belonging to the former.Technology will soonmake this a thing of thepast. The very latestpiece of letting agentkit is a handhelddevice which takes a“before” picture ofevery item described onan inventory, and it canthen detect changes monthsafterwards. Venmore, which actsas letting agent to 2,000properties, has a four-strong teamof dedicated inventory takers whowill photograph and grade thecondition of all parts of theproperty, before, during and aftera tenancy ends.
“This continuity means theyestablish a relationship with thetenant and the landlord and areaware of any changes to theproperty’s condition and can givenotice to the tenant to put theproperty in order,” says Venmorelettings manager Darren Kay. “Itputs the landlord in a strongposition if any disputes comealong later. A good qualityinventory is as important as atenancy agreement.”
TAKING CARETop of the list of new home turn-offs are signs of neglect like loose
wires, ancient cookers andold, sagging sofas – not
just unsightly butpotentiallydangerous.
In response theGovernment has set
down stringent safetystandards that all landlords
must now adhere. Lynsey Smith,lettings manager at Jones LangLaSalle explains: “Legislationrelating to safety in rentedproperties which must beobserved includes the Furniture& Furnishing Regulations andthe Gas Safety & The ElectricalEquipment Regulations. Inaddition any property with a gassupply must be checked annuallyby a Corgi Registered engineer toensure all appliances are safe andin good working order.”
The government also requiresevery property to be equippedwith an Energy PerformanceCertificate before it is let.
THE RIGHTMATCHThe course of true love never did
run smooth, but a tenantbackground check helps
minimise futureproblems. AndrewLouis’s exhaustive,ARLA complianttenant checks
increase the odds of agood match. They
include creditchecks, photoidentification, proof ofprior address andability to pay – usuallyin the form of threewage slips – and areference from a previouslandlord. Where necessary aguarantor is also required in casethe tenant can’t pay.
In return though, the tenantshould get a model landlord. “Wenever go in a property without atleast 48 hours written notice andemergency repairs are carried outwithout having to go to the ownerfirst,” says Louis Anastasiou,director of Andrew Louis. “Inessence we are a stakeholderbetween the landlord andtenant.”
A CIVILPARTNERSHIPHaving landlord andtenantresponsibilities setout in black andwhite detersdisputes and isvital in the case ofa sudden split.A tenancy agreement isa legally binding contractbetween a landlord and tenantthat sets out both the legal andcontractual responsibilities andobligations of the two parties.Most letting agents use a standardtemplate for their short termassured tenancy agreement,checked by a lawyer, which detailsof each tenant and landlord canbe added to. It should bewritten in plainlanguage and be fairand balanced. “Agood contract willleave no room formisinterpretation bytenant or landlord andtherefore prevent disputesin the future,” says Alan Bevan,director of City Residential. “It’s agood idea to include who hasliability for what – for exampleboiler repairs – and the processfor getting repairs done.”
GUARDING THE NEST EGGOnce upon a time a deposit wassomething a landlord could
pocket as a nice littlewindfall when a
tenancy wound up.Not any more.Within 14 days ofthe deposit’sreceipt landlords
are to put it into athird party tenancy
deposit scheme andboth parties must agree to
any portion of it being withheldwhen the tenancy ends. Depositis between one and three monthsrent depending on the value offixtures and fittings. ExplainsSue Taylor of Keppie Massie: “Atthe end of the term the client cango online to request it back and ifeverything of the same standardas when they moved in, they getit returned.”
If the tenant disputes anysum of money to be withheldthe decision is passed to the
tenancy deposit scheme forthird party adjudication, where
the onus is on the agent toprovide evidence of
damage. “To be totally fair,
we visit the propertybefore the tenancyends and give them
the chance to get itback to the right
standard,” says Sue. “Theymay have forgotten to clean theoven for example, which wouldcost £50 to get a cleaner in todo, and they may wish to savemoney and do it themselves.”
FOR RICHER FOR POORERThe obvious deal breaker in a
tenancy is if the tenant stopspaying, and if it happens,
being able to amicablyand quickly resolvesuch a problem isvital.
Here, letting agentscome into their own and
can act as arbitrators. “Theimportant thing is to pick anyproblem up early and get to theroot of the problem as quickly aspossible,” says Phil Lawton,director of Sutton Kersh. “Ouragents can assess, realistically, ifthe tenant is going to pay and isstalling for time, or whether theyhave decided they are not to pay.We’ll help both sides come to asolution. If the tenant issuddenly out of work forexample we can liaise with theHousing Benefit department.People in our arrears departmentoften take on the role ofcounsellors.”
After two months of arrearslandlords can serve a HousingAct 1988 Section 21 Notice toQuit. Letting agents ensure theproceedings are watertight.

