On March 20, the Austrian Parlia- ment approved a long-awaited mea- sure that will allow eight new regional stations and at least 45 local stations to take to the airwaves over the com- ing months. Broadcasters have six weeks to apply for licenses, then the 12 -member Region- al Radio Authority will have up to four months to award the licences. "The first licenses will be out by the beginning of September," says Matthias Traimer, an attorney for the radio authority. The new measure is designed to finally make Austria's broadcast law of 1992 operational. When, at that time, the radio authority handed out licences, parties who found themselves left out filed legal complaints and the constitu- tional court eventually revoked most of the licenses. Only stations in the provinces of Styria and Salzburg were able to work out agreements with their competitors and eventually went on air. Traimer says many of the problems which the Austrian radio authority encountered first time around hinged on the wording of the license regula- tions. The original law, he says, was too vague on the procedures for awarding frequencies. During the original round of licence applications, the minister of trans- portation listed all the frequencies, and those were allocated to would-be broadcasters by his department. This time, broadcasters will request a cer- tain frequency from the Regional Radio Authority, which will check with the Transportation Ministry to check the frequency is available. If so, they will grant the licence. The original law was also criticised for not detailing the requirements for a local station. The new law defines a local station as one which serves a cer- tain community or a certain area bound together by ethnic, cultural or economic interests. GWR pulling out of Swedenby Mike McGeever & Keith Foster

Srocimotm - Faced with continuousfinancial haemorrhaging by its ClassicFM Nordic operations, U.K-based GWRGroup has decided to stem the flow byselling off Sweden's only commercialclassic music station, in Stockholm, assoon as possible..

GWR's chief executive RalphBernard says, "Sweden is a ferocious-ly competitive market in an area ofsmall population and there are veryhigh (broadcasting) fees attached to thestation which are not negotiable." ClassicFM's Stockholm and Finnish operationswere suffering losses before GWR tookthem over at the close of last year. "Wecannot sustain these losses anymore,"Bernard comments.

Earlier this month, GWR confirmedthey were reviewing the situations at theClassic FM in Sweden and Finland withthe possible view to a sell-off (Music &Media, March 1)

Classic FM's overall losses reached£3 million ($4.8 million) in 1995/96,according to its financial report last

LASSICOctober. Its U.K operation was, how-ever, in profit to the tune of £1.4 mil-lion ($2.2 million) according to thesame report.

Bernard adds, "The staff at ClassicFM in Stockholm have been given noticeof our commitment to sell within the

next three months. We are now in dis-cussion with a number of people."

Despite GWR's decision, ClassicFM/Stockholm's MD Anders Wickmanremains philosophical. "I understandtheir thinking," he says. "They took overthe station at the turn of the year andfelt they wanted a faster, more secure

return on their investment." Classic..\4FM was making progress, accordingto Wickman, who believes the sta-tion would have started to showprofits in two years' time.

"We have built up a firm base, soobviously I am sad to see Classic FM dis-appear," concludes Wickman. He says heis also concerned about the future of thestation's 14 staff members.

Calabrese links with Sony Music Franceby Remi Bouton

PARIS - Sony Music France is reinforc-ing its Tristar label through a joint ven-ture with LTC Entertainment, a newcompany created by Luigi -Theo Cal-abrese, former president of WarnerMusic France.

From March 18, Tristar and LTC arecombining efforts "in order to represent areal alternative for French and Latinartists on the French market," accordingto Sony. The "new" Tristar will be dis-tributed through Sony Music and basedat its Paris headquarters.

Sony Music France president, Paul -Rene Albertini, comments in a state-ment, "I am convinced this partnershipcreates the proper foundations for thedevelopment and the success of greatprojects for both French and internation-

al markets." The new unit will be run byCalabrese, freeing current general man-ager Thierry Haupais for new activities.

Calabrese told Music & Media thatHaupais, "Will be discharged from day-to-day management duties to focus onA&R." For his part, Haupais sees thechange as positive, "As I am now able toreally concentrate on A&R." Neverthe-less, sources close to the company sayHaupais was not involved in the strate-gic decisions which led to the LTC deal.

Haupais was appointed GM of Tristarat the beginning of 1996, with a brief ofrejuvenating a label launched in the late1980s, targeting the adult contemporarymarket. Haupais built up a small rosterof acts, including veteran Georges Mous-taki, female pop act Clarika and rock actLa Foule, complementing rock artistsHubert -Felix Thiephaine and Richard

Cocciante, previously with Tristan Healso began to hunt for repertoire fromSony Music companies in Latin territo-ries; Brazilian punk band Skank, RickyMartin from Mexico, whose single (Un,Dos, Tres) Maria is currently a FrenchTop 5 hit, and Shakira from Columbia.

Calabrese says he will bring cata-logue repertoire into the Tristar fold andnew signings are expected "in the weeksto come." He adds he aims to, "Putemphasis on Latin music, but withoutexcluding other musical styles."

Calabrese was president of WarnerMusic in Italy before moving to Francein 1984 to become general manager ofPolydor. From 1986 to 1992, he head-ed Warner Music France. He thenworked for Warner Home Video Inter-national, as VP Europe, Middle Eastand Africa until 1995.

Italian classical singer and pop crossover star Andrea Bocelli hassigned a worldwide licensing deal-excluding Italy, where his outputcontinues to be channeled through Sugar-with Polydor Holland.Polydor plans to release Bocelli's three studio albums, including hisdouble IFPI Platinum Europe certified third album, Bocelli, and thefast moving compilation Romanza, in the U.S.A., Latin America andAsia later this year. Platinum 'Pop' indebut monthLONDON - The latest studio album byIrish rockers U2 was among four newPlatinum Europe Awards winnersannounced by the International Federa-tion of the Phonographic Industry(IFPI) in London on March 25.

The Platinum Europe award markspan-European sales in excess of 1 mil-lion albums. U2's Pop (Island) reachedthe Platinum Europe mark only fourweeks after its March 3 release.

