1. The Bureau of Customs, through the GAA for CY 2011 intends to apply the sum of Four million pesos [4,000.000] being the Approved Budget for the Contract [ABC] T to payments under the contract for the renovation and enhancement of the Port of Cagayan de Oro Customhouse. Bids received in excess of the ABC shall be au-tomatically rejected at bid opening

2. The Bureau of Customs now invites bids for the renovation and enhancement of the two-storey Port of Cagayan de Oro Customhouse located at Port Area, Maca-balan, Cagayan de Oro City. Completion of the Works is required for a period not exceeding 120 days., Bidders should have completed, within five [5] years from the date of submission and receipt of bids, a contract similar to the project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instruction to Bidders.

3. Bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act 9184 (RA 9184), otherwise known as the Gov-ernment Procurement Reform Act”. THE Philippine Atmospheric, Geophysical and Astro-nomical Service Administration (Pag-asa) is urging the public to take announcements regarding disaster preparedness seriously.

This is done in the midst of rains brought by a low pressure area (LPA) in Mindanao,Pag-Asa bared.

The public is advised to be informed of the daily weather condition and forecast from Pag-asa.

It also reminds the public to keep a stock of food, battery-operated radio and flashlight, spare batteries, cell phones, emergency cooking equipment, candles, matches, and first aid handy kit in case of emergency.

When Pag-asa and the local disaster risk reduction and management council (DRRMC) advise a certain community to evacuate, they should give heed and take the warning seriously, it said.

These reminders are once more aired and publicized to avoid finger pointing and blaming one another when a natural calamity claims lives.

Recently, tropical storm Sendong brought so much rain that floods became swollen in areas near the river and low-lying communities, killing more than a thou-sand people from Cagayan de Oro City, Iligan City, and in Dumaguete.

Authorities are still investigating as to who was re-sponsible in alerting the residents of the flooded area -- whether they were really warned or if they had been warned but took the warning for granted.

Pag-asa and the NRRDMC sternly warn: if advised to evacuate, do so -- it may save your life and your loved ones’ too.

DAVAO City––The Tagum City-based Davao Regional Hospital (DRH)will soon start operations of its Cancer Center in Mindanao that would provide state-of-the–art treatment facilities.

DRH administrator Carlito Pillerin said that the first of a kind cancer center in the country will be inaugurated on January 08, 2012.

From the initial budget of P200 million provided by the national govern-ment, P37 million was spent for the construction of the building which stands at a two-hectare area within DRH compound.

Pillerin told the media here during Monday’s Ka-pihan sa Dabaw that the lot was donated by the Univer-sity of Southeastern Philip-pines (USEP) through the help of Tagum City Mayor Rey T. Uy.

Cancer center in M’nao to open soon

He said that DRH was also able to acquire from the remaining of the funding a modern linear accelerator worth P134-million that will be used for the nuclear treat-ment of a cancer patient.

During the center’s in-auguration this January, Pillerin said that DRH has chosen a colon cancer pa-tient to be the first to un-dergo treatment at the center to be provided for free.

He stated that the treat-ment is valued at P250,000 for the 33-day session pe-riod.

Pillerin raised the hos-pital management’s plan of studying the costing of the cancer therapy per patient.

He said they are also looking at the possibility of negotiating with the Philippine Health Insurance Corporation (PhilHealth) to shoulder the treatment cost.

In a special session held Tuesday to hear the provin-cial disaster risk reduction management office’s report on the casualties and dam-ages caused by typhoon Sendong, the provincial legislators approved the fund support worth P2 million to be given to the typhoon victims in Cagayan de Oro and Iligan.

At least P1.5 million will be given through the city government of Cagayan de Oro and Iligan will get P.5 million.

Vice Governor Jose Ma. R. Zubiri who heads the provincial board said that bigger amount is extended to Cagayan de Oro consid-ering that more constitu-ents from

MALAYBALAY City, Bukidno––Despite its own casualties and damages from the ravages of Sendong but it has not deterred the provincial government from extending its assistance to the neighboring cities of Cagayan de Oro and Iligan.

