1.0 INTRODUCTION & PROJECT DESCRIPTION:

Neo Pharma Pvt. Ltd. have proposed Residential Development on plot bearing Survey No. 12 (P) at

Village Baner, Taluka - Haveli, Dist. - Pune, State -Maharashtra. T The project site under reference is in

the jurisdiction of Pune Municipal Corporation (P.M.C.). The site under reference is in Residential Zone

The project is certified by Indian Green Building Council (IGBC) for Platinum rating.

Main vision of the project is to offer a residential development within gated community, setting a new

standard of living. Along with Sale Component this project also offers flats for High Density Housing

(HDH) and one building in HDH shall be handed over to Pune Municipal Corporation

The project has received earlier Environmental clearance (EC) dated 29th September 2014. As there is

amendment and expansion in the proposal, have reapplied for expansion in the earlier Environmental

Clearance

As per the Environment Impact Assessment (EIA) Notification dated 14th September 2006 as

amended, the proposed project falls under 'Category A' with activity number '8 (b)', which require

preparation of EIA Report.

The EIA Report shall address the environmental impacts of the project and proposes the mitigation

measures for the same. The EIA Report shall be prepared based on standard TOR notified by MoEF

on dt. 10.04.2015 and as per the guidelines given in Environmental Impact Assessment Guidance

Manual for building construction & Township/area development projects by Ministry of Environment, Forests and Climate Change (MoEF & CC)

2.0 PROJECT DESCRIPTION:

3.0 STUDY AREA:

The report shall include detailed characterization of existing status of environment in an area of 10 Km

radius around the project site.

As per the Standard Terms of Reference (ToR) notified on dt. 10/04/2015 for building construction &

Township/area development projects by MoEF study area considered for this report is 10 km radius

around the project site.

Map of the study area clearly delineating the location of various monitoring stations (air/ water/ soil

and noise) superimposed with location of habitats shall be shown. Primary data is collected for one

season except rainy season.

Classification of the study area and generation of the baseline data is as per Guidance Manual for

Building, Construction & Township/ area development projects approved by MoEF for preparation of

EIA report and as per the Standard Terms of Reference (ToR) notified on dt. 10/04/2015 for building

construction projects by MoEF.

4.0 METHODOLOGY

Classification of the study area and generation of the baseline data is as per Guidance Manual for

Building, Construction projects approved by MoEF & CC for preparation of EIA report and as per the

Standard Terms of Reference (ToR) notified on dt. 10/04/2015 for building construction & Township/area development projects by MoEF & CC.

Generation of Baseline Data:

Baseline information with respect to air quality, noise level and soil quality in the study area is

collected by conducting primary sampling / field studies during March 2017 to May 2017 (Pre-

monsoon season). Baseline status of Land, Biological and Socio-economic environment shall be

studied by an accredited expert.

Please Note: We have already carried out the baseline data generation including ambient air

quality, Noise level, soil, water quality etc. in the month of March 2017 to May 2017. This may

please be accepted.

5.0 ANTICIPATED ENVIRONMENTAL IMPACTS AND MITIGATION MEASURES:

The anticipated negative and positive impacts on the land, water, air, ecological and socioeconomic

environment during the construction and operation phase shall be predicted. Impact identification for

this project shall be done by using modified Delphi Technique. Mitigation measures shall be

suggested to reduce adverse impacts due to the development.

Best environmental practices for conservation of natural resources, environmental management plan,

environmental monitoring programme including budgeting for the expenditure proposed, corpus

funding for long term maintenance of environmental management facilities in future shall be

suggested.

6.0 ENVIRONMENTAL MONITORING PROGRAM:

Environmental Monitoring Program shall include:

• Frequency, location, parameters of monitoring

• Summary matrix of environmental monitoring, during construction and operation stage

• Requirement of monitoring facilities

• Compilation and analysis of data and reporting system

7.0 ADDITIONAL STUDIES:

Additional studies which are carried out are as follows and same shall be incorporated in EIA report

• Disaster Management Plan

• Natural Resource Conservation

• Air Emission and Dispersion Modeling

• Traffic study

• ECBC Compliance analysis study

• Computation of the external catchment area contributing the project site and

subsequently estimation of the contributing runoff & capacities of external drain

8.0 PROJECT BENEFITS:

Details about the improvements in physical infrastructure, social infrastructure, employment potential

and other benefits that are accrued shall be incorporated. Employment potential of this project during

construction and operation phases shall be evaluated.

