Personal Interest 1. Why are you interested in being nominated for CWEA Board of Directors?

I would like to contribute to CWEA’s legacy. Our second Chief Engineer, A M Rawn, was present during the formation of this inspiring Association. I have had the rewarding experience of serving both the Association and the Sanitation Districts. Our work fosters understanding so that we relate to the mission, are familiar with the roles of colleagues, and are accountable to one another. As a representative, I will further CWEA’s legacy of providing leadership to our industry through innovation, sustainability, and cost effectiveness.

Commitment and Support (Please review the job descriptions in the Board Bylaws) 2. What do you feel are the most critical duties of this position, and how will you perform

them? The most critical need is to effectively guide the Association to actions that enhance the value offered to organizations and professionals. Our actions must be based on reliable metrics. To be effective I will disseminate consistent information, clarify responsibilities, respond to resource needs, and collaborate with others to attract dedicated and talented leaders and volunteers whose contributions will grow the Association in both numbers and reputation.

3. Fulfilling the requirements of the position takes a significant amount of time. Discuss

your personal time commitment to this position. I was first introduced to WEF through the Florida Water Environment Association at the student design competition in 1995. As my career has grown so has my affiliation with the Association. This helps me stay engaged, connected, and inspired. I bring energy and motivation to my roles and responsibilities. I conduct independent research, identify ways to leverage resources, and spend time on committee assignments to ensure that we achieve the highest quality possible.

4. Do you have the support of your employer to fulfill the economic and time commitments

of this position?

Professional development is part of Sanitation Districts’ culture as well as policy. Our policy contains provisions specific to CWEA Officers, which allocates time, registration fees, transportation, meals, and lodging. In addition, each year, I work with management to develop a worksheet that clearly shows my planned activities. These are discussed and approved as part of our department’s annual goal setting exercise. This year, CWEA board leadership is anticipated. I view my employer as a partner in my professional development.

5. What do you expect of other board members and staff to ensure your experience on the board is satisfying?

CWEA board and staff members are committed to ethical, respectful, and honest behavior in all interactions. An effective decision process is deliberate, focused, sympathetic, and empathetic. We have to develop a supportive environment where we can test new ideas with balanced contributions from all so that the considerable experience and intellect of board members and staff are leveraged to move our mission forward.

If elected to this position, what would you do to assist CWEA’s function and purpose?

To enhance the education and effectiveness of California's

wastewater professionals through: training, certification,

dissemination of technical information, and promotion of sound

policies to benefit society through protection and enhancement of

the water environment.

I plan to assist by: First, efficiently managing time, I will make communications strategic and necessary. Second, doing my homework, I will not expect to influence without knowledge, generally I research three alternatives and develop a substantiated recommendation. Third, keeping it simple, I will start with an informal call to see if the information provided is enough to support an informed decision. Finally, I would request that the issue be placed on the agenda, with the purpose of supporting decisions during the next board meeting that lead to mission centric actions.

7. What areas of the Association can be improved? What abilities do you bring to assist in

these improvements?

The biggest challenge currently facing CWEA is setting the Associations strategic plan for the future. We must continue our legacy while simultaneously embracing the future so that the Association continues to stimulate innovation in the field. In my current position as an Environmental Engineer - Facilities Planning Department Public Information Office, I provide timely information to our front office; speak to reporters; train employees; draft press releases; develop policies and procedures; evaluate and select consultants; review reports, and calculations. In order to keep up, I have become fearless about innovation. Currently, I use my position to support outreach and education programs that explain to diverse stakeholders how the work of the Sanitation Districts and CWEA identifies community needs and seeks to meet them.

Historical attributes of success were technical competency, efficiency, honesty, and fairness. We still need these skills, however, now CWEA must support environmental professionals as we add…

The ability to think deeply about issues, solve problems creatively, work in teams, communicate clearly in many media, learn ever-changing technologies, and deal with a flood of information. The rapid changes in our world require water professionals to be flexible, to take the initiative and lead when necessary, and to produce something new and useful.