THE National Disaster Risk Reduction and Management Council (NDRRMC) is rec-tifying its double entries in the number of fatalities and missing persons brought about by Tropical Storm “Sendong” (international code Washi).

In its latest situation re-port as of 6 a.m. Tuesday, NDRRMC drastically revised the number of missing from a high of 1,079 on Monday to only 84 mainly due to double entries inadvertently listed by various government agencies in the aft ermath of disaster fl oods that hit northern Mindanao and some parts of the Visayas.

Ms. Emilia Tadeo of the NDRRMC confi rmed to the Philippines News Agency about the discrepancy but stressed it was not intention-ally done.

For example, Tadeo said the name of Robert was reported as “missing” by a relative but a day or two later a neighbor reported the name as Roberto which

again was listed as “missing.”“In such a case we have

to rectify it,” Tadeo said in Pilipino.

She also said that the present fi gure of 1,453 dead could be altered depending on the verification being conducted by the NDRRMC.

However, she said the 4,594 injured and 441 res-cued are correct.

Tadeo hopes the correct fi gures will be known later Tuesday.

Sendong was the dead-liest cyclone to batter the country this year in terms of the number of fatalities. Surging fl oodwaters, accom-panied by lumbering logs cut by illegal loggers in the mountains rolled down to urban areas, particularly in Cagayan de Oro and Iligan – the worst hit cities.

Illegal loggers have been blamed for the fl oods expe-rienced for the fi rst time in Cagayan de Oro City and Iligan City.

Complicating the bad situation was the tons of

mud that were dumped by “Sendong” that virtually covered a wide area - un-precedented in northern Mindanao.

Th e storm also destroyed completely 12,525 houses and structures and par-tially damaged 26,912 other structures.

Th ousands drowned in their sleep as fl oodwaters roared in the dead of the night of Dec. 16.

Search continued for the 11th day in a row with rescue workers hoping to recover casualties buried in mud and heavy logs.

Th e NDRRMC said that some remains already in the state of decomposition were retrieved fl oating in the sea some 100 kilometers from the shore.

Divers from the Philip-pine Navy and Philippine Coast Guard have intensifi ed their search the past few days racing against time to recover the dead scattered in a wide area in northern Mindanao. (PNA)

In addition, the Red Cross will distribute 10,000 non-food items consisting of two mats, two blankets, two mosquito nets and one jerry can per family.

“Our mission is to al-leviate suffering and bring back human dignity of the affected families”, said Gordon.

Gordon said Red Cross alleviates suffering by pro-viding basic needs such as food, water, and clothing. It brings back dignity by making them feel clean and look clean through hygiene kits, and providing them the comfort of sleeping materials.

THE Department of Foreign Affairs (DFA) has recommended the lifting of the deployment ban of overseas Filipino workers (OFWs) in Nigeria effective Janu-ary 1, 2012, due to the improved security situation in the Niger Delta.

“We have reviewed the overall security situation in Nigeria and have concluded that the insurgency in the Niger Delta has been properly addressed,” Foreign Affairs Secretary Albert F. del Rosario said in a letter to Labor and Employment Secretary Rosalinda D. Baldoz.

“No more kidnapping incidents have occurred and Nigeria has become a vibrant democracy with a thriving economy. Ac-cording to our ambassador in Nigeria, 5,000 jobs in the oil, gas and construc-

tion industries are awaiting our OFWs in Nigeria,” he added.

The ban was imposed due to the kid-napping incidents in the Niger Delta involving Filipino seafarers during the period 2006 to 2009.

There are 7,240 Filipinos in Nigeria, mostly professionals and Filipino nation-als married to Nigerians. A number of them have expressed the desire that the deployment ban be lifted.

In his meetings with Nigerian officials, Ambassador Nestor Padalhin has been informed that there is a demand for skilled Filipino workers for Nigerian industries.

The Philippines and Nigeria will cel-ebrate the 50th anniversary of the estab-lishment of diplomatic relations in 2012.

