PAGASA: This November, comet ISON will pass very close to the bright star Spica and the planet Saturn, both

in the constellation Virgo. These bright objects might help you find the comet. There has been some mention

that Comet ISON could become a daylight object. Comet ISON will appear close to the sun on the sky’s dome

(only 4.4° north of the sun on November 28). Although the comet will be bright, it’s likely that only experts who

know how to look near the sun, while blocking the sun’s glare, will see it.

1. Outpouring of support to Yolanda’s

victims continue

TRECE MARTIRES CITY, Cavite, Nov. 26 (PIA) --Thousands of individuals,

companies, religious groups, non-government organizations, provincial and local

government units, school owners and their employees continue to join hands in

giving relief goods and whatever form of assistance to the victims of super typhoon

Yolanda in eastern Visayas region.

To show their support, Gov. Juanito “Jonvic” Remulla issued a memorandum

cancelling the annual Christmas party of the provincial employee on December 6.

Instead, Remulla encouraged all employees to support the relief operations currently

conducted by the provincial government.

In the towns of Carmona, Silang and General Mariano Alvarez, a total cash

donations of P134,760 were turned-over and three trucks fully loaded with goods

were delivered to the warehouse of the Tzu Chi Foundation in Manila for proper

distribution to the affected families.

The goods were donated by individuals, companies, religious groups, NGOs and

schools from said municipalities, while the cash are contributions from the Carmona

LGU officials and employees. The Tzu Chi Foundation will purchase other needed

necessities and transport the goods to distribute to affected towns in eastern Visayas.

Likewise, through the generosity and support of various groups and individuals to the

city government of Bacoor donation drive, the LGU initially turned-over 473 boxes

of relief goods to a TV network station for the victims.

In Dasmariñas City, several drop-off points were established by the city government,

NGOs as thousands of relief goods including medicines and cash continue. Officials

of the city government will personally deliver the collected goods and medicines to

the Leyte province.

Rosario Mayor Nonong Ricafrente was quoted that the local government is building

1,000 houses specifically for the victims of super typhoon Yolanda. Said houses,

according to Buddy Villacruz, municipal public information officer are intended for

the victims coming from Tacloban and Samar. Initially, there are 170 families being

2. DPWH completes road project to

address critical bottlenecks in Cavite area

TRECE MARTIRES CITY, Cavite, Nov. 26 (PIA) --The Department of Public

Work and Highways (DPWH) Cavite 1 District Engineering Office (DEO)

announced recently another completed road project aimed to further improve the

economy and exchange of commerce in and around the province especially in the

urban areas.

In a report, district engineer Oscar U. Dela Cruz said the completed asphalt overlay

of Noveleta-Naic-Tagaytay road (with technical description of Km. 26+604 to Km.

27+427) is one of the thoroughfares in the province serving as gateway to Metro

Manila and other neighboring province. "It is one of the priority projects being

implemented by the DPWH to improve transportation and traffic situation in the

area."

He added the P9,768,875.28 road project that started May 16, 2013 and finished June

14, 2013 will provide the commuting public a better and comfortable way to travel.

Under contract with R.V. Rieta Trading and General Construction and supervised by

the maintenance section of the Cavite 1 District Engineering Office,the road section

edukasyon ang kasalukuyang isinasagawa ng Pambansang Tanggapan ng Estadistika o

National Statistics Office (NSO) kung saan ang resulta nito ay gagamiting basehan ng

mga ahensya ng gobyerno sa pagbubuo ng mga polisiya at programa upang maitaas

ang antas ng edukasyon sa bansa.

Sinimulan kahapon (Nob. 25) at matatapos hanggang Disyembre, ang 2013 Functional

Literacy, Education and Mass Media Survey (FLEMMS) na nasa ikalimang taon na

simula ng unang ilunsad ito noong 1989 ay kakalap ng mga impormasyon tungkol sa

kalagayan ng ating populasyon pagdating sa basic at functional literacy. Ilan sa mga

datos na makukuha sa sarbey ay kung anu-anong educational skills qualification

mayroon ang bawat miyembro ng sambahayan at ang exposure ng mga ito sa iba’t-

ibang uri ng mass media.

Sinabi ni regional director Rosalinda P. Bautista ng NSO, na isa sa mga indicators na

gagamitin sa sarbey ay ang tinatawag na basic literacy o simple literacy. Ito ay ang

abilidad ng isang tao na may edad 10 pataas na bumasa at sumulat ng isang simpleng

mensahe na naiintindihan, gamit ang anumang lenguwahe o diyalekto. Kapag ang

isang tao na may edad 10 pataas ay marunong bumasa, sumulat, magkuwenta at

marunong makaintindi, siya naman ay tinatawag na functionally literate. Ang

dalawang ito ang mahalagang indicators na makukuha base sa sarbey.

Base sa resulta ng huling FLEMMS na isinagawa noong 2008, halos siyam sa bawat 10

o 86.4 porsyento ng mga Filipino ay tinatawag na functionally literate. Ang

CALABARZON ay pumangalawa sa mga rehiyon na may pinakamataas na bilang ng

functional literate na umabot sa 93.5 na porsyento. Ang National Capital Region ang

nanguna na may 94.0 na porsyento ng populasyon ang marunong bumasa at sumulat ng

isang simpleng mensahe, at marunong din na magkuwenta at makaintindi. Sa

kabuuan, mas malaki rin ang porsyento ng mga kababaihan na may 88.7 porsyento na

functionally literate kaysa sa mga kalalakihan na may 84.2 porsyento.

P25,000 cash prize at tropeo ang Rizal Standard Academy mula sa lalawigan ng

Laguna sa idinaos ng regional Dulaang Pangmamimili 2013 na ginanap sa SM City

Batangas events center noong Nobyembre 21.

Limang paaralan na nagwagi sa provincial level ang naging kinatawan ng kani-

kanilang lalawigan sa regional level. Ito ay kinabibilangan ng Antipolo National High

School (Rizal), Rizal Standard Academy (Laguna), Bacoor National High School

(Cavite), Sacred Heart College (Quezon) at Paharang National High School

(Batangas).

Sinabi ni Department of Trade and Industry (DTI) assistant secretary Blesila

Lantayona, na ang dulaan ay isang istratehiya kung saan itinuturo ang kaalaman sa mga

tao sa kakaibang istilo ng paglalahad sa pamamagitan ng dulaan.

panlalawigan ng Batangas ang nutri-feeding program sa mga bayan ng Talisay, Tuy at

Sta. Teresita na nakapagtala ng mataas na bilang ng mga batang kulang sa timbang.

Dahil sa sitwasyong ito, agarang tumugon ang pamunuan ng lalawigan upang aksyunan

ang isyu tungkol sa kakulangan sa timbang na pangunahing senyales ng malnutrisyon.

Pinangunahan ni Governor Vilma Santos Recto ang pagbibigay ng suportang pang

nutrisyon sa ilalim ng programang “Operation Timbang” na nakatutok sa antas ng

kalusugan ng mga kabataan sa buong lalawigan.

Sa isinagawang distribusyon, tinanggap ng mga municipal nutrition action officers ang

10 nutri height board, anim na Salter weighing scales at P1.5 milyong halaga ng food

commodities na ilalalaan sa 565 beneficiaries na may edad na 0-71 months mula sa 55

barangay ng mga nasabing mga bayan.

