    Michigan Fire Service Instructors Association

    The Michigan Fire ServiceInstructors Association held its54th annual educational confer-ence at the Traverse City HolidayInn on October 18-22, 2002.Those attending were able to hearpresentations entitled “PowerPoint Poop-Out” (some of thetried and true “back up” instruc-tional techniques are still prettygood); “Accountability”; and ahands-on session on “AttackLine Placement” where turn outclad instructors became theworker bees to demonstratestandpipe operations usingseveral different attack lines andscenarios. Ray Hoff presented“Strategy and Tactics for theCompany Officer”, dealing withsize-up and developing an actionplan. Deputy Chief Kevin Gentry,J.D. spoke on “Liability Concernsand Legal Issues in Fire ServiceTraining”; and Patty Caudill led aworkshop on “Harassment onMY Training Ground—ProtectYourself from Liability”. The VFISstaff led a Drivers TrainingRefresher Train-the-TrainerCourse. And several hardy soulsparticipated in a “Fire Streams”hands-on sectional where theyexperimented with differentnozzles, flows, and pressures, and

    basically tried to see how muchwater they could put back intoGrand Traverse Bay. Our keynote speaker wasBruce Pfaff, FEMA’s USARincident commander at GroundZero in September, 2001. Brucespoke about the response andoperations of USAR teams whichresponded to New York, andpresented many interestingconsiderations the averageincident commander has neverhad to think about. Followingthis address, the Fire FightersTraining Council held its Octobermeeting, and allowed thosepresent to ask questions andmake comments. One of the highlights of theannual conference is theannouncement of the MichiganInstructor of the Year. This year,Terry Massingill of Dundee wasgiven that honor. SeveralRegional Instructor’s of the Yearwere also named: Dick Caudill(UP), Cliff Boatwright (Northern),John Jeffries (Eastern), and BobAustin (Western area). Each werepresented with a plaque. All officer positions were up forelection this year. Officers electedto two-year terms were: PresidentBob Austin; Executive Vice

    President Mike Cousins;Secretary Brian Bloomstrom;Treasurer Mike Greis; UpperPeninsula Vice President RobertSchwarz; Northern Vice PresidentJ.R. St. Croix; Eastern VicePresident Ken Lawfield; SouthernVice President Ray Wilson;Western Vice President BobSytsema; Two-Year TrusteesBryce Tracy and Don Bigger.Pete Mata and LennyUnderwood were chosen to fillFour-Year Trustee positions. The conference ended after aSunday noon “round table”discussion of many topics ofcurrent interest to instructors, andof issues fire departments arefacing in the area of training.

    Time is Running Out!Is your department ready for electronic filing?By Mary Nemeth, NFIRS Program Manager

    December 31, 2002 is the lastday the state will accept paperforms for reporting NFIRS.Electronic filing will allow for moretimely annual reports, as well asreal time access to Michigan’sdata for investigation and publiceducation purposes. Electronicfiling improves the accuracy andreliability of the data entered. Many vendor softwarepackages for entering NFIRS dataare on the market. A list of activevendors is located at http://www.nfirs.fema.gov/activevendors.htm. Fire departments that cannotafford to purchase vendorsoftware at the present time, canrequest a free copy of the USFAData Entry Tool from Mary [email protected]. TheData Entry Tool will allow a

    department to enter incidents andsend them to the state electroni-cally. Internet access is required. All fire departments registeredto use the USFA Data Entry Toolshould be using Version 5.2.1. Allother versions of NFIRS 5.0should be removed from yourcomputer. The new version canbe downloaded off the Internetby going to http://www.nfirs.fema.gov or call Maryand request the new version on aCD. New Password Standard. Ifyour department has beenactivated to use the NFIRSsystem, your password needs tobe changed to contain a minimumof 8 characters, with at least onecharacter being numeric. Thestandard will be enforced byFEMA beginning January 1, 2003.

