He admitted that among thou- sands of the existing hotels, only some of them that had got the secu- rity management certification. The constraints faced, he said, remained in the matter of human resources. “The obstacles remain to lie in their understanding as some aspects need to give the attention. For examples, food ingredients can be a source of crime. They must not only be seen, but should also be further studied. We need to provide them with a briefing,” he explained. Meanwhile, Chief of Bali Police, Benny Mokalu, mentioned that secu- rity issue needed a synergy. “Conve- nience aspect is provided by hotel side. Meanwhile, the matter of security needs a synergy. We will share about the security system at hotel,” he said. The security system, affirmed Beny, should be kept firmly together. The two-hour show was tamer than past VMAs: the most shocking moment was Nicki Minaj’s rump-shaking during her performance of “Anaconda” in the show’s first minutes and her wardrobe malfunction when she joined Ariana Grande and Jessie J for “Bang, Bang.”

Taylor Swift was a crowd favorite when she performed her new single “Shake It Off” in shimmery, fringed shorts and a crop top. She got to the top of the stage, and as her tuxedoed male background dancers stood with their arms wide open waiting for Swift to jump she said, “One second. I don’t care if it’s the VMAs. I’m not jumping off there.”

Grande, who held hands with rap-per Big Sean backstage, kicked off the show with a performance of her EDM hit, “Break Free” in a Beyonce-inspired leotard. The 21-year-old won best pop video for her smash single “Problem,” but lost best female video to Katy Perry, who won for “Dark Horse.”

EvEry Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is con-sidered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

Criminal Investigation seized four protected birds from a house of resident at Buruan village, Blahbatuh, Gianyar, Friday (Aug 22). Then, the culprit with the initials AD, 35, who kept the rare birds and did not have permit was investi-gated in the Headquarters of the Gianyar Police. Meanwhile, the four rare birds were directly secured in the office of the Bali Natural Resource Conservation Agency (BKSDA).

Chief of Particular Crime Unit IV of Gianyar Police, IGN Winangun, with permission from the Chief of Gianyar Police Criminal Investiga-tion Unit Aris Purwanto said on Sunday (Aug 25) the discovery was originated from public report. Having got the information, his party began the investigation. After getting sufficient evidence, police immediately raided a house at Buruan village, Blahbatuh on Friday afternoon around 3:00 p.m. Once the house was raided by police, AD could only surrender. “The culprit did not resist when we raided,” he said.

Police immediately confiscated the four protected birds, consisting of gold hornbill, great

hornbill and two cockatoos. Meanwhile, the bird owner was brought to police headquarters of Gianyar Police for further investigation. “These birds belong to protected species, while the owner did not have a permit,” he said.

When interrogated, AD claimed to have received a gold hornbill from his friend; a great hornbill was caught at his home yard; while the two cockatoos were bought at Satria Bird Market, Denpasar, at IDR 3 million per head. Winangun added that the four birds seized were categorized to have been entering the verge of extinction. So, the four birds were protected by the state because their existence was very rare.

Then, the bird owner would be charged with Article 21, paragraph 2 of Law No.5/1990 on the Conservation of Biological Resources and Ecosystem. He could be charged with penalty of five years and a fine worth IDR 100 mil-lion. Furthermore, the protected animals were commended at the Bali Natural Resource Conservation Agency. “The animals have been secured at the Natural Resource Conservation Agency while waiting for further instruction from leadership,” he said. Actually, Grandma Rani has a son who is still alive and has a family. It is not known what hap-pens so that he never visits her. “He never visits me, let alone give me food,” she said. She also has grandchildren of her son, but she cannot do anything because she felt to have been neglected. “I have been neglected,” she said.

Meanwhile, Nyoman Wirta, one of the local community leaders, admitted that Gegelang vil-lage had many poor residents. He said to have reported the condition of Gegelang residents to hamlet chief but there was no response so far. “I do hope the government of Karangasem can see the condition of many residents who live in poverty,” he hoped. BERLIN -? Humans and Ne-anderthals may have coexisted in Europe for more than 5,000 years, providing ample time for the two species to meet and mix, according to new research.

