OTHER ACTION ITEMS
9. Approval of Pool Boiler Replacement Bid – Kevin Philipps (Enclosure #9) Background: The district requested bids to replace the boiler system for the community pool at the high school
from the 2014 construction program. The bid categories were plumbing/mechanical and electrical.
Three bids for each category were received, and the district recommends accepting the low bid
from each category. Combined with fees and contingency, the total amount requested for approval
is $195,187. The bids have been reviewed by the Facilities Committee and Superintendent and
they recommend accepting the bids as presented.
Recommendation: Motion to approve the community pool boiler bids totaling $195,187 as recommended by the
Facilities Committee and Superintendent.
10. Approval of Purchase of District Vans – Kevin Philipps (Enclosure #10)
Background: The district is seeking approval to purchase three passenger vans from the 2014 construction
program to replace the current passenger vans that were purchased in 2005. The vans are used
to transport small groups of students and staff for school related activities that do not require a
school bus. The district participates in the state MiDeal bidding program for these type of
purchases, and received a bid quote through MiDeal from Berger Chevrolet of $83,778 for the
three vans. The bid have been reviewed by the Facilities Committee and Superintendent and they
recommend accepting the bid from Berger Chevrolet as presented.
Recommendation: Motion to approve the purchase of three passenger vans from Berger Chevrolet in the amount of
$83,778 as recommended by the Facilities Committee and Superintendent.

The REGULAR MEETING of the East Grand Rapids Public Schools Board of Education, Kent County, Michigan, was held on Monday,
January 23, 2017, in Community Board Room at the James E. Morse Administration Center, 2915 Hall Street SE, East Grand Rapids, MI 49506.

Board Secretary’s Report: Communications to and from the Board
The board received an invitation from the Grand Rapids Symphony Friends to attend an orchestra performance in February.
High School Student Council President’s Report - None
PRESENTATION / DISCUSSION ITEMS
CIMS: Cross Indicator Analysis Update – IEP Related Timelines Reviewed - Bill Behrendt, Director of Special Education, provided a brief
report of a Cross Indicator Analysis as a follow-up to an activity related to a Continuous Improvement and Monitoring System (CIMS) activity
assigned in April of 2016. Bill Behrendt, Director of Special Education, reported that out of the 461 IEPs completed during the 2015-2016
school year, 100% of the IEPs met the timely compliance deadlines identified by the State of Michigan. One data error was identified through
this review process. The EGRPS Special Education Department discovered that the data collection system for the State of Michigan does not
recognize the initial date of an IEP when more than one IEP has been held during a count period. As a department, we will monitor this issue
during data submission periods to ensure the absence of false submissions.
School Board Recognition Month-January 2017 – On behalf of the administrative team, Dr. Shubel recognized and thanked the board members
for their dedication and the work they do on behalf of the community, students, and staff. A token of appreciation was presented to each board
member.

Approval of Schools of Choice Resolutions for 2017-2018 – Dr. Shubel (Enclosure #13 a-c)
East Grand Rapids Public Schools has participated in the Kent Intermediate School District Collaborative Schools of Choice Program since its
inception in the 1996-97 school year.
a. Approval of a Resolution to Opt Out of Section 105
Background: East Grand Rapids Public Schools has opted out of the State Choice Plan since the inception of the KISD
Collaborative Schools of Choice Plan in the 1996-97school year.
Recommendation: Motion to pass a resolution to exercise the option permitted by Section 105 of the State School Aid Act of 1979,
as amended by Public Act 300 of 1996, to not accept Section 105 applications of non-resident students from outside
our district, for purposes of operating an intermediate school district-wide schools of choice program in accordance
with Section 105 for the 2017-2018 school year.
Member Coles moved to approve a Resolution to exercise the option permitted by Section 105 of the State School Aid Act of 1979, as
amended by Public Act 300 of 1996, to not accept Section 105 applications of non-resident students from outside our district, for