Philippine Ambassador to Nigeria Nestor Padalhin reported to the DFA that 5,000 jobs in the oil, gas, and construction industries in Nigeria await prospective overseas Filipino workers.

In his meetings with Ni-gerian officials, Ambassador Padalhin reported that in his meeting with Nigerian officials, he was informed that there is a demand for skilled Filipino workers in Nigerian industries.

He also reported that of late, there has been no more kidnapping incidents in the country and Nigeria has become a vibrant democracy with a thriving economy.

So why not ask Jesus Christ to forgive you for all the ways you’ve hurt and wronged Him? Then, you’ll have His power to forgive others like He did for you.

TWELVE days to be ex-act, when our very own city experienced a heavy downpour with match-ing howling winds. The devastation wrought by a signal number 2 “Sendong” rendered hundreds and thousands of Cagay Anons homeless. Water, it seems at the time of the deluge was viewed as a curse!

Water is a basic com-modity. Without it, all forms of life would be gone. For centuries, people are known to have survived without electricity, and even food. But, to be without water, is something that in all prob-ability would minimize one’s chances of staying alive.

Just as water is life sav-ing, water too can be a harbinger of disease and death. And, at this time where calamity has struck our city, water is very scarce and difficult to come by.

In the two days that I have joined my team of volunteers, going around the most badly hit areas, distributing arroz caldo, sotanghon and noodle soup, and goodies for the children, I see long lines of people trying to access water, and hear people ask-ing for water. Of course, the need for food, cloth-ing , mats and blankets as

well as medicine is likewise among the wish list of our kababayans.

Water borne diseases can either be protozoal ( classic example of which is amoebiasis ), parasitic ( schistosomiasis, ascariasis ), viral ( Hepatitis A, Acute Gastroenteritis ) and Bacte-rial ( cholera, typhoid fever, leptospirosis), to name a few.

For now, I would like to focus on Acute Gastroen-teritis, or sometimes called as Intestinal Flu.

The most common causes would be viral or bacterial. If it is viral, just like most of the viral ill-nesses, it is self limiting and resolves by itself within three days from onset. The presentation though, is al-most similar to that of a bacterial causation of the disease: nausea, vomiting, abdominal cramps, fever, diarrhea, feeling of overall weakness, loss of appetite and sometimes, bloody stools.

Acute Gastroenteritis ( AGE ) is due to drinking or eating of contaminated water and food. Hygiene and sanitary practices play a major role in its causation. That is why, in the Centers for Disease Control and the World Health organization, AGE or diarrhea is said to account for 4% of all deaths worldwide and 5% of health disability. Thus, when people live in cramped rooms or places, with no access to safe drinking wa-ter, washing and bathing facilities and sanitation, it is not surprising to see a rise in the number of cases suffering from the disease. This being the case among our kababayans housed in the evacuation centers these trying times, it is a MUST then that, they be educated on proper hand washing ( provision for a place to do this ) , and the provision of safe drinking water , would at least help contain the spread of AGE.

Should the disease occur, oral rehydration therapy is the mainstay in treating patients with AGE. Replac-ing fluid loss and correcting electrolyte imbalance is very necessary. Sugary drinks like colas and sodas, as well as fruit juices are not recommended especially in children under the age of 5.

For those who are still being breastfed, it is most notable that breastfeeding should not in anyway be stopped, rather, it should be continued. Antibiotics has no place in diarrheas or AGE, unless, the bacteria causing it is identified and is often given only in severe instances. One misconcep-tion that I would like to correct here, is, when a person is suffering from AGE / Diarrhea, he/ she should not eat.

Eating small meals, par-ticularly including in one’s diet, foods rich in potas-sium ( banana being avail-able and cheap ) will surely help manage electrolyte imbalance and the feeling of weakness. Complications is mostly due to dehydra-tion and is encountered in the very young, the old and those with other debilitating disorders.

Clean, safe, adequate water, is life saving.