Using new carbon dating techniques and mathematical models, researchers examined about 200 samples found at 40 sites from Spain to Russia, according to a study published Wednesday in the journal Na-ture. They concluded with a high probability that pockets of Neanderthal culture survived until between 41,030 and 39,260 years ago.

Although this puts the dis-appearance of Neanderthals earlier than some scientists previously thought, the findings support the idea that they lived alongside humans, who arrived in Europe about 45,000-43,000 years ago.

“We believe we now have the first robust timeline that sheds new light on some of the key questions around the possible interactions between Neander-thals and modern humans,” said Thomas Higham, an archaeolo-gist at the University of Oxford who led the study.

While it’s known that Nean-derthal genes have survived in the DNA of many modern hu-mans to this day, suggesting that at least some interbreeding took place, scientists are still unclear

about the extent of their contact and the reasons why Neander-thals vanished.

“These new results confirm a long-suspected chronological overlap between the last Nean-derthals and the first modern humans in Europe,” said Jean-Jacques Hublin, director of the Max Planck Institute for Evolu-tionary Anthropology in Leipzig, Germany, who wasn’t involved in the study.

Apart from narrowing the length of time that the two spe-cies existed alongside each other to between 2,600 and 5,400 years, Higham and his colleagues also believe they have shown that Neanderthals and humans largely kept to themselves.

“What we don’t see is that there is spatial overlap (in where they settled),” said Higham.

This is puzzling, because there is evidence that late-stage Neanderthals were culturally influenced by modern humans. Samples taken from some Ne-anderthal sites include artifacts that look like those introduced to Europe by humans migrating from Africa.

This would point to the possi-bility that Neanderthals?? whose name derives from a valley in western Germany?? adopted certain human habits and tech-nologies even as they were being gradually pushed out of their territory.

“I think they were eventually outcompeted,” said Higham.

Wil Roebroeks, an archaeolo-gist at Leiden University in the Netherlands, cautioned that the study relies to a large decree on testing of stone tools, rather than bones, and these haven’t been conclusively linked to particular

species, or hominins.“The results of this impressive

dating study are clear, but the as-sumptions about the association of stone artefact with hominin types underlying the interpreta-tion of the dating results will be

undoubtedly rigorously tested in field- and laboratory work over the near future,” said Roe-broeks, who wasn’t involved in the study. “Such testing can now be done with a chronologically clean slate.”

The theory is the latest explanation for a slowdown in the pace of warm-ing at the Earth’s surface since about 1998 that has puzzled experts because it conflicts with rising greenhouse gas emissions, especially from emerging economies led by China.

“We’re pointing to the Atlantic as the driver of the hiatus,” Ka-Kit Tung, of the University of Washington in Seattle and a co-author of Thursday’s study in the journal Science, told Reuters.

sped up this century and sucked more warm surface waters down to 1,500 metres (5,000 feet), part of a natural shift for the ocean that typically lasts about three decades.

It said a return to a warmer pe-riod, releasing more heat stored in the ocean, was likely to start around 2030. When it does, “another episode of accelerated global warming should ensue”, the authors wrote.

Almost 200 governments aim to agree a deal to combat climate change at a summit in Paris in late 2015 and the hiatus has heartened sceptics who

doubt there is an urgent need for a trillion-dollar shift from fossil fuels to renewable energies.

Several previous studies have suggested that the larger Pacific Ocean is the likely site of the “miss-ing heat” from man-made green-house gases, perhaps linked to a series of La Nina cooling events in the Pacific in recent years.

Other suggestions for the slow-down in warming have included a rise in industrial pollution that is blocking sunlight.

A separate team of scientists

writing in the journal Nature Geo-science on Sunday said that factors including swings in the sun’s output and sun-blocking dust from volcanic eruptions may account for gaps in understanding the warming trends.

In addition, La Nina cooling events in the Pacific Ocean had played a role, according to the report that examined why computer models of the climate had over-estimated temperature rises in the past decade.

But no one knows for sure.“It will be interesting to see how

GIANYAR - Rubbish will become a time bomb for Gianyar County. It happens in line with the sharp increase in the volume of rubbish in the county posing a tourist destination. Now, the volume of rubbish has reached 1,500 cubic meters each day. Unlike previ-ous years, since the past three years, the volume of rubbish has increased significantly.