Wendy Wert is registered civil engineer with the Sanitation Districts. For the past 22 years she has been working on programs that rely on public participation to integrate water supply, water reuse, water conservation and stormwater management with wastewater facilities planning. She received a Bachelor’s degree in environmental engineering and a Master’s degree in water resources engineering from the University of Central Florida. Her studies in environmental and water resources engineering as an undergraduate and graduate student gave her opportunities to collaborate with others. It was there that she developed an interest in effectively communicating math and science to diverse groups. Currently, she uses her position as an environmental engineer to develop outreach and education programs that explain how the work of the Sanitation Districts and CWEA identifies community needs and seeks to meet them. Personal Interest 1. Why are you interested in being nominated for CWEA Board of Directors? As a member in the environmental engineering profession for 18 years, I have an equally shared passion for wastewater treatment and water quality as I do for education and outreach, which is what drew me to CWEA. For the past 5 years, I have served as the Treasurer for the San Francisco Bay Section. During this period, I’ve been active at the leadership level of section; assisted the Board with their monthly meetings, training sessions, and social events; managed all of the section’s financial paperwork and reporting, which included coordination with six different committees that collectively sponsored over a dozen training events per year; developed and implemented a spreadsheet tool for use by all of the section committees and the Board to create a uniform event finances tracking system across the section; organized and facilitated the annual Membership Appreciation event at the Oakland A’s game; and managed the section budget of approximately $130,000 a year – including developing tools for obtaining budget information from the section committees and Board members in a quick and efficient manner. This has been an extremely rewarding endeavor and has motivated me to stretch my goals for supporting CWEA. I am inspired by the very active steps CWEA is taking to better position the organization to meet the needs of its members today and in the future. I have both participated in, and developed, training sessions offered by CWEA on adult learning. I will also be developing a training session in adult learning for speakers at the 2018 Annual Conference. I am eager to continue to support these exciting changes. I have also been an active trainer at CWEA events. This has included developing content for multiple Annual Conferences, for local section meetings, and for specialty workshops. This includes developing the interactive, learner-focused content for the 2016 Onsite Reuse Conference held in Berkeley California that was co-sponsored by CWEA and WEF. Finally, I am currently serving on the Education Program Team (EPT) for the 2018 Annual Conference. In this role, I have taken a leadership position in developing the pre-conference workshops and several of the curated sessions. This process has been very rewarding and I am excited to be part of developing an exciting and engaging program. Collectively, these experiences with providing training have been very rewarding and help

me develop to be a better engineer and mentor to my staff. I am eager to help others have this opportunity and to help CWEA achieve its training mission. Commitment and Support (Please review the job descriptions in the Board Bylaws) 2. What do you feel are the most critical duties of this position, and how will you perform

them? As a Board member, I am eager to participate in the planning and facilitation of the training events sponsored by CWEA. As an experienced trainer and participant in a variety of CWEA events, I am very excited for the opportunity to bring new ideas and a fresh perspective to the process. I have recently brought several new ideas to the 2018 Annual Conference EPT, and the whole committee is excited to see them in implementation this April. I believe one of the most critical duties of the Operations Committee is reviewing and recommending guidelines for bookkeeping. In my role as the Treasurer in the SF Bay, it became apparent that funds received from events were not always adequately accounted for across the various committees’ and it was possible that funds were being lost. It is critical for CWEA’s success that payments for training received are tracked, and funds are redirected back toward developing additional training content and outreach efforts. Given the diversity of the organization, and the various types of events that occur, there may be opportunities to better track activities and ensure CWEA is being compensated for services provided. Finally, I believe it is important to support the local sections and individual committees. I intend to work with these groups to share information, assist in implementing CWEA programs and ideas at the grassroots level, and to bring section and committee ideas and concerns back to CWEA for input. 3. Fulfilling the requirements of the position takes a significant amount of time. Discuss

