Synopsis:

At 4:00 am today, a Low Pressure Area was estimated based on all available data at 240 km West of Zamboanga City

(07.3°N, 120.0°E).tail-end of a cold front affecting Northern Luzon.

Forecast:

Bicol Region, Southern Palawan, Visayas and Mindanao will experience cloudy skies with light to moderate rainshowers

and thunderstorms. Cagayan Valley, Cordillera Administrative Region, the provinces of Aurora and Quezon will be

cloudy with rains. Metro Manila, Ilocos Region and the rest of Central Luzon will have partly cloudy to cloudy skies with

light rains. The rest of Luzon will be partly cloudy to cloudy with isolated rainshowers or thunderstorms.

Moderate to strong winds blowing from the northeast will prevail over Luzon and Visayas and the coastal waters along

these areas will be moderate to rough. Elsewhere, winds will be light to moderate coming from the northeast with

slight to moderate seas.

PIA-3/PAMPANGA: About eight tons of relief goods donated by Overseas Filipino Workers (OFWs) and immigrants

stationed at Doha and other places in Middle East arrived at the Clark International Airport (CIA) via Qatar Airways.

The said 197 boxes of various relief goods include tents, medicines, food, blankets and other various kinds of goods.

The relief items would be turned over to the Department of Social Welfare and Development (DSWD) to be

distributed to Yolanda victims in the Visayas region.

PIA-NCR: Napagkaisahan kagabi ng Joint Task Force-National Capital Region (NCR) na binubuo ng

Department of Social Welfare -NCR, Department of Health -NCR, Office of Civil Defense at Philippine

Information Agency (PIA) na muling ibalik sa Villamor Air Base ang pagpoproseso sa mga dumarating na

internally displaced persons (IDPs) mula sa mga nasalantang lugar ng bagyong Yolanda upang huwag

kakulangan sa space. May repacking center pa kasi sila doon maliban sa lugar para sa pag-process sa

victims. I'm not sure pa kung ano ang naging final na decision. Sa ngayon ang alam ko, nasa Villamor ulit

ang processing.

1. Rizal extends aid to typhoon ravaged provinces in the

Visayas

ANTIPOLO CITY, Rizal, Nov 20 (PIA) --The provincial government of Rizal has

approved recently two resolutions extending financial assistance to the provinces of

Leyte and Samar which was hardly hit by Supertyphoon Yolanda.

Rizal Gov. Rebecca Ynares said the Sangguniang Panlalawigan passed two resolutions

authorizing the local chief executive to use part of the provincial government‟s savings

from its subsidy to local government unit (LGU) account for humanitarian assistance

to the devastated provinces.

“The people of Rizal are deeply saddened by the magnitude of destruction and

casualty wrought by super typhoon Yolanda to our Filipino brothers and sisters in

Leyte and nearby provinces recently. We are one with them in their sufferings and I

hope that the country will be united in helping our people rebuild their lives,” Gov.

Ynares remarked.

Gov. Ynares also urged other local chief executives in the province to initiate their

own relief assistance to various LGUs affected by the super typhoon. The Rizal LGUs,

private companies, non-governmental organizations (NGOs), other civil society

organizations (CSOs) and the academe, have heeded the call of the governor.

It can be recalled that Rizal suffered a similar fate during the onslaught of storm

Ondoy in 2009 with nonstop rain that submerged the province, destroying billion

pesos worth of properties, infrastructure, and several people perished. “We feel the

pain and the agony of losing homes and loved ones, and we want to give them hope by

extending our helping hands,” Gov. Ynares said.

In a statement posted in social media, Rizal Gov. Ynares appealed to constituents to

forego their Christmas parties and instead, donate the intended budget to the victims of

the syperthyphoon in the Visayas.

Earlier, the Rizal provincial government has also provided financial aid to the

provincial governments of Bohol and Cebu after a magnitude 7.2 earthquake ravaged

the two provinces and to the province of Nueva Ecija which was hit by a recent

Despite woes, Tacloban to cheer on Pacquiao on Sunday

(TACLOBAN CITY, Leyte) As they continue to pick up the pieces from super typhoon "Yolanda" (Haiyan), residents of this city are ready to give Filipino boxing icon and Sarangani Rep. Emmanuel "Manny" Pacquiao their full support this Sunday. City administrator John Tecson Lim said they are excited to watch Pacquiao's bout with Brandon Rios, which will be shown in some public venues. "We're just excited," he said, adding Pacquiao's bout means a lot to residents of this city, one of the areas hit hardest by Yolanda. Lim said a Pacquiao victory would mean so much to the city. Pacquiao had dedicated his upcoming fight to victims of Yolanda. "We will be cheering him on," he said. When asked how much Pacquiao's victory would mean to people here, he said, "Malaking malaki (It's a big deal)." Earlier, he told an inter-agency committee meeting the city government is working with a television network to set up "monitoring stations" to show the fight. As of Friday morning, he said they have decided on an area near City Hall as one of the public showing venues. Other potential sites are still being studied, with officials factoring in public safety. PND (jl)

DSWD: More than 1M food packs given to 'Yolanda' victims

(TACLOBAN CITY, Leyte) Authorities have breached the one-million mark in terms of food packs distributed to families affected by super typhoon "Yolanda" (Haiyan). Department of Social Welfare and Development Secretary Corazon Soliman said the one millionth pack was given to a family in Tolosa, Leyte. Soliman said that as of 6 p.m. Thursday, the DSWD had distributed 1,136,565 food packs. Also, she said the DSWD had distributed 216,389 one-liter bottles of water. For now, she said the agency plans to open another repacking facility in Catbalogan in Samar, to improve efficiency in delivering basic services. (TACLOBAN CITY, Leyte) Police in Eastern Visayas on Thursday reassured the public of security for businesses about to reopen after the onslaught of super typhoon Yolanda (Haiyan). Philippine National Police Special Action Force head and security task force commander Director Carmelo Valmoria said this includes a Diskwento Caravan slated for Friday. "All these we provided with security," Valmoria said at a meeting of the inter-agency task force on Yolanda here Thursdaymorning. Several businesses are trying to recover from the effects of Yolanda, which tore through Visayas and Southern Luzon. On Wednesday, Mayor Alfred Romualdez met with representatives of local businesses to encourage them to resume their trade soonest. Banks have started efforts to resume normal transactions. This Friday, the Department of Trade and Industry will hold a Diskwento Caravan selling basic goods at low prices. "We expect there will be other business establishments that will open today and tomorrow. A Diskwento Caravan of the Department of Trade and Industry is scheduled for Friday," Valmoria said. Meanwhile, Valmoria said they will start sending notices to police personnel who have not yet reported for duty. "We will send two notices. If they still fail to return to work we'll be forced to charge them for neglect of duty," he said. PND (jl)

