Monday PM1 (WG Opening Plenary)

Chairman Apurva Mody called the meeting to order at 1:30PM EST. 9 people were in the room at the opening of the session. Gerald joined from teleconference. Apurva Mody welcomed the participants.

Zhang Xin will act as a secretary for the P802.22.

The Chair Apurva Mody nominated Zhang Xin to be the WG Secretary.

1.2 Approval of Agenda

1.3 Approval of the minutes of the last session

However, since the minutes were not posted 24 hours prior, the Motion to approve the meeting minutes will be deferred until the Closing plenary.

2. Administrative mattersThe chair reviewed the usual administrative slides on Patent Policy, Letter of Assurance, etc.

The chair mentioned that the attendance recording is being done electronically as usual. There were new participants.

3. Dr. Apurva welcomed new comers Dr. Hoang Vinh Dien and Dr. Pin-Hsun Lin from NICT.

4. Dr Apurva Mody talked about participation of 802.22 Working Group companies at the Super Wi-Fi summit. Many companies plan to participate and some plan to demonstrate the first implementations of the 802.22 Prototype. Dr Toh briefly talked about the prototype that Hitachi is building.

6. Press release related to project Advanced Beaconing amendment (802.22.1) was reviewed and discussed.

Tuesday PM1 P802.22b Enhancements for Broadband Services and Monitoring Applications1. The meeting was called to order by the chair at 1335 AM.

2. The P802.22b Task Group Chair, Dr Pyo reminded everyone to mark attendance.

3. The patent policy was read out as well as the Title, PAR and Purpose of 802.22b task group.

4. The agenda as contained in 22-13-0008-00-000b for the coming week was reviewed. The following

motion was proposed to prove the agenda.

5. Achievement in November meeting was reviewed. During the previous face-to-face meeting, 5

proposals and 1 technical contribution were received.

6. Chair presented the face-to-face meeting minute as well as the teleconference minute.

7. Chair discussed the tentative future plan for 802.22b, the following comments were received:

7.1 It was suggested to allocate more time to power-point discussion than word document.

7.2 The point is to compare each proposal; we don’t need to restrict the document type. If we feel

easy to compare in power point format, we can compare using power-point. The text submission

is done in July meeting.

7.3 The plan is to Comine and Select proposals during the July meeting

7.4 Temporary concesus is reached: before July meeting, we can discuss the document in the

form of power point, not using baseline document. The goal is to complete the draft before July

meeting.

7.6 Chair asked if everyone agrees to have the draft ready in July. Some feel this timeline is

aggressive.

7.7 To compare the big picture, it is more efficient to use power point. To compare the details,

text is more effective. To compare the parameter, excel is more effective. Hence, the document

type is not important. In some cases, we may need ad-hoc meeting before face-to-face meeting.

7.8 Q: Time to deployment is much shorter than the standard process. I wish it is reasonable to

compress the timeline.

Wednesday AM2 802.22.1 Advanced BeaconingThe meeting was called to order by Dr Apurva at 10:35AM

Gerald, Jerry and Mr. Ken Carrigan (US Navy) joined from teleconference.

Dr Apurva and Ken discuss briefly on comments of IEEE 802.22 to FCC for operations on 3550 -3650

MHz band before Gerald joined at 1045 AM.

Apurva introduce the newly formed study group to everyone in the room. He will act as an interim chair for 802.22.1 until a candidate volunteer for the position.

Gerald presented the overview of the 802.22.1 Beacon standard (document no: 802.22-13/0010r0).

Future plan: In March, we will work on function requirement document.

Wednesday PM1 802.22a MIBs and Management Place ProdceduresThe meeting was called to order by Dr Apurva at 1330PM.

Wednesday PM2 802.24 Smart Grid

1. The meeting was called to order at 4 pm.

2. Gilb wanted to set precedence of starting the 802.24 sessions on time.

3. Agenda was modified as shown in 24-13-0001-05.

4. Discussion of SGIP

4.1 Nada Golmie (NIST) provided overview on SGIP 2.0.

4.2 SGIP 2.0 is going to be Paying Membership.

4.3 Starting March, things will be based on Membership.

4.4 Currently, SGIP has over 80 members.

5. Discussion of Priority Action Plan (PAP2)

5.1 Developed tools to put requirements in context. To date there are spreadsheets that can do

that.  

