PGANE, NYPGA, and the Veteran Education & Transition Services (V.E.T.S.) propose to partner together in order to provide thepropane industry and veterans with the education, training and outreach necessary to increase military recruitment into thepropane industry in New England and New York State from US military service members. Many propane companies do notunderstand how to access military GI benefits for training and to minimize their employee expenses, or how to properly attractmilitary personnel. PGANE and NYPGA plan to work collaboratively with V.E.T.S. to provide this training to our industry so that wecan increase the number of qualified veterans working with propane in this 7-state region. PGANE and NYPGA plan to work withV.E.T.S. to develop outreach materials aimed at veteran groups in our regions so that we can educate the military communityabout the benefits of the propane industry and successfully recruit human resources necessary to the survival and growth of thepropane industry.

PGANE has applied for national funding for this program and has received a grant in the amount of $50,000 under Docket#21740. This application for funding from the NE Propane Foundation will help co-fund that project.

The 30 propane company audits will be open to any marketers (members or non-members) and available on a first-come, first-served basis. We will be primarily promoting this benefit through the Vets2Techs website, but also through any and all socialmedia platforms. This opportunity will be open to anyone. Companies will be selected by the V.E.T.S. organization on a first-come, first served basis and neither PGANE nor NYPGA will have any influence on the selection. PGANE funding will be in-kindonly through the use of our Vets2Techs website link in our weekly email newsletter and other social media platforms.

Cost Benefit Analysis:Describe potential risks mitigated by the successful completion of the project.

V.E.T.S will work with PGANE and NYPGA to create awareness for all propane companies and associated businesses bycontacting and visiting military units and providing the military community with a direct connection to the open positions, availabletraining, and benefits each company offers. This is critical to propane marketers in need of sustainable employees.

The discipline provided by veterans as well as the fact that veterans can obtain a CDL-B via the DOT waiver makes veteranshighly valuable employees. Veterans also may have additional skills gained through service that will translate to the propaneindustry.

This makes the veteran’s seeking new career opportunities a valuable asset to the propane industry.

Evaluation Statement:Identification of the method(s) to be used by the applicant to evaluate the impact of the program or project upon its completion, aswell as other measures that may be useful to the Council in its evaluation of the project.

The desired outcome is to provide the propane industry with the education and training to hire, train, and retain skilled militaryemployees. Success will be measured by the result’s received by both the propane industry and veteran community.

We will measure our success within the propane industry by the number of marketers assisted with veteran recruitment, number ofmarketers participating in educational deliverables, and the number of military candidates that enter the propane industry.

We will measure our success within the veteran community by the number of contacts made, number of interviews, and thenumber of hires. For the funding period, we project the number of veteran contacts made will average between 15,000 and 8,000service members, and the number of candidate interviews to range between 200 and 300. The percentage of hires will determinethe success of the program; We are seeking to achieve a 30% hire rate.

Through the portals www.vet2techs.com and www.vets2.org marketers and vendors can post ANY open positions. Veterans can search for career opportunities and also post resumes, qualifications and certifications for the employer’s review and consideration.

Live seminars:

These one-hour seminars would serve as an extension of the webinars. They would be conducted by our

expert recruiters. These seminars would cover the essentials of how to market your companies to

veterans as well as how to take access the veteran programs for potentials candidate as well as your

current veteran employees. These seminars would be interactive and would allow the marketers to ask

questions to our in-house experts.

These reports would update you on the status of our activity in your associations area. The reports would include the numbers of marketers that have engaged with V2T, the numbers of veterans we have contacted via our efforts.

Brochures:

These brochures would be designed to be sent to local veteran groups and they would articulate the many benefits of a career in the energy industry. The brochures would include a direct call to action for the veterans to sign up and post their resume.

Newsletters:

These newsletters would be sent quarterly (hard copy and/or email) to energy marketers. They would include updates on veteran programs on the state and national level. The newsletter would also spotlight success stories and current veterans working in the industry. The newsletter would also include helpful hints in the hiring practices of veterans

Veteran Audit Service:

This audit service would include helping marketers identify which of their employees are veterans and, based on their veteran status, what programs/benefits are currently available to them. Through this audit, we would be able to determine how much money a company could save based on the various programs available to veterans and make recommendations on how to access these programs. On a move forward basis, this audit would also help the marketers to understand the actual value/cost saving of hiring a veteran at their company.

Military Career Fairs:

These military career fairs will be held at local DOD facilities throughout the New England states specifically targeting high military population areas. The V.E.T.S. team reserves local armories, NCO training academies, and base facility centers to hold the career fairs and educational sessions for military personnel. These events will include leveraging available local, state, and federal military program personnel to market this event to the veteran community and attendance of local marketers to represent their company and provide education on what to expect when choosing a career within the propane industry.

The V.E.T.S. accounting team will request an outline of the provided services and assumed values 45

days prior to PERC quarterly program report submission. NYPGA will be responsible for providing this

information to the V.E.T.S. accounting team throughout the duration of the program. In the event a

contribution in kind service is not reported 15 days prior to the quarterly report release date the balance

Program Funds Tracking for PERC Quarterly Reporting

The V.E.T.S. accounting team will request an outline of the provided services and assumed values 45

days prior to PERC quarterly program report submission. PGANE will be responsible for providing this

information to the V.E.T.S. accounting team throughout the duration of the program. In the event a

contribution in kind service is not reported 15 days prior to the quarterly report release date the balance

of the following quarters report will reflect the contribution (See example below).
