Three periods are identified: pre-colonial, colonial (Japanese occupation) and post-colonial (dependent capitalism). This paper argues that Korea, which has long been dominated by the state in many facets of its socio-economic and political activity, is undergoing a fundamental change from a "developmental state" to a "third party government", and the pace of the transformation has quickened since the economic crisis of 1997. Distinguishing features of this transformation have been the pervasive sharing of responsibility for the delivery of publicly-financed services and the exercise of governmental authority with a host of what Salamon (1995) called "third parties" which include local governments, quasi-autonomous (regulatory) agencies, quangos, non-transformed the way it provides many vital and peripheral public services by privatizing or contracting out to private agencies, but also substantial changes have been made as to how it makes policy by forming a more "inclusive policy network" rather than the usual "exclusive network". By examining the changes in both the scale of government activity one can detect a fundamental transformation in the way the state operates in both the policy formulation and implementation stages. The changes brought by these three factors require a new thinking on terms

'public management' and "public responsibility" in Korea. Privatization of public services in a board sense, the utilization of advisory committees, and the growing influence of NGOs have caused the public and private sectors to have multiple and overlapping responsibilities. Throughts must to be given to how public values and probity can be preserved while maintaining and improving safeguards against increased opportunities for bureaucratic and political behavior. This essay explores a salient topic that is often overlooked in studies on South Korea's policies toward North Korea: the profound effect on inter-Korean ties brought about by the evolution of South Korea from authoritarianism to democracy in the last 16 years. It also wishes to address the thesis of whether democratization causes war, using South Korea as a case study. Mansfield and Snyder have argued that democratizing states tend to be belligerent, because both old and new elite often resort to nationalist / ideological appeals to mobilize mass allies to defend their threatened positions and stake out new ones, and then found that the masses, once mobilized, are difficult to control. This essay submits that, whether a democratizing state wants to court conflict with another state depends very much on what these nationalist / ideological positions are. The external policies of a democratizing state will become more cooperative, if the elite promote the pacific preferences of newly empowered constituencies. In post-authoritarian South Korea, this linkage has favoured policies that reduce, rather than exacerbate, external tension. Although there have been ups and downs in inter-Korean relations since democratization in South Korea, on the whole, relations between the two Koreas have improved. Participation by intellectual, student, labour, clerical and other "leftist" forces in the political process of South Korea has legitimized hitherto suppressed or muted calls for better relations with the North. It has even led to a change in the security thinking of the government in Seoul, from equating state security with regime security, to identifying it with the security of all Koreans. (Pac Aff/DÜI)

In historical perspective, the Asian-Pacific area is a latecomer in the development of democracy and the welfare state. However, during the last two decades some Asian countries have established democratic rule. In some countries, governments have implemented ambitious programmes to extend social security systems and to enlarge the institutional structure of their welfare state. This article explores the correlation between democratisation and the reform of welfare regimes in three new Asian democracies: South Korea, Thailand and the Philippines. The core questions are: does democratisation positively correlate with expansive welfare policies? If it does, how does it influence social policy-making? What is the political economy of welfare state reforms in new Asian democracies? The article argues that welfare reforms can be explained with the political economy of legitimacy and the power-seeking strategies of political elites. Democratisation confronts political elites and "the" state with new challenges to which they reacted by expanding the state element within their emerging welfare regimes. (WeltTrends / SWP)

The five-year term of President Kim Dae Jung ended up deepening political cleavages in the wake of growing social conflicts. (The authors) find it ironic that the Kim Dae Jung regime, the first case of horizontal power transfer through election, has seen social conflicts worsening instead of weakening. Since the economic crisis of 1997, the country has undergone a profound societal and political transformation as a result of the International Monetary Fund (IMF)'s program of liberalisation, privatisation and deregulation. (The authors) investigate the structural realignment - power shift, social conflicts, and coalition change - in the wake of the economic crisis in Korea. (They) critically examine the impact of various reform measures on state-society relations. (Their) starting point is a belief that the stability of a regime depends not only on economic performance but also on social and political performance. The current Korean situation might even suggest that social and political factors are more important than economic performance in evaluating structural adjustment programs. (The authors) begin by examining the underlying nature of the Kim Dae Jung regime's reform measures. Countries in the third wave of democratization have introduced competitive elections before establishing basic institutions of a modern state such as the rule of law, institutions of civil society and the accountability of governors. By contrast, countries in the first wave of democratization became modern states before universal suffrage was introduced. Because they have democratized backwards, most third-wave countries are currently incomplete democracies. Incomplete democracies can develop in three different ways: completing democratization; repudiating free elections and turning to an undemocratic alternative; or falling into a low-level equilibrium trap in which the inadequacies of elites are matched by low popular demands and expectations. The significance of incomplete democratization is shown by analysing public opinion survey data from three new democracies varying in their predecessor regimes: the Russian Federation (a totalitarian past); the Czech Republic (both a democratic and a totalitarian past) and the Republic of Korea (formerly an authoritarian military regime). The 360-degree feedback involves all aspects of a group: managers, colleagues, subordinates, and customers. Recently, the Korean Civil Service Commission (CSC) supports the use of multiple raters as an effective method of assessing performance, both for developmental and appraisal needs. The 360-degree feedback was officially adopted for employee promotion in the Korean central government in 1998. However, there are direct costs in designing 360-degree feedback instruments and in training sessions for implementation, as well as human costs that include confusion and fear about 360-degree feedback. Like many organisational change efforts, cultures and habits are slow to change. Autocratic managers can be reluctant to change the rules in any fashion that could pose a threat to their positions of power. (Asian J Pol Sci/DÜI)