DOH on alert for flood-related diseases in ‘Yolanda’-hit areas

(TACLOBAN CITY, Leyte) Nearly two weeks after super typhoon ―Yolanda‖ ravaged Visayas and Southern Luzon, the Department of Health is keeping tab on flood-related diseases here. DOH assistant regional director for Eastern Visayas Dr. Paula Sydiongco told an inter-agency meeting Thursday here

they are particularly looking out for leptospirosis and tetanus. In her report, Sydiongco assured they have stocked enough medicines to address these diseases. She urged people exposed to floodwaters to go to the DOH clinic, where there is propylaxis. Also, Sydiongco said at least two more had died from tetanus, an infection caused by exposure to potentially deadly bacteria. But she also said they are wary of other diseases like diarrhea among residents in affected areas. PND (jl)

Palace mobilizes entire bureaucracy for relief efforts

Malacanang has mobilized the country‘s 1.3-strong bureaucracy to help in relief efforts for victims of Typhoon Yolanda. Memorandum Circular 57 directs all department secretaries, and heads of agencies and government corporations to mobilize their respective officials and employees to help in relief and rehabilitation efforts. MC 57 also authorizes local government units to mobilize and help in the efforts. The Palace also issued Memorandum Order 61 which directs the Department of Health to temporarily take over control of health and sanitation operations of LGUs affected by Typhoon Yolanda. The orders were signed by Executive Secretary Paquito N. Ochoa, Jr. Communications Secretary Herminio B. Coloma, Jr. said the orders effectively expands the relief and rehabilitation operations of the national government for typhoon-stricken areas. ―Even before the issuance of the MCs, many government employees already volunteered to assist in relief efforts. This issuance makes it possible for us to mobilize even more personnel for relief efforts,‖ Coloma said. ―The national government recognizes that the extent of this calamity has left many LGUs crippled as local government officials were victims of this typhoon as well. The Department of Health has already activated all its resources to provide medical assistance the survivors of this tragedy,‖ he added. MC 57 gives agency heads and LGUs the discretion to exempt their officials and employees who will be part of the effort from observing normal office hours or from performing their regular duties, and to determine the duration and extent of their participation. On the other hand, MO 61 puts health and sanitation services in typhoon-stricken areas under the direct supervision and control of the DOH. Malacanang cited Section 17 (f) of Republic Act 7160, or the Local Government Code of 1991, which provides that ―the national government may provide or augment the basic services and facilities assigned to a LGU‖ when these services or facilities are either not available or inadequate to address an emergency situation. RA 7160 also allows the Health secretary, upon the direction of the President and in consultation with the LGUs concerned, to temporarily assume direct supervision over health operations in any LGU for the duration of the emergency in cases of widespread public health dangers. An estimated 4.5 million people have been affected by Typhoon Yolanda. There are presently 1,595 evacuation centers providing temporary shelter to 89,785 families or 418,988 persons in Regions IV-A and B, VI, VII, VIII, and CARAGA. Other displaced families totaling 759,996 or 3.5 million individuals have chosen to stay with their friends and families. PND

Early recovery phase starts in typhoon-ravaged areas, says Soliman

(TACLOBAN CITY, Leyte) The Department of Social Welfare and Development reported that there are early recovery efforts being done by government agencies to help the Visayas region get back on its feet after the devastation of typhoon Yolanda two weeks ago. Social Welfare and Development Secretary Dinky Soliman said in a briefing here at the Leyte Sports complex that residents of the affected areas have start asking for seeds for planting and non-food items such as tents, plates and blankets. The DSWD is also in touch with the DepEd to start alternative learning using USAID tents, Soliman said adding that the DepEd has to account the number of children that could go back to school because some may have perished because of the disaster. ―So meron na ring efforts dun sa early recovery kung tawagin na may mga ibang needs na tinutugunan na ng mga iba‘t-ibang donor agencies na nagpupunta sa atin at nagbibigay nito,‖ she said. The DSWD is also working with the local government units to come up with a proposal for food-for-work program, she added that adding that LGUs may have the proposal by Saturday and it will be submitted to the NDRRMC for the President‘s approval. During his visit here this week, President Aquino instructed agencies to immediately start the food-for-work program as a way to fast-track the normalization process of devastated areas here in the Visayas region. The DSWD‘s relief efforts also continue, according to Soliman, adding repacking operations is also non-stop in Manila. For the latest figures, Soliman said that the DSWD has delivered 12,400 food packs in Tacloban City alone. It has also given away 126,165 one-liter bottles of water to the people, she said. Also 187,879 high energy biscuits were delivered to different areas with the help of the World Food Program. The World Food Program also provided five trucks for Guiuan and another five in Ormoc City to transport goods. The Aquino government welcomed the proposals from congressional leaders to approve a supplemental budget that will provide additional funding to cope with the immediate needs of the typhoon victims, Presidential Communications Operations Office Secretary Herminio ―Sonny‖ Coloma Jr. said. "The President (Benigno S. Aquino III) is currently leading the Cabinet in a meeting of the National Economic and Development Authority Board that, aside from tackling proposals for major infrastructure projects, has been convened to concretize priority action programs for the severely-damaged portions of Eastern Visayas," Coloma said during the regular press briefing in Malacanang on Thursday. The government expects to incur huge expenditures that will have a substantial impact on the national budget following the series of calamities such as typhoon ‗Pablo‘, Zamboanga standoff, typhoon ‗Santi‘ in Central Luzon, the Bohol earthquake, and super typhoon 'Yolanda'. "Hence, we welcome proposals from congressional leaders to approve a supplemental budget that will provide additional funding for coping with the immediate needs, based on the availability of funds that will be certified by the national treasurer," Coloma said.