Sinabi ni Divina Bauan, development management officer ng Provincial Nutrition

Council, na nakatakda nilang simulan ang center based feeding para sa mga bata sa

1. DPWH to act, requests aid vs Cogeo’s

illegal vendors

ANTIPOLO CITY, Rizal, Nov. 26 (PIA) --In a prompt response to complaints raised by

the commuting public, the Department of Public Works and Highways (DPWH) has

requested the Antipolo City Government to assist them in removing traffic obstructions

settled in the city thoroughfares.

DPWH Sec. Rogelio L. Singson, through Undersecretary for Regional Operations

Romeo S. Momo, has specifically tasked the Rizal 1st District Engineering Office to

clear the widened portion of Marcos Highway in Cogeo Gate 2 occupied by illegal

vendors.

Acting on instructions, DPWH District Engineer Rogelio S. Crespo also called the

attention of the city government towards the “proliferation of obstructions [such as] side

walk vendors and illegally parked vehicles” in the area.

Citing that DPWH has already acquired the required 60-meter road right-of-way through

the National Housing Authority, Engr. Crespo remarked that violators still made their

presence despite their notices already sent to ambulant vendors and illegal stall owners.

The DPWH has already improved the area by a road widening project, improvement of

drainage system and construction of curb and gutter sidewalk.

Aside from hampered traffic flow, there is also a growing concern in the increase of

robbery cases and other untoward incidents in Cogeo Gate 2’s so-called informal market

as the holiday season sets in.

Residents and commuters fear that the numerous, crammed stalls might become

lucrative lurking spots for lawless elements preying on shoppers and pedestrians.

Taking note at a concerned citizen’s lodged complaint Sec. Singson instructed Engr.

Momo to immediately “clear” the stalls-choked widened road area, giving way to public

safety and efficient traffic flow.

Meanwhile, the Poblacion market area has noted improvement in vehicle and pedestrian

traffic flow along F. Manalo and M. L. Quezon streets due to the city government’s

success in removing ambulant stalls that has violated street regulations.

Detailed personnel from the Office of Public Safety and Security (OPSS) regularly man

and scan the market area for obstructive vending and abusive road usage aside from

Calabarzon Regional Director Zenaida Angara-Campita recently officiated the turnover

of Bottom Up Budgeting (BUB) funds to several local cooperatives and associations of

Cardona, Rizal for their respective livelihood projects in coordination with the local

government, Department of Trade and Industry, Department of Science and Technology

and Cooperative Development Authority.

The Balibago Multi-Purpose Cooperative Cooperative received was granted around P

480,000 for the Bamboo Primary Processing Center while the Lambac Brotherhood

Multi-Purpose Cooperative, BORGAN K Multi-Purpose Cooperative and Samahan ng

Kababaihan ng Barangay Patunhay Inc. are also granted around P 150,000 each.

Director Campita noted that the department focuses on empowering communities

through community based enterprises and the creation of new local jobs. “All of the

funds which the agency releases aims to create more jobs within a community.” Said RD

Campita.

DOLE also revealed that 8 Rizal province municipalities are currently in line for BUB

funding for 2014 in comparison to only 2 municipalities (Cardona and Taytay) which

were funded this 2013.

Aside from the BUB assistance, DOLE also turned over P 100,000 to graduating

students of the University of Rizal System- Cardona to fund its big head carp fingerling

(TACLOBAN CITY) A hospital ship from China arrived in the Philippines Sunday to render medical aid to those affected by super typhoon "Yolanda" (Haiyan).

Chinese Ambassador Ma Keqing said the hospital ship "Peace Ark" dropped anchor 10 miles from here as it is too big to be anchored at any port. "I hope it would be a big help," Ma told reporters here, even as she said patients have to be brought to and from the vessel via ferry. Ambassador Ma said the vessel has about 100 doctors to treat various medical conditions. The "Peace Ark" is part of the international efforts to help the Philippines, after super typhoon Yolanda battered Visayas and Southern Luzon and left more than 5,000 dead. "Peace Ark" has a capacity of 300 beds and a staff of 106. PND (jl)

(TACLOBAN CITY, Leyte) Finance officials are to meet this week with local traders here to address their post-typhoon "Yolanda" concerns as they try to reopen their businesses. City administrator John Tecson Lim said Monday the Department of Finance and the Bureau of Internal Revenue will be represented at the meeting. "(The traders') primary concern is security and ... soft loans and implication of the BIR," Lim said at an inter-agency meeting here. Businesses here had started to reopen last week, after Yolanda left behind a swath of destruction. Lim also said security options are being considered for the traders here. He also said representatives of major malls here may arrive this week to assess when to open the supermarkets. Government asks NGO's in cash-for-work reconstruction programs to observe minimum wage

(TACLOBAN CITY, Leyte) Non-government organizations engaged in reconstruction work here after super typhoon "Yolanda" (Haiyan) were asked Monday to make sure they pay the workers the minimum wage. Social Welfare Secretary Corazon Soliman issued the reminder at an inter-agency meeting here, where she noted the minimum wage for the region is about P260 a day. "We will encourage other NGOs providing cash-for-work to put in as near as possible," she said. But she also asked the parties concerned to ensure safety precautions for workers, especially those in areas of the city that are still flooded. Soliman also asked local authorities to make sure workers in the cash-for-work program will have access to medicines to prevent leptospirosis. She pointed out leptospirosis is potentially deadly. Land Transportation Office in Tacloban deploys teams vs overcharging

(TACLOBAN CITY, Leyte) With fuel prices starting to stabilize, the Land Transportation Office is deploying teams to catch public utility vehicle drivers who jack up their fares. An inter-agency task force addressing the problems caused by super typhoon "Yolanda" was informed of this early Monday, as the city continues to recover from Yolanda. LTO personnel were also instructed to report to their posts for deployment to key areas in the city. During Monday's meeting, the LTO's representative said the agency has told drivers to "go back to normal fares because gas prices are almost normal now." The LTO will also deploy teams to check for overcharging.

5 injured by 'Yolanda' get treatment aboard Chinese hospital ship

(TACLOBAN CITY, Leyte) At least five people affected by super typhoon "Yolanda" (Haiyan) were the initial beneficiaries of medical assistance from the staff of a Chinese hospital ship that arrived in the Philippines Sunday. The crew of China's hospital ship "Peace Ark" immediately got to work on the patients, who were brought to it via ferry. One of the patients, Flora Anadi, 44, was operated on after she suffered a fractured knee. Another patient, Michael Martillo, 19, was treated for appendicitis. Martillo initially went to Metro Manila to seek treatment but could not immediately be admitted there. On Sunday, Chinese Ambassador to the Philippines Ma Keqing had said the hospital ship is too big to be anchored at any port, so it had to be anchored 10 miles away. Government to work closer with international aid agencies in 'Yolanda' rehab work

(TACLOBAN CITY, Leyte) The Philippine government is now working more closely with international agencies helping in rehabilitation work after super typhoon "Yolanda" (Haiyan). Social Welfare Secretary Corazon Soliman said she brought up the matter during a meeting with representatives of the agencies here Sunday. According to Soliman, the meeting aimed to find which group is working where, so they will not overlap or duplicate each other's work. "That is very important so we don't duplicate or overserve some areas and underserve others," she said. She added the system will help them act if there are gaps for aid. Meanwhile, city officials said 4,990 cubic meters of debris had been cleared in the last three days, bringing to 71 percent the total debris cleared so far. PND (jl)