The other award winners were U.S.act No Doubt with Tragic Kingdom,(Universal Music), French veteran rock-er Johnny Hallyday with Lorada Tour(Mercury France) and classicalcrossover star Vanessa -Mae with TheViolin Player (EMI Classics).

Metallica's current album Load(Mercury) reached double platinumstatus in March and the Spice Girlsdebut Spice (Virgin) jumps straightfrom double platinum in February toquadruple platinum status with a totalof four million copies sold in Europe.

CLT withdrawsBrighton bid

LONDON - With CLT having suspendedits pursuit of new radio licences in theU.K as it reviews its position and futurein the market, a local media companyhas stepped in to take CLT U.K Radio'sstake in a group which is vying for acommercial radio licence for Brightonand Hove.

CLT had intended to take a 22.5 per-cent stake in New Wave Broadcasting(Passion 107 FM), which is awaiting theRadio Authority's (RA) decision on theBrighton/Hove licence award in May orJune. The stake has now been takenover by publishers Friday -Ad Holding inSussex, which owns 22 titles, distributedacross the counties of Kent and Sussex.During its last financial year, the mediagroup realised a net profit of £3millionon a turnover of about £11 million.

Although the RA must be notified inthe event any changes of significantshare holdersmentioned inlicense applica-tions, at thetime of going topress, they hadnot yet beenofficiallyinformed. RApress officerTracey Mullinscomments, "We were told there mightbe a possibility [of a change]. But wehaven't been formally informed thatthey [CLT] have withdrawn."

Although CLT will own no shares inNew Wave if it wins the licence, twoexecutives from CLT remain on theboard for the moment. They are DavidCousins, CL'rs special projects director,and David Atkey, operations director atgroup -owned Talk Radio Friday -Adsfounder and chairman Chris Kidger hasalso joined the board of company.

New Wave's chairman, Jim Hickscomments, "We have retained theinvaluable experience on the board,replacing the CLT financing with Fri-day -Ad and its chairman, who willenable us to make a significant impacton the local scene."

PARIS - French artists have made itclear that several reforms need to takeplace if the French music awardsevent Victoires de la Musique is toreceive their support.

Voicing their concern at a meetingcalled by new Victoires president YvesBigot on March 20 (Music & Media issue13), French artists asked for more collab-oration between the organisers andthemselves. Acts present at the meetingincluded Jean -Jacques Goldman, PatrickBruel, Laurent Voulzy, Marc Lavoine,Maxime Leforestier, Zazie, MichelFugain and Yves Simon.

The artists were in favour of taking

into consideration the language an artistsings in and not just the nationality ofthe performer. This would open the regu-lar Victoires categories to acts such asBelgium's Maurane or Quebec's CelineDion, both presently confined to the bestfrancophone act category.

Another proposal regarded the num-ber of rounds in the voting for the Vic-toires. Bigot himself favours a one -roundvote, on the basis that, this year all thecurrent acts would have won in their cat-egories after the first round of votes-veteran artists such as CharlesAznavour only emerged as winners afterthe second vote was cast. But the artists'view is that there should still be tworounds, with five instead of three nomi-

nees in each category."This is an interestir .

commented Bigot. "With five ; umineesinstead of three, we couk, -robablyavoid the 'political' votes which twistthe final results."

The question of the venue for theevent was also raised. Artists want theVictoires to move out of the Palais desCongres, which has been used in thepast, and have suggested that the showcould take place next year in Paris'Zenith venue and the following year atthe Olympia.

Bigot says all the proposals will beincorporated into a report which willbe presented to the board of the Vic-toires in May.

A veteran of U.K. public andcommercial broadcasting,Tim Blackmore is programmedirector of Unique Broad-casting, the syndication andproduction company which

produces commercial radio's weeklyPepsi Chart Show. He is alsoproducer for Richard Allinson's newnightly show on BBC national network, Radio 2 FM.

Q: What's your brief for produc-ing Richard Allinson's show atRadio 2?

A: As always when a long-standinghost like Derek Jameson departs, thechallenging brief is to try to retain asmuch of the loyal listening audience ofthe programme as possible, whilstbringing in more listeners from theyounger demographics. Jameson'saudience was primarily in the 55-75year -old age group. What we are quitedeliberately doing-without alienatingthat age bracket-is trying to bring inthe 35-55 year olds by making musicmore important to the show. If youdon't bring in those younger listeners,the grim reaper is gradually going toreduce your core audience.

Q: What are the current concerns

broadcasters have on the conti-nent and in the U.K.?

A: There is concern about what thenext stage is for stations. People aresaying to me, "We've our systems asbare as we can, in terms of the opera-tions of our formats. We are sequencingour music as accurately as we can andhave got rid of clutter in our output.But as the market becomes moresophisticated, what is the next step?"

Stations can't simplify or streamlinetheir output anymore. So that questionbecomes more interesting as marketsbecome more competitive. This alreadypertains to most large European radiomarkets. Also that process of streamlin-ing is underway, certainly in Sweden.In London that process has gone as farit can go, so the question of "What'snext?" is seriously being addressed.

Q: Should there be more dialoguebetween broadcasters from dif-ferent countries?

A: There is always something to learnfrom each other. There are people inevery country in Europe who take theview that they have the monopoly ofinsight into the way the radio indus-try works. I have to say that in theU.K., there is more of that self-assur-ance than there is in other countries.

It's not a case of xenophobia, it'srather like the "Little Englander,"who says "We know everything here,so I don't have anything to learn fromthe Germans, French or the Span-ish." It doesn't mean that we don'tlike them.

Broadcasters outside the U.K. aremore enthusiastic about attending aforum like Midem. The people whowill get ahead are the people whotake notice of what is happening inother markets, particularly acrossEurope. We have a lot to learn fromother nations-not just in radio itself.

Q: Any thoughts on what effect anew Labour government wouldhave on the U.K. radio industry?

A: I don't think, in the first term of aLabour government, the radio indus-try would be something it gives agreat deal of attention to. The Broad-casting Act is in place, so there are noreal landmarks coming up. So it willbe a "suck it and see" attitudetowards radio.

