WASHINGTON — U.S. builders broke ground on fewer homes in May, but the pace of construction remains signifi-cantly higher than a year ago as the real estate sector increasingly reflects the stronger job market.

The Commerce Department said in June that housing starts last month fell 11.1 percent to a seasonally adjusted annual rate of 1.04 million homes. Econ-omists say that starts increased so sharply in April — surging 22 percent to an annual rate of 1.17 million — that some give-back was inevitable in May.

And in a promising sign for the months ahead, approved building permits rose increased 11.8 percent to an annual rate of 1.28 million — the highest level since August 2007.

“While the May starts data was a bit of a disappointment, the permit data was much stron-ger than expected suggesting

s tar t s should cont inue to improve in coming months, supporting job creation and the broader economy,” said Dan Greenhaus, chief strategist at the brokerage BTIG.

There were fewer starts that month in all four major geo-graphic regions: the Midwest, Northeast, South and Mid-west, driven in large part by a monthly decline in the rate of apartment construction.

Still, housing starts have increased 6 percent year-to-date, aided by the spillover effects of strong job growth and relatively low mortgage rates. Construction f irms appear ready to increase building activ-ity of both houses and apart-ment complexes in the coming months to satisfy the growing demand for housing.

Employers have added 3.1 million jobs over the past 12 months — new paychecks that

are flowing into the housing market as more Americans have the income to buy new houses at a median price of roughly $300,000. Sales of new homes have climbed nearly 24 per-cent year-to-date, according to a separate Commerce Depart-ment report.

There are also more Ameri-cans renting. Even though job growth has accelerated, the economy has slowly crawled back over the past six years from the Great Recession. The Wash-ington-based think tank Urban Institute estimated in a recent report that 13 million additional households will be renting by 2030, compared with 9 million additional homeowners.

But the increased demand has kept supplies tight, feed-ing expectations that build-ers will respond by breaking ground on more houses and apartment complexes in the

coming months.As of April, the market for

new homes had 4.8 months of supply, compared with 5.6 months a year ago. A healthy market generally contains six months’ worth of supply.

Builders also have an increas-ingly positive outlook on sales.

The National Association of Home Builders/Wells Fargo builder sentiment index released Monday rose to 59 this month, up five points from 54 the May reading. Readings above 50 indicate more builders view sales conditions as good rather than poor.

Mortgage rates have started to climb, although they remain low by historic standards.

The average 30-year, fixed mortgage rate was 4.04 percent in mid-June, according to the mortgage firm Freddie Mac. That is up from 3.87 percent in the prior week.

Bicyclists will soon have places to keep their wheels at nearly all of Napa’s public parks.

A city application for bike rack hardware has won the approval of the Bay Area Air Quality Management District, Dave Perazzo, the city parks manager said in June. The equip-ment will create 52 two-wheel parking installations to be spread across most of the 26 parks, half the city’s total, that lack racks.

Napa plans to install the racks at 23 sites, including Oxbow Commons, the Napa River flood bypass in the Oxbow district. The remaining sites are mainly smaller neighborhood parks in the city system, according to a memo from Perazzo to the city Bicycle and Trails Advisory Com-mission.

The Bay Area-wide program run by the air quality district

provides cities with vouchers to buy racks, lockers and other bicy-cle storage. Municipalities chosen for the program can receive up to $60 of credit for each bike park-ing space created, to a maximum of $15,000.

Perazzo said the city will order and receive the bike rack hardware over the next month, then install it during the sum-mer. Cities receiving free or dis-counted bike parking equipment through the air quality district must install the racks within four months of delivery.

The voucher program requires cities receiving bike racks to place them within a tenth of a mile of a major activity cen-ter, and maintain them for at least 10 years. Vouchers pay for the equipment, with the cities responsible for their installation and upkeep.

Only half of Napa’s 52 parks currently have bicycle racks, and the vouchers would help the city in closing that gap, Cindy

Bannister, management analyst for the city, told the city council in May, when it decided to apply for the grant.

Once upon a time the home se l l e r would establish a selling price

and the home buyer would make an offering price to purchase the home. They would negotiate back and forth until reaching mutual agreement. In today’s “seller’s market” that is indeed a fairy tale. For Napa homes in good loca-tions, well maintained and priced right, there has been a return to the multiple offers of 2007 before the recession.