The Executive Branch will also work with Congress in fine-tuning the proposed 2014 national budget, taking into account specific funding requirements brought about by the recent series of calamities, Coloma said. "As relief operations on ground zero of the calamity zones are now being actively supervised by the mayors and the municipal disaster management structure, the national government is able to focus on the next vital task: rehabilitation and rebuilding," Coloma said. "We are gratified to note the overwhelming support and solidarity manifested by the international community. It is auspicious that, given the country‘s sound macroeconomic fundamentals, we were able to seek favorable terms of assistance, such that incremental borrowings may be obtained that will not be onerous and burdensome," he said. Coloma said the forthcoming Philippine Development Forum pledging session of the international donor community is an appropriate venue for securing commitments among various stakeholders for the country‘s resource generation efforts. Aquino government to comply with the decision of the Supreme Court declaring the Priority Development Assistance Fund unconstitutional

The Aquino government will comply with the decision of the Supreme Court (SC) declaring the Priority Development Assistance Fund (PDAF) unconstitutional, Presidential Communications Operations Office Secretary Herminio ―Sonny‖ Coloma Jr. said. "As we speak now, the Office of the President has not received an official copy of the full text of the Supreme Court decision. Since it is the duty of the Executive branch to fully—to ensure full compliance with the directives of the Supreme Court, it is as essential that we have a comprehensive appreciation of the entire meats and bounds of the decision, so that we will faithfully comply with the Supreme Court‘s directives," Coloma said during the regular press briefing in Malacanang on Thursday. The Supreme Court, voting 14-0-1, has declared the pork barrel system unconstitutional. The magistrates ruled in favor of a slate of petitions challenging the discretionary funds' legality. Coloma said the government will study the decision once it is able to receive a copy from the SC to be able to fully comply with the magistrates' ruling. (LUNGSOD NG TACLOBAN, Leyte) Tiniyak sa madla ng pulisya ng Silangang Kabisayaan na mamamayani ang katahimikan at kaayusang pambayan ngayong sisimulan nang buksan ang mga negosyo rito pagkaraan manalasa ang napakalakas na bagyong Yolanda. Sinabi ni Direktor Carmelo Valmoria, puno ng Special Action Force ng Pambansang Pulisya at kumander ng security task force, na lubos na pangangalagaan ng PNP ang kapayapaan at pati ang ―Diskwento Caravan‖ sa Biyernes ay walang dapat ipag-alala. ―Bibigyan namin nang lubos na seguridad ang lahat,‖sabi ni Valmoria sa pulong ng interagency task force kay Yolanda dito Huwebes ng umaga. Marami nang negosyo ang magbubukas upang makabangon mula sa pinsalang ibinunga ng Yolanda na puminsala nang malaki sa Kabisayaan at Timog Luzon. Nakipagpulong si Alkalde Alfred Romualdez sa mga kinatawan ng mga lokal na negosyo at bahay-kalakal upang himukin ang mga ito na magbukas na ng negosyo nila sa lalong madaling panahon. Sinimulan na rin ng mga banko ang normal na transaksiyon. Biyernes gaganapin ang ―Diskwento Caravan‖ ng Kagawaran ng Kalakal at Industriya dito para makabili ng murang paninda ang taong bayan. ―Inaasahan naming magbubukas na rin ngayong araw na ito at bukas ang ibang negosyo. Biyernes din gagawin ng Kagawaran ng Kalakal at Industriya ang ‗Diskwento Caravan,‖ wika pa ni Valmoria. Samantala, sinabi ni Valmoria na padadalhan nila ng patalastas ang lahat ng tauhan ng pulisya na hindi pa nagrereport. ―Dalawang patalastas ang aming ipadadala. Sinabi ni Dr. Paula Sydiongco, katulong na pampurok na direktor ng DOH sa Silangang Kabisayaan, sa pulong ng inter-agency rito Huwebes na masusi nilang binabantayan kung mayroong dinapuan ng leptospirosis at tetanus. Niliwanag ni Dr. Sydiongco sa kanyang report na may sapat silang gamot para lapatan ng lunas ang mga karamdamang nasabi sakaling matuklasang mayroon nang dinapuan nito rito. Nanawagan din si Dr. Sydiongco sa mga taong naglakad sa baha na magsadya sa klinika ng DOH kung saan mayroong propylaxis. Iniulat din ni Dr. Sydiongco na dalawa pa ang nasawi dahil sa tetanus na impeksiyon sa sugat bunga ng nakamamatay na bakterya. Pinakilos ng Malacanang ang 1.3 milyong tauhan ng burukrasya para puspusang matulungan ang mga biktima ng napakalakas na bagyong ―Yolanda‖. Inatasan ng Memorandum Circular 57 lahat ng kalihim ng kagawaran at mga puno ng ahensiya at korporasyon ng pamahalaan na pakilusin ang kanilang mga pinuno at kawani upang maki-isa sa pamamahagi ng tulong at sa sinisikap na rehabilitasyon. Pinahihintulutan din ng MC 57 ang mga lokal na pamahalaan na pakilusin at patulungin din ang mga tauhan nila. Inilagda rin ng Palasyo ang Memorandum Order 61 na nag—aatas sa Kagawaran ng Kalusugan na pansamantalang pangsiwaan ang operasyong pangkalusugan at kalinisan ng mga lokal na pamahalaan sa mga pook na sinalanta ng bagyong Yolanda. Nilagdaan ni Kalihim Tagapagpaganap Paquito N. Ochoa, Jr. ang mga kautusang ito. Ipinaliwanag ni Kalihim ng Komunikasyon Herminio B. Coloma, Jr. na ang naturang utos ay upang mabisang mapalawak ang operasyon sa pagtulong at rehabilitasyon ng pamahalaang pambansa sa mga pook na sinalanta ng bagyo. ―Kahit hindi pa man nailalabas ang mga MCs, marami nang kawani ng pamahalaan ang naghandog ng kusang-loob na tulong kahit sa pagbabalot man lamang ng relief goods. Dahil sa mga kautusang ito, lalo namang makakasaksi sa pagtulong ang mga kawani,‖ ani Coloma. ―Hindi lingid sa pambansang pamahalaan ang lawak ng pinsalang ibinunga ng kalamidad kaya maraming LGUs ang hindi makakilos sapagka‘t maging ang mga lokal na pinunong bayan ay mga biktima rin ng bagyong ito. Pinakilos na ng Kagawaran ng Kalusugan ang mga sangay nito upang malapatan ng lunas ang mga biktima ng trahedyang ito,‖ dagdag ni Coloma. Binibigyan ng MC 57 ang puno ng ahensiya at ng LGUs ng karapatang ang mga pinuno at kawaning magiging kaisa sa pagsisikap na ito na huwag pumasok sa normal na oras nila sa opisina o sa pagtupad sa karaniwan nilang tungkulin at itakda ang itatagal nila sa pagtulong sa mga biktima ng bagyong Yolanda. Sa kabilang dako naman, inilagay ng MC 61 ang mga serbisyo sa kalusugan at kalinisan sa mga nasalantang mga pook sa tuwirang pamamahala ng Kagawaran ng Kalusugan. Binanggit ng Malacanang ang Seksiyon 17 (f) ng Batas ng Republika 7160 o Local Government Code ng 1991 na nagtatakdang ―maaring magkaloob o dagdagan ng pambansang pamahalaan ang pangunahing serbisyo pasilidad ng LGU kung ito ay hindi sapat sa kalagayang pangkagipitan. Sa RA 7169 ay pinahihintulutan din ang Kalihim ng Kalusugan, sa atas ng Pangulo at matapos sangguniin ang