GWR gets greenlight on Wyvernby Mike McGeever

LONDON - The U.K Radio Authority(RA) has given the GWR Group permis-sion to operate two FM licences in thesame area.

The move effectively gives the com-pany the green light to finalise itsacquisition of Radio Wyvern/Worcester.

GWR broadcasts an FM service(Severn Sound FM) to the Cheltenhamand Gloucester areas, while RadioWyvern transmits an AM and FM ser-vice in nearby Hereford and Worcester.There is a significant overlap of the ser-vices in those areas. Under theU.K's1996 Broadcasting Act, a company can-not hold two licences on the same wave-band unless the RA determines it wouldnot go against public interest.

After receiving written assurancesfrom GWR that it would, "Safeguardthe distinct local character of program-ming" on AC outlet Wyvern FM, andconduct the prescribed public interesttest, the RA ruled on March 20 thatGWR's ownership of two FM services inthe same area, "Could not be expectedto operate against the public interest."

Simultaneously, the RA agreed tothe transfer of Wyvern's AM licence-which GWR cannot own under currentownership legislation-to emergingradio player, Radio First.

Indie ARS gainsFrench footholdby Marc Maes

ANTWERP - Independent Belgiandance label ARS Productions hasopened an office in Paris to handle pro-motion and A&R in the French market.

ARS France is headed by FrankZajac, who will concentrate on the pro-motion of acts on ARS and affiliatedlabels Hithouse, House & Power andMove On, as well as on signing new tal-ent. The distribution of releases on ARSand its sub -labels in France remains inthe hands of East West Records France.

Zajac comments, "A dedicated[French] ARS outlet will boost thelabel's credibility and has the advantagethat radio programmers can establish arapport with one contact person for dif-ferent ARS releases. Before the openingof the French office, ARS commissionedindependent promoters to handle itsradio promotion."

ARS MI) Patrick Busschots is con-vinced that a Parisian arm will"Strengthen the presence of the label inFrance," where the company is current-ly building ARS Belgium signed singerJamie Lee.

One of Zajac's priorities is to workLee's current single, a cover version ofKool & The Gang's classic Get Down OnIt, in France. Following a January 28appearance on public TV networkFrance 2's Dimanche Martin, Lee willreturn to the popular Sunday afternoonprogramme on April 13.

MILAN - A strong domestic releaseschedule and a string of internationalbest sellers took Warner Music Italyto the top of 1996's chart share tablebased on distributed titles, accordingto figures released by music industryfederation FIMI.

In the FIMI analysis, based on theTop 25 album sellers listing compiledweekly by CRA Nielsen, WarnerMusic Italy came away with a 21.69percent share, up from 20.46 percentlast year, ahead of Sony Music Italywith a 20.77 percent share.

Paolo De Toma, Marketing Direc-tor for the WEA Italy label describes1996 as the company's best year for along while. "It was a pretty amazingyear with local act Ligabue selling850,000 copies of his Buon Complean-no Elvis album," says De Toma. "Wealso had a strong seller from Madon-na (Something To Remember), whichshifted more than 500,000 copies."Other major sellers included AlanisMorrisette (Jagged Little Pill) sellingin excess of 500,000 copies and Enya(Memory Of Trees) selling over250,000 copies.

SPAINSpanish radio plans criticisedThe Catalan Private Radio Association(ACRP) has criticised the Spanish gov-ernment's plan to grant 321 of 632 newFM licences to the country's public

broadcasters. An ACRP statementclaims that, "Almost 80 percent of allavailable frequencies" are in the handof public radio. In Spain as a whole,the association notes, private broad-casters represent 43.4 percent of thefrequencies. ACRP adds, however, thatthe role carried out by the public sectorin Catalonia in north-eastern Spainhas been to encourage use of Catalanlanguage and culture, and that itshould continue doing so.

Spector wins court casePhil Spector has won back the U.K pub-lishing rights to his much -covered songTo Know Him Is To Love Him , which hewrote in 1958. Spector had signed a 28 -year publishing deal with US music pub-lisher Warman Music for the song inthat year. Warman then licensed thesong to U.K. publisher Bourne Music.Spector claimed Bourne's rights to thesong ended in 1986. Bourne, however,continued to earn revenues from thesong after 1986 without paying Spectorroyalties. On March 21, the High Courtin London ruled Bourne had enjoyed norights to the song since December 1986.An inquiry will set the amount of unpaidroyalties to which Spector is entitled.

Radio Donna: success itby Marc Maes

In 1992, Flemish public broadcaster BRTN (which serves the north of Belgium) decid-ed to launch a new radio station. It was intended to fill the gap between the soft ACprovided by the BRTN's Radio 2 service and the harder -edged rock of Studio Brussel.The station was christened Radio Donna, and despite several changes of music policyduring the first five years, it has become a firm favourite with Flemish listeners.

With the launch of RadioDonna on March 281992, the BRTN wasfinally able to deliver itspromise to its audience

of offering something for everyone.In theory, every listener in the north

of Belgium could be attracted by oneof-or a combination of-five BRTNradio services, with each station adher-ing to the BRTN's policy of providing"information, education and entertain-ment." Furthermore, the allocation ofsix minutes of airtime for advertisingper hour was intended to make RadioDonna entirely self-financing.

"Radio Donna, unlike other [BRTN]stations, was born out of marketresearch," says Michel Follet, producerand presenter of Radio Donna's week-day (06.00-09.00) breakfast show. "Thestation was conceived through askingquestions such as 'Which audienceremains unserved?'."

Follet recalls Donna's first day onair. "I remember that my first recordwas W.O.L.D. by Harry Chapin-prob-ably best known for the line 'I am themorning DJ.' But, if we had to launchRadio Donna today, the current [CHR]format would probably result in meplaying the Dolly Dot's Radio or RadioGa Ga by Queen.

"Radio Donna has evolved," the pre-senter continues, "and I'm sure that anumber of people who worked here inthe early days will think we havebecome too frenetic -sounding. We havealso had to alter our ideas about Flem-ish music, but those have been deci-sions provoked by external factors,and I really don't mind the public hav-ing a say about it."