President Aquino challenges new officers, members of the AFP to take active role in humanitarian response during calamities

President Benigno S. Aquino III challenged the new officers and members of the Armed Forces of the Philippines (AFP) to take a more "organized and active role" in territorial defense and humanitarian response during calamities and disasters. In his speech during the Joint Graduation of the Major Services Pre-Entry Officer Courses held at the AFP Theater, Camp General Emilio Aguinaldo, Quezon City on Monday, the Chief Executive reminded the AFP officers and personnel of their role in non-military activities such as providing disaster relief, constructing civilian housing, among others. The AFP is composed of the Philippine Army (PA), Philippine Navy (PN) and the Philippine Air Force (PAF). "Bilang Commander-in-Chief, alam ko ang bigat at lawak ng tungkuling nakaatang sa propesyong inyong pinasukan. Bilang mga kawal ng bayan, hindi kayo puwedeng mawala sa eksena sa panahon ng pangangailangan at mga di-inaasahang pangyayari," President Aquino said. "Kapag may bakbakan, nariyan kayo‘t handang sumalag ng bala, mailayo lang sa peligro ang kapwa Pilipino. Sa panahon ng sakuna, kayo rin ang inaasahang pumronta. Sa kasagsagan man ng lindol o sa gitna ng humahagupit na bagyo, agad rumeresponde ang mga kawal ng bayan: hindi nagpapatinag, at taas-noong tumutugon sa tawag ng tungkulin," he said. The AFP officers and personnel play an active role as among the first responders in the event of calamities and natural disasters, the Chief Executive said. The President said super typhoon "Yolanda" (internationally known as Haiyan ) caused catastrophic damage in the Philippines early this month. Yolanda was the strongest typhoon to ever hit the country.

"Kamakailan nga lang po ay humagupit si Yolanda: ang pinakamalakas na bagyong naitala sa ating kasaysayan. Sa ganitong mga panahon ng trahedya, mahalagang kayong mga kawal ang magsilbing haligi ng katatagan at sandigan ng ating mga kababayan," President Aquino said. "Hindi kayo maaaring magpadaig sa anumang kalungkutan; hindi kayo maaaring magpakita ng anumang anyo ng kahinaan. Alam nating hindi ito madali, subalit sa mukha ng trahedya, nariyan kayo‘t rumesponde upang kumalinga, at paghugutan ng lakas at pag-asa ng mga biktima," he said. "Kasama ang mga pulis, bumbero, gayundin ang mga volunteers, kayo ang humukay sa putikan upang mabigyan ng mas marangal na pagkakahimlay ang mga nasawi. President Aquino called on the new members of the AFP to fulfill their mandate of upholding the sovereignty, defending the territorial integrity of the country and protecting the Filipino people. The Aquino administration mourns the death of veteran broadcaster and 1986 Edsa People Revolution figure June Keithley-Castro who died on Sunday, a Palace official said. "June Keithley-Castro‘s battle with cancer–which she had waged since 2009–is at an end. To her last breath she exemplified courage and faith," Presidential Spokesperson Edwin Lacierda said in a statement. Castro, the wife of the late veteran news anchor Angelo Castro Jr., was the host of Radyo Bandido at the height of the 1986 EDSA People Power Revolution. "Her courage enabled her to confront her illness, but also that of her husband, Angelo Castro Jr., whose death we all mourned in 2012, with dignity and the kind of serenity that can only come from an uncompromising faith in the goodness of God and trust in His plan for all things," Lacierda said. The government also expressed its sympathy and condolences with the family of Castro. "As we pause to pay her tribute, we believe we speak for the nation in extending our deepest sympathy to her children. As she herself recounted, June Keithley rediscovered her faith in 1985, when her son asked her to accompany him to the Quirino Grandstand for the consecration of the nation to the Blessed Virgin Mary," Lacierda said. Massive relief efforts underway in 'Yolanda'-hit areas; over 1 million food packs distributed

Massive relief efforts are underway in the areas devastated by super typhoon "Yolanda," distributing a total of 1,402,820

food packs to typhoon survivors, a Palace officials said. ―Relief continues to reach Yolanda-affected areas in Central Visayas. Interior and Local Government Secretary Manuel Roxas reports that, since relief operations started on November 9 and until November 23, a total of 1,402,820 food packs have been distributed," Presidential Spokesperson Edwin Lacierda said during the regular press briefing in Malacanang on Monday. Yolanda, the world's strongest typhoon to hit this year, caused catastrophic damage in the Philippines early this month. "According to Secretary Roxas, given the amount of relief distributed, most municipalities have been provided with 3 to 4 rounds of relief. On November 23, the Secretary reports that 112,071 food packs were distributed to Leyte, with Tacloban City receiving 20,382. For Eastern Samar, 33,460 food packs were distributed," Lacierda stressed. The government is working hard to immediately restore normalcy in areas devastated by super typhoon, Lacierda said. "Finance Secretary Cesar Purisima, who was tasked by the President to be the overall coordinator for the preparation of relief items, says that, in order to prepare 150,000 family packs per day, the government must purchase 1.2 million pesos worth of canned goods, 1.2 million pesos worth of noodles, 1.2 million pesos worth of instant coffee, and 18,000 sacks of rice," Lacierda said. "Each family pack contains 6 kilos of rice, 8 canned goods, 8 packets of noodles, and 8 sachets of instant coffee. The Secretary reports that 2 million family packs were prepared for shipping and distribution on November 24," he said. In response to the directive of President Benigno S. Aquino III to restore normalcy to affected communities, concerned government agencies are speeding up the transition of relief efforts into the full-scale rehabilitation and rebuilding of the areas damaged by the super typhoon "Sec. Purisima notes that relief preparations undertaken by the government are unprecedented in the country‘s history. With massive relief efforts underway, the use of military trucks and ships are spread across the affected areas. Government units are also making sure that all relief items are accounted for and equally distributed," Lacierda said. "Sec. Purisima also clarifies that for international aid, foreign donors course these through their respective organizations, which have their own distribution facilities. To date, foreign financial aid pledged totals more than 343 million US dollars or over 14.9 billion pesos. Christmas tree brings cheer to city hall employees in Yolanda-hit Tacloban

(TACLOBAN CITY, Leyte) It may not be as fancy as those found in malls and hotels in Metro Manila, but it is bringing cheer and hope to a city that needs both badly.

Visitors to City Hall here were attracted Monday to a Christmas tree and small Christmas lights near the City Assessors' Office.

The tree, less than three feet tall, was placed atop a small table, and decorated with poinsettias and Christmas lights - weeks after Super Typhoon Yolanda (Yolanda) devastated this city.

"Ngayong umaga lang iyan nilagay (It was put there just this morning)," said City Assessors' Office OIC Danilo Demillo.

He said the Christmas decoration came a bit earlier compared to past years, when City Hall would not start decorating until the first week of December.

But he said it was still welcome as it cheered up the employees, who he said still hope to get a yearend bonus despite the destruction brought by Yolanda.

When asked if the Christmas tree and decor helped boost the employees' morale, he said it did.

"Parang ... Kasi Christmas, maligaya siguro (In a way it lifted our spirits because Christmas is associated with joy)," he said.