kinauukulang LGUs para pansamantalang tuwirang pangasiwaan ang mga operasyong pangkalusugan sa isang LGU sa buong panahon ng kagipitan kung malalagay sa malawak na panganib ang kalusugang pambayan. Tinatayang aabot sa 4.5 milyong katao ang apektado ng Bagyong Yolanda. May 1,595 ang evacuation centers ang pansamaantalang tinutuluyan ng may 89,785 pamilya o kabuuang 418,988 katao sa mga Rehiyon IV-A at B, VI, VII, VIII at CARAGA. Ang iba pang pamilyang naging biktima ay aabot sa 759,996 o 3.5 milyong katao na minarapat na makituloy muna sa kanilang mga kamag-anakan at kaibigan. PND (zaf)

Nagsimula na ang pagbangon ng Kabisayaan sa pinsalang dulot ni ‘Yolanda’

(LUNGSOD NG TACLOBAN, Leyte) Maagap na kumilos ang mga ahensiya ng pamahalaan upang tulungan ang Rehiyon ng Kabisayaan na maagang makabangon sa malubhang pinsalang idinulot ng bagyong Yolanda dalawang linggo na ang nakalilipas. Ito ang sinabi ni Kalihim Dinky Soliman ng Kagalingang Panlipunan at Kaunlaran (DSWD) sa briefing sa Leyte Sports Complex dito. Ayon kay Soliman, bukod sa tolda, kumot at mga plato, binhi na maitatanim ang hinihingi ng mga naninirahan sa mga pook na iwinasak ng bagyo rito. Nakipag-ugnayan din ang DSWD sa Kagawaran ng Edukasyon upang simulang gamitin ang mga tolda ng USAID. Sinabi rin ni Soliman na kailangan pang bilangin ng DepEd ang bilang ng mga batang maaari nang pumasok uli sa paaralan sapagka‘t maaaring may mga nasawi swa naganap na trahedya rito. ―Kaya sinisikap din ang maagang pagbangon ng mga tao sa guho at lupit na bunga ng bagyo. Kaya iba-iba na ang tinutugunan ng mga ahensiyang nagbibigay ng donasyon na sa atin napupunta at ipinamimigay naman sa mga tao,‖ wika ni Soliman. Nakikipagtulungan ang DSWD sa lokal na pamahalaan upang isagawa na ang food-for-work program na maaaring ang panukala ay maibigay na sa LGUs sa Sabado at ihaharap naman sa NDRRMC para pagtibayin ng Pangulong Benigno S. Aquino III. Inatasan ng Pangulong Aquino na magsadya siya rito ngayong linggong ito ang mga ahensiya ng pamahalaan na simulan agad ang food-for-work program upang mabilis na manumbalik sa normal ang kalagayan sa malubhang nassalantang Rehiyon ng Kabiswayaan. Sinabi rin ni Soliman na patuloy ang paghahatid ng tulong ng DSWD kaya naman walang tigil ang repacking operations sa Maynila. Iniulat ni Soliman na sa kabuuan, ang DSWD ay nakapagpadala na ng 12,400 food packs dito sa lungsod na ito lamang. Nakabigay rin sila ng 126,165 tig-isang litrong tubig sa mga tao, ayon sa Kalihim, bukod pa sa 187,879 high energy biscuits sa iba-ibang pook sa tulong ng World Food Program. Ang World Food Program ay nakapagbigay rin ng limang trak para sa Guiuan at lima rin sa Lungsod ng Ormoc para magamit sa paghahatid ng mga tulong. Dahil sa karagdagang mga sasakyang ito, napupuntahan na ng DSWD ang iba-ibang bayan ng Leyte, ayon kay Soliman. PND (as/zaf)