No static at all...Erik Strieleman, who, like Follet,moved across from BRTN Radio 2, wasRadio Donna's original station manag-er at its launch in 1992.

In May last year, he was named sta-

tion manager of BRTN's TV -1, but hehas fond memories of his time atDonna, enjoying "most of all the people,the informal way of working witheverybody and the way I was involvedwith even the tiniest details of pro-gramme production."

Strieleman says Radio Donna hasenjoyed an almost daily evolution overthe past five years. "Starting fromscratch was to our advantage-wecould set our objectives from day one,with a whole new team workingtowards them. And if something didn'twork out the way we wanted, we couldalways change and adapt to the situa-tion. Radio Donna is not a static radiostation, but one that is in a constantstate of evolution."

Radio Donna has clearly estab-lished itself as one of Flanders' mainmedia for breaking new music. Overthe past five years, numerous trackshave been "discovered" by RadioDonna before spreading to other sta-tions-and on to the Belgian charts.

EMI/Antler Dance product manag-er Elvina Rens cites the examples ofNina, Me & My and Eternal to illus-trate the station's impact on recordsales and promotion. "Nina's The Rea-son Is You was entirely broken byRadio Donna," enthuses Rens, who atthe time was working forIntercord/Dureco. He adds, "I'm veryhappy that we have Radio Donna foracts such as Worlds Apart and 2 Fabi-ola. And with Eternal, we are plan-ning a major campaign in April, tobreak the band's Before The Rainalbum and the single Don't You LoveMe. I truly believe that Donna is pro-moting R&B- look what's happeningto Toni Braxton. I know that there'smore behind it than merely adding arecord to the A -list."

When asked about competitionbetween Radio Donna and commercialradio groups such as Top Radio andRadio Contact, Rens admits the latter

"Radio Donna is not a static radio station, butone that is in a constant state of evolution"

stations are more sympathetic to play-ing dance music than Donna. "Butthat's the only negative thing you'llhear about it [Donna]," he suggests."One has to face the facts: there aremore opportunities on the commercialstations than the one dance showRadio Donna has."

Structured and stubbornBart Brusseleers entered the musicindustry as product manager withWarner Music, before moving into thepromotions manager's chair at SonyMusic. He now heads BMG Ariola'slocal repertoire/A&R department.

"I always liked working with Donnaduring my three years at Sony," hesays, "because they are well -struc-tured and organised.They may be some-what stubborn, butthat's what radio sta-tions should be like."

However, Brusse-leers, cautions that"When Donna finallybecomes the all -hitmusic station it wantsto be, things mightbecome tougher forlocal talent. We need radio to buildlocal artists, and I'm afraid that thenew all -hit policy will no longer leaveairtime for brand new local product. Wemight end up with a problem if anartist is too edgy for Radio 2 but too softfor Studio Brussel."

Apart from campaigns to supportindividual artist, for example the Kinksor Gunther Neefs, Radio Donna has alsobuilt an impressive reputation in back-ing thematic compilations such as ViveLa France (Polygram), Donna's Dansfolie(ARS/Sony), Donnasmour (EVA), TheFinal Countdown (Paradiso) and labelretrospectives such as Motown (Poly-gram) and The Sound of Philadelphia(Paridiso).

One of Radio Donna's long-standingmusic industry collaborations is theDonnamour project with EVA, a com-pilation of love songs based on the sta-tion's playlist and target audience,featuring a mixture of local and inter-national talent.

"Throughout the three volumes,one can clearly see the evolution of thestation," notes EVA managing directorLinda Coopman. "The first doublealbum contained quite a lot of Flemishlanguage product-the most recentalbum, of which 15,000 have alreadybeen sold, is musically closer to theolder Studio Brussel listener."

On the occasion of Radio Donna's fifth birthday, Music& Media talks to station manager Bert Geenen aboutcurrent thinking and future plans.

where." That's how Bert Geenen, sta-tion manager of Radio Donna,describes his current task at theBRTN's fastest -growing radio station.

Geenen (44), a long -serving pro-ducer with youth -orientated BRTNrock station Studio Brussel, wasappointed station manager of RadioDonna in September 1996, after co-founder and manager Erik Striele-man was named head of the BRTN'sTV1 channel.

"The moment we knew the new sta-tion would be called Radio Donna wewere aware that it would have a pre-dominately feminine, fresh and opti-mistic profile," recalls Geenen.

Initially, however,Donna found it difficultto establish a clearmusic policy, and drift-ed uncomfortably close I

to what Studio Brusselwas doing. "So sixmonths after its launch,Radio Donna added moreFlemish language materi-al," says Geenen, "andStudio Brussel went off inthe other direction with atighter rock format."

Playing more local -lan-guage product was success-ful in boosting Radio Donna'sratings, but a survey carriedout by market research com-pany Censydiam in 1996 revealedthat it was appealing more to theolder target audience of the BRTN'sAC station, Radio 2.

"Trying to reach such a broad audi-ence wasn't good for Radio Donna,"observes Geenen, "because, apartfrom eating away at the Radio 2 audi-ence, we were also leaving a consider-able number of listeners out in thecold. Additional research was carriedout which confirmed that the Radio 2and Radio Donna audiences wereclearly overlapping. But the researchalso showed that a group of potentiallisteners remained hungry for [con-temporary] hits, and so we decided togo for them."

New sound, new technologyIn order to increase Donna's appeal toa younger audience, Geenen replacedthe station's original jingle packagewith a more uptempo set produced byDutch jingle company Top Format.

"We wereaware that itwould have a

predominatelyfeminine, fresh and

optimistic profile""We have also tried to give a freshnew feel by shifting presenters andprogrammes, and by introducing ayounger afternoon line-up," he says.

During daytime programming,Donna's music mix is split 60/40between contemporary hits and

oldies. After 17:00, however,the oldies are reined back toabout 20 percent of musicoutput, clearing the airwavesfor current chart materialappealing to a teen -orientat-ed audience coming homefrom school.