    This requirement applies to bothusers of the USFA Data EntryTool and the Bulk Import Utility. Automatic User AccountDeactivation. User accounts forthe USFA Data Entry Tool or BulkImport Utility will be automaticallydeactivated if there has not beena login for 60 days. To bereactivated, you must contactMary Nemeth, State ProgramManager. This proceduresupports security of informationaccess.

    Peril at the Pump - Static Fire Hazard You’ve seen the signs at yourlocal gas mart warning of firehazards: “Turn engine off,” “Nosmoking”, and “Don’t use cellphones near pumps.” But abigger danger may come from justgetting back into your car to grabyour wallet or tend to the kids. “When you get in the car, youcreate friction - usually betweenyour clothes and the car seat -that generates static electricity. Ifyou get out of the car andimmediately touch the gas nozzle,a static spark could ignite fuelvapors and cause a fire,” saysRobert Renkes, vice presidentand General Counsel for the

    Petroleum Equipment Institute(PEI), a Tulsa, Oklahoma basedorganization whose Stop Staticprogram promotes awareness ofthis surprising hazard. Since 1999, PEI has recordedroughly 125 cases - someresulting in serious injury - ofstatic-sparked gas-pump fires andis working with gas stations topost warning signs. But the bestways to prevent these types offires are simple:1. When you get out to pumpgas, don’t get back in the car.2. If you must get back in,ground yourself after you get outbefore you touch the nozzle.

    Touching your car door, or anymetal objects as long as it’s awayfrom the gas nozzle, will safelydischarge any static build-up.3. Pay attention to what you aredoing, and play it safe during thefueling process. Turn off cellphones and other portableelectonic devices that couldcause a static spark, such aspagers and portable CD players. For more information, log on tothe PEI web site at www.pei.org.

    Detroit Fire Department Honors Members On Tuesday, October 8, 2002,the Detroit Fire Departmenthonored three departmentmembers for acts of heroismperformed in the line of duty atthe 39th Annual Breakfast withthe Detroit Fire Department.

    Lt. PedroLopez waspresentedwith theDepartment’stwo mostdistinguishedawards; the

    Detroit Fire Department Medal ofValor and the Detroit Fire FightersAssociation’s Earl J. Berry Medalof Valor, for his heroic display ofcourage, perseverance, bilingualskills and devotion to duty. In theearly afternoon of December 8,2001, Detroit Fire Fightersresponded to a box alarm onDetroit’s southwest side. Uponarrival, they discovered heavyblack smoke coming from asingle-family dwelling. A franticLatino resident on the scene,speaking only Spanish, informedthem that an elderly woman wastrapped inside the burningdwelling. Without delay, Lt.Lopez initiated a search andrescue operation for the trappedoccupant. Undaunted by his unsuccessulattempts to gain entry throughthe steel front door, Lt. Lopezretreated to the rear of the dwell-ing where he was able to gainentry into the building. Whilesearching through dense blacksmoke and intense heat for thetrapped resident, Lt. Lopez’sbreathing tube became severedfrom his face piece. Determinedto continue his search heremoved his mask, and beganbreathing directly from his low-pressure tube. Lt. Lopez foundan unconscious 78-year-oldwoman in a first floor bedroom

    and removed her from theburning building to safety. In spite of obvious exhaustion,Lt. Lopez assisted other firefighters in administering oxygenand first aid to the victim. Once the victim resumedconsciousness, Lt. Lopez traveledto the hospital to translate, andspoke to the victim in Spanish tocalm her and reassure her thateverything was going to be okay.Undoubtedly, Lt. Lopez’s quickactions, bravery, and totaldisregard for his own personalsafety enabled him to save thesenior citizen’s life.

    AEMTGerardPittman wasawarded theEmergencyMedicalServiceEugene M.