PRESIDENT Aquino dis-tributes relief goods to evacuees at the Cagayan de Oro City Central School during his visit to Iligan, Cagayan de Oro, and Du-maguete cities. Two events are happen-ing in the Philippines right now. One is the Christmas season and the other is the typhoon season. The first celebrates our faith in Jesus and the second brings out the spirit of “bayanihan” in us. And combining the two is a powerful force that could overcome any adversity that comes our way. And Typhoon Sendong did come and challenge the people’s strong faith and indomitable spirit of “bayanihan.” The horrendous devas-tation caused by Typhoon Sendong in 13 provinces in Northern Mindanao and Eastern Visayas has so far caused more than a thou-sand deaths, displaced al-most 400,000 people, dam-aged nearly P2 million in agriculture, and damaged tens of millions in property. While government agen-cies are working on the affected areas, the global Filipinos are collecting re-lief goods as well as cash contributions to be sent to the devastated areas. That is “bayanihan” in action.

Gawad Kalinga “Bayanihan in action” reminds me of another event in Mindanao where Chris-tians and Muslims worked together to build a peaceful community in 2006. On August 3, 2006, I co-hosted an event in Sac-ramento, California, which featured the late Mayor Abubakar “Totoy” Paglas of Datu Paglas, Maguin-danao, and Dylan Wilk of Gawad Kalinga. Dylan and Mayor Paglas came to Sacramento to give the Filipino-American com-munity an update on the progress of Gawad Kalinga, a project to build homes for the poorest of the poor in the Philippines. Coming from different cultures – Dylan, an Eng-lishman, and Mayor Paglas, a Muslim Filipino – their message resonated with the same theme: rebuilding the Philippines through “bayanihan.”

Heroes In my article, “A Tale of Three Heroes” (August 11, 2006), I wrote: “Mayor Paglas spoke of the time when Gawad Kalinga volun-teers approached him about building a village for the poor people in Datu Paglas, a predominantly Muslim town in Maguindanao. The people of Datu Paglas — named after the grandfather of Mayor Paglas — were apprehensive of their of-

fer to build homes for the refugees displaced in the war-ravaged province. They were suspicious that the motive of the Gawad Kalinga volunteers — who were members of the ‘Cou-ples for Christ,’ a Catholic evangelical group — was to convert them into Chris-tianity. It is important to note that the Muslim people of Maguindanao have been fighting the Christian in-vaders since they arrived in the 16th century. Although the Spaniards eventually subjugated the Sultanate of Maguindanao in the 19th century, the people were never conquered nor converted. “But it took a man of vi-sion to realize that Gawad Kalinga is the way to bring the warring Muslims and Christians together. Mayor Paglas told the audience, ‘We are all Filipinos; we have the same God but whom we happen to wor-ship differently.’ How true. As he spoke those words, I looked at him and I told myself, ‘He looks like an Ilocano, Tagalog, Visayan or any other Filipino. We are brothers indeed.’ “Today, Datu Paglas has a Gawad Kalinga vil-lage of 750 homes where Muslims and Christians are working together and caring for one another. It is ‘bayanihan’ in action. It is Gawad Kalinga — which means, ‘giving care’ — at work. “Mayor Paglas said that there has not been a single case of conflict between the Muslims and Christians since the Gawad Kalinga village was built. Today, what happened in Datu Paglas was replicated in other towns like Buluan, SK Pendatun, Upi, Kidapawan, Tacurong, Tugaig, and Barira. Barira was once a hotbed of rebellion. It was the site of Camp Abubakar, the headquarters of the Moro Islamic Liberation Front (MILF), which had