b. Approval of a Resolution to Opt In of Section 105c
Background: In accordance with Section 105c as permitted in the State School Aid Act, Public Act 119 of 1999, as amended by
Public Act 297 of 2000, it is recommended that East Grand Rapids Public Schools will accept applications for
enrollment from residents of contiguous intermediate school districts for the 2017-2018 school year.
Recommendation: Motion to pass a resolution to exercise the option permitted by Section 105c of the State School Aid Act, Public
Act 119 of 1999, as amended by Public Act 297 of 2000, to accept applications for enrollment from residents of
contiguous intermediate school districts for the 2017-2018 school year.
Member Milanowski moved to approve a Resolution to Opt In to Section 105c for the 2017-2018 school year. Member Coles seconded
the motion. Motion passes 7-0.
c. Approval of a Resolution to Participate in the 2017-2018 Kent Intermediate School District Collaborative Schools of Choice Program
Background: This is the 14th year of the KISD Schools of Choice Program.
Recommendation: Motion to pass a resolution to participate in the Kent ISD Collaborative Schools of Choice Program for the
2017-2018 school year.
Member Hessler moved to approve a Resolution to participate in the Kent ISD Collaborative Schools of Choice Program for the
2017-2017 school year. Member Bernecker seconded the motion. Motion passes 7-0.
ADMINISTRATIVE REPORTS
Superintendent
Dr. Shubel reported that she was invited by Rep. Winnie Brinks to be her guest at the Governor’s State of the State address. Dr. Shubel
appreciated the invitation and shared highlights of the Governor’s address as it related to education.
Dr. Shubel announced another Academic All-State team from the fall sports season, Girls Golf, and publicly recognized the team for their
accomplishments.
Dr. Shubel announced that the high school We the People team, under the leadership of first year coach, Adam Horos, won the state level
competition and will be moving on to compete in the national competition in Washington, D.C. in April. The team will be invited to the
March 13 board meeting to publicly recognize their accomplishments.
Assistant Superintendent of Business
Kevin Philipps reported on the January Revenue Conference summarizing the results and shared that a projected increase of up to $160 per-
pupil was feasible in the foundation allowance. Additional information will be available when the Governor presents his proposed budget for
2017-2018, which is currently scheduled for early February. As we learn more in February, Philipps will provide an update on the budget and
what that will mean for the EGRPS 2017-2018 budget. We currently have an estimated $75 per-pupil increase in our budget forecast. A
discussion was held among the board.
Assistant Superintendent of Instruction
Jeanne Glowicki shared an overview of the MLK activities and celebrations that took place throughout the district and the continuing diversity
themes that take place throughout the school year. A video of middle school activities was presented and a discussion was held among the
board. The board expressed their appreciation on behalf of the entire community.

Communications Committee – Member Milanowski reported that a meeting will be scheduled in the near future.
Facilities Committee – No reports.
Finance Committee – No reports.
Joint Facilities Committee – No reports.
Legislative Liaison Committee – Member Welch reported that the committee has tentatively scheduled a Town Hall meeting on April 24, 2017,
inviting legislators to attend.
Personnel Committee – Member Wolford reported that the board attended a required training session provided by the MASB on the
superintendent evaluation rubric. The board learned of the state requirements and that we are already using a similar evaluation model. We will
proceed with the formal superintendent evaluation as previously scheduled in April 2017.
Policy Review Committee – No reports.
Liaisons
EGR Schools Foundation – Member Milanowski reported that the first meeting of 2017 will be held tomorrow evening. Dr. Shubel and Kevin
Philipps met with members of the EGRNow! committee to discuss future plans. Giving Tuesday and the End of Year appeal were very
successful. Grant requests in the amount of $75,000 were funded in the fall grant cycle. The 10th and LAST Hurrah! will be held on April 22
on the top floor of the parking structure in Gaslight Village.
Community Action Council – No reports.
PTO Council – Member Wolford reported that the next meeting will be held on January 30.
Parks & Recreation – No reports.
Superintendent’s Advisory Council (SAC) – Member Coles reported that a meeting was held last week. Topics of discussion included
curriculum, third grade legislation, MLK events, and the Regional Enhancement Millage.
Leadership & Youth Development (LYD) –Member Milanowski reported that a successful Healthy High event was held last week. Existing
programs were reviewed and there will be a focus on middle school programming and opportunities for mentoring throughout the district.
Parent Advocates for Special Education (PASE) – Member Bernecker reported that recent discussions focused on post-secondary transitions.
The next regular board meeting will be held on Monday, February 20, 2017, at 6:00 p.m.

Meeting Called to Order President Wolford called the meeting to order at 8:01 a.m.

Public Comments –None
Closed Session per Parent Request (Michigan Open Meetings Act, MCLA 15.268, Sec. 8 [b]) Member Bernecker moved to go into Closed Session for the purpose of a discipline hearing at the request of the parent. Member Milanowski supported the motion. By a roll call vote, the motion passed 7-0.
President Wolford described the process that would be used for the discipline hearing concerning Student A.
Board heard administration’s case, heard from parent, Student A, Bethany Christian Services Youth and Development Specialist, and asked questions. Mr. Behrendt left at 8:50 a.m. after providing his report to the board as he needed to attend another meeting. Following this discussion, the Board excused Mrs. Fee, Mr. Wojciechowski, Student A, Student A’s parent, and Bethany Christian Services Youth and Development Specialist in order to hold board deliberations on the case concerning Student A. At 10:05 a.m., Member Coles moved to return to regular session. Member Laackman seconded the motion. Motion passed 7-0.
Open Session Administrators, Student A, Student A’s parent, and Bethany Christian Services Youth and Development Specialist returned to the Open Session.
Member Bernecker moved to approve the suspension of Student A from East Grand Rapids Public Schools for the remainder of the 2016-2017 school year. Conditions for re-entry to the high school will be outlined in the appeal decision letter to the parents of Student A. Member Hessler seconded the motion for suspension as presented. Motion passed 7-0.
Any other matters that come before the Board – None

President Wolford adjourned the meeting at 10:05 a.m.