Tacloban is one of the areas hardest hit by Yolanda when it devastated Visayas and Southern Luzon last Nov. 8. Yolanda left more than 5,000 dead. PND (jl)

Inilabas ni Kalihim Corazon Soliman ng Kagawaran ng Kagalingang Panlipunan at Kaunlaran ang paalaala sa pulong ng inter-agency rito na ang pinakamababang pasahod isang araw rito ay umaabot sa P260. ―Ipinakikiusap namin sa mga NGOs na nagsasagawa ng cash-for-work na kung maaari ay maibigay ang ganitong halaga sa kanilang mga manggagawa,‖ sabi ni Soliman Bukod dito, sinabi pa ni Soliman sa mga kinauukulan na tiyakin ang kaligtasan ng mga mang-gagawa, lalo na sa mga pook ng lungsod na baha pa rin. Hiniling din ni Soliman sa mga pinunong lokal na tiyaking ang mga manggagawang nasa cash-for-work program ay mayroong mga gamot para hindi sila magkaroon ng leptospirosis. Ipinabatid ang bagay na ito Lunes ng umaga sa inter-agency task force na tumutugon sa mga suliraning nilikha ng paghagupit ng napakalakas na bagyong Yolanda rito, yamang unti-unti nang bumabangon ang lungsod sa matinding pinsalang natamo. 5 nasaktan dahil sa 'Yolanda,' ginamot sa bapor na ospital ng Tsina

(LUNGSOD NG TACLOBAN, Leyte) Hindi bababa sa lima kataong nasaktan dahil sa napakalakas na bagyong "Yolanda" ang unang nakinabang sa tulong medikal ng mga tauhan ng isang bapor na ospital ng Tsina na dumating sa Pilipinas Linggo. Agad nilapatan ng lunas ng mga tauhan ng ―Peace Ark,‖ ang bapor na ospital ng Tsina na pinagsuguran sa kanila sa pamamagitan ng isang ferry. Si Flora Anadi, 44 taong gulang ay isinugod sa bapor na ospital kung saan inoperahan ang kanyang tuhod. Apendisitis naman ang nilapatan ng lunas kay Michael Martillo, 19 na taong gulang. Napag-alaman na unang nagsadya si Martillo sa Metro Manila para doon magpagamot, subali‘t hindi siya agad nagamot kaya sa nakadaong na bapor na ospital ng Tsina na nagpagamot. Linggo (Nobyembre 24) nang dumating dito ang bapor na ospital ng Tsina. Sinabi ni Embahador Ma Keqing ng Tsina na napakalaki ng kanilang bapor kaya hindi makadaong sa alinmang daungan dito kaya ito ay nasa 10 milya buhat sa daungan ng lungsod. Puspusang makikiisa ang pamahalaan sa mga international aid agencies upang mabilis na maisagawa ang rehabilitasyon sa pinsala ni 'Yyolanda'

(LUNGSOD NG TACLOBAN, Leyte) Puspusang nakikiisa ngayon ang pamahalaang Pilipino sa mga pandaigdig na samahang tumutulong sa rehabilitasyon pagkaraan ng malawakang pananalanta ng bagyong "Yolanda" (Haiyan).

Inihayag ni Kalihim Corazon Soliman ng Kagalingang Panlipunan at Kaunlaran ang bagay na ito sa pulong nila ng mga kinatawan ng naturang mga ahensiya Linggo. Sinabi ni Soliman na pakay ng pulong na alamin kung saan-saang nagtatrabaho ang mga grupo upang hindi magkadoble ang ano mang gawain sa isang pook habang naantala naman ang sa ibang dako. ―Napakahalagang huwag magkadoble o lumabis ang tulong sa isang lugar, habang hindi lubos na natutulungan ang iba,‖ dagdag na paliwanag ni Soliman. Binigyang diin ni Soliman na sa ganitong paraan din, matutulungan silang matukoy kung alin pang lugar ang dapat asikasuhin. Samantala, inihayag naman ng mga pinunong lungsod dito na umaabot na sa 4,900 kubiko metrong iba-ibang bagay na winasak ni Yolanda ang nahakot na sa nakalipas na tatlong araw na kabuuang 71 porsiyento ng kabuuang nakatambak na basura ang nahakot na. Hinamon ng Pangulong Benigno S . Aquino III ang mga bagong pinuno at tauhan ng Sandatahang Lakas ng Pilipinas (AFP) na pag-ibayuhin ang ―organisado at puspusang pagtulong‖ sa pagtatanggol sa teritoryo at maagap na pagsaklolo sa panahon ng mga kalamidad. Sa talumpati sa Joint Graduation ng Major Services Pre-Entry Officer Courses na ginanap sa AFP Theater ng Kampo Heneral Emilio Aguinaldo, Lungsod ng Quezon Lunes, pinaalalahanan ng Pangulo ang mga pinuno at tauhan ng AFP sa kanilang mahalagang papel sa mga hindi gawaing militar na tulad ng pamamahagi ng tulong sa panahon ng kalamidad, pagtatayo ng bahay ng mga sibilyan at iba pa. Ang Sandatahang Lakas ng Pilipinas ay binubuo ng Hukbong Katihan, Hukbong Pandagat at Hukbong Panghimpapawid. ―Bilang Commander-in-Chief, alam ko ang bigat at lawak ng tungkuling nakaatang sa propesyong inyong pinasukan. Bilang mga kawal ng bayan, hindi kayo puwedeng mawala sa eksena sa panahon ng pangangailangan at mga hindi inaasahang pangyayari,‖ wika ng Pangulo. ―Kapag may bakbakan, nariyan kayo at handang sumalag ng bala mailayo lamang sa panganib ang kapuwa Pilipino. Nanawagan ang Pangulo sa 140 bagong tauhan ng AFP na tuparin ang tungkulin nilang ipagtanggol ang soberenya, teritoryo ng bansa at ipagsanggalang ang sambayanang Pilipino. ―Sa bawa‘t pagkakataon, patunayan ninyong karapat-dapat kayong maging bahagi ng Sandatahang Lakas ng Pilipinas, buong tapang na humaharap sa ano mang pagsubok,‖ mariing wika ng Pangulo. At napakaseryoso po ng lahat ng mukha natin itong araw na ‗to, pati nung pamilya n‘yo. Sabi ko kay Secretary Gazmin: ‗Pag nakita ‗yung litrato mo ng PMA, naka-tiger look ka. Natapos mo ‗yung service, naka-tiger look ka pa rin na commanding general ka ng army. Naging Secretary of National Defense ka, naka-tiger look ka pa rin. Kaya sabi ko, bakit kaya napakaseryoso naman masyado ang tao dito, mukhang may karatula sa labas na nakalagay, ―Bawal ngumiti.‖ [Laughter] Tanda ko kasi, graduation dapat masaya. Kwentuhan ko muna kayo ng ating sariling karanasan. C.A.T. lang naman ho. Mayroon hong mga kaklase namin noong kami ay third year, nag-training. Tapos nag-training, sila nahirang na mga core officials namin. At talagang malaking pahirap sa kanila sa loob ng isang taon, noong junior year. Kaya naman kung minsan, napapag-isip kami: ‗Yung pinapagawa ba samin may tinuturo o binabawian lang kami? Dahil noong nag-umpisa ho–sabagay ngayon, di naman masyadong problema ‗yon–pero noong nag-umpisa ho kami siyempre longhair pa ho ang uso nang kaunti noon eh. Sabi nila, ―Pagupit kayo, one by two.‖ Susunod na linggo, naging two by three, naging three by four, naging four by five, naging five by six, talaga hong inuunti-unti pa. So mayroon ho kami isang kaklase, sabi niya, ―Nauubos ‗yung allowance ko itong paunti-unting ito.‖ So ginawa ho niya, pinatanggal na niya lahat. So, lumabas ho ‗yong lahat ng opisyal namin, longhair, siya hindi. Sabi sa kanya ng mga opisyal, ―Hindi ka yata marunong sumunod. Dapat mayroon tayong unity of purpose. Kaya next week, kailangang kasing haba ng buhok mo ang buhok namin.‖ [Laughter] Siya ho pinapahaba, kaming lahat pinaiiksian. Bilang Commander-in-Chief, alam ko ang bigat at lawak ng tungkuling nakaatang sa propesyong inyong pinasukan. Bilang mga kawal ng bayan, hindi kayo puwedeng mawala sa eksena sa panahon ng pangangailangan at mga di-inaasahang pangyayari. Kapag may bakbakan, nariyan kayo‘t handang sumalag ng bala, mailayo lang sa peligro ang kapwa Pilipino. Sa panahon ng sakuna, kayo rin ang inaasahang pumronta. Sa kasagsagan man ng lindol o sa gitna ng humahagupit na bagyo, agad rumeresponde ang mga kawal ng bayan: hindi nagpapatinag, at taas-noong tumutugon sa tawag ng tungkulin. Kamakailan nga lang po ay humagupit si Yolanda: ang pinakamalakas na bagyong naitala sa ating kasaysayan. Wala pong katumbas na salita ang kabuuang pinsalang idinulot nito. Bukod sa winasak na mga kabahayan, imprastraktura‘t mga gusali, higit na nakakapanlumo ang libu-libong buhay na inangkin ng bagyong Yolanda. Sa ganitong mga panahon ng trahedya, mahalagang kayong mga kawal ang magsilbing haligi ng katatagan at sandigan ng ating mga kababayan. Hindi kayo maaaring magpadaig sa anumang kalungkutan; hindi kayo maaaring magpakita ng anumang anyo ng kahinaan. Alam nating hindi ito madali, subalit sa mukha ng trahedya, nariyan kayo‘t rumesponde upang kumalinga, at paghugutan ng lakas at pag-asa ng mga biktima. Kasama ang mga pulis, bumbero, gayundin ang mga volunteers, kayo ang humukay sa putikan upang mabigyan ng mas marangal na pagkakahimlay ang mga nasawi. Kayo ang kumalinga sa mga biktimang kailangang lapatan ng pangunang lunas. Kayo ang pumasan sa saku-sakong bigas na kailangang maihatid sa mga apektadong bayan. Kayo ang katuwang ng mga pamilyang naghahanap ng kakapitan, upang gabayan silang muling tumayo sa sariling mga paa, at umahon mula sa nagdaang trahedya. Kaya naman taos-puso tayong nagpapasalamat sa

