ouse Committee on /overnment Reorgani0ation chaired by +ntipolo City Rep.

el !ar said the !C+ shall comprise the core metropolitan area embracing the

highly urbani0ed cities of Cebu, !andaue and 1apu-1apu and the cities of anao, Talisay,

 8aga and Carcar as well as the municipalities of Consolacion. 1iloan, Compostela,

Cordova, !inglanilla and 5an 9ernando and such other cities and municipalities that shall be included.

*The proposed bill was drafted by the !etro Cebu evelopment Coordinating

&oard "!CC&$, chaired by Cebu /ov. %ilario avide :::. The proposal will task the

development authority to render services that have metropolitan-wide impact and

transcend local political boundaries, el !ar said.

9oremost of the !C+;s litany of functions  is to formulate, coordinate, regulate

and monitor the short, medium, and long-term plans, policies and programs for thesustainable development and integration of !etropolitan Cebu +rea, including investment

 programs for the delivery of multi-1/< or metropolitan wide services, land use, spatial

and physical development using strong, coherent governing values and shared visions with

focus on integrated systems for urban development.

The !C+ shall render services that have multi-1/< or metropolitan wide

coverage and impact, transcending local geopolitical boundaries or entailing substantial

e=penditures including, but not limited to, integrated and infrastructure development and

 planning> transport and traffic management solid waste disposal and management> water,septage, sewerage and storm water management and disaster risk reduction and

management.

The governing and corporate powers of the !C+ shall be vested in and e=ercised

 by the !ega Cebu evelopment &oard composed of "a$ /overnor of the Province of 

Cebu> "b$ !ayors of the #4 cities and municipalities of !etro Cebu> "c$ President of the

league of municipalities of Cebu and "d$ heads of private sector and civil society

organi0ations, associations and coalitions coming from business, service and investment>