The opening of the Museum of Liverpool is this year’s most hotly anticipated event - and after 10years in the making the world’s only museum telling the story of one city is finally to open on July
22. The mastermind behind the museum, bringing all the strands of the city together, is JanetDugdale, director of the museum. With a job that involves interpreting the stories of Liverpool fromthe cotton industry to sport, to its rich musical heritage, Janet reveals what exactly lies behind the
sweeping walls of this unique geometrical building. It could only happen in Liverpool.
hat is the new Museum ofLiverpool?It’s the first national museum,probably in the world, to tell thestory of one city. Liverpool has a
huge story to tell. It’s not like any other cityin Britain. The Liverpool story works on somany layers, and the people of the citymake a huge difference to how the city hasseen itself, so we felt it was very importantto have city museum that explains whatLiverpool is all about. What will the museum include?There are four big galleries that tell thestory of Liverpool as a global city. TheGreat Port gallery tells the story of the portand the People’s Republic gallery is aboutthe social history of the city. WondrousPlace looks at all the entertainers, the sportpeople and we have some permanent storiesparticularly about how people came to thecity, about how it’s been linked to placesacross the world. We also feature sport andfootball and music on a permanent basis.Within all the galleries we have specialexhibitions and smaller in focus displays. The museum is opening officially in
July, but not in its entirety. What othersections will eventually open?On the ground floor we’re opening ourGlobal City gallery and our LittleLiverpool gallery which is aimed at ayounger visitors. We’re also opening oursecond floor galleries with the People’sRepublic and Wondrous Place, which havethe fantastic views across the Mersey andout onto the city. Then in winter, we’reopening up the first floor of the museumwhich has a history and archaeologyinteractive gallery called HistoryDetectives. We will also open The GreatPort and Liverpool Overhead RailwayGallery. However, there’s a huge amount tosee when it opens in July.The museum has actually gone past itsdeadline for opening, what were thehurdles it faced?It has been years in the making and as withany big project there were quite a fewhurdles in terms of funding and permissions.But at the same time there’s a huge amountgone into creating a fantastic building forNational Museums Liverpool and also forLiverpool in the long term. When we arefully open we will have almost 6,000 objectson display with 70 films and interactivetouch screens, so there’s a lot of content.For me the biggest challenge creatively hasalways been how to manage to delivereverything that we wanted to deliverbecause our ambition has always been high.
Creating a museum is like writing many,many novels and directing a number offilms, but then you’ve got the wholechallenge of three-dimensional objects andwhere to put them and how they fit with thestories. It is a very creative process dealingwith many different types of media.What is your favourite piece in themuseum? I have a new favourite thing every week. I’mreally proud of what we’ve done with ourfootball film which is called Kicking andScreaming; that’s shown in quite animmersive environment and I’m lookingforward to people engaging with that. To me,the museum is not complete until we’ve gotvisitors visiting and using the museum.We’ve also done a number of things forchildren, so I’m really looking forward tochildren using the gallery and engaging withour interactive spider Winnie. How is the community becominginvolved in the museum?One of my real hopes for the museum isour really strong collection of Liverpoolvoices, where we’ve collected the public’sstories and I think that brings anotherdimension to what we’re doing. We have apost-box from Fazarkerley Children’sHome on display and we’re asking peopleto post their memories of childhood andgrowing up. Linked to that we’ve workedon a film about growing up and growingolder in Liverpool.

I havealways dreamed of having a balcony up there toenjoy summer mornings and evenings, andreally would like to know if you think this could be a possibility? If it iswhat kind of balcony would we be able to have, and would we need planning permission?
Adding a balcony to an existing building can be a great way of adding light to a room andcreating outdoor space. Careful planning and consideration is needed before you commit tothe project. The first issue would be to investigate whether by adding the balcony you will beblocking light from any of the rooms downstairs in your property. Secondly I would contactthe local planning office as you usually need planning permission for such projects andthirdly I would recommend that you seek the expertise from a structural engineer andexperienced builder. Nawaz, whohas been with the

fter 47 years, the curtain came down on the EverymanTheatre on July 2 ahead of its multimillion-poundredevelopment.
Crowds gathered at the theatre to witness The Finale, a 20-minute ceremony created by Slung Low theatre company, withthe fitting finale included bagpipers and a New Orleans stylefuneral jazz band.
Thousands attended the free event, with guests first invitedon a guided tour around the theatre whilst listening tomemories of the Everyman from familiar voices throughheadphones. The spectacular evening ended on Hope Street,where Stuart Richman, who appeared in the first Everymanshow in 1964, gave an emotional speech.
