Eau Claire Healthy Communities is a local coalition, made up of
partners from the community, working together to promote the health
and well-being of individuals, families and communities of Eau Claire
County through collaborative and focused action.
Eau Claire County Healthy Communities was formed in 1996 and
since its start has been vital to bringing many successful
programs to the county. These are some of the great initiatives
developed by our action teams:

EC4T (Eau Claire for Tomorrow) Early Learning Initiative
Family Centered Cooperative for Eau Claire Families
School-based Dental Sealant Program
State award-winning Brain Team

Healthy Communities Council
Eau Claire Healthy Communities Council
provides oversight/accountability, structure,
and connections for collaborative health
improvement in Eau Claire County.
Bi-monthly meetings are held to provide leadership, connections, and
oversight to ongoing work of Eau Claire Healthy Communities and its
Action Teams. During meetings, members receive Healthy
Communities Action Team updates, community updates and
presentations, leadership/training opportunities and much more.
Anyone is invited to join the Council. Healthy Communities Council
members represent a broad cross-section of local leaders and
organizations. Many dedicated community members are represented
at the table as well. Membership is on a voluntary basis.
The Healthy Communities Council meets on the second
Thursday on odd months of the year from 7:30-9:00am at the
Eau Claire City-County Health Department .

Assessment/Planning Team
How healthy is Eau Claire County?
Health data provides a snapshot of the health of our
community and shows us how health is influenced by
many things, including our everyday surroundings.
Data helps community partners to:
Identify and understand current, emerging, or potential health problems
or environmental public health hazards.
Prioritize important community health issues.
Make informed decisions about where and how to target education and
interventions that fit our local needs.
Evaluate if the programs, policy and environmental changes are
making a difference to positively influence our health.
Current Projects
In the fall of 2013, the www.echealthycommunities.org website was
launched as a location that would make a common set of local data
available to the community, as well as a place for Healthy Communities
resources/materials. The group received a 2 year grant to research how to
use the website to move from data to action by media and policy makers.
More local health data is being added to the website.

Why is this an important health issue in Eau Claire?
Chronic diseases are among the most common and
costly of health problems. Currently, 7 of the 10
leading causes of death in Wisconsin are due to
chronic disease.
Current Projects
This team is working on the following projects in support of their goals of
improving nutrition and increasing physical activity to prevent onset of
chronic disease:
Developing point-of-decision prompts (a creative way in which signage
and messaging can be used to encourage physical activity and healthy
eating) to increase consumption of healthy foods and participation in
physical activity at Eau Claire County worksites.
Partnering with local grocery stores to increase the availability of
healthier food choices in grocery store checkout lanes.
Educating local business on the benefits of having a work culture
supportive of caregivers and their wellbeing.
Success Story
This team participated in advocacy
efforts for the Eau Claire Health Chapter
Comprehensive Plan. Safe buildings,
bike trails, accessible parks and community
gardens are some examples of how the
Health Chapter addresses the role that the
built environment plays in reducing health risk
factors such as obesity and chronic disease.
Chronic Disease Prevention
Action Team
The Chronic Disease Prevention Action Team meets monthly on the
4th Monday from 8:30am-10:00am at the Eau Claire City-County
Health Department.

Why is this an important health issue in ECC?
The Family Violence Prevention Action Team brings
together key players in the community systems. This
team develops strategies and procedures with a
systems response. Intervention through a coordinated community
response, is a way of using legitimate sources of power in a community,
such as the court system, to tell a perpetrator of abuse that the community
cares about victimization and will do everything in its power to protect the
victim.
Current Projects
The mission statement for the Family Violence Prevention Action Team is:
To adopt the concept of ZERO tolerance for domestic violence and
sexual assault in our community.
To commit time, efforts and resources to achieve the goal of eliminating
incidents of domestic violence and sexual assault.
To work together as a team, with respect for each other's ideas and
opinions, not for the personal interest or recognition, but for the benefit
of victims of domestic violence and sexual assault.
Success Story
This Action Team has a Court Watch Program and has been working with
Jackson County on how to work better with Native American clients. They
are also looking at how to better work with No Contest Restraining Orders
that are currently in place, as well as dating violence in schools.

Why is this an important health issue in ECC?
Incidents, injuries or deaths related to high-risk drinking
are sadly everyday occurrences in Eau Claire County.
Binge, heavy and underage drinking, as well as drinking
during pregnancy are all considered high-risk use of
alcohol. Our state and county have some of the
highest rates of binge drinking in the nation.
In Eau Claire County, 30% of adults report binge
drinking, compared to 24% in Wisconsin and 16%
in the U.S. The cost of high-risk drinking per Eau Claire County resident is
$1,624.
Current Projects
This action team is working to create community change around binge
drinking through collaboration. The team’s objectives are to:
Expand community awareness about why binge drinking is unhealthy,
unsafe and costly
Promote an understanding of low-risk vs. high-risk drinking.
Increase community collaboration and engagement through the
process of building awareness; and
Assess and determine potential policy/practice changes to pursue.
Success Story
In its first year, the team had success influencing an ‘All You Can Drink’
special proposal.

Mental Health Action
Why is this an important health issue in Eau Claire?
About 75% of people in Eau Claire County with mental
health conditions receive no treatment at all for their
mental illness. Community members have identified the
complexity of navigating the mental health system as a
major barrier to receiving treatment.
Current Projects
The Mental Health Action Team is working on the following projects in
support of the group’s goals of improving navigation of the local mental
health service system and coordination of care for both consumers and
community organizations:
Identifying and analyzing barriers to mental health service access.
Creating a comprehensive mental health resource directory.
Collaborate with community organizations to enhance communication
education, and activities around mental health.
Success Story
The team received a mini-grant to increase mental
health literacy in Hmong Elders, community liaisons
and healthcare providers in Eau Claire. Educational
sessions will be held for Hmong Elders to
enhance what they know about mental health, the
importance of being mentally healthy, and how to
maintain mental wellness.
The Mental Health Action Team meets monthly on the 4th
Wednesday from 3:00pm-5:00pm at the Eau Claire City-County Health Department.

Oral Health Action Team
Why is this an important health issue in Eau Claire?
Data shows a need as there is a rising incidence of
tooth decay among very young children. The National
Institutes of Health’s National Institutes of Dental and Craniofacial
Research reports 80 percent of tooth decay is found in 25% of children.
Current Projects
This team is working on the following projects in support of the group’s goal
of increasing community awareness about the importance of oral health
care for children starting at age 1.
Increasing awareness of dental homes (dental visit by age 1) through
an educational campaign for the community, medical and dental
providers.
Assessing and determining barriers to accessing or providing dental
services to 1 year olds.
Creating an oral health resource directory of information.
Success Story
Rethink Your Drink campaign.
Our team created educational
materials on the dangers of
overconsumption of sweetened
beverages and tips on how to protect
teeth. A successful educational
poster contest was also held with
middle school students.