your personal time commitment to this position. Over the past five years I have committed approximately 12 to 16 hours a month toward CWEA activities as the San Francisco Bay Section Treasurer. Oftentimes, this commitment was greater when I was developing tools and programs for improved recordkeeping. With my term as Treasurer coming to an end in 2017, I will have the capacity to commit time at a similar level to the Operations Committee. As with the section Treasurer role, I will balance my new responsibilities with the same combination of employer donated time, personal time, and continuous networking for potential new leaders and doers. 4. Do you have the support of your employer to fulfill the economic and time commitments

of this position? My employer, West Yost Associates (West Yost) is committed to supporting the time and resource commitments of this position. Please find attached a letter from Charles Duncan, President of West Yost Associates, documenting this commitment. 5. What do you expect of other board members and staff to ensure your experience on the

board is satisfying? I think the most satisfying experience would result from working with the Board and other Operations Committee members who are committed to CWEA’s goals, focused on adding value to CWEA members, and open to new voices and ideas. I would expect that I will bring

If elected to this position, what would you do to assist CWEA’s function and purpose?

I am open to assisting in a variety of ways (some of which I may not even know about yet), but I am very interested in continuing the advances CWEA has made with adult learning concepts and reinvigorating the core mission of training/learning. As stated earlier, I am very passionate about learning and continued education believe there are great opportunities to leverage this powerful tool to promote the industry, the organization, and the individuals and agencies we serve. I also believe that my unique skills and knowledge in wastewater treatment and water quality, communications, and training could be used in a variety of situations. 7. What areas of the Association can be improved? What abilities do you bring to assist in

these improvements? As stated earlier, I believe there are opportunities to improve financial recordkeeping and funds tracking across the organization. My knowledge and experience with funds tracking at the local section give me specific insights into some of the issues I observed. In addition, as an Engineering Manager at West Yost Associates, I am responsible for managing projects with budgets more than a million dollars. This work involves coordinating with the project team and facilitating their efforts, managing funds through tracking tools, and communicating with clients about expectations and needs. This experience has tought me how to both lead a team, as well as work collaborative with a wide-range of people to accomplish complex tasks. I also serve as the Treatment Discipline Group Leader for West Yost. In this role, I am responsible for developing and managing the overall group budget, which is in excess of $6 million. My role also involves identifying strengths and weaknesses within a team of 17, and providing coaching and developing strategies for addressing areas of concern. My strategic insights, combined with my technical knowledge and demonstrated fiscal responsibility, make me uniquely qualified for this position. 8. What do you feel the Board has defined to be the future direction of CWEA? Do you have

other suggestions for objectives that you would like to see considered? These are both exciting and interesting times for the water quality and wastewater industry. We are experiencing an unprecedented “brain drain” with a large outflux of retiring senior staff that cannot be replaced with staff the bring the same level of experience than what we have seen in the 20 to 30 years prior. On top of this, the industry is seeing new advances in resources recovery, new water quality challenges with increasing regulations, and the need to respond to climate change factors like drought and sea level rise. The new generation of workers must take on the challenges, and will need training and coaching to be prepared and achieve success. CWEA is uniquely positioned to must take the lead in bringing together this talent with the needs education and training of our industry and is taking this challenge on with vigor!

Personal Interest 1. Why are you interested in being nominated for CWEA Board of Directors?

My role in the Santa Ana River Basin Section (SARBS) is nearly at an end with the election of a new Board of Directors in March 2018. I’m currently serve as Past President and Treasurer. Though I plan to continue serving as Treasurer, I am looking to further expand my knowledge and experiences serving in a lead role, working with others in lead roles, and in mentoring others to help them to develop and prepare for the future.

Commitment and Support (Please review the job descriptions in the Board Bylaws) 2. What do you feel are the most critical duties of this position, and how will you perform

them? The most critical duty as Director at Large South is to represent the Southern sections’ interest. I plan to do this through regular communication, conversations with their Board of Directors. The most critical duty as Treasurer is to serve as the members eyes and ears on financial issues, and assist the local sections with any financial questions or issues on the local level. Again, I plan to do this through communication and becoming familiar with the Association’s financial structural as I progress to the position of Treasurer.