Ikinatuwa ng gobyernong Aquino ang mungkahi ng mga lider ng Kongreso na pagpapatibay ng supplemental budget bilang karagdagang pondong magagamit sa madaliang pangangalangan ng mga biktima ng bagyo, sabi ni Kalihim Herminio ―Sonny‖ Coloma, Jr. ng Presidential Copmmunications Operations Office. ―Pinupulong ngayon ng Pangulo (Benigno S. Aquino III) ang National Economic and Development Authority Board hindi lamang para sa mga panukalang mahahalagang imprastraktura, kundi dahil sa dapat unahing mahahalagang programa para sa mga malubhang napinsalang mga pook sa Silangang Kabisayaan,‖ sabi ni Coloma sa pulong-balitaan sa Malacanang Huwebes. Inaasahan ng pamahalaan na makaaapekto sa pambansang budget ang malaking magugugol sa pinsalang ibinunga ng sunud-sunod na kalamidad sa bansa na gaya ng bagyong Pablo, ang gulo sa Zamboanga, bagyong Santi sa Gitnang Luzon, ang lindol sa Bohol at ang napakalakas na bagyong Yolanda. ―Dahil dito, mainam ang mungkahi ng mga lider ng Kongreso na magpatibay ng supplemental budget para matugunan ang mga mahahalaganh kailangan, kung may pondo ayon sa pagpa-patibay ng Pambansang Ingat-yaman,‖ dagdag ni Coloma. The real estate exposure (REE) of universal, commercial (U/KBs) and thrift banks (TBs) amounted to Php 900.1 billion as of June this year, 6.8 percent higher quarter-on-quarter than the bank‘s REE in March 2013. Of the Php 900.1 billion exposure, 84.7 percent was in the form of real estate loans (RELs) while the remaining 15.3 percent was through real estate investments. RELs grew 6.6 percent to Php 762.5 billion in the second quarter from Php 715.5 billion in the first quarter this year. The increase in REE was mainly driven by RELs, which accounted for 84.7 percent of their total exposure to the real estate sector. Bulk of the property loans were used to bankroll the acquisition, construction and improvement of housing units. The exposure of banks to residential RELs remains manageable as the bad loans made up only 3.7 percent of total residential RELs. Investments in real estate securities, meanwhile, increased by 8.3 percent to Php 137.7 billion at end-June from Php 127.1 billion at end of the first quarter. Investment in real estate securities comprised the remaining 15.3 percent of the banks‘ REE. The Bangko Sentral ng Pilipinas (BSP) said the total REE of U/KBs and TBs is 21.7 percent of the banking system‘s total loan portfolio of Php 4.2 trillion. The BSP has widened its scope of monitoring the real estate industry starting this year. The expanded reporting system for banks on REE includes loans to developers of socialized and low-cost housing, loans to individuals, loans supported by non-risk collaterals or Home Guarantee Corporation guarantee, investments in securities to finance real estate activities, as well as exposure by banks‘ trust departments to the property sector. In line with its financial stability objectives, the BSP is keeping an eye on measuring the whole landscape under the new coverage of bank‘s exposure to the real estate industry. The BSP is keen on monitoring the credit conditions that support the heightened activity in property development to prevent potential impairment of intermediation.

DSWD supports anti-‘violence against women’ campaign

The Department of Social Welfare and Development (DSWD) joins other government agencies and non-government organizations in the celebration of the 18-day Campaign to End Violence Against Women (VAW) from November 25 to December 12, spearheaded by Philippine Commission on Women (PCW). With the theme ―End VAW Now! It‘s our Duty!,‖ the campaign aims to increase support and commitment of duty holders at the national and local levels in eliminating violence against women, sustain and improve policies, laws and mechanisms addressing VAW, and forge partnerships among stakeholders in addressing VAW. The campaign will kick-off with ―Walk to End VAW‖ on November 24(Sunday) at 5:00 am starting from the Cultural Center of the Philippines (CCP) to T.F. Valencia Circle, Rizal Park, Manila. The walk seeks to raise public awareness on issues affecting women and to promote women‘s rights and freedom. After the activity, the participants are expected to imprint their hands on the commitment wall using red paint as a symbol of putting a stop to VAW. To further show its support to the cause, the Department is encouraging all male employees of the Department to join the group Men Opposed to Violence Against Women Everywhere (MOVE). MOVE, which is an all-male group at the DSWD Central Office with chapters at the Field offices, is active in pushing for programs and policies that will end VAW. ―Violence against women happens every day in homes, in the workplace and in schools. Men play a critical role in ensuring that women are not abused,‖ DSWD Secretary Corazon Juliano-Soliman said. Likewise, the Secretary said that DSWD continues to conduct Family Development Sessions (FDS) for Pantawid Pamilya beneficiaries to strengthen family relations which can deter abuse. FDS is a regular gathering of parent-beneficiaries of Pantawid Pamilya. Topics discussed during FDS include effective parenting, husband and wife relationships, child development, laws affecting the Filipino family, gender and development and home management.