5.2 Inputs that they are looking for are: a) Wireless characterization matrix -Need to modify

these parameters -Columns of 802 are currently empty

5.3 Tools are required for link budget, throughputs, channel characteristics etc.

5.4 It was decided that every other Tues there are PAP2 calls from 2-3 pm.

6. The following Question and Comments were received:

6.1 Q Where does SGIP fit? Is it considered open or a closed group? Ans: Regardless of SGIP 2

not being open, NISTR report will be open and published for all

6.2 Parameter matrix is provided first and then tools

6.3 Q: Are draft standards allowed in the matrix and tools? Ans: YES

6.4 Q: What is the goal of the matrix? Ans: Trying to make things simpler for non experts

6.5 Q: When is this due? Ans: ASAP

6.5 Comment: The response for ITU-R question could be the same as for the SGIP input

6.6 Q: Will the documents for SGIP 2.0 be public? Ans: Can’ t answer, Output of PAP2 will be. 

Once PAP2 is finished, it will be in the Catalog of Standards.  Not all the standard referenced will be put

in separately

6.7 Q What about wireline standards. Need to go back to the reason why wireless group was

created, because wireless technologies were found to have issues. In NIST framework document, 802.3

is mentioned.  802.3 has many interfaces and signaling mode. Ans: Yes, but wireless was identified as a

priority issue. 802.3 has backhaul. Perhaps. It can be added. Please provide inputs

6.8 Q: How can 802 participate? Ans: As an entity member. IEEE SA needs to talk to SGIP to

see if there are any partnerships. Several levels – Needs to go to Bill Ashe and Konstantinos

6.9 Comment: Many wireless solutions that serve SG market -

6.10 Call for volunteers to help finish PAP2 and include any 802 technology of their choice.

6.11 Tim Godfrey showed the worksheet that needs to be filled out.

6.12 Comment: This may not be accurate. Nada is saying that give us first order of

approximation

6.13 There are some tools provided as example. The group is looking for values to provide to the

use to guide the user for a particular technology. Bar is not very high. Output of the tools gets included

in matrix – No in the PAP2 document.

6.14 No essays in the matrix

6.15 Potentially we can add some rows to the matrix

6.16 It takes 6-8 months for PAP2 to publish.

Thursday AM1 P802.22b Enhancements for Broadband Services and Monitoring Applications

1. The meeting was called to order by Dr. Pyo at 8:36AM.

2. Link budget calculation was presented by Zhang Xin.

3. There were many questions and Zhang Xin answered those questions.

3. PHY performance for NICT proposal was presented by Dr Oodo.

3.1 Simulation result for channel D should be provided. 20 micro second is not enough, need 70

micro second channel delay spread (dispersion delay). A typical scenario for Channel D is SF

bay area, and the range is from 12-15 km. Ans: 22b coverage area is smaller. Some member

would like to see 60microsecond for the channel delay spread,

3.2 There were many questions on the Pilot pattern

3.3 Legacy pilot pattern disperses the energy between sub-carriers. Some calculation for the

proposed pilot on EIRP would be nice to provide.

3.4 It is suggested to find the channel measured data from Apurva, this is the data used by the

broadcasters.

3.5 Some questions: Why the proposed pilot pattern has better performance, is it in term of

channel estimation? Ans: Proposed pilot can use linear interpolation, while legacy cannot. C:

The ratio between two patterns is the same. It depends on the channel estimation technique used.

Thursday AM2 P802.22b Enhancements for Broadband Services and Monitoring Applications1. The meeting was called to order by Dr. Pyo at 1035AM.

2. “MAC proposal for IEEE 802.22b by Hitachi Kokusai Electric” 22-12-0087-r1 was presented by Dr

Toh.

3. The following questions were received:

Q: How do we know the channel location? Ans: we know it from the database. BS will decide

which channel to allocate to the CPE.

Q: We can access the channel aggregation from DB; L-CPE can’t access DB directly. in that

case, L-CPE needs to communicate with BS. We need to define that message. Ans: Message as

shown in slide 12 will be received.

Q: Which information will show channel index. Ans: Aggregation channel

Q: How can we identify the location of channel index using that information? Ans: there is a

algorithm executed by the base station

Q: Aggregation number is not necessary. 8 bit *n is a little large. We are looking for numbers

less than 10. It was Suggested to reduce to 5 bi * n. Ans: 8 bit =1 byte, which is easy for

implementation

Q: In slide 8, channel allocation manager, how is it different from spectrum manager in the

legacy. Ans: Spectrum manager didn’t do channel allocation in legacy 802.22, because only one

channel. Also it didn’t have the function to deal with multiple-structure which consists of BS,

and L-CPE and H-CPE. Main difference is multi-channel operation and single channel operation.

4. The next item is the discussion of future plan.

Slide 7 of 22-12-0110-00-000b is shown. From our earlier discussion, it is difficult to create text

document.

Slide 21 from 22-13-0009-01-000b is shown. The new approach is to create TOC as a working

document. Before March, we create technical item and assign volunteer for each item.

Comment: Before the input of detailed technical item, we can submit input step by step, item by item.

We may need to compromise concept. TOC will be served as a skeleton. And details will be filled up

slowly step by step after we compromised concept.

Chair request main picture from each presenter. Question such as “Is main picture for full proposal or

contribution” is asked. Answer is it doesn’t matter.

Closing Report- 802.22b task groupWe had two technical contributions. We had good discussion in the morning and we have discussed our future plan

- TGA All the things related to MIB are done; all the things related to management are done. We are going to recirculate ballot in march.

- 802.18 802.22 provide several comments to 802.18 to address FCC regulatory issue. but many are removed, and right now, we need to input comments again.