    Holmes Medal of Valor for hisswift actions, accurate diagnosis,and exemplary application ofskills. During the early morningof June 1, 2002, EmergencyMobile Service Medic Unit 2 wasdispatched to respond to anemergency medical code #1located on Detroit’s west side.Upon arrival, Paramedic Pittmanand EMT Brian Bently found a36-year-old female in medicaldistress, sweating profusely andcomplaining of chest pains. Aftera quick assessment theydiscovered that she had a heartrate that was racing three timesthe normal rate. ParamedicPittman was also able to ascertainthat the patient had high bloodpressure, was a diabetic, and hada heart attack in the past. Afterperforming an EKG, ParamedicPittman was able to assess thatshe was experienceing a lethalheart rhythm. Realizing theimpending danger to his patient,he performed an Emergency

    Synchronized Cardioversion. Asa result of these advanced lifesupport procedures, the patientescaped the inevitable lethaleffects of cardiac arrest and madea full recovery.

    Lt. MarvinMassey wasawarded theDetroitFiremen’sFundAssociation’sMeritorious

    Medallion Award for his promptresponse and life saving actions.On the afternoon of January 16,2001, while off duty, Lt. Masseywas visiting his fellow fire fightersat firehouse Engine 40 when a carpulled up onto the ramp with thedriver incessantly blowing itshorn. Lt. Massey quickly ranoutside to investigate and founda frantic mother with an uncon-scious child in her vehicle. Thewoman explained that herteenaged handicapped son hadchoked on a piece of hot dog. Without hesitation, Lt. Masseyremoved the young man from thevehicle and swept his throat,dislodging the trapped food.Unfortunately, the teen was stillnot breathing. Lt. Massey andthe fire fighters assigned toTactical Mobile Squad Co. 5loaded their patient into therescue squad and raced to Sinai-Grace Hospital. While en route tothe hospital, Lt. Masseyperformed CPR until the youngman was able to breathe on hisown. Fortunately, the young mansurvived the ordeal. Later it waslearned that he was the son of afellow Detroit Fire Fighter. If notfor Lt. Massey’s swift actions,assessment and exemplaryapplication of skills, the teenwould have died within minutes.

    What Would You Do If Your Clothes Caught On Fire?

    As a fire fighter for LivoniaFire/Rescue, one of my jobresponsibilities is going out intothe community to talk to groupsabout fire safety. One afternoon, Iwent to talk to a preschool groupof about 25 children. Preschoolgroups are one of our mostpopular groups, so these pre-sentations are almost “automatic”for me after 20 years in the fireservice.

    While I usually refrain fromcalling on preschoolers duringthe presentation, I do welcomesome input when I ask some fairlysimple questions, such as theemergency telephone number tocall or fire safety behaviors theyusually know. When I asked the group whatthey would do if their clotheswere on fire, I saw almost everyhand go up. Expecting the

    answer “Stop, Drop and Roll”, Iwould then demonstrate and givethem the opportunity to practice.However, I was laughinguncontrollably when I called onone of the boys. His responseabout what to do if his clotheswere on fire? “I wouldn’t putthem on!”

The MFFTCwould like to assist your firedepartment or organization byhelping our visitors find you.Visit us at www.mfftc.org.Latest Count of Michigan FireFighters and Fire Departments:The MFFTC now has the abilityto identify individuals who havemultiple fire department member-ships. As of October 5, 2002 thereis a total of 30,998 fire fighters.This is 1,570 fewer than the 32,568reported a year ago because eachindividual is counted instead ofmemberships on each depart-ment. Fire Fighters are groupedinto three categories: Paid (8,523),Part Paid (17,534) and Non-paid(4,941). There are a total of 1,075fire departments which aregrouped into the followingcategories: Paid (62), Part paid(183), Non-paid (68) and Combi-nation (762).Instructor Policy Revised:Contained within the InstructorPolicy is an exemption pertaining