What happened under the rubric of small-government reform slogans during the era of cutback management in Japan and Korea? This paper analyzes and discusses the structural changes of the central state apparatus, and provides implications to the constraints and opportunities of administrative reforms in Japan and Korea. Applying the "bureau-shaping mode" of Patrick Dunleavy; we find substantive validity for the bureau-shaping strategy in both countries; both state apparatus have been shaping their delivery agencies into transfer, contract and control agencies. However, the degree of changes was not enough (especially, in Japan) to strongly test the hypotheses of the bureau-shaping model. Now, structural changes of the state apparatus in both countries are expected to be more radical than those in past years. Mit Hilfe der Huntingtonschen Institutionalisierungskriterien (Anpassungsfähigkeit, Komplexität, Autonomie und Kohärenz) wird gezeigt, dass die Parteien Südkoreas durch eine vergleichweise schwache Institutionalisierung gekennzeichnet sind. Hinsichtlich der Ursachen legen die Ergebnisse der Untersuchung nahe, dass historische Rahmenbedingungen und Aspekte der politischen Kultur die schwache Institutionalisierung zwar begünstigen, dass aber letztlich die Reaktion der politischen Führer Südkoreas auf institutionelle Anreize und ihre Haltung gegenüber den Parteien die ausschlaggebenden Faktoren sind. The article discusses one of the most important institutional reforms new democracies faces: the question why, how and when to reform the electoral system. Starting with a more general discussion about the functions of electoral systems and elections in democratic systems, the paper explores the working of the electoral system in South Korea. It will be shown that the functional weaknesses of the electoral system in South Korea are not related to its capacity to produce political majorities or to transform voter preferences into the representation of political parties. Contrary to this, the party building function of the electoral system is the weakest point of the current system. However, it will be shown that this problem is not very much discussed in South Korea. Even more, the reforms discussed in the reform discourse in South Korea do not seem to be very helpful for improving this capacity of the system. Therefore, the article ends with some alternative reform proposals. (Asien/DÜI)

It is the author's thesis that the growth for popular support for a competitive multiparty system plays a crucial role in consolidating democracy in South Korea. However, the level of party support by the South Korean electorate has been low. About 40 to 45 per cent of South Koreans do not identify with any party. The author inquires who these party non-identifiers are, why they do not support any party and whether there are differences in issue orientation between party identifiers and non-identifiers. Roh Moo Hyun's victory in the presidential election 2002 actually was a victory of the internet over the dominating and highly conservative print media in Korea. In opposition to these media the internet became essential in the formation of public opinion. The openness and the speed of the internet laid the basis for new forms of political participation and mobilization, particularly among the younger, computer-literate generations. Transcending the role of the passive electorate they became active citizens. This internet-based mobilization may take the development of democracy in Korea to new shores. (Asien/DÜI)

The 2002 presidential election in South Korea was seen by some commentators as a "generational earthquake". It was argued that younger voters, defined as those belonging to the 20-30 age groups, has become more mobolized and active than in any previous election, and that consequently the presistent regionalism that had characterized South Korean national elections for so long was finally at an end. It was also claimed that the 2002 election marked a repositioning of ideology and policy preferences at centre stage. The present article, however, argues that while ideology and policy preferences did indeed assume greater importance, and while generational issues also came to the fore, yet the predominant factor in the 2002 election remained - as in previous presidential elections in South Korea - a persistent, almost static, regional voting pattern. Does the lack of competitive elections in the less democratic newly industrialized or industrializing countries (NICs) mean that their governments are unconstrained by their citizens' preferences for economic performance? In this article, I show how non-electoral mechanisms in the less democratic NICs of South Korea, Singapore and Malaysia constrain their governments. Governments pay attention to the effects of policies on economic performance because labour disquiet and disinvestment are likely to arise otherwise. To pre-empt labour disquiet and disinvestment, the governments offer 'credible apologies' that include punishment and monitoring of government when economic performance is less than optimal in these countries. When they fail to offer credible apologies, labour and producers respond with strikes and disinvestment. Governments' credible apologies play an important role in explaining labour quiescence and production investment. The argument and evidence contrasts with the general impression that governments in the less democratic NICs are constrained only by elites or are responsible only to themselves. The analysis shows that governments use bargaining mechanisms even where the citizens are perceived as meek and without bargaining strength. (British Journal of Political Science / FUB)
