employees can feel at home and can develop. In close collaboration with business
connections, experiments and innovations can be performed.

LOBO is the TVET teacher training institute of Ministry of Education and Community
Development (MINOV) which:
1. Trains competent and qualified TVET teachers for secondary education 2. Offers programs learning the use of modern teaching methods 3. Offers programs which stimulate leadership and communication skills with the focus on
innovative technology system 4. Offers programs, which are market-driven without losing the focus on national and
international education policies.

Brief history Note: The educational system in Suriname finds its roots in the Netherlands. As such, the educational system is somewhat different from the English-based educational system found elsewhere in CARICOM. LOBO, started in 1994 as a result of the restructuring of the old existing OLNO (Opleiding Leraren Nijverheidsonderwijs), the TVET Teacher Training College. The restructuring aimed at the new developments, the shortages of specific trainers at the upper secondary level and at the same time towards the start of a Polytechnic College (PTC) in 1997. The first step towards that goal was the restructuring of OLNO into LOBO, with a 3-year evening program, after which the graduates are fully qualified teachers on junior secondary level. The second step was the start of LOMBO (TVET Teacher Training College for Upper Secondary level), which has been a 3-year evening program to facilitate the articulation after LOBO and within the cadre of a Polytechnic College, to prepare and develop the necessary conditions. Source “De eerste stap: de herstructurering OLNO” November 1993 LOBO is a teacher training college that was setup to provide fully qualified teachers on the secondary level, while PTC was setup to deliver highly qualified skilled employees for industry. The fully qualified teachers are committed to deliver well trained students for community/Industry. PTC was founded in November 1997 as an institute of Higher Vocational Education in Suriname. In the board, representatives of the public sector and the private sector are seated. From the start, the institute offered the disciplines of Electrical Engineering, Mechanical Engineering and Infrastructure. Since October 2007, the range was extended with the disciplines International Agribusiness, Information and Communication Technology and Higher Laboratory Education. On establishment of PTC three factors have played an important role:
1) The need of the private sector for highly skilled workers. 2) The brain drain due to the emigration of highly skilled professionals and students who
after studying abroad did not return to Suriname. 3) The realization that it is more effective to educate in own country.

These three factors and the fact that many people with jobs, who have adequate qualifications to enter Higher Vocational Education level, have caused PTC to start as a part-time higher vocational institute in the evening.
In the first years PTC mainly worked on development of the organizational structure. Attention was also paid to: curriculum development (5-years programs), initiation of new programs and the development and creation of the teaching staff. PTC – Suriname as a Foundation has a board of 9 members. The board is responsible for the overall policy making for the institute with support from the director. The director holds the responsibility for the daily operations. Each discipline has a coordinator who supports the director. Both, PTC and LOBO are located in the capital of Suriname, Paramaribo, in short distance from each other. Because of the geographical situation both institutions have in their planning the implementation of distance education to enable more students to have their education, but it also will strengthen the sector and community where these students work and live.
Priorities for the next 2-3 years PTC LOBO 1. PTC wants to enhance the quality of service to meet international standards.
1. LOBO initiation of structural collaboration with industry (platform)
2. Guarantee a smooth inflow, internal flow and outflow. (students)

3. Design and develop competency based curricula
4. The introduction of distance education programs.
5. Development of a new program in food processing technology according to CVQ’s.
6. To adjust the old Dutch oriented system into a CBET-system, that meets comparative the requirements of the CSME, noting that Suriname is Dutch speaking.
2 Situational Needs and Expectations As quoted above, one of our priorities is the establishment of the discipline: food processing technology. For this project, the PTC (as lead) will partner with LOBO. Design and development of the new food processing technology program requires on secondary vocational level also a sound agriculture program. PTC and LOBO must be able to deliver the teachers/professionals for this level. The C-EFE partnership will provide an excellent opportunity for us to design the curriculum to meet industry needs. To develop the curriculum there will be need for expert assistance from a Canadian college. Considering the fact that we lack any education in food processing technology in Suriname, the need for adequate lecturers in this area is predictable. Unfortunately, we do not have an advisory committee or lead industry body in this sector because of the same reason. PTC, and the Canadian partner, will consult with industry-groups