The Department of Labor Employment (DOLE), through its Inter-Agency Committee on Research Matters, will hold the 2nd Research Conference on Decent Work on 20 November 2013. ―The DOLE Inter-Agency Committee on Research Matters is dedicated to developing research that supports inclusive growth through decent and productive employment and responds to operations on the ground and the needs of Filipino workers,‖ said Labor and Employment Secretary Rosalinda Dimapilis-Baldoz as she commended the Institute for Labor Studies (ILS), headed by Executive Director Cynthia Cruz, for holding the research conference. DPWH sends technical experts in Eastern Visayas for repair and rehabilitation works

Technical experts from the Department of Public Works and Highways (DPWH) will conduct assessment of typhoon-damaged infrastructures including public buildings in Eastern Visayas as the government prepares for the massive repair and rehabilitation works. Secretary Rogelio L. Singson fielded 20 composite teams of engineers from the construction, maintenance, quality and safety, research and standards, and design bureaus including five (5) personnel from DPWH National Capital Region (NCR) to conduct estimates of the specific scope of work and funding amount needed, and identify the appropriate construction standards to be implemented for the repair and rehabilitation projects. For its operation on the ground, DPWH Regions 3, 4-A and 5 reinforces the full clearing operation on affected national roads in Samar while NCR, Regions 10, 11 and 13 augments the effort for Leyte. The DPWH Central Office also set-up a Command Center for day-to-day monitoring of activities. Roxas: Intrigues wont stop government relief effort

Roughly 275,000 families or 1.4 million individuals in Leyte and Samar provinces will continue to receive relief goods as part of the national government‘s ―Yolanda‖ disaster response, Department of Interior and Local Government (DILG) Secretary Mar Roxas said Wednesday. Leyte and Samar provinces are areas with most damaged homes numbering about 26,598. These areas account for almost 94% of the recorded fatalities totaling 3,982 as of the latest report of NDRRMC. Roxas, vice chairman of the National Disaster Risk Reduction and Management Council(NDRRMC), said providing survivors with relief goods remain as the government‘s top priority, saying that he will not step down the level of those who continue to sow intrigues to undermine the government‘s relief efforts in typhoon-affected areas. ―Kahit na tuloy tuloy ang intriga. Kami dito tuloy tuloy lang ang ginagawang pagtulong,‖ Roxas said. He earlier belied claims made by the camp of Tacloban City Mayor Alfred Romualdez that the he is muscling the official out of city hall. ―Kalokohan yun,‖ he said, even though he expressed dismay over the apparent breakdown of LGUs because of the devastating impact of the supertyphoon. ―Last week, baso-baso. Naging tabo-tabo. Gagawin nating balde-balde hanggang maging drum-drum at maging hose ang buhos ng tulong sa mga kababayan natin. Tuloy tuloy lang ang magiging operasyon natin hanggat kailangan,‖ Roxas said. The NDRRMC has divided focus into five clusters as part of the ―Yolanda‖ disaster response. These include peace and order, distribution of food and other relief goods, cadaver recovery and burial; clearing operation and normalization. Roxas, who has been leading the national government‘s ―Yolanda‖ disaster response, said so far, a total of 524,147 family food packs have been distributed by the government, 192,975 liters of water and 58,876 units of high-energy biscuits. Because of the scale of the damage wrought by the supertyphoon, government and private volunteers have to work 24/7 to reach all the affected areas. A total of 24,770 personnel from government and private corporations, according to Roxas, have been providing the overall relief effort a big boost. Roxas also underscored the support of local and foreign medical teams that have been working in various parts of Samar and Leyte provinces to provide survivors with medical attention. A total of 88 local and foreign medical teams are providing medical assistance in strategic areas. ―We are very thankful for all the humanitarian effort of our neighbors,‖ he said. The foreign medical teams are from Belgium, Japan, Germany, Australia, Hungary, Canada, Norway, Switzerland, USA, Korea, South Africa, France, Italy and Israel. Roxas said assured that relief efforts will continue without delay, noting that delivery of food packs is now faster and more organized with the establishment of ―conveyor of food supply‖. He said that 1,306 vehicles, 104 seacraft and 163 aircraft and 27,532 units comprising of various equipment are operating in the field to fast track delivery of relief goods,

clearing of debris, recovery and identification of cadavers for burial. Meanwhile, Roxas said that water supply has been restored in most parts of Samar and Leyte and provinces. In Leyte, the services of the dominant carrier has been restored. He said the government is now stepping up efforts in Eastern Samar to fast track service restoration in the area.

Interagency meeting tackles inconsistencies in trade stats

The Department of Trade and Industry (DTI) in Region 9 called for a special meeting yesterday with representatives from the Bureau of Customs (BOC), Philippine Ports Authority, Plant Quarantine Services (PQS), National Statistics Office (NSO), and Aleson Shipping Lines in a bid to harmonize the disparities in statistics regarding trade between Zamboanga City and Sandakan, Malaysia. DTI-9 Regional Director Nazrullah Manzur said that his office is particularly interested in more accurate export figures of rubber, seaweeds, coconut, abaca, mango, and processed fish coming from the region through the port of Zamboanga. These were identified as the region‘s champion products and thus, prioritized for development assistance by the Regional Development Council (RDC-9) in a council resolution in 2005. Abaca was later added in 2011. ―We wanted to know if the multi-sectoral interventions over the past several years have made a significant impact to develop these industries. We are particularly interested in the exports data because we seem to be getting conflicting or incomplete figures,‖ Manzur said. Citing natural rubber exports from January to July 2013 as an example, Manzur said the Malaysian Rubber Board reports cup lumps importation from the Philippines totalling 3,600 metric tons. However, we don‘t have such official data coming from the NSO which in turn gets its data from the exports declarations (EDs) at the BOC according to Manzur. Region 9 is the country‘s No. 1 producer of natural rubber. ―Could it be that the cup lumps were shipped to Sandakan via the so-called southern backdoor and thus, not properly documented? This we wanted to know,‖ Manzur added. Ms. Kasramia Yasin-Ladjamalik of Aleson Shipping Lines, when asked, reported that the usual cargo of M/V Danica Joy which plies the Zamboanga-Sandakan route once a week include dried seaweed, fresh mango and some grocery items like instant noodles, mayonnaise, Chippy, Oishi, and Perla soap. She added that during mango season, they usually load around 500 boxes of mango at 40 kilograms per box. She said they used to carry also canned sardines from Mega Sardines but this has stopped because of some difficulties in cargo handling in as much as M/V Danica doesn‘t have facilities for containerized cargoes. Incidentally, exports data for mango are also absent in the January – July 2013 export report of the DTI-Zamboanga City Office which regularly gets its exports figures from the same EDs that the BOC furnishes the NSO. Also missing are the exports data on abaca.