been fighting the central government for more than 20 years. During the gov-ernment’s campaign against MILF, Camp Abubakar was leveled to the ground forcing the populace to take refuge in neighboring towns like Datu Paglas. Thanks to Gawad Kalinga and Mayor Paglas, Barira is once again a peaceful community where Muslims and Christians have healed the wounds of war and began working together in the true spirit of ‘bayanihan.’ “In 1994, 20-year old Dylan Wilk took a loan of 2,500 British pounds and founded a company, Game-Play, which sells computer games via direct mail. By 1999, Dylan became the ninth richest man under 30 in England. With US$40 million in cash and a silver BMW M3, the 25-year old entrepreneur should be the happiest man on earth. Why not? But he was looking for more than just material wealth. Something was lacking in his life. And he found it in Gawad Kalinga. He sold his BMW and used the proceeds to build 80 homes in a GK village aptly named ‘BMW Village.’ Today, Dylan devotes his time as GK’s roving inter-national volunteer to share his experiences and inspire people of all cultures about the miracle that is happen-ing in the Philippines. “A gift ed speaker, Dylan described his love for the Philippines in the most su-perlative terms. He only sees the best qualities in Filipinos. He said that the Filipinos are like gold. But 400 years of being ‘kicked around’ by colonial mas-ters, Filipinos, he said, have gathered dust and mud, and lost the glint in them. INADEQUATE ways and means to prepare against major disasters or at least minimize the loss of lives and property in times of calamities is the paradox of Filipino resiliency. Filipinos are tough survivors of hard times and are strong in coping with grim aftermaths of tragedies. Unfortunately, this resiliency

and strength have not been tapped to establish a first line of defense before a disaster strikes. Thus, we are still behind Japan and other disaster-prone countries in terms of preparedness to lessen the impact of catastrophes. Records show that some 20 tropical cyclones or storms enter the Philip-pine Area of Responsibility almost every year and 6 to 9 of it make a landfall. When storms Ondoy and Peping killed hundreds, and displaced thousands of families, we were bitter towards government ineptitude. We cursed the government for failing to properly respond and provide needed assistance to the victims. And much more for being inefficient in warning us before the floods came. The Ormoc tragedy which killed more than eight thousand people was most unforgettable because flash floods swept the city at noon time, and still no warning from the concerned government offices. The tragic loss of lives during ty-phoons is almost a yearly spectacle, yet the world cannot believe that we allow it to happen again and again. “Disaster-prone countries such as Cuba and Japan have shown how prepared-ness and efficient alert mechanisms could prevent injuries and loss of lives. Unfortunately, the government have not learned from their example. “ Victims as well as anti-disaster advocates blamed the government’s lack of proper response to the said tragedies. Just as what happened during the Sendong onslaught, the victims were caught unaware of the impend-ing doom because “we were not fully informed of the disaster looming in our midst,” a victim lamented.” We are living in a highly-technical age. The government can enlist the help of people themselves. We can raise a high-level of alertness by establish-ing modern warning systems which could be in the form of mobile phone

(celfon) alerts. Mobile phone com-munications can be used to bolster the present inefficient warning systems by sending out emergency alerts, at no cost to consumers. Now, a law is being mulled to reverse this sad situation. “The Free Mobile Disaster Alerts Act..” It provides that In the event of an impending tropical storm, typhoon, tsunami, or other calamities, mo-bile phone service providers are mandated to send out alerts at regular intervals as required by National Disaster Risk Reduction Management Council (NDRRMC) and Philippine Atmospheric, Geo-physical and Astronomical Services Administration (PAGASA). Phil-ippine Institute of Volcanology and Seismology (PHILVOCS) and other relevant agencies. The alerts shall consist of up-to-date information from the rel-evant agencies, and shall be sent directly to the mobile phone sub-scribers located near and within the affected ares. The alerts shall include contact information of local government units and other agencies required to respond to the situation. The alerts may contain other relevant information, such as, but not limited to, evacuation areas, rel ief sites and pick-up points. The alerts, shall be at no cost, whether direct of indirect, to the consumers; and shall be included as part of the service providers auxiliary service.The alerts may be in the form of SMS (text mes-sages), MMS, or email, as needed and appropriate.” We doof our hats to the lawmakers who authored this law, especially Rep. Teddy Casino. Now this is a great opportunity for Filipinos to be more involved in preparedness.

NEW Orleans explodes into a carnival every year for Mardi Gras. And on that final day before the beginning of Lent, giant colorful floats parade down the city’s streets. Groups known as “krewes” are responsible for planning and pay-ing for the floats, but the hard work of building them is left to artists. Ninety percent of the floats are created in Mardi Gras World in New Orleans.