lahat ng kasapi ng ating unipormadong hanay na talaga naman pong hindi umaatras sa mga dumarating na delubyo. Buong bayan po ang nagpupugay sa inyong sipag at propesyunalismo. Sa pagpasok po ng 140 nating graduates sa serbisyo sa araw na ito, siguradong lalakas pa ang puwersa ng ating mga kawal na handang humarap sa anumang banta o hamon. At ngayon pa lang, nagpapasalamat na ako sa kahandaan ninyong tumaya at maglingkod sa kapwa at bandila. Sa totoo lang, napakarami ng propesyong puwede ninyong pagpilian, lalo‘t lumalawak na ang mga pagkakataon sa bansa dulot ng ating mga reporma. Puwede kayong pumasok sa pribadong sektor, at lumagay sa tahimik na pamumuhay. Pero pinili ninyong maging kasapi ng Sandatahang Lakas. Samakatuwid, isinantabi ninyo ang pansariling interes para sa kapakanan ng kalakhang lipunan. Kaya naman hindi rin tayo nag-aatubiling hirangin at bigyan ng karapat-dapat na pagkilala ang mga kawal nating buong husay at katapatang naglilingkod sa lahat ng pagkakataon. Saan man nagtapos na akademya, ay may pantay na oportunidad na umangat sa ranggo at kilalanin ang katangi-tanging ambag sa serbisyo. Kung tutuusin, mapalad kayo dahil nasa panahon kayong may nagaganap na makabuluhang transpormasyon sa ating Sandatahang Lakas. Higit pa sa isinusulong na modernisasyon sa inyong mga kagamitan, at sa pagpapaunlad ng inyong mga kasanayan, mayroon na kayong gobyernong lubos na kumakalinga sa inyong kapakanan. Sa inyong pagtatapos, humahakbang na rin kayo patungo sa realidad. At ngayon pa lang, sinasabi ko sa inyo: Hindi madali ang rutang inyong tatahakin. Minsan, may mga balitang magtatanim ng pagdududa sa inyong isipan, at susubuking balewalain ang mga pagsusumikap ng estado. Umaasa akong hindi kayo mawawalan ng loob; umaasa akong hindi kayo mauubusan ng puso. Army man, Navy, o Air Force, kompiyansa akong isasabuhay ninyo ang inyong sinumpaang tungkulin. Sa bawat pagkakataon, patunayan ninyong karapat-dapat kayong maging bahagi ng Sandatahang Lakas ng Pilipinas; buong tapang na humaharap sa anumang pagsubok. Labor and Employment Secretary Rosalinda Dimapilis-Baldoz yesterday said nine workers displaced by Typhoon Yolanda who have evacuated from their devastated home towns have new jobs after they visited the DOLE's employment facilitation help desk that Baldoz has ordered all DOLE regional directors to immediately set-up.

Citing a report of DOLE-NCR Regional Director Alex V. Avila, Baldoz said the nine workers came from various parts of the Visayas, with one coming from Davao City. "The nine workers came to the employment facilitation help desk after they have heard the Secretary announce on radio its establishment at the DOLE on Gen. Luna Street in Intramuros where we set up one of our desks " said Avila in his report. The nine displaced workers were Lowel D. Saguban of Jaro, Leyte, who was hired as a janitor; Sonnyboy W. Lago of Tagbilaran, Bohol, who was hired as driver; (3) Joseph M. Diones of Aklan, who was hired as janitor; and (4) Allan M. Ladayon of Davao City, fork lift operator. Their employer is Triple-E Manpower and General Services, Inc. Also hired were Ritchielyn Q. Dongsal of Palo, Leyte, as cashier/receptionist; Banesa A. Almerola, also of Palo, Leyte, hired as office staff; and Jenny Marie Viajar of Jaro, Leyte. Their employer is Globalink Employment Services, Inc. Another company, Readyman, Inc. hired Renato A. Lovina of Sulat, Eastern Samar, as an electrician, while Temps and Staffers hired Edsel D. Daloso of Palo, Leyte, as office staff. Baldoz the other day ordered the establishment of the employment facilitation help desk to provide employment facilitation services to the victims of Typhoon Yolanda, directing all DOLE regional directors and field office heads, including those in typhoon-devastated areas, especially Eastern Visayas, to work with employers in their areas of jurisdiction and help victims and evacuees from typhoon-ravaged areas find jobs or livelihoods. The DOLE-NCR was first to establish the desk. It was assisted by staff of the DOLE's Bureau of Labor and Employment Statistics who manned the registration and profiling of worker-visitors. Director Avila said the he had coordinated with the 17 Public Employment Service Offices of Metro Manila LGUs for the set-up their respective desks in anticipation of the influx of displaced workers to the metropolis, particularly in the cities of Pasay, Makati and Paranaque, where migrant typhoon victims are expected to have temporary shelters due to their proximity to Villamor Air Base. "Almost all of the Metro Manila PESOs have established their help desks as the PESO Association of Metro Manila (PAMM) reported this morning. We requested PAMM members to provide all the necessary assistance to the said victims, including simple refreshments," said Nelson C. Hornilla, DOLE-NCR Assistant Regional Director who Avila tasked to supervise desk operations. "We have, likewise, engaged the Philippine Association of Local Service Contractors (PALSCON) as partner in the provision of employment to worker-evacuees. Participating member agencies have relaxed their hiring requirements in order to accommodate them," ARD Hornilla further said. Baldoz said she expects all DOLE regional and field offices spared by Typhoon Yolanda to have their respective employment facilitation help desks set-up within the week.