9.0 ENVIRONMENTAL MANAGEMENT PLAN:

Adequate environmental management measures will be incorporated during the entire planning,

construction and operating stages of the project to minimize any adverse environmental impact and

assure sustainable development of the area. Project specific EMP with location and design specific

details shall include the following elements for construction phase and operation phase

• Air Pollution Control and Management

• Noise Control and Management

• Water Conservation

• Sewage Treatment and Operation and Maintenance

• Storm Water Management

• Solid, Hazardous and E Waste Management

• Energy Conservation and use of Non conventional energy

• Traffic Management

• Plantation, Landscaping and Land Management

• Management of Social Issues Occupational, Safety and Health issues

• Environmental Monitoring

• Emergency Response Plans for emergency scenarios

• Environmental Management System

For the effective and consistent functioning, an Environmental Management System (EMS) will be

established at the site. The following components will be part of the EMS:

• Environmental Policy

• Objectives & Targets

• Structure and Responsibility

• Emergency Planning

• Environmental Monitoring Program

• Operation and Maintenance of Environmental Management Facilities like STP, rain water

Harvesting, solar systems, landscape development, solid waste management system

• Non-conformance & Corrective and Preventive Action

• Short term and long term budgetary provisions for the EMP

(v) "Consent for Establishment" shall be obtained from Maharashtra Pollution ControlBoard under Air and Water Act and a copy shall be submitted to the Environmentdepartment before start of any construction work at the site.

(vi) All required sanitary and hygienic measures should be in place before startingconstruction activities and to be maintained throughout the construction phase.

Project proponent shall ensure completion of STP, MSW disposal facility, green beltdevelopment prior to occupation of the buildings. No physical occupation orallotment will be given unless all above said environmental infrastructure is installedand made functional including water requirement in Para 2. Prior certification fromappropriate authority shall be obtained.

Provision shall be made for the housing of construction labour within the site with allnecessary infrastructure and facilities such as fuel for cooking, mobile toilets, mobileSTP, safe drinking water, medical health care, creche and First Aid Room etc.

Adequate drinking water and sanitary facilities should be provided for constructionworkers at the site. Provision should be made for mobile toilets. The safe disposal ofwastewater and solid wastes generated during the construction phase should beensured.The solid waste generated should be properly collected and segregated. drylinert solidwaste should be disposed off to the approved sites for land filling after recoveringrecyclable material.

Wet garbage should be treated by Organic Waste Converter and treated waste(manure) should be utilized in the existing premises for gardening. And, no wetgarbage will be disposed outside the premises. Local authority should ensure this.

Arrangement shall be made that waste water and storm water do not get mixed.

All the topsoil excavated during construction activities should be stored for use 111

(xviii) Construction spoils, including bituminous material and other hazardous materialsmust not be allowed to contaminate watercourses and the dumpsites for such materialmust be secured so that they should not leach into the ground water.

(xix) Any hazardous waste generated during construction phase should be disposed off asper applicable rules and norms with necessary approvals of the Maharashtra Pollution

Control Board.

(xx) The diesel generator sets to be used during construction phase should be low sulphurdiesel type and should conform to Environments (Protection) Rules prescribed for air

and noise emission standards.

(xxi) The diesel required for operating DG sets shall be stored in underground tanks and ifrequired, clearance from concern authority shall be taken.

(xxii) Vehicles hired for bringing construction material to the site should be in goodcondition and should have a pollution check certificate and should conform toapplicable air and noise emission standards and should be operated only during non-peak hours.

(xxiii) Ambient noise levels should conform to residential standards both during day andnight. Incremental pollution loads on the ambient air and noise quality should beclosely monitored during construction phase. Adequate measures should be made toreduce ambient air and noise level during construction phase, so as to conform to thestipulated standards by CPCB/MPCB.

(xxiv) Fly ash should be used as building material in the construction as per the provisionsof Fly Ash Notification of September 1999 and amended as on 27th August, 2003.(The above condition is applicable only if the project site is located within the 100Kmof Thermal Power Stations).

(xxv) Ready mixed concrete must be used in building construction.

(xxvi , The approval of competent authority shall be obtained for structural safety of thebuildings due to any possible earthquake, adequacy of fire fighting equipmcnts etc. asper National Building Code including measures from lighting.

(xxvii) Storm water control and its re-use as per CGWB and BIS standards for variousapplications.

(xxxi) Local body should ensure that no occupation certification is issued prior to operationof STP/MSW site etc. with due permission ofMPCB.

(xxxii) Permission to draw ground water and construction of basement if any shall beobtained from the competent Authority prior to construction/operation of the project.

(xxxiii)Separation of gray and black water should be done by the use of dual plumbing linefor separation of gray and black water.

(xxxiv)Fixtures for showers, toilet flushing and drinking should be of low flow either by useof aerators or pressure reducing devices or sensor based control.

(xxxv) Use of glass may be reduced up to 40% to reduce the electricity consumption andload on air conditioning. If necessary, use high quality double glass with specialreflective coating in windows.

(xxxvi)Roof should meet prescriptive requirement as per Energy Conservation BuildingCode by using appropriate thermal insulation material to fulfill requirement.