The ebb and flow from buy-er’s to seller’s market depends on a number of factors. In a broad sense we are now in a seller’s mar-ket because there is a greater sup-ply of more qualified buyers than there are affordable homes to be purchased. The result is a market where buyers bidding against the other buyers to determine the selling price and not negotiating with the seller as would happen in a more balanced market. Why are the buyers willing to bid up their offering prices?

Interest rates (the cost of money) are historically low but expected by many to rise in the fall which will raise monthly payments and/or disqualify some buyers.

Appreciation has exceeded 20 percent over the last two years at some price points and shown to buyers that the house will cost more tomorrow than it does today.

Napa is a slow growth com-munity by Bay Area standards with limited supply of housing and with agricultural zoning is not likely to have an increase in the future.

Rapid rise in rents over past two years has put the cost of ownership of single family homes equal to the cost of renting, add-ing more buyers to the market.

Given this market reality of a “seller’s market” it is critically important for you as a buyer to work with your Realtor to have a strategic plan that will give you the highest odds of success against

other offers that will be presented. In preparation for actually writing the offer you may want to take some of the following steps:

Be pre-approved and not just prequalified for your loan with written documentation to show that you are ready to go and as good as a cash buyer. Offer the availability of your lender to con-firm your qualifications to obtain the loan.

Knowing seller wants and needs allows the offer to be struc-tured with closing date, occu-pancy, excluded personal property that might offset a price shortfall. Have your Realtor inquire to learn as much as possible from the listing agent.

Explore the history of the property and owners to know how long they have owned the home, if they have made addi-tions and improvements and even their use and interests such as gar-dening and entertaining that you might inherit.

Do an Estimate of Market Value, which will give you a more accurate idea of where the selling price will end up and not what the seller is asking for the home. In a competitive situation, and in a rising market, the selling price often exceeds the listed price that is being asked for the property.

Having accumulated all of this information about the home and current owners your Realtor can work together to construct the most competitive offer. It is important to draw price conclu-sions from recent sales and other similar homes that have recently gone into contract. This can

confirm a rising or falling market that you will need to stay above to be the successful buyer.

The goal in writing a success-ful offer is to give the seller all the terms they want including occu-pancy and personal property with the minimal amount of costs and contingencies that would compli-cate the sale. Create an offer that can be signed and accepted in its original form and not require the seller to request changes.

Though not so common in today’s real estate world, request that your Realtor present your offer in person to introduce you to them, give background on your knowledge and appreciation of their home and personalize the process. This also creates an opportunity to emphasize that even if your offer might not be the highest in price it is most

likely to close escrow.What price to offer in a

competitive bidding situation has no easy answer. One way to approach the question is to establish a price base where you will be sorry if you don’t get the home and a price ceiling where you won’t regret losing the home to another buyer. Knowing you have created a strategic plan, pre-pared well, and presented your best possible offer will give you a competitive advantage and your best odds of being the successful home owner.

The big move—it should be in a l l - c ap s and announced with a deep,

authoritative voice. THE BIG MOVE. And it’s coming to your family soon. It might be from one house to another across town, or it might involve crossing many state lines. No matter the distance, amount of belongings or number of people, your big move is going to be a big deal.

There are ways to plan for your move so the big event doesn’t over-whelm you. Here are five moving tips from Penske Truck Rental, which has been helping customers complete their big moves for more than 40 years.

1 Less is better—The less you have to move, the easier your move will be on your body

and your wallet. It will also be eas-ier to fit everything into your new house. While packing, create three

piles. The first is your “must-go” pile. The second is your “must-sell” pile, which includes anything you haven’t used in the last year, anything you have multiples of and anything you just don’t want any more. The third is the “must-throw” pile, and it contains any-thing that can’t be sold at a garage sale or donated. Start creating these piles now, and it will make moving day much easier.

can hold so much stuff, but what happens when you try to lift one and carry it down a flight of steps? Stock up on boxes of mul-tiple sizes, but keep in mind that smaller is much easier to carry. Also stock up on foam and bubble wrap to protect your fragile items, a good supply of packing tape and bold markers for labeling boxes.

