This year’s conference theme reflects the challenges facing the Scottish Housing Association sector at a time when fewer HA’s are developing but the need for high quality homes of all tenures continues to grow. Building new, affordable homes makes an enormous contribution to the social, environmental and economic health of the country but 40 years after the Housing Act that kick-started its modern incarnation, the voluntary housing movement appears to have lost some of its appetite for development.

How does the sector get its mojo back and continue to meet the challenge of creating high quality living environments in the face of many constraints.

9.30 Opening Plenary

Kay Barton, Head of Housing Supply, Scottish Government will review the investment landscape; set out the challenge for the RSL sector; reference the housing supply and other implications of the Government’s draft Joint Delivery Plan and touch on collaboration, tenure diversification and financial capacity issues.

On the theme of the various challenges facing the RSL sector a well-known name from the housing association sector will respond and place the current challenges in context including:

• Describing the Development challenge from an the housing association perspective

• Looking at issues of housing association financial capacity

• Constraints and blockages to more affordable housing activity

• What are the co-production issues and how can we make progress on them

This should be lively opening plenary session with plenty of scope for interaction from the floor arising from provocative contributions from the main speakers

Malcolm Fraser and Sandy Robinson, Scottish Government The voluntary housing movement has a reputation for quality and innovation and whilst there are some inspiring examples, it’s good to be reminded of what is it about planning and design which contributes to creating and sustaining great places to live. Acclaimed Architect and Chair of the Town Centre Review Group, Malcolm Fraser will talk about the challenge of creating high quality living environments at a time of budget constraints, the need for innovation and describe some relevant examples of placemaking demonstrators. Sandy Robinson, Scottish Government Senior Architect will talk about the Place Standard work that the Government is doing and to kick off the Government’s engagement with the sector on the new standard they are proposing.