    to certified instructors who teachonly within their department. TheFire Chief can report the trainingthat is being delivered in-houseby an instructor, thus allowinghim or her to maintain certifiedinstructor status. Councilapproved first reading of achange to the policy that wouldrequire the Fire Chief to submittheir request for exemption on aform provided by Council insteadof free format on letterhead; andsubmit annually instead of everythree years.Training Coordinators PayRaise: Training Coordinatorscurrently receive $24/hour. Theyare required to provide their owntransportation, meals and lodgingout of wages received. The lastpay raise they received was twoyears ago in the amount of $1.00per hour. MichaelCousins, Michigan Fire ServiceInstructors Association: Onbehalf of the Instructors Associa-tion, Mr. Cousins welcomed theCouncil members and thankedthem for conducting the OctoberCouncil meeting in conjunctionwith the Association’s annualconference. Mr. Cousins also stated that theMFSIA had sent a letter to theTraining Council in July 2002offering the Association’sassistance, free of charge, to bepart of a committee effort toaddress testing problems with theFF I&II, 4th Edition. He wasdisappointed that the MFFTCletter of response declined theoffer of assistance. His interpreta-tion of the letter was that theMFFTC, in effect, had said to theAssociation’s offer of help,“Thanks but no thanks.” He hadhoped the MFSIA could havebeen more involved with assistingthe MFFTC staff with the testingissue. Director Kirt responded byagain thanking Mr. Cousins andthe MFSIA for the offer ofassistance and expressed surprisethat the MFFTC letter of responsehad been misinterpreted. Heexplained that MFFTC staff hadalready compiled the majority ofstatistical data and responses fromthe Instructor Course Surveyswhen the offer of assistance wasreceived. The MFFTC analysis ofthe data did not reveal there wereproblems with the IFSTACurriculum or the PTS Test Bankthat were responsible for the drop

    in test scores. This finding wasfurther reinforced when variousother states were contacted, andit was learned they had gonethrough experiences very similarto Michigan’s, when they firstimplemented use of the PTS TestBank and implementation of theIFSTA, 4th Edition curriculum.Regarding the testing issue,there simply wasn’t a need forfurther assistance; however,MFFTC will not hesitate to callupon the MFSIA in the futureanytime there is a need. Chair-man Burke echoed Director Kirt’ssentiments and stressed theimportance of the InstructorsAssociation to the delivery ofCouncil programs.Joe Boldys, Macomb Commu-nity College: Mr. Boldys askedwhether there were any problemsencountered with the PTSproduct. Director Kirt respondedthat to his knowledge, there werenone. Director Kirt went on tosay that the PTS Test Bank issolid; and since Michiganadopted it, two additional stateshave begun using PTS, bringingthe total number of states usingthe product up to 46. Mr. Boldys also inquiredabout a rumor he had heardregarding the MichiganCommission on Law Enforce-ment Standards taking over theMichigan Fire Fighters TrainingCouncil. Director Kirt respondedthat to his knowledge there wasno validity to this rumor. CaptainDougovito added that there isnothing that he is aware ofindicating a change to theTraining Council structure. BothChairman Burke and Director Kirtmade it clear that the rumor Mr.Boldys asked about was justthat—a rumor.Joe Edgerton, Genesee CountyInstructors Association: Mr.Edgerton thanked Director Kirt,Programs Administrator Porcello,

    Region Supervisor Beeler andTraining Coordinator Callahan forattending the Genesee CountyInstructors Association meetingto address concerns with thedrop in test scores for FF I&IIcourses. Their efforts weregreatly appreciated, and theinformation was beneficial toeveryone who attended.Kevin Sehlmeyer, Grand RapidsFire Department: Mr. Sehlmeyerhas been asked by studentswhether Council intended toadopt new Fire Officer III and IVcertification courses in the future.Director Kirt indicated thatCouncil’s last directive to staffwas to obtain copies of theMaryland Fire and RescueInstitute’s Fire Officer III and IVcertification courses when theyare published and becomeavailable for review and evalua-tion. When this occurs it willagain be necessary to establishan instructor review committee aswas done with the MFRI, FireOfficer I and II courses thatCouncil adopted. Mr. Sehlmeyer also asked if thesunset date of September 30, 2003on the old NFA/MFFTC FireOfficer I and II certificationswould be extended. ChairmanBurke answered that extendingthe sunset date on the old FireOfficer I and II had not beendiscussed by Council.Council Comment: ChairmanBurke: Chairman Burke thankedthe Michigan Fire ServiceInstructors Association forinviting the MFFTC. Anderson: CouncilmanAnderson also thanked theMFSIA for their hospitality. Heasked Director Kirt how manystudents successfully completedMFFTC programs and receivedcertificates in 2001. Director Kirtresponded that 21,370 certificateswere issued in 2001.G. Alward: Councilman Alwardstressed that the instructors are