You’ll also want to have moving blankets and hand trucks to make it easier to transport your items.

3 Rent a truck—One trip makes the big move simple, even if you’re just moving

At one point, Hatton said he’d risk a heart attack just to get one bid up to the next level.

As a result, there were a number of steals — vineyard tours, accom-modations, meals and more for a Napa Valley stay along with wine from Napa Valley Grapegrowers went for $40,000; a Las Vegas experience for two couples offered by Charles Krug Winery saw a top bid of $50,000; plus the Oakville Winegrowers lot of 33 magnums and Festival del Sole VIP passes for three days raised but $60,000.

In addition, the new Flash Lots element of this year’s auction didn’t generate the interest Napa Valley Vintners hoped it would. A total of 10 lots — sold off about midway through the event — were offered at a starting bid of $100,000. If there were no takers, the bid offer dropped at $10,000 a clip until the first paddle went up. One lot went for $80,000 — Jameson Ranch Vineyards’ offer to host two couples at the KAABOO Music Festival in Del Mar — while three weren’t snapped up until the bid offer dropped to $20,000. What had the potential to raise $1 mil-lion instead brought in $360,000.

The $160,000 bid for Bill Har-lan’s Bond lot — a vertical tasting for 10 of all Bond wines (15 vin-tages, comprising 62 wines) fol-lowed by dinner, accommodations at Meadowood Napa Valley and a double magnum for each couple to take home — was yet another bar-gain compared with what bidders paid for Harlan’s wines at previ-ous auctions.

A likewise bargain was the $140,000 paid for the Alpha Omega lot of a first-class trip to New York City for two couples with opening night tickets to the Metropolitan Opera, a backstage toast with soprano Anna Netrebko, plus Chopard jewelry, plus a Napa Valley stay with a chef ’s table dinner at The Restaurant at Meadowood.

However, there was plenty of excitement and willingness to spend big bucks for the top live auction lots of the day. They included:

— Opus One Chair’s Lot, $2.4 million (tripled at $800,000).

— Napa Valley Vintners Fund-A-Need, no amount disclosed.

According to a spokesperson for Napa Valley Vintners, “we made a decision this year not to release spe-cific dollar results on most of the lots.” (David Pearson, Opus One CEO, said the partners — the chil-dren of the late Baroness Philippine de Rothschild and Constellation Brands — each pledged $300,000 to this year’s fund.)

— Raymond Vineyards dinner concert with John Leg-end, $850,000.

— Alejandro Bulgheroni Estate’s invitation for two couples to visit his Napa Valley wine estate as well as wine operations in both Uruguay and Argentina, plus a double magnum of the inaugural 2014 Napa Valley cabernet sauvi-gnon, $600,000 (tripled on bids of $200,000 each).

— Vine Trail bike ride from Napa to Yountville next June offered by 10 vintners, buy-ins were $5,000 each, with a pair of grand marshals paying $95,000 each; total not provided by NVV.

— Screaming Eagle’s 12-liter balthazar of 2012 cabernet sauvignon, $500,000, tying the amount paid for an impe-rial of Screaming Eagle at the 2000 auction.

— Chateau Monte lena, Joseph Phelps Vineyards and Quintessa’s VIP experience for four at next year’s auc-tion, plus tickets to Wine Spectator’s annual magnum party, $360,000.

— Staglin Family Vineyard’s offer to 10 top bidders of a case of 2013 cabernet sauvignon in custom-designed bottles, plus dinner and accommoda-tions at the wine estate, a total of $350,000.

— Dana Estates’ 10-year ver-tical collection of cabernet sauvi-gnon, lodging for three couples and dinner prepared by chef Masaharu Morimoto, $340,000.

— Colgin Cellars’ collection of double magnums of its hard-to-come-by syrah, cabernet and cabernet blend, plus Italian fash-ion from Cucinelli, $320,000.

— Hestan Vineyards’ cruise of the Italian coast — Portofino to Cinque Terre — aboard a pri-vate yacht and dinner for eight at the French Laundry, $320,000.

Other lots of note included a 50-year vertical of sparkling wine from Schramsberg Vineyards. Louisiana’s Red Adams, a regu-lar at the auction over the years, offered $250,000 as a tribute to the late Jamie Davies, who founded the winery with husband Jack a half-century ago. A classmate of Jamie Davies, Adams will get benchmark Schramsberg sparkling wine and Davies red wine selec-tions representing every vintage from 1965 through 2014.