Data indicated that in the year 2011, the volume of rubbish in Gianyar County still amounted to around 350 cubic meters each day. In 2012, it rose to 400 cubic meters each day. However, this year 2014, the volume of rubbish has increased significantly each day, as much as 1,500 cubic meters. Such amount does not include the rubbish on religious holidays. The increase can reach 40 percent.

The Division Head of Waste Affairs at the Gianyar Sanitation and Landscape Agency (DKP), Made Suwastika, said the volume of rubbish reached 1,500 cubic meters including the organic and non-organic one. One of the causes of the volume increase was the increase in population and the change of people consumeristic behavior.

Currently the number of janitors in Gianyar County reached 347 people. They were supported by 14 units of garbage truck and assisted with three-wheeled vehicles denoting the assistance of a third-party.

The increase in the waste volume was quite sharp, while waste processing was still not optimal. To that end, it required an in-novation in the waste management by the Gianyar Sanitation and Landscape Agency. One of them was by establishing Rubbish Bank. Speaking on a military plane en route to Afghanistan, Dempsey provided more detail into his think-ing about the Islamic militants who have stormed across Iraq, operating out of safe havens in Syria.

So far, the Obama administra-tion has restricted its military action against the militants to specific oper-ations within Iraq, but concerns have increased as the Islamic State group extended its reach, taking control of a swath of land stretching from Syria across the border and deep into western and northern Iraq.

The group took over Iraq’s sec-ond largest city, Mosul, in June, and has since declared an Islamic state, or caliphate, in territory under its control in Iraq and Syria.

Dempsey also told reporters trav-eling with him that he believes that key allies in the region — including Jordan, Turkey and Saudi Arabia — will join the U.S. in quashing the Islamic State group.

“I think ISIS has been so bru-tal, and has wrapped itself in a radical religious legitimacy that clearly threatens everybody I just mentioned, that I think they will be willing partners,” said Dempsey, ex-pressing optimism for the first time that the Arab nations would join in the conflict. ISIS is an acronym for the Islamic State group.

He contrasted the Islamic State group to the Yemen-based al-Qaida in the Arabian Peninsula, which has plotted and attempted attacks against the U.S. and Europe. As a result, the U.S. has conducted counterterrorism strikes against the group within Yemen. Dempsey said that so far, there is no sign that the Islamic State militants are engaged in “active plotting against the homeland, so it’s different than that which we see in Yemen.”

“I can tell you with great clar-ity and certainty that if that threat existed inside of Syria that it would

certainly be my strong recommen-dation that we would deal with it,” said Dempsey. “I have every confidence that the president of the

BANGKOK — Thailand’s junta leader, who seized power in a military coup three months ago, officially assumed his new post as prime minister on Monday follow-ing an endorsement from the country’s monarch. During a ceremony in Bangkok, Gen. Prayuth Chan-ocha accepted a written royal command issued by King Bhumibol Adulyadej certifying his appointment as the country’s 29th premier. Bhumibol, who is 86 and in poor health, was not present at the ceremony.

Thailand’s junta-appointed legislature voted overwhelmingly last week to name the 60-year-old army chief to the new post. He was the only candidate. Prayuth is due to retire from the military next month and will hold both jobs until he does so.

On May 22, Prayuth oversaw a coup in which the military toppled Thailand’s elected civilian government. Analysts say his new post cements the military’s control of government.

The move was the latest in a series of moves by the junta to consolidate power on its own terms. In July, the military adopted a temporary 48-article constitution and

appointed the legislature. Prayuth, who is expected to name his Cabinet next month, has said elections could be held in 2015.

Prayuth has said the army had to stage the coup to end half a year of political deadlock between protesters and the government, and to stop sporadic protest-related violence that had killed dozens of people and wounded hundreds more. While stability has been re-stored, it has come at a steep price: Thailand’s democratic institutions have been entirely dismantled, and the country’s authoritarian rulers have crushed all dissent. Last week, Human Rights Watch issued a statement criticizing the deterioration of human rights in the country.