Less than 25 percent of thestation's overall music outputis Flemish product, with Gee-nen naming the Spice Girls,Laura Pausini, No Doubt andFlemish singers Yasmine,Clouseau and recent discov-ery KIA as the station's cur-rent core artists.

In addition to the offi-cial Ultratop chart and thestation's own "Primaddona"

chart (the latter based on audiencephone-ins and information gath-ered from record stores), Radio

Donna has also introduced"De Betre Belgen," a selec-tion of non -Flemish Belgianreleases "bubbling under"the main chart.

Another innovation will seethe launch (in April) of "DekersOmroep Stichting" on Saturdaymornings. This show will givethe audience immediate accessto Radio Donna's music library,allowing callers to select theirfavourite tracks live on the air.

"The programme will be entire-ly based on our new studio tech-nology," explains Geenen. "Basedon a hard disk -driven tracklibrary, the new digital system will allowus access to selected tracks within sec-onds. If retrieved from the CD-ROMstorage system, we will be able to have arequest on the air in less than a minute."

The new system will store some90,000 titles on hard disk, and has beenextended with two CD-ROM jukeboxes,each holding 100 CD-ROMs. This willallow presenters and producers to com-pile music for their programmes on aworkstation and store it on hard disk.Pre-recorded interviews can also bestored directly in the system.

strategy. Radio Donna's involvementwith shows such as the highly success-ful Night Of The Proms (November)the Diamond Awards Festival (Decem-ber) and the Golden Years Festival(March) helps bring the station to theattention of a broad public.

Donna has also acted as media -partner for Giither Neefs "SpecialRequest" tour throughout Flanders.Reveals Greenen, "During the summer

we always take Radio Donna to theCarre Beach club on the coast, and fol-lowing the success of the 'Rode PeperTour' [named after the spicy red pep-per which has become the station'strademark], we are now planning a`Rode Peper Circus' tour in majorFlemish cities this summer, with livebroadcasts and concerts in the openair in front of a circus back -drop."

In addition to adherence to a strict

format, one of the station's mostimportant ways of maintaining audi-ence loyalty is through the "DonnaClub." Although 8,000 members strongat press -time, the club has deliberate-ly been put "on ice" for a few months.

"This has allowed us to organiseeverything better," explains Geenen."But after our fifth anniversary onMarch 28, we will be resuming ouractivities at full throttle."

In return for a membership fee ofBFr 500 ($14), the Donna Club offersmembers a Radio Donna T-shirt andnumerous extras. A regular RadioDonna club newspaper is alsoplanned, featuring trivia on the sta-tion, the presenters, and the artists itplays.

With a staff of about 80 (including15 on -air presenters), Geenen attachesa lot of importance to his daily produc-ers' meeting: evaluating programmesand preparing new projects make upthe bulk of the meeting's agenda, andthis "producer committee" has becomethe nucleus of Radio Donna.

"Our main assets are the station'sstaff and its audience," concludes Gee-nen. "It's our goal to find our [audi-ence] niche within the BRTN's rangeof radio stations, allowing us to sur-vive when commercial networks gotthe go-ahead in Flanders.

"I believe that our strategy, avoid-ing the real 'commercial touch' (wecarry less advertising than StudioBrussel) will be the right one."

Depeche Mode's 'Ultra' confident returnby Dominic Pride

t's the album that nearly didn't makeit, by a band that is lucky to be here.Depeche Mode's Ultra album is duefor European release on April 14through Mute's licensees.The record has been overshadowed

by media coverage of lead singer DavidGahan's "speedball" heroin escapades,one of which caused him to stop breath-ing for two minutes. Lurking just off-stage were the drink problems of song-writer Martin Gore and the emotionalbreakdown of the trio's main musician,Andrew Fletcher.

Trying times for the band, yet withthe guidance of producer Tim Simenon,Depeche Mode have come back with analbum which will-once the headlinesare forgotten-be seen as one of the

most outstanding and engaging in their16 -year career. European radio hasalready got to grips with the gritty Bar-rel Of A Gun, and is now finding the fol-low-up, It's No Good, a touch more reas-suring and familiar.

Fletcher admits that Barrel... wasnot the ideal way to smooth the wayback info the business after four yearsaway. "We always try to surprise ouraudience," he observes, deadpan, notingthe decision on the single was made bythem but with input from Mute manag-ing director Daniel Miller (who alsoassisted with some of the computermusical work on the album). "It's NoGood was supposed to be the first sin-gle, but we thought Barrel Of A Gunwas a better choice with regard to whatDave had been going through."

Gahan's metamorphosis into a full-blown L.A. rock star and the battle

with his heroin problem loomed largeover the making of the record. Prob-lems came to a head during the 1993-4Faith And Devotion tour but, saysFletcher, the near -meltdown wasalmost inevitable.

"The problems that we've experi-enced have come from being in a bandfor most of our adult lives, and the prob-lems we faced come from when we werechildren. It's not quite as bad asMichael Jackson who had no childhoodeither, but it creates a different set ofproblems. Dave's problems were defi-nitely generated as a kid."

Nevertheless, recording Ultra wasan enjoyable experience, Fletcher says.It maintains the brooding feel whichDepeche Mode have managed to createon most of their albums since VinceClarke left in 1982, yet there are flirta-

tions with country and blues within theconfines of their trademark sound.Overall, in the Mode canon, the albumis somewhat reminiscent of Black Cele-bration, from 1986, or Music For TheMasses a year later.

Filling a vacuumTim Simenon, best known for his workas Bomb The Bass, had a positiveinfluence on the recording, Fletchermaintains. "Tim was very patient andcool," he says, "and we needed thatkind of person last year. We're a diffi-cult band to work with, but that cre-ates a spark." Simenon also filled amusical vacuum created by the depar-ture of band member Alan Wilder,who left after the last album.

Other musicians on Ultra include for-mer Can drummer Jaki Liebezeit, per-cussionist Gota Yashiki and former Liv-ing Colour bassist Doug Wimbish, all

"wheeled in" for specific contributions.Many of the 'Mode's self-imposed

rules and regulations have gone by thewayside in recent years. Stricturesabout never using the same sound twicehave gone the same way as the no -gui-tars rule. "We decided the atmosphereof the track was more important thanhow you created it," explains Fletcher.

