COMMENTARY
1. DEMOGRAPHIC DEVELOPMENT
1.1 POPULATION GROWTH The population of the Maltese Islands as estimated at end 2003, comprises 399,867 persons of whom 198,099 were males and 201,768 were females. It consists of the Maltese population and all non-Maltese residing in Malta. This figure emphasises the high density of population per square kilometer, that of 1,265 persons, which remains the highest in Europe. The main demographic events registered during the year are shown in various tables in this issue. Population change is the net result of two demographic aspects: the difference between births and deaths and the migration balance. Again both were positive during the year. There was a natural increase of 872 persons and a net inflow of 1,699 persons in the total population. The end year Maltese population (excluding permanent foreign residents) stood at 388,867 consisting of 192,934 males and 195,933 females.

1.2 COMPOSITION Each Census taken since 1842 revealed that the population is characterised by an excess of females over males. The censuses of 1901 and 1911 only disclosed a marked balance between the sexes. The substantial amount of emigration over the years, with

its preponderance of male emigrants resulted in a reduction of the sex-ratio to an
average of 950 males per 1,000 females; this ratio has been prevalent during the last decade. A striking feature of the changing age structure of the population is the increase in the proportion of the population represented by persons aged 60 and over – the ageing
population. During the last ten years, the incidence of foreigners within the Maltese population, although of minor importance, has increased gradually from 6,730 to 11,000 persons. At the last census held in 1995, the number of foreign residents was 7,213, of whom 3,555
or 49 per cent were British.
2. VITAL STATISTICS 2.1 FERTILITY Since only a fraction of the population is capable of child-bearing, it seems more appropriate to relate births not to the total population but to the child-bearing component, namely those women between the ages of 14 and 49.
Birth rates tend to give a less favourable picture of fertility than is justifiable. The factors which determine fertility levels are so complex that, for a true measure of these levels, the concept of the average family size – number of liveborn to a married woman – has to be invoked.
The number of newborns to Maltese parents was higher than the previous year, by just 97 babies. At 3,902 the figure gives a Crude Birth Rate of 10.06. This slight increase is an indication that the TFR is finding its level and remain constant for the coming years. At 1.48 the TFR is nearly the same as last year’s.
Births outside marriage continued to rise, which at 16.80 per cent of the total births, is the highest ever recorded.

2.2 MORTALITY AND HEALTH The continued increase in the population – throughout the past half century - was due mainly to the improvement in mortality at almost all ages and especially in the infant group. The reduction in infant mortality has increased the proportion of young people. At the same time the lowering of the death rate of people at the older ages coupled with
the loss through emigration of the ‘60’s and ‘70’s, of many in the younger age groups, has set the population through a constant ageing process. In this section information regarding death rates, causes of death and life expectancy is shown in various tables.
The number of deaths for 2003 was 3,072 with a Crude Death Rate of 7.92, showing no variation from the previous year. The same can be said for infant deaths which stood at 23, with 16 male deaths and 7 females.
As has been the constant trend for the past 25 years, the highest incidence of deaths occurs in the 75 plus ages. In 2003 the largest number of deaths was in the 80 – 84 age group with 615 deaths i.e. 20 per cent of all deaths. Diseases of the circulatory system again took the bulk of deaths with 1,375 representing 43.5 per cent of all deaths.
2.3 MARRIAGES The Crude Marriage Rate for the Maltese Islands, at 6.06, kept its level for the last ten years, which averaged at 6.26. The crude marriage rate does not take into account the
ages and prior marital condition of those who were married, and as such it can be considered only as a rough guide to changes in the marriage trend. Marriages in Malta amounted to 2,169, whilst those occurring in Gozo stood at 181. The highest incidence of marriages during 2003, classified by age group of brides is
within the 25 – 29; likewise is that for the grooms. Most male spouses came largely from the Technical and Professional sectors, whereas the female spouses were clerks and factory workers. This kept the trend of the last decade. During the past year 803 or 34.3 per cent were civil marriages while the rest were celebrated in church. However, it has to be emphasised that the majority are non-Maltese marrying non-Maltese; and this has always been the case over the past years. As a matter of fact, out of the 803 civil marriages, only 78 were between Maltese couples and this represented 9.7 per cent of all civil marriages. Of the 1,547 marriages celebrated in church, 1445 or 94.1 per cent involved Maltese partners. There were 18 cases where both the bride and the groom were Irish and 12 marriages where both partners were English. Most of the remaining marriages were contracted between Maltese grooms and foreign brides, whilst in 35 cases, the bride was
Maltese while the groom was a foreigner.