(xxxvii) Energy conservation measures like installation of CFLs /TFLs for the lighting theareas outside the building should be integral part of the project design and should bein place before project commissioning. Use CFLs and TFLs should be properlycollected and disposed off/sent for recycling as per the prevailing guidelines/rules ofthe regulatory authority to avoid mercury contamination. Use of solar panels may bedone to the extent possible like installing solar street lights, common solar waterheaters system. Project proponent should install, after checking feasibility, solar plushybrid non conventional energy source as source of energy.

(xxxviii) Diesel power generating sets proposed as source of back up power for elevatorsand common area illumination during operation phase should be of enclosed type andconform to rules made under the Environment (Protection) Act, 1986. The height ofstack of DG sets should be equal to the height needed for the combined capacity of allproposed DG sets. Use low sulphur diesel. The location of the DG sets may bedecided with in consultation with Maharashtra Pollution Control Board.

(xxxix)Noise should be controlled to ensure that it does not exceed the prescribed standards.During nighttime the noise levels measured at the boundary of the building shall berestricted to the permissible levels to comply with the prevalent regulations.

(xlv) Six monthly monitoring reports should be submitted to the Regional office MoEF,Bhopal with copy to this department and MPCB.

(xlvi) A complete set of all the documents submitted to Department should be forwarded tothe Local authority and MPCB.

(xlvii) In the case of any change(s) in the scope of the project, the project would require afresh appraisal by this Department.

(xlviii) A separate environment management cell with qualified staff shall be set up forimplementation of the stipulated environmental safeguards.

(xlix) Separate funds shall be allocated for implementation of environmental protectionmeasures/EMP along with item-wise breaks-up. These cost shall be included as partof the project cost. The funds earmarked for the environment protection measuresshall not be diverted for other purposes and year-wise expenditure should reported tothe MPCB & this department.

o(1) The project management shall advertise at least in two local newspapers widely

circulated in the region around the project, one of which shall be in the Marathilanguage of the local concerned within seven days of issue of this letter, informingthat the project has been accorded environmental clearance and copies of clearanceletter are available with the Maharashtra Pollution Control Board and may also be

(Ii) Project management should submit half yearly compliance reports in respect of thestipulated prior environment clearance terms and conditions in hard & soft copies tothe MPCB & this department, on 151June & 1SI December of each calendar year.

(Iii) A copy of the clearance letter shall be sent by proponent to the concerned MunicipalCorporation and the local NGO, if any, from whom suggestions/representations, ifany, were received while processing the proposal. The clearance letter shall also beput on the website of the Company by the proponent.

(!iii) The proponent shall upload the status of compliance of the; stipulated EC conditions,including results of monitored data on their website and shall update the sameperiodically. It shall simultaneously be sent to the Regional Office of MoEF, therespective Zonal Office of CPCB and the SPCB. The criteria pollutant levels namely;SPM, RSPI\I. S02, NOx (ambient levels as well as stack emissions) or critical sectorparal~leters, indicated for the project shall be monitored and displayed at a convenientlocation ncar the main gate of the company in the public domain.

status of compliance of EC conditions and shall also be sent to the respectiveRegional Offices of MoEF bye-mail.

4. The environmental clearance is being issued without prejudice to the action initiated underEP Act or any court case pending in the court of law and it does not mean that projectproponent has not violated any environmental laws in the past and whatever decisionunder EP Act or of the Hon'ble court will be binding on the project proponent. Hence thisclearance does not give immunity to the project proponent in the case filed against him, ifany or action initiated under EP Act.

5. In case of submission of false document and non compliance of stipulated conditions,Authority/ Environment Department will revoke or suspend the Environmental Clearancewithout any intimation and initiate appropriate legal action under EnvironmentalProtection Act, 1986.

6. The Environment department reserves the right to add any stringent condition or to revokethe clearance if conditions stipulated are not implemented to the satisfaction of thedepartment or for that matter, for any other administrative reason.

7. Validity of Environment Clearance: The environmental clearance accorded shall bevalid for a period of 5 years.

8. In case of any deviation or alteration in the project proposed from those submitted to thisdepartment for clearance, a fresh reference should be made to the department to assess theadequacy of the condition(s) imposed and to incorporate additional environmentalprotection measures required, if any.

9. The above stipulations would be enforced among others under the Water (Prevention andControl of Pollution) Act, 1974, the Air (Prevention and Control of Pollution) Act, 1981,the Environment (Protection) Act, 1986 and rules there under, Hazardous Wastes(Management and Handling ) Rules, 1989 and its amendments, the public LiabilityInsurance Act, 199 I and its amendments.

10. Any appeal i-.;ainst this environmental clearance shall lie with the National GreenTribunal (Western Zone Bench, Pune), New Administrative Building, l " Floor, D-, Wing,Opposite Council Hall, Pune, if preferred, within 30 days as prescribed under Section 16of the National Green Tribunal Act, 2010.