Meeting Called to Order President Wolford called the meeting to order at 8:01 a.m.

Public Comments –None
Closed Session per Parent Request (Michigan Open Meetings Act, MCLA 15.268, Sec. 8 [b]) Member Bernecker moved to go into Closed Session for the purpose of a discipline hearing at the request of the parent. Member Milanowski supported the motion. By a roll call vote, the motion passed 7-0.
President Wolford described the process that would be used for the discipline hearing concerning Student A.
Board heard administration’s case, heard from parent, Student A, Bethany Christian Services Youth and Development Specialist, and asked questions. Mr. Behrendt left at 8:50 a.m. after providing his report to the board as he needed to attend another meeting. Following this discussion, the Board excused Mrs. Fee, Mr. Wojciechowski, Student A, Student A’s parent, and Bethany Christian Services Youth and Development Specialist in order to hold board deliberations on the case concerning Student A. At 10:05 a.m., Member Coles moved to return to regular session. Member Laackman seconded the motion. Motion passed 7-0.
Open Session Administrators, Student A, Student A’s parent, and Bethany Christian Services Youth and Development Specialist returned to the Open Session.
Member Bernecker moved to approve the suspension of Student A from East Grand Rapids Public Schools for the remainder of the 2016-2017 school year. Conditions for re-entry to the high school will be outlined in the appeal decision letter to the parents of Student A. Member Hessler seconded the motion for suspension as presented. Motion passed 7-0.

The REGULAR MEETING of the East Grand Rapids Public Schools Board of Education, Kent County, Michigan, was held on Monday,

The board received an invitation from the Grand Rapids Symphony Friends to attend an orchestra performance in February.
High School Student Council President’s Report - None
PRESENTATION / DISCUSSION ITEMS
CIMS: Cross Indicator Analysis Update – IEP Related Timelines Reviewed - Bill Behrendt, Director of Special Education, provided a brief
report of a Cross Indicator Analysis as a follow-up to an activity related to a Continuous Improvement and Monitoring System (CIMS) activity
assigned in April of 2016. Bill Behrendt, Director of Special Education, reported that out of the 461 IEPs completed during the 2015-2016
school year, 100% of the IEPs met the timely compliance deadlines identified by the State of Michigan. One data error was identified through
this review process. The EGRPS Special Education Department discovered that the data collection system for the State of Michigan does not
recognize the initial date of an IEP when more than one IEP has been held during a count period. As a department, we will monitor this issue
during data submission periods to ensure the absence of false submissions.
School Board Recognition Month-January 2017 – On behalf of the administrative team, Dr. Shubel recognized and thanked the board members
for their dedication and the work they do on behalf of the community, students, and staff. A token of appreciation was presented to each board
member.
ACTION ITEMS - CONSENT AGENDA
Background: In order to save time during the meeting, we are using a Consent Agenda. Items in the Consent Agenda include those that are routine or have been previously discussed by the Board of Education. Any Board Member may request to have any item removed for a separate discussion and vote.

Approval of Schools of Choice Resolutions for 2017-2018 – Dr. Shubel (Enclosure #13 a-c)
East Grand Rapids Public Schools has participated in the Kent Intermediate School District Collaborative Schools of Choice Program since its
inception in the 1996-97 school year.
a. Approval of a Resolution to Opt Out of Section 105
Background: East Grand Rapids Public Schools has opted out of the State Choice Plan since the inception of the KISD
Collaborative Schools of Choice Plan in the 1996-97school year.
Recommendation: Motion to pass a resolution to exercise the option permitted by Section 105 of the State School Aid Act of 1979,
as amended by Public Act 300 of 1996, to not accept Section 105 applications of non-resident students from outside
our district, for purposes of operating an intermediate school district-wide schools of choice program in accordance
with Section 105 for the 2017-2018 school year.
Member Coles moved to approve a Resolution to exercise the option permitted by Section 105 of the State School Aid Act of 1979, as
amended by Public Act 300 of 1996, to not accept Section 105 applications of non-resident students from outside our district, for
purposes of operating an intermediate school district-wide schools of choice program in accordance with Section 105 for the 2017-2017