3. Fulfilling the requirements of the position takes a significant amount of time. Discuss

your personal time commitment to this position. I plan to take the time that is required. I expect my personal workload to decrease once

my responsibilities as SARBS Past President are done. The time require for Treasurer was greatly reduced once CWEA took over the reporting duties. I would also anticipate that I would reduce my teaching duties with the local sections’ certification workshops. The only restriction I may have is Monday nights in the fall: I teach the fall semester at CSULB on Monday nights.

4. Do you have the support of your employer to fulfill the economic and time commitments

of this position? My employer is quite supportive. We have had several from OCSD who have served on both SARBS and CWEA’s Board of Directors and go onto become each’s President.

5. What do you expect of other board members and staff to ensure your experience on the

board is satisfying? I would hope for support and mentoring, providing assistance whenever I have a question or need information.

these improvements? The biggest issue for CWEA is the lack of trainers / teachers for its and / or local sections’ training workshops. I have taught throughout southern California and am familiar with the issues the existing trainer face.

8. What do you feel the Board has defined to be the future direction of CWEA? Do you have

other suggestions for objectives that you would like to see considered? CWEA wants to become more effective at its mission to educate those who work in and are served by our industry, and promote the betterment of the water environment.

William has been the wastewater industry for over 30 years. He is currently an Engineering Supervisor

for the Engineering – Collections Civil / Mechanical Design group, at Orange County Sanitation District

(OCSD). William oversees the project engineers responsible for the design of capital improvement

projects related to OCSD’s collection system including its outlying pump stations and force mains. One of

his loves is to teach. In line with that goal, William has served as a Lead Judge in the CWEA’s Operations

As a member in good standing with CWEA and WEF; I hereby nominate Mr. Brian Peck for the position

of Water Environment Federation Delegate Director from the South (three-year term, serving April 2018

to October 2021, voting privilege begins October 2018).

Brian is also a member in good standing with CWEA and WEF. I believe you will find Brian’s long

history of volunteering as impressive as I do; ranging over several decades including Tri-State, SARBS

and CWEA’s statewide Engineering and Research Committee. Brian has consistently put together

technical and professional development programs for local, regional and state CWEA events. His efforts

are recognized far and wide, as he has been honored with CWEA’s and AZWa’s Select Society of

Sanitary Sludge Shovelers (5S) as well as Tri-State’s Big Ben Canoe Club.

I have personally worked with Brian on a variety of projects, first when he was working in the private

sector we teamed together on what was then the largest prestressed concrete reservoir in the world at

33MG. Brian led all of the water quality design efforts for his firm. Later, after Brian moved to his current

position at South Orange County Wastewater Authority (SOCWA), my firm was selected to design a

myriad of projects for SOCWA which he managed. In addition, I have collaborated with Brian in his

efforts leading a variety of technical and professional development seminars for SARBS, one day

specialty conferences and Annual Conference programs. In fact, our relationship actually started when

Brian accepted an abstract I prepared for presentation at Tri-State. From this, you can be confident that I

am well aware of Brian’s strengths, passion for volunteering and knowledge of the water and wastewater

industry. In my opinion, he is a perfect fit for this position.

As a CWEA Past-President and former WEF Delegate Director, I not only fully understand the

commitment of this position; I have a profound interest in the continued success of CWEA and WEF. As

BRIAN PECK BIOGRAPHY

Brian Peck has served as the Director of Engineering for the South Orange County Wastewater Authority

since the year 2000. Prior to that time Mr. Peck was an Associate and a Project Manager for two water

/wastewater consulting engineering firms over a fifteen year period. During that tenure Mr. Peck worked

on the design and construction of water and wastewater treatment plants throughout the southwestern

United States. Mr. Peck received his Bachelor of Science degree in Civil Engineering and his Master of

Science degree in Environmental Engineering from the University of Illinois at Champaign-Urbana. Mr.