Martin Gore is credited as solesongwriter throughout the album,while all the music is generated byFletcher, and Gahan supplies thevocals. However, the process is not aclear-cut production -line, says Fletch-er: "Dave is there from the beginningto lay down guide vocals and makesure the key is right. It's not as if thesongs are already written-we have toget the basics of the song down andthen work with it."

The pioneer spiritDepeche Mode are recognised bymany as having pioneered the use ofelectronic music in a pop/rock context,but their own recording/writingapproach has also been influential,says Fletcher. He cites the "layering"recording techniques the band use,where they build up track after trackon tape or computer.

"Very few bands come in andput the whole thing together at onego now," he suggests. However,Fletcher notes that the band havetried a more traditional method ofconstructing songs. For Songs OfFaith And Devotion, they hired ahouse in Spain and "jammed" toget the songs together.

"We were jamming but notrecording," he recalls: "We were try-ing to be a rock band, but we can'treally make music like that. We'rean electronic band and we're too fardown that road now."

While acts such as Orbital, TheOrb and The Prodigy are currentlygarnering plaudits for taking elec-tronic music to the masses, it issometimes easy to forget thatDepeche Mode were among thefirst to bring synthesizers into popmusic in the early '80s.

As their music darkened through thatdecade-and they took to filling stadi-ums across continents-they also provedthat electronic music need not be con-fined to chirpy pop singles. "It was alonely road to take in the '80s. It was abig battle, but we've proved that thatkind of music was worthwhile."

Thankfully, says Fletcher, respect isnow being paid. "We get so much credit,it's embarrassing. Everyonecites us as having started it alland loads of bands want to doremixes for us."

Staying youngIn the U.K., however, DepecheMode's steady growth overnearly two decades from indiepopsters to stadium -fillers(and royalty -earners, withmore than 30 million albumssales to their name) has large-

ly been overlooked in favour more cur-rent trends, something which has nothappened in the U.S. or Europe.

'It seems to be that British thing, todiscover the next big thing," Fletchersuggests, adding, "you don't have that inFrance or Germany."

But how does it feel to be regardedas the fathers of the synth -pop genera-tion? "When we went on [U.K. TVshow] Top Of The Pops recently, theaudience was ridiculously younger.When I was that age, I thought some-one of 35 was ancient.

"We still think of ourselves as young.The important thing is to remain sound-ing modern," he posits.

The band's current influences, Fletch-er reveals, range from old rock'n'rollrecords to trip -hop. The band regardtrends such as drum 'n' bass as interest-ing, but not influential upon them.

What does get Fletcher going, howev-er, is the vibrancy of the French technoscene and the "bedroom" feel of manycurrent productions. "A lot of the musicyou hear in the charts is bedroom music.There are not that many big studios inEurope, and so a lot of records are madeat home."

Out, demons, out?As for the band's future plans, therewill be no tour for this album after theexperiences of the last, although thepromo schedule is almost as exhaust-ing: Fletcher claims to have done 170interviews to date.

So, if Ultra has been a cathartic expe-rience, can we look forward to the nextalbum being free of demons and moreuplifting? Probably not.

"I'm happy with the music", Fletcherdecides. As for the rest of his life, whichinvolves running a restaurant with hisfamily and bringing up children, he's notso sure: "I would like to be content," headds hesitantly.

Celebrity "matey" back-to-back gui-tar jams will definitely not be order ofthe day for the 'Mode, although there isa suggestion that a guest female vocalistmight add a new perspective to theband's outlook.

As to whether more uplifting tracksare forthcoming now the band is back ontrack, Fletcher counters that momentssuch as Home on the album fulfil thatrequirement, and that music need notbe jolly to be moving.

"Most people write music thatmoves them. If you move someone oneway or another," he concludes, "thenyou've doneyour job."

This isexactly the case with Slim's self -titled debut album, the first release of the yearfrom one of the U.K.'s best known underground labels, t:me/em:t. The combinationof vocalist Slim with Tom Smyth and Will Joss of Miasma has produced an albumof restrained, minimal music which allows Slim's extraordinarily gutsy, from -the -heart voice room to carry the tunes, without dominating the overall sound.

At its best, this album sees technology harnessed to the service of a fine andhighly individual singer who delivers strong, direct lyrics dealing with humanthemes, without falling into cliché. EUROPOP ENTERS PACIFIC AGEThe emerging markets of Southeast Asia are always in the news, but most smalllabels in Europe are still stuck exporting small quantities there. A dedicated andcapable label partner and a few adjustments to marketing strategy can, sometimes,make all the difference, as has been the case for the U.K's Ninja Tunes. The label wasasked by its Japanese licensor Toy's Factory to make a custom -mixed album.

Two CDs, one mixed by Japan's DJ Krush, the other by Coldcut, were released inFebruary. Says label manager Peter Quicke: "We were usually selling 1-2,000 of eachalbum, whereas we've done 20,000 of the Krush/Coldcut releases." Also heading eastare Brussels -based Crammed/SSR, who deal with Crystal in Taiwan and Form Pri-vate in Singapore and Malaysia. The label has recently been doing good business inSingapore and Taiwan with the Freezone 3 compilation and, somewhat surprisingly,SSR's underground dance material. Says vice president Hanna Gorjaczkowska:"They love the material but theydon't know how to market it, sowe're working closely with them,building a label image." Accord-ing to Gorjaczkowska, sales aregrowing, although she main-tains there are still precious fewcompanies that know how towork non -mainstream material.