“Since the May coup, the generals have tightened rather than relaxed their grip on power,” said Brad Adams, Asia director at Human Rights Watch. “Instead of the promised path back to democracy through free and fair elections, Thailand’s military seems to be opting for a road to dictator-ship.”

“As both prime minister and junta leader, Gen. Prayuth can wield broad power without accountability,” Adams said. “This marks a dark day for human rights and the future of democracy in Thailand.”

SINGARAJA - Limited num-ber of fuel stocks in the center caused the petrol station in Su-kasada subdistrict to experience difficulty in the delivery of Pre-mium fuel. Such condition made the Sukasada petrol station to ex-perience a ‘famine’ of Premium, so that most customers switched to use Pertamax fuel.

Agung Nyoman Oka, an ad-ministrator of the Sukasada petrol station, said that his party had received a letter No.1864/F15410/2014-S3 regarding the control of subsidized fuel distri-bution in the area of Marketing Operations Region (MOR) V and been in effect since Mon-day (Aug 18). The distribution would be controlled so that it did not exceed the volume quota of particular fuel. “Two days ago, diesel stock already ran out and we usually ordered 8 tons. Meanwhile, the Premium fuel as much as 8 tons just arriving this morning (Sunday—Ed) has been sold out,” he said.

At the Sukasada petrol station established in 1984, he told there was no increase in fuel prices, where Pertamax was sold for IDR 13,150 per liter, Premium (IDR 6,500 per liter) and diesel (IDR 5,500 per liter).

Formerly, the Sukasada petrol station got Premium supply as much as 16-24 tons each day, but after the restriction it only got 8 tons. Condition in the field indicated that if the Premium

supply arrived at night, it would be sold out the next day before midday. Meanwhile, the supply of diesel remained stable at 8 tons and Pertamax at 4 tons per once order. Scarcity due to the restriction and to maintain the availability of non-subsidized fuel supply would surely affect the turnover of the local petrol station. “Yes, the stock has run thin from yesterday. This has an impact on our turnover and we usually sell out 12 tons each day. Due to restricted Premium stock, this condition was taken advantage by many street vendors by reselling it around the area of the Sukasada petrol station. We do not know where they got the fuel because we have banned and announced the purchase by using jerrycan,” said Agung.

Meanwhile, Putu Santika, an attendant of the petrol station, added that Premium was the most dominantly required by consumers as the price was more affordable among other fuels. “Premium is indeed quickly sold out here, sir! People dominantly use Premium for their motor-cycle,” added Santika who was working from 07:00 a.m. until 3:00 p.m.

Gede Mardiarta, one of the buyers, revealed that the Premi-um stock quickly running out did not dampen his desire to purchase Pertamax. “I want to go away by riding motorcycle, sir! I worry for fear of getting no Premium so that I am forced to buy Perta-max,” he said. (kmb34)

to mainland earlier because they were not strong enough to face high waves in the middle of the sea. Even, some participants got sea sick and came back without fish catches. Due to high waves, one of the participant’s boats was upside down and the outrigger was broken. Participants and the boat could be rescued to the shore by SAR team and the National Navy.

The Head of Jembrana Fisheries and Maritime Affairs, I Made Dwi Maharimbawa, said that as schedule the committee would only accept participants from Bali. However, when the registration was opened, many participants from outside Bali were eager to participate, so that the committee was slightly overwhelmed to reject. According to him, due to adverse weather condition, some participants were unable to participate.

“Even though several hired boats were canceled by the owner, the tournament could still be imple-mented,” he explained. In the tour-nament introducing the fishing spot in the waters of Jembrana, local par-ticipants of Jembrana dominated the catch. The heaviest catch category was achieved by Arianto with the weight of 20.3 kg. NAGOYA/TOKYO - When a Japanese carmaker issued a tender for shock absorbers a few years ago for a model it planned to sell in Indonesia, two suppliers came back with bids that were “so obviously

coordinated,” said an executive at the automaker.

One supplier put in a slightly lower bid for front shock absorbers than its rival and a slightly higher bid for rear shocks, while its rival did the opposite. The intent was clear, recalled the carmaker’s for-

mer parts procurement chief for Indonesia who is now back in Japan and didn’t want to be named be-cause of the sensitivity of the issue: they were dividing the contracts between them.