First phase of DOLE emergency employment program for Bohol earthquake victims with P3.2-M in funding benefits 600 workers

Tagbilaran City, Bohol – Labor and Employment Secretary Rosalinda Dimapilis-Baldoz yesterday the first phase of the Department of Labor and Employment's emergency employment program for victims of the 7.2 magnitude Bohol earthquake, also called the BEEP 1, is off to a good start, with the award of a check worth P3.2 million to Bohol Governor Edgard M. Chatto Friday last week. "The first tranche of the Bohol Emergency Employment Program funds for the victims of the recent earthquake that badly hit Bohol was handed out to Gov. Chatto by Undersecretary Ciriaco Lagunzad III during the Bohol Provincial Disaster Risk Reduction Management Council (PDRRMC)–Shelter and Livelihood Cluster‘s Meeting in Tagbilaran City," said Baldoz. "Six municipalities and 300 displaced workers will benefit from the first phase of the program. The workers will work for a minimum period of 15 days in government projects identified by the provincial government, and they will be paid the current minimum wage of P330 per day. The workers will also be covered by GSIS group insurance," Baldoz added. Lagunzad, who attended the PDRRMC-Shelter and Livelihood Cluster Meeting with DOLE Office No. 7 Regional Director Chona M. Mantilla and Bureau of Workers with Special Concerns (BWSC) Director Cha Satumba, said the P3.2 million includes the DOLE's cash counterpart for the Special Program for Employment of Students (SPES). He further said that under the second phase of the program, or BEEP 2, about 3,0000 displaced workers in 10 badly-hit municipalities will be benefited. The BEEP 2 is a combination of emergency employment and livelihood assistance, with the latter being called Restoration of Enterprises (ReEnter). It is funded with P17.5 million. The third phase, or BEEP 3, will benefit about 800 displaced workers covering 16 areas that were covered by BEEP 1 and BEEP 2. This is a convergence project of the DOLE attached agencies and other partner line agencies under which through emergency employment and training cum production, the DOLE hopes to strengthen the recovery of the quake victims. The training cum production component of BEEP 3 will be provided by the Technical Education & Skills Development Authority (TESDA). Baldoz hopes that with the start of the emergency employment program in Bohol, disaster-stricken families will immediately have something to start their lives with a source of income and social protection for the most vulnerable.

Q2 2014 targeted for P65B LRT-1 Cavite extension PPP bid

Manila, Philippines – After obtaining the National Economic Development Authority (NEDA) Board‘s approval to sweeten the terms of the country‘s biggest Public-Private Partnership (PPP) project, the Department of Transportation and Communications (DOTC) is now targeting to schedule its bid submission deadline within the second quarter of 2014. In order to foster more competitive bids for the Light Rail Transit (LRT) Line 1 Cavite Extension PPP Project (LRT-1 Cavex), the DOTC aims to give roughly four (4) to six (6) months‘ time from the start of the bidding process to allow new players to come into the picture. The bidding process begins upon the publication of an invitation to bid, which the transport agency will do within December 2013. ―This timeline is meant to foster competitive bids. We believe that the improved terms will attract more players, who will need a reasonable period to study the project and prepare their proposals,‖ said DOTC spokesperson Michael Arthur Sagcal. The improvements in the terms of the project involve government absorbing the obligation to pay real property taxes (RPT), ensuring the integrity of the facility‘s structure for a two (2)-year period, subsidizing unexpected surges in power rates beyond a particular range, permitting a five percent fare increase upon completion of the project, and allowing the submission of negative bids. The NEDA Board‘s approval also entailed an increase in the project cost to P 64.9 Billion, due to the addition of several components to the project‘s terms. These new components, which the DOTC originally intended to pursue as separate projects, will now form part of the winning concessionaire‘s obligations, making the LRT-1 Cavex bid more robust. These new components include: Some remedial and rehabilitation works for the existing system such as repairing the carriage viaduct, rehabilitating existing trains especially their roofing, as well as making the LRT-1 system compliant with laws and regulations. Installation of equipment which will be part of the common ticketing system called the Automatic Fare Collection System (AFCS), which is being bid out by the DOTC separately, for the Cavite extension portion of LRT-1 only. Other components including contingency costs, on account of the interface risk with related projects such as the AFCS PPP, the construction of the Common Station which will link LRT-1 with Metro Rail Transit (MRT) Lines 3 and 7 in the EDSA-North Avenue area, and the LRT-1 Cavex components procured under the project‘s Official Development Assistance (ODA) portion.

Social workers hold play therapy for kids at tent city

Pasay City – As more Typhoon Yolanda evacuees from Eastern Visayas continue to arrive at the Villamor Airbase via C-130 planes, social workers from both the Department of Social Welfare and Development (DSWD) and the city not only continue to provide for the basic needs of the victims but also their emotional needs, especially the children‘s. At the tent city here, social workers have been conducting play therapy sessions for the children-evacuees since the weekend. The DSWD encourages the conduct of play therapy to help them cope with their traumatic experience. Reading and story telling sessions are also held for them. Earlier, DSWD and city local government have partnered for the setting up of a tent city at the Villamor Airbase Elementary School. Fifty tents were set up with 200 beds. Some 14 families or 42 individuals are currently staying at the tent city. The tent city became the drop-off point of evacuees who are waiting for their loved ones or who do not have relatives to go home to. DSWD and DSWD- accredited non-government organizations (NGOs) also opened their facilities for them.

As of November 25, some 3,841 family-evacuees or 15,554 individuals have already arrived at the airbase. Transportation, food, medical, temporary shelter and psycho-social services also continue to be provided in coordination with other government agencies, NGOs and volunteers at the operations center here. DSWD said that 2,792 family food packs were already distributed to the families who have gone to their relatives residing in Metro Manila and other provinces in Luzon.