The Robert Mondavi Winery lot brought a top bid of $200,000. It included a blending session with the winemaker and a private label designed by Margrit Mondavi,

four paintings by the widow of the industry icon, a dinner party for eight and a white MINI Cooper convertible like the one Margrit drives.

Vineyard 7 & 8 offered a 2005 Morgan Roadster as part of its lot, along with three dozen bottles of its Spring Mountain cabernet sauvignon, plus accommodations and dinner at the estate. It sold for $190,000.

Trips to Rome, Hong Kong and Las Vegas, along with airfare, accommodations, meals and a piece of Bulgari jewelry were offered by Blackbird Vineyards. That lot was snapped up at $260,000.

A tasting for eight of rare Sha-fer Vineyards vintages, plus dinner and 10 magnums of Shafer Hill-side Select from vintages dating from 1987 brought a top bid of $220,000.

Lokoya’s trip to next year’s Kentucky Derby for four netted $200,000, while Opus One’s first-class trip to Dubai, plus bottles from the 1979 and 1980 vintages, received a top bid of $240,000.

The top 10 lots at this year’s Barrel Auction included, in order, Atelier Melka, Realm Cellars, Mayacamas Vineyards, Shafer Vineyards, The Mascot, Contin-uum Estate, Arkenstone Vineyards, Spottswoode Estate Vineyard & Winery, Larkmead Vineyards and Cardinale.

Scarecrow Wine and Grgich Hills Estate were the top e-auc-tion lots.

Chairing next year’s auction will be Agustin Francisco Huneeus. “Being a second generation to host Auction Napa Valley is a huge honor and a great reminder of the progress we have made in the Napa Valley,” he said, noting his father, Agustin Huneeus, had chaired the charity event two decades ago. “It also underscores the fact that building one of the great wine appellations in the world requires focus and passion, but it also takes time — generations.

“In this spirit, the theme of next year’s Auction Napa Valley 2016 will be ‘Generations,’ celebrating the generations that came before us and gave us our heritage, as well as the generations to come with their own new ideas and passion.”

While the aggregate failed to eclipse prior Napa Valley Vintner

events, many components of the 35th annual Auction Napa Valley did set records, raising a total of $15.8 million for health care and children’s edu-cation locally.

Held in a giant 40-by-60-me-ter enclosed, air-conditioned tent on the fairway at Mead-owood Napa Valley — its home since 1981 — this year’s auction brought in $2.9 million less than last year’s unexpected record. Nevertheless it set records at the barrel auction, which brought in $1.9 million, $200,000 more than last year, and the popu-lar 200-lot e-auction, which raised $612,500 compared with $490,000 in 2014.

The auction chair’s lot — donated by the French and American team at Opus One — provided the successful bidder with a two-week visit to 11 of the most prestigious wine estates in Europe along with a 35-year vertical collection of Opus One magnums. It was initially auc-tioned off for $800,000. But when two additional bidders indicated they would pay a like amount, the Opus One team agreed to host not one but three couples on the European visit. That lot raised $2.4 million, becoming the top grossing lot of all time.

A surprise appearance by Grammy- and Oscar-winning singer/songwriter John Legend brought added excitement to the Saturday afternoon event. Legend collaborated with Ray-mond Vineyards owner Jean-Charles Boisset on a lot that includes a private concert fol-lowing a dinner party for 30 at the vintner’s home on Wappo Hill. His exceptional rendition of the chart-topping “All of

Me,” for which Legend accom-panied himself on the piano, prompted another vintner, Rick Jones, to offer $850,000 for the very special lot. Legend offered to provide a pair of concerts if two bidders were willing to pledge $1 million each. There were no takers. The lot also includes wine from a new joint venture between the artist and the vintner — a cabernet and chardonnay project called LVE.

Whi le sp i r i t ed b idding occurred as some of the lots went on the block, it seemed paddle holders were a bit more circumspect this year. On numerous occasions, auctioneers Fritz Hatton and Humphrey Butler coaxed bidders to raise their paddles or up the ante.