Peck has been active in professional organizations throughout his career including serving as the

President of the Santa Ana River Basin Section of the California Water Environment Association and as a

Personal Interest 1. Why are you interested in being nominated for CWEA Board of Directors? It would be an honor to be nominated for the CWEA Board of Directors. I began my participation in water/wastewater organizations in 1987 when I organized a day long Disinfection Seminar for what was then the Arizona Water and Pollution Control Association (AWPCA). In the ensuing 32 years I have been active with the AWPCA, the Tri-State Seminar (TSS), the CWEA and the Santa Ana River Basin Section (SARBS). That period of time has really been a watershed time in the water/wastewater industry. Technology has evolved; public perceptions have changed; and the turnover in people has been significant. The sheer extent of the change can be both intimidating and exhilarating at the same time. The leadership in the CWEA has made great strides in keeping up with this evolution. Participating in the Board would be a tremendous opportunity to both serve and to learn. Commitment and Support (Please review the job descriptions in the Board Bylaws) 2. What do you feel are the most critical duties of this position, and how will you perform

them? As defined the most critical duty of the position will be representing CWEA at various WEF activities. It will be important to understand the position of the CWEA and its members on various issues so that this can be communicated at the national level. And it will be important to communicate key information back to the CWEA Board. A part of this is very simple. One must remember that they represent the State of California. Be prompt, be respectful, and be open. Represent!! Many of the duties necessary for this role will not be clear until the President makes the assignments for the newly installed Board. I might find myself as a Liaison for an activity where I have a broad background such as the Tri-State Seminar. Or I might end assigned to a group or an activity that I have no background with. Be flexible and be ready to learn. 3. Fulfilling the requirements of the position takes a significant amount of time. Discuss

your personal time commitment to this position.

I worked for many years at SOCWA with Paul Schmidtbauer. Paul completed a three-year stint as Director (and Treasurer) a few years ago prior to his retirement from SOCWA. This was a valuable opportunity to see how much time was needed for service as a CWEA director. The Board meetings are the most obvious expenditure of time. An effective Director will spend far beyond that time in fulfilling the role of liason to local sections and committees as well as the commitment to WEF activities. This potential time commitment comes at a unique time in my life. My third (and last) son will graduate from high school this coming May. Gone will be the endless weekends spent at ice hockey tournaments (to say nothing of the endless financial commitment!). In addition, I will complete a four-year construction management certificate program at San Diego State University this coming spring. Part of the time that I would be funneling into the CWEA Director’s role would from retiring other time commitments. 4. Do you have the support of your employer to fulfill the economic and time commitments

of this position?

I have reviewed the requirements of the Director position with SOCWA’s General Manager Betty Burnett. She supports the commitments that would be entailed in taking the Director position. 5. What do you expect of other board members and staff to ensure your experience on the

board is satisfying?

Listening. It begins with listening on my part. There is a great deal of learning that I would need to do to be effective in the Director’s position. Listening will also be necessary in hearing what members expect of CWEA. And ultimately one hopes that CWEA Board meetings (and other functions) are built around a listening environment where all the participants can be heard. 6. If elected to this position, what would you do to assist CWEA’s function and purpose? One of the aspects of serving as a Director that is appealing is the opportunity to serve as a Liaison to assigned Local Sections and Standing Committees. CWEA performs many valuable functions; however, the Local Sections provide a greater degree of contact with the membership. The role of the Liaison is important to bridge the State and Local groups. And for that Liaison to be effective he (or she) must be consistently present. I would take the opportunity to attend not only the Local Section board meetings but as many of the Section’s events as possible. My background is with SARBS and the Engineering & Research Committee. However, I would look forward to the opportunity to get involved with new groups as assigned by the President. 7. What areas of the Association can be improved? What abilities do you bring to assist in

these improvements?