There may only be a fewcapable labels, but they areexpanding across the region.Leading Singapore label FormPrivate already has offices inMalaysia and Hong Kong,while Australian distributorMushroom Distribution Ser-vices (MDS) is also currently building a S.E. Asian network. MDS already worksclosely with Flying In (the import department of Flying Nun) in New Zealand and in-house dance imprint Dancenet has an office in Hong Kong. It's been a good week for French language artists onthe hot 100 albums chart this week. Patricia Kaashurtles in just outside the Top 10 at No.11 behind hercompatriot Jean -Michel Jarre. Her new album DansMa Chair (literally translated as "in my flesh" butmore accurately meaning "in my heart" or "under myskin") is powered there by sales in Germany andSwitzerland as well as Finland. In France, where sheis something of a hardy perennial, she has debuted atnumber 2, and in Germany the

Radiohealbum is at number 35. Kaas' singleQuand J'ai Peur De Tout (When I'mScared Of Everything) has been atradio since January.

The second highest entry is alsoa French act, IAM, one of a growingnumber of acts who are taking rapinto the mainstream. Unlike, forexample, Supreme NTM, who wasrecently given a suspended jail sen-tence for supposedly inciting vio-lence, IAM have a positive message,anti -drugs and concentrating moreon chronicling contemporary Frenchstreet life.

Eternal's Before The Rain album comes in at 33,with this album easily surpassing sales of the last,Always And Forever. EMI says the Netherlands isleading the pack outside the U.K with the marketingof this album, with TV ads on terrestrial TV and loadsof TV promo. Germany and France are the other twoterritories where the album is happening, says themajor. The three girls, signed to First Avenue andlicensed to EMI, will be back in Europe after theirpromo jaunts to Asia and a string of U.K dates inApril. First single Don't You Love Me is also this

week's greatest gainer in airplay points on the Euro-pean Radio Top 50 this week at number 15.

Nestling behind is another EMI new entry, thesoundtrack from the movie, Romeo & Juliet. Imagesfrom this modern-day adaptation of Shakespear'splay have been extensively flyposted, and sales of thealbum have followed in the wake of the film's boxoffice debut in Israel, Greece, Sweden and Italy.Artists featured include Radiohead, The Wannadies,The Cardigans, The Butthole Surfers and One InchPunch. With Trainspotting being one of last year's

sales successes for EMI, it looksas if the U.S. habit of soundtracksynergy is working in Europe too.

The Eurochart Hot 100 singlesalso sees some movement thisweek as the Spice Girls climbthree places to number 3, andSash!'s Encore Une Fois inches upto threaten No Doubt's two -month dominance of the top slot.After seven weeks on the chart,R. Kelly's I Believe I Can Fly isstill going strong, climbing tenplaces to number 6.

Dance music is keeping thesingles chart vibrant this week.

One of the most impressive jumps is Flash by B.B.E.,another French production which has inched its wayup the Border Breakers chart for more than twomonths and is making the break across the channelwith a new entry at number 5 on the "official" U.K.Top 40, on EMI's Positiva label.

Tall Paul's happy house track Rock The House onVirgin's VC label is the highest new entry.

Another, very different beat from Virgin is also thesecond highest entry, as the Chemical Brotherssteams in with Block Rockin' Beats at number 44.

Record Dutchpirate catchAMSTERDAM - Custom officials andmembers of the investigation depart-ment of Dutch authors' rights societiesBuma/Stemra confiscated a shipmentof 96,000 illegal CDs at Schiphol air-port on March 21.

The consignment, which originatedfrom Bulgaria, included brand newrepertoire by U2, No Doubt and DavidBowie. With an estimated retail valueof Hfl4 million ($2.4 million), the catchis said to be the biggest seizure ofpirate CDs made in the Netherlands todate. Officials believe that the counter-feit CDs were destined for sale on theEuropean market.

The seizure comes only a matter ofdays after the European Commissionerresponsible for East European affairs,Hans Van den Broek, returned fromtalks with Bulgarian government offi-cials and politicians on the enforce-ment of measures against the burgeon-ing music piracy scene in that country(for more details see page 7).

In the U.K., investigators from theAnti -Piracy Unit of the British Phono-graphic Industry have also been partic-ularly active in recent weeks.

In a raid (in conjunction with rights'society MCPS) on premises in Oxford-shire in March, they seized 125,000counterfeit CDs-the largest such haulto date in the U.K. On March 7, 20,000bootleg CDs and cassettes were seizedin Glasgow, and on March 12, 40,000counterfeit CDs and cassettes wereconfiscated during a raid on retailpremises in London. The raids were allcarried out in conjunction with localauthority Trading standards officers.

Warner Music Europe presidentManfred Zumkeller announced theappointment in London on March 26.Wandjo will take up the post vacated onMarch 1 by Jurgen Otterstein on a dateyet to be confirmed, but no later thanOctober 1. He will report directly torecently appointed Warner MusicEurope president Central Europe GerdGebhardt (Music & Media, February 22).

Commenting on Wandjo's appoint-ment in a statement Zumkeller says,"Hubert Wandjo is one of the most expe-rienced record executives in the German

music industry. He hasbeen involved in the suc-cessful marketing of bothinternational and domesticrepertoire and has a signif-icant A&R track record."

Zelnik reminded attendees that aVAT rate on recorded music of 5.5 per-cent-similar to that imposed onbooks-was promised by Chirac whenhe was a presidential candidate twoyears ago. Zelnik complained thatFrance has been slow in getting itsEuropean partners to endorse the VATissue and asked for government action.

Mario Monti, European Commissionmember in charge of fiscal issues,recently said that the unanimity of all15 EU State members required on theissue "seemed difficult to reach."

Stephane Martin, chief of staff at theministry of culture, said that, if Chirachas decided to back the idea of lowerVAT on multimedia, it gives "a greaterpolitical leverage" to the issue. However,industry sources note that if the ministryof culture is sympathetic to the notion ofa lower VAT rate, it is the ministry ofeconomy which makes the decisions-and the two have different agendas.

During the SNEP press conference,Martin said that the music industry"needed to give an international per-spective to the movement, otherwisethe European Commission will alwaysconsider that the VAT issue is nothing

but a franco-French issue."Martin urged the music industry to

present a united European front andregretted the lack of commitment onthe issue from artists and consumersacross Europe. Zelnik countered that"record companies are launching aninformation campaign to draw theattention of artists on this issue."