Background: In accordance with Section 105c as permitted in the State School Aid Act, Public Act 119 of 1999, as amended by
Public Act 297 of 2000, it is recommended that East Grand Rapids Public Schools will accept applications for
enrollment from residents of contiguous intermediate school districts for the 2017-2018 school year.
Recommendation: Motion to pass a resolution to exercise the option permitted by Section 105c of the State School Aid Act, Public
Act 119 of 1999, as amended by Public Act 297 of 2000, to accept applications for enrollment from residents of
contiguous intermediate school districts for the 2017-2018 school year.
Member Milanowski moved to approve a Resolution to Opt In to Section 105c for the 2017-2018 school year. Member Coles seconded
the motion. Motion passes 7-0.
c. Approval of a Resolution to Participate in the 2017-2018 Kent Intermediate School District Collaborative Schools of Choice Program
Background: This is the 14th year of the KISD Schools of Choice Program.
Recommendation: Motion to pass a resolution to participate in the Kent ISD Collaborative Schools of Choice Program for the
2017-2018 school year.
Member Hessler moved to approve a Resolution to participate in the Kent ISD Collaborative Schools of Choice Program for the
2017-2017 school year. Member Bernecker seconded the motion. Motion passes 7-0.
ADMINISTRATIVE REPORTS
Superintendent
Dr. Shubel reported that she was invited by Rep. Winnie Brinks to be her guest at the Governor’s State of the State address. Dr. Shubel
appreciated the invitation and shared highlights of the Governor’s address as it related to education.
Dr. Shubel announced another Academic All-State team from the fall sports season, Girls Golf, and publicly recognized the team for their
accomplishments.
Dr. Shubel announced that the high school We the People team, under the leadership of first year coach, Adam Horos, won the state level
competition and will be moving on to compete in the national competition in Washington, D.C. in April. The team will be invited to the
March 13 board meeting to publicly recognize their accomplishments.
Assistant Superintendent of Business
Kevin Philipps reported on the January Revenue Conference summarizing the results and shared that a projected increase of up to $160 per-
pupil was feasible in the foundation allowance. Additional information will be available when the Governor presents his proposed budget for
2017-2018, which is currently scheduled for early February. As we learn more in February, Philipps will provide an update on the budget and
what that will mean for the EGRPS 2017-2018 budget. We currently have an estimated $75 per-pupil increase in our budget forecast. A
discussion was held among the board.
Assistant Superintendent of Instruction
Jeanne Glowicki shared an overview of the MLK activities and celebrations that took place throughout the district and the continuing diversity
themes that take place throughout the school year. A video of middle school activities was presented and a discussion was held among the
board. The board expressed their appreciation on behalf of the entire community.

Communications Committee – Member Milanowski reported that a meeting will be scheduled in the near future.
Facilities Committee – No reports.
Finance Committee – No reports.
Joint Facilities Committee – No reports.
Legislative Liaison Committee – Member Welch reported that the committee has tentatively scheduled a Town Hall meeting on April 24, 2017,
inviting legislators to attend.
Personnel Committee – Member Wolford reported that the board attended a required training session provided by the MASB on the
superintendent evaluation rubric. The board learned of the state requirements and that we are already using a similar evaluation model. We will
proceed with the formal superintendent evaluation as previously scheduled in April 2017.
Policy Review Committee – No reports.
Liaisons
EGR Schools Foundation – Member Milanowski reported that the first meeting of 2017 will be held tomorrow evening. Dr. Shubel and Kevin
Philipps met with members of the EGRNow! committee to discuss future plans. Giving Tuesday and the End of Year appeal were very
successful. Grant requests in the amount of $75,000 were funded in the fall grant cycle. The 10th and LAST Hurrah! will be held on April 22
on the top floor of the parking structure in Gaslight Village.
Community Action Council – No reports.
PTO Council – Member Wolford reported that the next meeting will be held on January 30.
Parks & Recreation – No reports.
Superintendent’s Advisory Council (SAC) – Member Coles reported that a meeting was held last week. Topics of discussion included
curriculum, third grade legislation, MLK events, and the Regional Enhancement Millage.
Leadership & Youth Development (LYD) –Member Milanowski reported that a successful Healthy High event was held last week. Existing
programs were reviewed and there will be a focus on middle school programming and opportunities for mentoring throughout the district.
Parent Advocates for Special Education (PASE) – Member Bernecker reported that recent discussions focused on post-secondary transitions.
The next regular board meeting will be held on Monday, February 20, 2017, at 6:00 p.m.