The CWEA has been an extraordinarily active association over the past decade. The changes that have been accomplished are credit to CWEA’s professional staff, Board members, and Committee participants. The challenges that CWEA faces are common to most professional associations. One of the greatest challenges is how to maintain a consistent, high quality level of service in a volunteer driven organization. One area that the Association can always strive for improvement is the communication with and inclusion of the membership. This might seem unfair given the many innovations that have been implemented through alternative media, the Young Professional group and countless other initiatives. The point is

that communication is a constant process. Each year the newly elected Board has to evaluate what can be done to improve communication and participation. I am not sure that I bring any unique abilities to help drive the CWEA forward. Mostly I bring a perspective based on 30 years of experience with water/wastewater associations. And an appreciation that what has worked successfully over 30 years may not always be the right thing for the current situation. 8. What do you feel the Board has defined to be the future direction of CWEA? Do you have

other suggestions for objectives that you would like to see considered? The future of the CWEA seems to be laid out in the Big Audacious Goal. This goal focuses on the development, the mission and the public perception of wastewater professionals. The goal is expanded into seven ‘vivid descriptions’. Three of these ‘vivid descriptions’ focus directly on training. However, education is woven into all seven of the items. The role of CWEA and training is also emphasized in the Strategic Goals and Objectives. I feel that the CWEA Board over the past ten years has shown a clear understanding the training of wastewater professionals is both the means and the ends for the organization. Brian Peck has served as the Director of

Engineering for the South Orange County

Wastewater Authority since the year 2000.

Prior to that time Mr. Peck was an Associate

and a Project Manager for two water

/wastewater consulting engineering firms

over a fifteen year period. During that

tenure Mr. Peck worked on the design and

construction of water and wastewater

treatment plants throughout the

southwestern United States. Mr. Peck

received his Bachelor of Science degree in

Civil Engineering and his Master of Science

degree in Environmental Engineering from

the University of Illinois at Champaign-

Urbana. Mr. Peck has been active in

professional organizations throughout his

career including serving as the President of

the Santa Ana River Basin Section of the

California Water Environment Association

and as a Director of the Arizona Water

them? Support the mission of CWEA to provide resources to support water environment professionals. As TCP Chair, I expect this would involve providing assistance and direction in assuring TCP-related training materials and exams are properly prepared and executed, and to provide guidance toward rectifying problem situations as they might occur. I would also expect to provide guidance for visioning new ways to deliver education materials and other resources to help improve the TCP.

3. Fulfilling the requirements of the position takes a significant amount of time. Discuss

your personal time commitment to this position. I have been participating in TCP activities as a Lab Analyst SME since 1993, which has included writing and grading exams, conducting Study Sessions, recertifying exams, and providing feedback to test takers. I do not foresee the time commitment on the CWEA Board to be much more than past commitments.

4. Do you have the support of your employer to fulfill the economic and time commitments

of this position? At present I have employer support to fulfill the duties of the TCP Chair, including participation in regular monthly meetings and conferences, assuming travel to Southern California is not frequent.

5. What do you expect of other board members and staff to ensure your experience on the board is satisfying? I would expect that other CWEA Board members would listen and consider TCP Committee group recommendations, and work constructively toward supporting and improving the TCP.

I would continue to support CWEA’s mission to assist however I can in continuing and improving the education of water quality professionals.

these improvements? I believe CWEA does a great job providing resources for those who understand the value of them. I believe CWEA could improve its outreach to other, mostly larger organizations that presently do not find much value in CWEA, by selling CWEA products as validation of internal training programs. I would hope I can influence key individuals in these organizations to recognize this value.

8. What do you feel the Board has defined to be the future direction of CWEA? Do you have other suggestions for objectives that you would like to see considered? I presently understand the future direction of CWEA to be improving training to reach younger professionals with more interactive learning, and I believe this to be a challenging goal, as much of this change likely involves moving from paper to electronic media delivery. I believe that improvement in meeting this goal needs more support of larger employers, which should occur with recognition of the value of CWEA programs in validating the effectiveness of on-the-job training programs.

DUTIES of the Board of Directors (Section 11 of the CWEA Constitution) 11.6. Duties of the Board

11.6.1. Shall be the representative of the Association and shall manage its affairs and

establish policies subject to the conditions and limitations prescribed in the

Constitution.

11.6.2. Shall receive all Committee reports and take appropriate action on

recommendations made in these reports where required.

11.6.3. Shall direct investments and care of the funds of the Association.

11.6.4. Shall make funds available for regular operation of the Association and for specific

purpose. The Board, individually and collectively, shall not incur any unauthorized

liability on behalf of the Association.