A few weeks later, he came across the two rival suppliers’ chiefs playing

golf together in Jakarta, and sum-moned them to his office for an ex-planation. The upshot: the automaker asked the parts suppliers to re-bid.

The account helps illustrate how some auto parts makers, in particular those from Japan, have colluded for years to inflate parts prices for automakers, dealers and repair shops in a global market with annual sales of over 80 million vehicles, and which are now being exposed in a worldwide sweep by regulators.

For the past five years, competi-tion watchdogs - from the United States, Europe and across Asia - have moved in, handing out record fines in some cases, and calling time on a business model that has served parts makers well.

That model essentially sees parts makers collude to keep prices relatively high for new components they supply to car manufacturers, and then charge even more for the same parts supplied as replacements to dealerships and repair shops.

Denso Corp, Japan’s leading auto electronics parts supplier had a higher operating profit margin of 9.2 percent than Toyota Motor Corp in the year to March, while Aisin Seiki Co Ltd’s 6.1 percent margin topped Nissan Motor Co’s 5.3 percent.

In South Korea, Hyundai Mobis, a leading Hyundai Motor supplier, had a margin of around 6 percent

on parts and component systems sales to automakers last year, but 21 percent on replacement parts sales, according to its filing with the stock exchange.

Some Japanese parts suppliers have evidently taken that business model further.

“To secure high profitability, those suppliers often coordinate bids for a supply contract when they can, and come to automakers with mostly identical bids,” the auto executive said in an interview at his firm’s procurement office in Japan.

As well as colluding to push up prices for new car parts, they also charge multiple times - sometimes as much as 10 times - the price when they make the exact same compo-nents available as replacement parts in the aftermarket marketplace.

“In other words, they’re doubling dipping to beef up and maximize their profit margins,” the executive said. “This is the kind of cartel you deal with in Southeast Asia with Japanese suppliers, and that’s not the exception, but the typical business condition we deal with routinely around the world.”

As regulators, most recently in China, go after suppliers in what has become a worldwide probe into price fixing, this “business model is in danger,” the executive said. “We might be seeing the beginning of an end of it.”

Analyst polled by Reuters fore-cast the annual inflation rate to slip to 0.3 percent from 0.4 percent in July, falling even further below the ECB’s target of below but close to 2 percent and mired deep in what the bank calls the “danger zone”.

The ECB cut interest rates in June and promised banks cheap long-term loans starting in Sep-tember, and any new measures before those loans kick in had been considered unlikely.

However, in remarks that opened the door to possible policy ac-tion at the bank’s next meeting in September, ECB President Mario Draghi said on Friday that the bank is prepared to respond with all its “available” tools should inflation drop further.

Speaking at a global central banking conference in Jackson Hole, Wyoming, Draghi said he is confident that the steps already an-nounced, helped by a weaker euro,

would boost demand in the ailing economic bloc.

But in stronger language than he has used in the past, he stressed the central bank stands ready to do more.

“The (ECB’s) governing council will acknowledge these (economic) developments and within its mandate will use all the available instruments needed to ensure price stability over the medium term,” he said.

The main weapon at the bank’s disposal, printing money to buy bonds, known as quantitative easing (QE), is still opposed by Germany’s Bundesbank which plays down the danger of deflation.

In his remarks on Friday Draghi did not mention the policy spe-

cifically, but a growing number of analysts believe it is only a matter of time before the ECB follows the path already trodden by the Federal Reserve and the Bank of England.

“The ECB will ultimately move to QE unless the euro weakens appreciably,” said Riccardo Bar-bieri, chief European economist at Mizuho, adding that “in the near term stagnation and near-zero infla-tion in the euro zone are almost a certainty.”

Developments in Ukraine will continue to be a major focus for markets, with the negative headlines of recent weeks having pushed Ger-man bond yields to new lows.

Investors will be closely watch-ing the outcome of a meeting sched-

uled in Minsk on Tuesday between Russian President Vladimir Putin and his Ukrainian counterpart Petro Poroshenko.