DILG R-3 takes on Google cloud computing and LGU database system

In line with the Department‘s program outcome to strengthen internal governance in terms of Communication Systems Development and LGU Database Development, DILG R-3initiated a One-Day Orientation and Hands-on Training on Google Cloud Computing and LGU Database System on November 19, 2013 at DILG R-3, Local Governance Regional Resource Center, City of San Fernando, Pampanga. It was participated in by designated Provincial/City Information Technology (IT) staff regionwide and Regional Program Focal Persons from the 3 divisions. The activity aims to establish an on-line reporting and monitoring system of DILG Region 3 reports for easier retrieval, consolidation and submission by the Field and Regional Offices to Central Office such that timeliness in reporting is achieved. It also aims to create, develop and establish a database which shall contain information about the LGU that can be readily accessed and utilized primarily by the DILG Region 3 personnel for its operations and/or in providing technical assistance to the LGU, and other services. DILG Region 3 has embarked on innovations and activities on Information Technology (IT) such as the LGU website development project, the LGU database system, and the plan to apply the Google Cloud On-line Reporting System which are linked together to achieve a DILG-LGU Information Portal of Central Luzon on the web. With this, the region will be able to achieve the 3 Es of Management: Economy, Efficiency and Effectiveness. The benefits of Google Cloud Computing and the process of using the Google Drive in the adoption of the DILG R-3 On-Line Reporting and Monitoring System were explained. There was also a presentation on LGU Database System which will be linked to the DILG R-3 website. Steps on how to populate the system were imparted. In the process of data uploading and updating, DILG Field Officers will be the authorized users to upload and update data in each LGU profile.

DOST-Microsoft tie up for imagine cup to boost support for Pinoy software developers

The Department of Science and Technology (DOST) has embarked on a partnership with Microsoft Philippines to conduct the 12th edition of Imagine Cup, an annual student competition of software applications addressing national problems in health, education, e-government, and others, as DOST‘s Information and Communications Technology Office (ICTO) continues to support local talents in the industry.

To be held in April 2014, Imagine Cup aims to encourage schools to institutionalize ICT-enabled innovation initiatives in their respective campuses in order to become hubs for ideas that will help solve real-life problems. DOST‘s Information and Communications Technology Office (DOST-ICTO) Deputy Executive Director Monchito Ibrahim, who represented the Department in the signing of the Memorandum of Understanding with Microsoft last November 5 at Shangri-la Makati, said that Filipino software developers are definitely at par with their foreign counterparts as they are naturally resourceful and creative. According to him, it is not impossible to see their out-of-the-box concepts implemented and make the operation of government offices faster, more reliable and more efficient. The key to a concept‘s marketability, he said, is for the software developer to consider issues and challenges in the Philippines that may be addressed by ICT-enabled solutions prior to product development. Having fulfilled this, the software developer may be considered as a viable contributor in the country‘s drive towards sustainable development, Ibrahim noted. Some of the recent winners of Imagine Cup are team Divide Zero that developed KidCAMP, a web and mobile application that enhances special education to improve autism communication tools, and Team Signum Fidei that developed a mobile application puzzle game called Conjuct, where the player is required to clear boards overlaid with photos of real-life problems around the world. The Imagine Cup 2012 grand prize winners will represent the country in the Microsoft Cup Design Competition. ―Microsoft‘s Imagine Cup is vital to promoting the science and technology capability of our student developers in achieving innovations that are geared towards delivering economic and social benefits,‖ said DOST Undersecretary Louis Casambre. ―We look forward to more partnerships like this with Microsoft in order to sustain the development of programs that harness the talents and skills of Filipinos in science and technology and at the same time, give them the opportunity to potentially contribute to the economy through entrepreneurship,‖ he added. Last year, ICTO teamed up with the Philippine Software Industry Association (PSIA) for the Spring.ph initiative, a start-up coaching and mentoring program that aims to produce at least 10 start-ups with annual revenues of at least US$1M by 2016. ICTO intends to align and harmonize efforts in promoting entrepreneurship in ICT, in order to strengthen the Philippine startup ecosystem and support new and upcoming startups for them to be globally recognized, Ibrahim said. Based on a report released by PSIA, the software development industry is expected to generate revenues of $1.5 billion by the end of 2013, compared with the $1.16 billion it earned last year. At the same time, the number of I.T professionals is also expected to grow higher by 33 percent from 60,000 in 2013 to 80,000 by the end of 2013.

UK ready to provide further assistance to Phl

25 November 2013 – The United Kingdom‘s Secretary of State for International Development, the Right Honorable Justine Greening, MP, met with Foreign Affairs Secretary Albert Del Rosario on November 24 to assure the Philippines that the UK is ready to provide further assistance to the Philippines on top of the 110 million pound sterling already announced. Secretary of State Greening earlier personally visited the typhoon-ravaged areas to assess the situation and monitor ongoing British search and rescue and relief operations. Having had the opportunity to see the gravity of the situation first hand, she stated that the UK government will continue to contribute to relief operations and at the same time, stands ready to join in the recovery and rehabilitation program for areas in Central Philippines most devastated by Haiyan/Yolanda. In response to the request for further information from the UK Member of Parliament for Putney, Roehampton and Southfields, Secretary del Rosario, joined by DOH Secretary Enrique Ona, AFP Chief of Staff General Emmanuel Bautista, Treasurer Rosalia de Leon, DSWD Undersecretary Mateo Montalbo, DFA Assistant Secretary Zeneida Angara Collinson, Assistant Secretary Jesus Domingo and Philippine Ambassador to UK Enrique Manalo, apprised the UK delegation of the latest situation, progress, assessed needs to date, and government plans for the affected areas. Based on preliminary estimates, a total of USD2.55 Billion will be needed to cover post-disaster relief, early recovery and rehabilitation. As of November 21, the UK government has pledged 53 million pound sterling in humanitarian assistance while 57 million pound sterling have been raised by the disasters emergency committee, a group of 14 leading UK aid charities. The royal navy aircraft carrier HMS Illustrious will take over from the Royal Navy Destroyer HMS Daring from November 24 to provide logistical support to civilian humanitarian operations. The UK delegation confirmed its support for the Philippine government's leadership in managing the after-effects of Typhoon Haiyan. Noting that any government would have been overwhelmed by the sheer size of the strongest typhoon to make landfall in recorded history, they offered to take an active part in the immediate recovery efforts as well as in the mammoth rehabilitation program.

Russia extends additional aid to Phl through the World Health Organization

25 November 2013 - Ambassador Nikolay R. Kudashev informed Foreign Affairs Assistant Secretary for European Affairs Maria Zeneida Angara Collinson that the Russian Federation extended another package of assistance worth €50,000 to the victims of typhoon ―Yolanda‖ in Central Philippines, in cooperation with the World Health Organization (WHO). The latest assistance package took the form of five (5) emergency medicine modules and fifty (50) basic medical kits containing medicines, consumable supplies, medical equipment and instruments that can provide health care and treatment to 150,000 disaster victims in one month. Ambassador Kudashev emphasized that Russia‘s humanitarian assistance is in recognition of the close ties of friendship between Russia and the Philippines. The Ambassador expressed hope that his Government‘s assistance made through the World Health Organization will help alleviate the sufferings of the victims and contribute to their early recovery and rehabilitation. The Russian government, through its Ministry of Civil Defense, Emergencies and Elimination of Consequences of Natural Disaster (ENERCOM) had earlier donated 55 tons of canned beef stew, tuna and sugars that arrived in Cebu on 14 November 2013.