The art director and the artist get together and decide what is going to be the theme for the year and what each fl oat is going to look like.”

Mardi Gras World is a family run-business started by a man named Blaine Kern in 1947.

His grandson, Brian Kern, says that a lot has changed since then.

“Th e original fl oats of New Orleans carried 12 riders on, now we are do-ing fl oats that with multiple sections can carry up to 250

people,” Kern noted. “My father just wanted to push the envelope, make things larger, bigger prettier, more lighting, everything; it’s just something we do.”

Th e fl oats are central to New Orleans’ world famous parades, which have been taking place for around 150 years. Some of the fl oats are as long as 15 meters.

Kern says the fl oats have helped to make Mardi Gras a major tourism attraction.

“Mardi Gras, I think it defi nes the city,” Kern added. “It’s a billion-dollar indus-try. About 40,000 or 50,000 people actually participate in carnival krewes either in the parade or in the ball so it is a large part of our culture.”

Mardi Gras World dou-bles as a workshop and a museum where tourists can look behind the scenes.

A good time that takes a lot of hard work. Th e artists at Mardi Gras world will be working seven day weeks before the festival begins.

SINGAPORE Telecommu-nications Limited (SingTel), in support of its Philippines associate’s relief efforts for Typhoon Sendong victims, is pledging 500,000 Philippine Pesos to Globe Telecom’s corporate social responsi-bility programme, Globe Bridging Communities.

The donation will be used to provide relief items, including drinking water and medicines, to families affected by the flash floods and landslides that were triggered by the typhoon.

Ms Aileen Tan, SingTel’s Group Director of Human Resource, said, “We wish to express our condolences for

TUBOD, Lanao del Norte – More than 5,000 families who were displaced by the deadliest typhoon to hit the country this year received rice packs from the provincial LGU of Lanao del Norte and Integrated Center for Alter-native Developments (ICAD) Foundation of Turkey.

Each pack contains 3 kilos of commercial rice and was given to the head of every family in the evacu-ation centers of Iligan City.

The food assistance is the third wave of calam-ity aid that the provincial government has extended to the flood victims of Iligan.

Iligan City flood victims receive their rice packs delivered by the provincial government of Lanao del Norte and Integrated Center for AAlternative Developments (ICAD) Foundation of Turkey.

Last December December 18, the Provincial Social Welfare and Development Office (PSWDO) delivered 100 sacks of rice, 10 boxes of sardines and 10 boxes of noodles to the Iligan Disaster Operation Center. On December 21, Gover-nor Khalid Dimaporo also sent six doctors from the Provincial Health Office (PHO) to Iligan City for a medical mission in Brgy. Upper Hinaplanon.

“This shows that Iligan City and Lanao del Norte are one and united. What-ever pain and suffering that the people of Iligan are experiencing, we also feel it in Lanao del Norte”, former congressman Abdul-lah Dimaporo said.

Also leading the rice dis-tribution team is Rep. Imelda Quibranza-Dimaporo who visited the various evacuation centers of Iligan to personally deliver the needed food aid and assess the living condi-tions of the victims.

“It is heartbreaking to see these people suffering like this especially now that it’s Christmas season. We hope that through this humble assistance we have made their lives a little better after what they have gone though”, Rep. Dimaporo expressed.

A total of 10,000 rice

packs have been prepared for distribution however, some of the roads leading to the interior barangays remain impassable to mo-torized traffic.

“We will continue our rice distribution effort as soon as we can have access to these far-flung barangays that were also hit by the flashflood”, Information Officer Lyndon Calica said.

Among the evacuation centers visited by the team were MSU-IIT, Tambacan Elementary School, Mangga Elementary School, Iligan City Central School, JAL Elementary School, Ub-aldo Laya Memorial School,

Echavez Elementary School, and Saint Michael’s College-Tibanga Campus.

“We are thankful to our Turkish brothers and sisters for their steadfast support to these flood victims. We are doing our best to give as much help as we can to all those affected by this great tragedy”, ICAD President Ferhat Kazkondu expressed.