and the farming community to ensure the development of a curriculum based on the needs of the employers/agricultural sector. Our education system is mainly Dutch oriented. It is in the past last years that our education system is focusing on the development in the CARICOM. We need to adjust the system to comply with the CVQ standards, regardless of our formal Dutch language. Beginning with food processing technology, others discipline will be examined and adjusted according to the CVQ standards. Strengthening our institution at the administrative and pedagogical levels would also be very high on our priority list. There is a strong desire for our instructors to develop and adapt their curricula and their teaching methods to the requirements of the Competency Based Education Model. Because of the desire, the need for structured training in Competency Based Educational Models and therefore curriculum design and assessment methods on “train the trainers” level is of top priority. At the institutional level LOBO will embed the CBE-Models in the programmes and train teachers to adjust and develop CBE programmes at secondary level. This will improve the integration of the skilled Surinamese persons within the Caribbean. The upgrading of the qualifications of the teaching staff is essential in order to be able to certify the learners for the CVQ as an ultimate goal of this partnership. Technical skills upgrading for some instructors is also needed.
3 Project Context Suriname has vast agricultural potential. In Caricom, 4 billion dollars of food is imported each year. Suriname is therefore uniquely positioned to produce foodstuffs for Caricom and reduce the extensive importation of imported food. The food processing program will support the government program which indicates the desire to become the supplier of food for the region. The policy document, Kruispunt, and Presidential statements have indicated this desire. Because of this, Suriname is hosting the CAHFSA (the Caribbean Agricultural Health and Food Safety Agency) which is responsible for the health and safety standards in the region. So Suriname needs to integrate the NVQ with the CVQ. This integration is pressuring PTC and LOBO to develop their curricula in such a way that it is incompliance with the CVQ. For this, both institutions will need to strengthen their capabilities and are looking for assistance in developing these programs.

Staff The PTC staff consists of 24 persons. The LOBO staff consists of 14 persons
Number of teachers PTC has a teaching staff which consists of 137 lecturers. At the moment we have 19 tutors and 2 trainees. This data is variable due to the programs contents. LOBO has a teaching staff which consists of 39 lecturers (25 male and 14 female), which number vary according to the program schedule at hand.

Qualifications Both, PTC and LOBO qualifications of lectures include: bachelor and master degrees or equivalent along with other professional qualifications.
Other In general there are more males than females involved in the teaching. This follows the trend where males outnumber the females in the student populations of vocational training, except for the Higher Laboratory Education (PTC) and the non technical engineering programs of LOBO. As for the tutors, they are mostly females.
5 Program Sector Development FOR C-EFE Identify the program to be developed/ renewed and the CVQ level to be targeted. Agriculture is the C-EFE sector that is to be developed. In developing a food processing technology program level 4-5 Caricom standards, PTC and LOBO will help to add value to the agricultural development in Suriname and deliver professionals/teachers for the industry and to teach in level 1,-2 and -3. This food technology program will graduate students who will have competences related to food-handling, food-preparation, hygiene, proper packaging and proper preservation. This new program will help develop a new export sector for Suriname that will lead to more employment and a more competitive economy. The goal of a new food processing technology sector is government policy. This is stated in a report of the ministry of Agriculture and a government document named “Kruispunt”. Farmers groups and manufacturing groups are most interested in the development of this new sector. Much of the food processing in Suriname is done in an unsupervised manner and unregulated. The current food processing does not meet the international export standards. Is this a new program or one that needs updating? Food processing is new program within the PTC and LOBO, which will stimulate the agriculture sector and increase interest for the agricultural programs in secondary level. What are the anticipated entry-level qualifications for this program? The entry level for this program will be the upper secondary level as it is with all other program of the college. Are there supports in place to assist those who do not meet the entry level qualifications to prepare for the program? No, but PTC is interested in introducing PLAR into the food processing program. How are employers or industry representatives currently involved in the development and delivery of your programs? Both formal and informal consultation is undertaken with industry/employers. Most of part-time teachers are from the industry and student’s performances are evaluated by industry while doing internships.