In general, Maltese couples are still opting for a church marriage. In fact, 95 per cent of
the cases, where both the bride and groom were Maltese, were celebrated in church. In cases of mixed marriages, where either the bride or the groom was a foreigner, about 88 per cent opted for a civil marriage.
3. MIGRATION Migration statistics in the case of inflows had posed problems over the past years, whereas the outflow statistics were not deficient because emigrants could apply for a subsidised passage, hence the records were more than accurate. However, since the
mid eighties and up to the present, outflows were practically very low and has dwindled drastically. Data on outgoing migrants has undergone quite some changes since the Labour Department dismantled its section of Emigration in January 1995. The only sources for
prospective emigrants were those from the Embassies and the High Commissions, however, since the year 2000 only the High Commission of Britain was complying with our requests. During 2003, there were 40 persons, 15 males, and 25 females who left to settle abroad.
There were 518 returning migrants made up of 260 males, and 258 females plus 721 non-Maltese settlers and 621 naturalisations and registrations, which includes 32 adoptions. The number of Work Permit holders had fluctuated over the past ten years, but has nearly remained constant during the last 3 years; the stock at the end of 2003 is that of 2,928, of which 813 were females.
Another aspect on migration statistics is the phenomenon of irregular migration, which has increased dramatically over the past five years. The absence of exact figures and a shortage of reliable studies concerning clandestine
migration from the south of the Mediterranean into Europe cannot give a clear picture of the situation, in terms of figures. This applies to all Mediterranean countries.

4. FORECASTS Future population trends are usually based on projections which in themselves are neither forecasts nor predictions. These are an extension of past trends, based on the judgement of the future as seen at the moment hence the terms ‘estimates’ or ‘predictions’.
Malta’s population is still ‘young’ by European standards. The 0-14 age group represents 18.2 per cent of the total population, whereas the 65+ age group stands at 13.0 per cent.
5. SOURCES OF DATA
Births statistics are derived from records held at the Public Registries of Malta and Gozo where registrations of such births are obligatory. Such births are matched with data
provided from state hospitals, private hospitals and private clinics. These sources always match. Deaths registered are forwarded to the Health Information where these are analysed and data is sent regularly to the National Statistics Office.
6. DEFINITION OF TERMS USED Crude Birth, Death and Marriage Rates are respectively the number of births, deaths and
marriages per thousand in the mid-year population. Sex Ratio at birth, which is used for projections of population figures, gives the number of male births per hundred female births.
Life Expectancy at Birth indicates the number of years of a newborn baby is expected to live if mortality in the various age groups remains at the level of the period on which life expectancy is computed. Infant Mortality Rate is the number of deaths of infants under 1 year per 1,000 live births. Natural Increase is the excess of births over deaths. When expressed as a rate per thousand population it is the difference between the Crude Birth Rate and the Crude Death Rate. Annulled marriage refers to annulments given by the Superior Courts or the Church Tribunal. Divorce refers to divorces which were accepted by the laws of Malta in terms of Section 33 of The Marriage Act, 1975.

Data for returning migrants and foreign settlers is derived from monthly returns from the
Comptroller of Customs. Prospective settlers, both foreign and returning Maltese, have to be recorded at the Customs since they have to declare their personal effects. Marriages are compiled at NSO from data kept at the respective Public Registries of Malta and Gozo. The limitations in this aspect are data relating to separations and
annulments. Divorce is not recognised in the Constitution of Malta. Population Estimates are based on Census results updated annually to take account of the components of change: births, deaths and net migration, as well as registration of foreigners as Maltese nationals.