Hence, it was agreed that DTI will officially write Aleson Shipping to furnish the group a three-year historical data of M/V Danica‘s cargoes brought to and from Sandakan through the port of Zamboanga. Afterwards, a follow up meeting will be called to further improve the present exports documentation procedures, if and when needed, and to tackle other issues impinging on trade between Region 9 and BIMP-EAGA.

Garcia and Swiss Minister of Foreign Affairs Didier Burkhalter met at the sidelines of the 11th ASEM Foreign Ministers‘ Meeting held from November 11 to 12 in New Delhi. Philippine-Swiss relations are moving forward from being focused on trade since 1862 to achieving current global objectives. Switzerland agreed to co-host two Philippine ASEM initiatives: the ―ASEM Conference on Technology and Innovation for Disaster Risk Reduction and Management and Climate Change Adaptation‖ and the ―ASEM International Experts‘ Workshop on the Restitution of Hidden Wealth and Prevention of Tax Evasion.‖ Both workshops will be held in 2014. Both officials agreed that the ASEM Conference on Technology and Innovation for Disaster Risk Reduction and Management and Climate Change Adaptation is timely given the increasing strength of natural disasters that have been affecting even non-traditional regions in recent years. An exchange of knowledge from disaster risk reduction and management, and climate change adaptation techniques would equally benefit European and Asian countries.

Royal Thai Government donates USD200,000 for typhoon victims

20 November 2013 - Thai Deputy Prime Minister and Foreign Minister Surapong Tovichakchaikul made a presentation of the Royal Thai Government‘s donation of THB 6,000,000.00 or USD200,000.00 for the victims of super typhoon Yolanda (Haiyan) in simple ceremonies held on November 19 at the Thai Ministry of Foreign Affairs. The Deputy Prime Minister personally presented a ceremonial check representing the cash donation to Philippine Ambassador Jocelyn Batoon-Garcia. Ministry officials said the actual monetary donation will be turned over by the Royal Thai Embassy in Manila to one of the Philippine government agencies authorized to receive such type of assistance. In brief remarks, Deputy Prime Minister Surapong said it is heartbreaking to see friends suffer a catastrophe of such magnitude. He added that as a fellow member of the ASEAN family, ―you can count on our support at all levels.‖ He urged the Philippines ―not to hesitate to call on us should you need further assistance in the rehabilitation efforts.‖ He also mentioned that the first batch of the Royal Thai Government‘s in-kind donations has already been flown to the Philippines aboard a Royal Thai Air Force C-130 plane. In response, Ambassador Batoon-Garcia thanked Deputy Prime Minister Surapong for the donation. She also thanked Their Majesties King Bhumibol Adulyadej and Queen Sirikit and other members of the Royal Family, the Royal Thai Government headed by Prime Minister Yingluck Shinawatra, all Thai private companies and foundations, and the Thai people for their support to the typhoon victims. She said that she is overwhelmed by the sympathy shown by the Thai people and the international community for the typhoon victims.

Farm mechanization in PH urgently needed

―The need to mechanize our farms is undeniably strong.‖ This was the firm pronouncement of Asia Rice Foundation (ARF) Chair, Dr. Santiago R. Obien who added that after Typhoon Santi hit Nueva Ecija and Isabela and flattened the rice fields, no laborers would like to harvest, and so combine harvesters were used. Mechanization is second among the five major programs under the Department of Agriculture (DA)‘s Food Staples Sufficiency Program (FSSP). However, promoting the use of farm machinery is still a sensitive topic as there are apparent excess labor supply and low wages in farming communities. On the one hand, timeliness of operations and cost considerations make farm mechanization economical especially in the context of rising total production. In addition, it can reduce labor cost which typically accounts for 45% of the total production cost.

According to the DA-Philippine Center for PostHarvest Development and Mechanization (PhilMECH), Philippine farms are among the least mechanized in Southeast Asia using only 0.5 horsepower per hectare (hp/a). Neighboring countries such as Vietnam and Thailand have higher mechanization rate of 0.7 hp/ha, while fully mechanized Japan uses 7 hp/ha. Incidentally, these countries are also top rice producing and exporting nations. ―The use of machines is definitely the better option now like in the case of land preparation. We have to determine how we can both achieve higher farm mechanization rate while continue to provide jobs for displaced farm workers,‖ Obien remarked. These perspectives form the central theme of this year‘s Annual Rice Forum. Dubbed ―Mechanization in Rice Farming: Status, Challenges, and Opportunities,‖ the Rice Forum seeks to gather information and ideas that will be used to form the National Agricultural Mechanization Roadmap (NAMR). The NAMR aims to intensify and synch national programs for in-country machinery development, which could provide more and better jobs to farming areas and strengthen our rice production capabilities. Set on November 22 at the Bureau of Soils and Water Management Auditorium in Diliman, Quezon City, the Rice Forum will convene more than a hundred agricultural engineers, farm experts, and administrators from both the government and private sector. Together with ARF in this activity are partner agencies such as the DA National Rice Program, Southeast Asian Regional Center for Graduate Study and Research in Agriculture (SEARCA), International Rice Research Institute (IRRI), DA-Philippine Rice Research Institute (PhilRice), DA- PhilMECH, University of the Philippines Los Baños (UPLB)—College of Engineering and Agro-Industrial Technology (CEAT), Philippine Council for Agriculture, Forestry and Natural Resources Research and Development (PCAARRD), Bureau of Soils and Water Management (BSWM), Bureau of Agricultural Research (BAR), National Irrigation Authority (NIA), and Agricultural Machinery Manufacturers and Distributors Association (AMMDA). Eleven science papers will be presented during the day-long event. Also attending is DA Undersecretary for Operations Dante S. De Lima who will deliver a response to the output generated from the presentations and forum. October 2013 Criminologist Licensure Examination results released in sixteen (16) working days