    the hub of training. If it wasn’t forthe dedicated instructors, thetraining in the State of Michiganwould not be of the caliber it istoday. He also announced thathis MFFTC term as a representa-tive of the Michigan Fire ChiefsAssociation ends in December.M. Dougovito: CouncilmanDougovito thanked the MFSIAfor including Council as part oftheir annual conference and saidhe had enjoyed meeting many ofthe members.T. Chesney: CouncilmanChesney expressed his apprecia-tion to the MFSIA. He alsothanked Director Kirt and the

    MFFTC staff for all they havedone to keep the Councilconstantly moving forward inspite of all the extra workinvolved.Chairman Burke: ChairmanBurke closed the meeting byencouraging anyone who hasquestions about Counciloperations to contact DirectorKirt or any of the Councilmembers or staff.     Homework: Fire Fighter I & IICourses – Training Year 2003

    ments for the Fire Fighter I, II, andI & II. The Chapter Review Testsin the Student ApplicationsWorkbooks are no longer beingused for homework. Homework is now referred toas Mandatory Pre-Class Home-work Assignments. Students arerequired to read the appropriatechapter (pages of assignedreading in the Essentials of FireFighting, 4th Edition Manual)before the scheduled class andcomplete the 15 mandatory pre-class homework questions. The pre-class homeworkquestions are to be graded inclass and may be retained by thestudent. The score (percentageof correct answers) is to beentered on the Student ActivityRecord. Please refer to specificinstructions on the back of theform. The change in homeworkquestions from the ChapterReview Test to the MandatoryPre-Class Homework Assignmentwas brought about in large partby input received from instructorswho participated in 2002,Essentials 4th Edition training yearclasses.

    When a Course Managerregisters a 2003 training course(FF I, II, or I & II), the mandatorypre-class homework questions(Handout # 5) for each chapterare included in the StudentHandout Packet which is to bedistributed at the Orientationlesson (NOTE: the MFFTC shipsenough packets for each studentin the class; it is not necessary forthe Course Manager to copypackets for students). Students should read theInformation Sheets in the IFSTA,Student Applications Workbookwhen they are included in thechapter. Students should also read thePractical Activity Sheets and JobSheets in the Student Applica-tions Workbook, as assigned byMFFTC, Student Handout # 4. Although not mandatory, theMFFTC STRONGLY RECOM-MENDS students complete theStudy Sheets in the StudentApplications Workbook for eachchapter.

    Halloween Candleholders - Incooperation with the U.S. Con-sumer Product Safety Commis-sion (CPSC), Kohl’s DepartmentStores Inc., of Menomonee Falls,Wis., is voluntarily recalling about8,000 Halloween candleholders.Flames from the tea-light candlecan ignite the candleholder,posing a fire hazard and risk ofburn injuries to consumers.     Snake Lights - In coopera-tion with the U.S. ConsumerProduct Safety Commission(CPSC), The Carlisle Co. Inc., ofCarson City, Nev., is voluntarilyrecalling about 5,000 snake lights.The circuit board in the lamps canoverheat and melt the plastichousing, posing a fire or thermalburn hazard to consumers. The Carlisle Co. has receivedone report of the plastic basemelting, though no injuries havebeen reported. The recalled lights were made

The recalled Halloween ghostcandleholders are about 10-inches tall and are made of acrylic.The ghosts are white and hold asmall orange pumpkin in whichthe tea-light candle sits.