Zelnik also said he expects Frenchretailers to support the fight for a lowerVAT rate. Eric Baptiste, president ofradio group Vive La Radio, said heplanned to "mobilise radio stations inFrance and across Europe."

Zelnik added that the music indus-try's international body IFPI "hasmade [VAT] a priority, and lobbyingactions will take place this year at aEuropean level". However, Music andMedia understands that VAT is nothigh on IFPI's agenda, as not all theEuropean countries or their musicindustries seem to endorse the Frenchapproach to the issue.

Also, IFPI sources say that financeministries are worried that a lower VATrate would mean lower revenues.Another concern from governments isthat, if a lower VAT rate results in alower retail price, it might divert con -

During the SNEP press conferencesome voices raised the question ofwhether France could go solo on thisissue. Jacques Blache, advisor to (per-forming rights society) SACEM's presi-dent Jean -Loup Tournier, proposed ancompletely anti -European strategy.This approach, however, seems to beout of step with that favoured by themajority of the domestic industry.

Blache blasted what he called"Europe's technocratic constraints" andsuggested that, "Like the Brits, it issometimes good to say no to Europe!".Demanding unilateral action, he citedDenmark or Austria, "Two countrieswhich have no artists and nothing buttheir local folk music. They don't see anyinterest in lowering the VAT on records.We have to act our way," he insisted.

Further criticism came from Jean-Claude Petit, president of performers'collecting society Adami, who said,"Artists -performers approve the notionof lower VAT, but they would like tohave a greater say in what's going on inthis industry and would like to knowwhat will be done with that money."

After the initial round of licences foreight new regional stations and 45 localones are issued, the transportation min-ister will take stock of the frequenciesstill available, and broadcasters willthen be invited to apply for those fre-quencies, according to Traimer.

The new radio legislation allows tworegional stations in the capital, Vienna,and one in each of the other eightprovinces. But the only nationwidelicenses will remain in the hands ofstate broadcaster OsterreichischerRundfunk (ORF), which until now hasdominated Austrian broadcasting.

Refering to Murdoch's News Corp'sother Dutch radio interests, specifically a42 percent stake in CHR formatted Radio538 and a 36 percent stake in Classic FM,Lathouwers continues, "As the three sta-tions together have a market share of 21percent...we can see no problem."

The respective licences for both Skyand Radio 538 expire on April 1, thedate originally set for the frequencyauction. To avoid unnecessary hard-ship for the two stations due to theunforeseen delay, the minister oftransport and public works,Annemarie Jorritsma, has granted Skyand Radio 538 interim licenses untilthe auction is finally held.

Industry insiders now expect theauction to be re -scheduled for the year2000, coinciding with the expiry of thenational licences for Holland's publicradio network.

LIE DOWN AND BE COUNTEDElectronic acts can-and do-headline at rock festi-vals and DJs have gatherings such as the WinterMusic Festival. Yet, until Barcelona's Sonar festivalstarted up three years ago, there was no Europeanfocal point for the contemporary electronic area ofdance music. On the menu at the event this year arehouse, techno, trip -hop, ambient and drum 'n' bassin any number of combinations.

Sonar, held between June 12 and 14, will be heldat three different venues in central Barcelona andwill feature live performances from some 200 acts,including France's Daft Punk, Austria's 'cruder &Dorfmeister and Belgium's DJ Morpheus.

This year, the emphasis is on multimedia, withone floor of the Barcelona Centre for ContemporaryCulture housing installations, CD-Roms, and Inter-net connections. Other activities this year will in-clude a small trade fair, panels and seminars.

Those whose punishing schedules don't allowthem to spend three days moving from chill -outroom to club to the "Sonarpub" (20m from the beach,we're told) will be able to view the proceeedings fromspecially -placed cameras which will relay pictures ofguests enjoying the "calming and experimentalmusic forms" via the Internet. Former Metronome MD Albert Slendebroek isleaving Hamburg and returning to his nativeHolland. After the closure of German PolyGramaffiliate Metronome in December (Music & Media,November 30), Slendebroek apparently declinedoffers to continue working for a different memberof the PolyGram family. OTR now understandsthat Slendebroek will take over the driving seat atWarner Music Benelux after Easter.

Xfm, London's first alternative music station,will invest £2 million for its September launch.The station has hired agency Saatchi & Saatchito handle a media and marketing blitz for thefirst six months of transmission.

OTR hears of an interesting possibledevelopment in the wake of the recent jointventure between Sony Music France's imprintTristar and LTC Entertainment-thecompany headed by former Warner MusicFrance president Luigi Theo Calabrese (seepage 3). Calabrese also manages France Gall,who is currently signed to WEA Music, andindustry sources tell OTR that Sony Music isinterested in attracting her into the company'sfold. It's also understood that another WEAartist, Dany Brillant, could be tempted awayfrom the fold by Calabrese.

The U.K.'s Radio Authority is behindschedule for awarding new licences, according tosources. The reason is the time involved inconducting the public interest tests the regulatoris obliged to undertake when consideringawarding certain new services and approving thetransfer of some existing licences.

Expect to hear soon that airplay monitoringcompany Music Control is losing its generalmanager in France, Stephane Barret. The wordis that Barret will be taking a position in a newmusic publishing company, to be set up in France.

It looks as though rPaul Weller has founda new label within thePolyGram groupfollowing the closure ofhis former label Go!Discs. Industry sourcessay that a deal withIsland is in the wings and could be inked soon.

OTR hears that the Bee Gees, on their way toMonaco for the World Music Awards, may stop inCannes on April 15 at the international TVprogrammes market MIP-TV for a briefpromotional appearance to support a 90 -minutedocumentary titled The Life and Music of the BeeGees, covering their 30 -year career and producedby R M Associates.

East West Germany -signed singer SarahBrightman, having struck gold with her TimeTo Say Goodbye duet with Italian tenor AndreaBocelli, is having another go at the classicalcrossover format. Brightman's next single will

. feature Spanish tenor Jose Cura, a discovery ofestablished crossover star Placido Domingo.The duet, Just Show Me How To Love You, isscheduled for release in April.