September 2013 results of Licensure Examination for Teachers released in forty (40) working days

The Professional Regulation Commission (PRC) and the Board for Professional Teachers (BPT) announces that 19,384 elementary teachers out of 62,160 examinees (31.18%) and 25,755 secondary teachers out of 64,792 examinees (39.75 %) successfully passed the Licensure Examination for Teachers (L.E.T.) given last September 29, 2013 in 17 testing centers all over the Philippines. The Board for Professional Teachers is composed of Dr. Rosita L. Navarro, Chairman; Dr. Paz I. Lucido, Dr. Paraluman R. Giron and Dr. Nora M. Uy, Members. The result of examination with respect to one (1) examinee was withheld pending final determination of his liabilities under the rules and regulations governing licensure examination. Registration for the issuance of Professional Identification Card (ID) and Certificate of Registration will start on December 6, 2013. The requirements for the issuance of Certificate of Registration and Professional Identification Card (ID) are the following: 1) duly accomplished Oath Form or Panunumpa ng Propesyonal; 2) latest Community Tax Certificate (Cedula); 3) 1 piece passport size picture (colored with white background and complete nametag); 4) metered documentary stamp for the Oath Form; and 5) the Initial Registration Fee of P600 and Annual Registration Fee of P450 for 2013-2016. Successful examinees should PERSONALLY register and sign in the Roster of Registered Professionals. The dates and venues for the oathtaking ceremonies of the new successful examinees in the said examination WILL BE ANNOUNCED LATER.

More solar night lights for typhoon-hit areas

More locally-assembled portable solar night lights will soon be available to light up areas devastated by typhoon Yolanda. Technical-vocational graduates, trainers and volunteers target to initially produce as many as 1,300 units of the solar lights under a joint project of the Technical Education and Skills Development Authority (TESDA) and My Shelter Foundation called the "Liter of Light." Most of these will go to Tacloban City in Leyte, which was among the hardest hit by the typhoon. The rest will be distributed to other heavily-affected areas. A total of 50 units were earlier given to TESDA employees affected by the typhoon. Storm surge triggered by strong wind and heavy rain swept away houses, flattened structures and toppled trees and electric posts in a number of provinces in the Visayas region, resulting in the deaths of over 4,000 people and damage to agriculture and infrastructure. The Department of Energy said a number of areas, including Tacloban City, would be in total darkness at night until before Christmas day. "These lights can help bring a sense of normalcy to families, who lost every material possession, and some, even their loved

ones," Secretary Joel Villanueva, TESDA director general, said. The solar lights will also make families save whatever little money they have because they do not have to purchase kerosene, Villanueva said. Ilac Diaz, executive director of My Shelter Foundation, said the country is now embarking on a new revolution -- green revolution-- with the project. In time with the country's commemoration of the 150th birth anniversary of Andres Bonifacio, who began the revolution for independence, TESDA and My Shelter Foundation will distribute some units on November 30. The original solar bulb was "retrofitted" with solar-powered LED with a very simple design using locally available materials that can be easily fabricated and repaired. The light uses solar energy to power the lamp that will illuminate the bottle at night. The US Embassy gave the initial funding of US$10,000 for the project, which was augmented by money from TESDA. Villanueva said he hopes the agency could secure more funding to produce more solar lights for the typhoon victims. The agency, he said, has also expanded its training-cum-production approach for the solar lights through the TESDA Technology Institutions in the Bicol Region so that units could be transported to the typhoon victims in Samar and Leyte through the ports in Matnog and Bulan towns in Sorsogon. "We shall be tapping donors and sponsors for this project in partnership with My Shelter Foundation. As more funds come in, more can be produced," Villanueva said.

VP Binay asks SC to reduce workload of Maguindanao massacre judge

Vice President Jejomar C. Binay asked the Supreme Court to consider reducing the workload of the judge handling the 2009 Maguindanao massacre case to speed up its trial. ―I ask the Supreme Court to consider relieving Judge Jocelyn Reyes of the other cases she is handling so she could focus on the Ampatuan trial,‖ Binay said. ―It has been four years since the massacre. We owe it to the victims and their families to give them the speedy justice they deserve. As they say, justice delayed is justice denied,‖ he added. Judge Reyes of the Quezon City Regional Trial Court‘s Branch 221 started handling the Ampatuan case in December 2009, after a fellow judge refused to try it for personal reasons. A total of 194 people were charged of 58 counts of murder, including Andal Ampatuan Sr. and Jr. as well as other members of their clan. Of this, 104 have been arraigned, 88 remain at large, one died and one freed. ―The sheer number of the persons involved reflects the enormity of the case. If we are to provide justice and closure to the affected families, then we will need a judge whose sole focus is on the case and in speeding up its resolution,‖ Binay said. At least 58 people, including 32 journalists, were killed in November 2009 while accompanying the family of then Buluan Mayor Esmael Mangundadatu to Shariff Aguak to file his certificate of candidacy. The massacre was deemed to be the worst single political killing in the country since martial law.

DSWD welcomes volunteers’ feedbacks, calls for greater understanding

Amid various issues raised on the ongoing government disaster operations, the Department of Social Welfare and Development (DSWD) is calling for greater patience and understanding from various sectors in these trying times. ―We recognize that efficiency is hampered due to stressful situations, but we are exerting our best efforts to respond to the whole process of addressing the needs of our typhoon-affected countrymen,‖ the Department said. It added that volunteer efforts and comments are welcome as long as these will facilitate and enhance existing disaster efforts. ―Let us all work together to search and implement solutions for the benefit of the victims,‖ it said. The DSWD cited the Facebook post of a volunteer detailing his observations when he and his friends went to the relief hub in Tacloban City. In his post, he raised a number of issues particularly on the relief goods that are ―stocked for a long period of time,‖ on the handling of relief goods, on making the volunteers wait for their turn to repack, and on the Food-for-Work (FFW) Program, among others. The Department is thankful that issues such as these are brought to its attention. It assured the public that lessons are learned and improvements are made along the way. Clarifications The DSWD explained that to date, more than 1.2 million family food packs have already been distributed to victims of Typhoon Yolanda in Eastern Visayas alone since November 8. ―That would translate to approximately 82,000 packs a day distributed in all the 40 towns of Leyte, 15 municipalities of Eastern Samar including Guiuan, and the 138 barangays of Tacloban City,‖ the Department expounded. This means food packs do not stay stacked inside the hubs for too long. They get sent out as soon as vehicles to be used for distribution are ready to be dispatched again. The Department also explained that a shifting schedules are followed in all repacking hubs. The volunteers, whose number has already reached the thousands, are not allowed to go inside the hub all at the same time to maintain order and maximize productivity in the centers. On the claim that bottled water were on the floor and rice were spilled from the sacks, the Department said that there were a few plastic bags of relief goods that were accidentally torn as a result of handling. The bottles of water that were on the floor were being readied for repacking in sacks. These were not packed when they were donated. The goods were piled outside the warehouse for easier loading to trucks and vans. The Department also explained that plastic bags were really a problem since there was no supply in the city as all establishments are closed. It added that the only plastic bag available can only fit three kilograms of rice instead of six. Thus, DSWD personnel would still order the items from Cebu and Manila. The FFW, which is an intervention for disaster victims where they are given food packs in exchange for doing community work such as repacking during relief operations, is exclusively for adults. ―The FFW is a one way to facilitate the recovery of the victims from their trauma. Keeping them busy is one way of helping them cope with their traumatic experience and would give them a semblance of normalcy as they are already somehow earning,‖ it said. On top of the goods that they receive under the FFW, they still continue to receive food packs from the DSWD under the regular distribution cycle.