The Professional Regulation Commission (PRC) announces that 11,217 out of 24,779 passed the Criminologist Licensure Examination given by the Board of Criminology in the cities of Manila, Baguio, Cagayan de Oro, Cebu, Davao, Iloilo, Legazpi, Lucena, Tacloban, Tuguegarao, Zamboanga and Pagadian last October 2013. The result of examination with respect to one (1) examinee was withheld pending final determination of his liabilities under the rules and regulations governing licensure examination. The members of the Board of Criminology who gave the licensure examination are Hon. Lourdes W. Aniceto, Chairman and Hon. Ernesto V. Cabrera, Member. The results were released in sixteen (16) working days from the last day of examination. Registration for the issuance of Professional Identification Card (ID) and Certificate of Registration will be on November 25, 26 & 27, 2013 at the Registration Division Unit B, ground floor PRC main building. Those who will register are required to bring the following: duly accomplished Oath Form or Panunumpa ng Propesyonal, current Community Tax Certificate (cedula), 1 piece passport size picture (colored with white background and complete nametag), 2 sets of metered documentary stamps and 1 short brown envelope with name and profession and to pay the Initial Registration Fee of P600 and Annual Registration Fee of P450 for 2013-2016. Successful examinees should personally register and sign in the Roster of Registered Professionals. The date and venue for the oathtaking ceremony of the new successful examinees in the said examination WILL BE ANNOUNCED LATER.

22nd PSQ regional finals held

Another pool of 16 young statistics whizzes emerged in the 22nd Philippine Statistics Quiz (PSQ) regional championships held simultaneously last November 14. Their journey continues as they compete in the National Finals slated on December 5, 2013 at the Commission on Higher Education (CHEd) in Quezon City. Due to the massive destruction caused by super typhoon Yolanda, Region VIII was not able to conduct its regional championship.

At stake for the top five placers in the 22nd PSQ National Finals are specially designed trophies and cash prizes. Coaches of the winners shall likewise take home an amount equivalent to half of their student‘s cash prize. The PSQ is an annual competition which aims to appraise the competency and skills of college freshmen in statistics as acquired from high school. The National Statistics Office and the Philippine Statistical Association, Inc. organized this noble undertaking in 1992 with the advocacy of drumming up public awareness and appreciation of statistics. The CHEd began endorsing this competition in 1994.

PDIC to bid out 118 ATM units on December 3

The Philippine Deposit Insurance Corporation (PDIC) is set to sell via public bidding on December 3, 2013 a total of 118 units of Automated Teller Machines (ATMs) with an aggregate minimum disposal value of P20.9 million. The public bidding will be held at the PDIC Training Room, 9th Floor, SSS Building, Ayala Avenue corner V.A. Rufino St., Makati City. Opening of bids will start at 2:00 p.m. The ATM units are properties of closed banks and will be sold on an ―as is, where is‖ basis. Under the ―as-is, where-is‖ basis bidding, prospective buyers are enjoined to physically inspect the ATMs, and examine and verify their condition, before submitting their bids. The PDIC will receive sealed bids only from direct buyers at the bidding venue on December 3, 2013 from 9:00 a.m. to 2:00 p.m. No extension will be given for the submission of bids. Bidders are advised to come at least one hour prior to the opening of bids to register and submit the requirements. All bids must be accompanied by a bond or deposit equivalent to at least 10% of the submitted bid in the form of Cash or Manager‘s or Cashier‘s Check issued by a universal or commercial bank. The winning bidder is required to pay the balance of the bid price not later than December 12, 2013.

VP Binay: Pag-ibig fund to appeal CA decision clearing Delfin Lee of syndicated estafa, seek TRO

Vice President Jejomar C. Binay on Monday instructed the Home Development Mutual Fund (HDMF or Pag-IBIG Fund) to appeal the decision of the Court of Appeals (CA) dismissing the syndicated estafa case against fugitive developer Delfin Lee and other officials of Globe Asiatique (GA) and lifting the warrant of arrest issued by a Pampanga court against them. The Vice President said he has directed Pag-IBIG Fund chief executive officer Darlene Marie Berberabe to confer with the Department of Justice (DOJ) and the Office of the Solicitor General and immediately file an appeal before the Supreme Court. ―This is a most unfortunate decision. But we are confident that we have a strong case against Mr. Lee,‖ Binay said. ―We will pursue our fight for justice for the ordinary Filipino workers. We will exhaust all legal remedies to ensure that the homeowners who were defrauded by Globe Asiatique and victimized by Mr. Lee will be given justice,‖ Binay added. Binay is the chairman of the Housing and Urban Development Coordinating Council (HUDCC) and chair of the Pag-IBIG Fund Board of Trustees. The Vice President had previously ordered the filing of syndicated estafa charges against Lee and several others after an investigation which he ordered revealed that Lee had used fake documents and ghost borrowers to some P7 billion in loans from the housing agency. The Vice President said he is hopeful that the Supreme Court will issue a temporary restraining order (TRO) once the case is brought on appeal. In clearing Lee of syndicated estafa, the CA also annulled the warrant of arrest issued by Judge Amifaith Fider-Reyes, presiding judge of the San Fernando, Pampanga RTC-Branch 42 against the fugitive developer. In a 29-page decision penned by Associate Justice Franchito Diamante and concurred in by Associate Justices Agnes Reyes-Carpio and Melchor Sadang, the CA said that ―for estafa to have been committed by a syndicate, the act must be committed by five or more persons.‖ ―Consequently, the warrant of arrest issued against petitioner (Lee) is hereby quashed, recalled and lifted,‖ the court ruled. The CA previously dismissed the case filed against Cristina Sagun, former head of GA‘s documentation department and Lee‘s co-accused in the syndicated estafa case filed by the DOJ, finding no probable cause. The Regional Trial Court of Pampanga originally ordered the arrest of Delfin and Dexter Lee and their co-accused upon the finding sufficient evidence to try them for syndicated estafa, a non-bailable offense.