The Ukraine crisis has already hurt business sentiment in Ger-many, which has strong trade links with Russia, and the effect will be scrutinised again on Monday when the closely watched Ifo index for August is released. Analysts polled by Reuters are predicting another fall in morale.

The picture for the northern hemisphere’s policymakers slowly returning from their summer breaks looks mixed, with a weaker outlook in Europe and Asia but the United States showing growing signs of economic strength.

In tourism sector as a hotelier as the Chairman of PHRI Cabang Buleleng (Chairman of Indonesian Hotel and Restaurant Association Buleleng Chapter) he initiated a statue in the centre of Lovina Beach Resort, precisely on the beach widely known locally as “Bina Ria Beach”.

When he launched this idea to his friends and PHRI’s members, his idea was welcome by acclama-tion. The design of the statue was trusted to an artist from the District of Tejakula, name Nyoman Tusan. The design of the statue in the form of a dolphin on the top supported by a column and on the based part it is adorned with smaller dolphin statues. The dolphin statue perched on top is adorned with a crown as a symbol of a king. The crown aims

to honor Anak Agung Panji Tisna, he was said to be the last king of Buleleng and also well-known writer, one of his novel is “Sukreni Gadis Bali” that has been trans-lated into several languages.

He was officially recognized as the pioneer of tourism development in Bali in general and in North Bali in particular. He was awarded a certificate of acknowledgment for his merit of development in tour-ism sector. The construction of the statue was financed mostly by all members of PHRI. Each member contributed its part depended on each capability.

And now the statue is stands proudly as a land mark of Lovina and the dolphin statue perched on top as the icon of tourist attraction of North Bali.

And now, Ketut Englan has gone forever. He left behind his relatives and his friends. We lost humble man, and a very dedicated man for his love of his village, re-gions, profession, passion and very hard to mention one by one. “To error is human” as saying goes. Ketut Englan is human. He had done a lot for us but he might do something wrong. Let we forgive for his wrong doing, if any, and we remember what he had done for the benefit for all of us. The Industry and Trade Of-fice of Bali Province record-ed that the snapper exports amounted to 241.4 tons, a 26.78 percent decline compared to 329.7 tons in the same period in 2013.

Head of Bali Province’s Central Bureau of Statistic (BPS) Panasunan Siregar said that the snapper from Bali was mostly exported to Japan (37.23 percent) followed by the United States of America (24.62 percent), Australia (5.74 percent), and Hong Kong (4.85 percent).

The fish is also exported to Spain (1.11 percent), France (1.03 percent), Singapore (0.87 percent), Britain (0.75 percent) and Germany (0.43 percent).

The rest 22.68 percent goes to a number of other countries.

Bali earned a total of 41.77 million US dollars, declining 6.24 percent compared to the same period which was 44.54 million US dollars from marine and fisheries export.

Tuna is the biggest marine and fishery export commodity from Bali, contributing 28.26 million US dollars in the pe-riod.

Scores were injured as the temblor knocked out power to thousands, caused gas and water lines to rupture and sparked fires. By midday Sunday, the fires were out and power was starting to be restored, said Mark Ghilarducci, director of the California Gover-nor’s Office of Emergency Ser-vices. “While it was bad, it wasn’t as bad as it could be and it was very manageable from a regional perspective,” Ghilarducci said.

The quake struck about six miles (10 kilometers) south of Napa and lasted 10 to 20 seconds depending on proximity to the epicenter, according to the U.S. Geological Survey. It was the largest to shake the San Francisco Bay Area since the magnitude-6.9 Loma Prieta quake struck in 1989, collapsing part of the Bay Bridge roadway and killing more than 60 people, most when an Oakland freeway fell.

It was felt widely throughout the region, with people reporting feeling it more than 200 miles (320 kilometers) south of Napa and as far east as the Nevada border. The quake’s timing was also bad for Napa Valley’s famed vineyards, where winemakers were just getting ready to harvest the 2014 crop. The quake broke thousands of bottles of wine and toppled barrels.

Vintner Richard Ward of Saintsbury Winery south of Napa watched Sunday afternoon as workers righted toppled barrels and rescued a 500 pound (225 ki-logram) grape de-stemmer that the quake had thrown to the ground. “That’s what happens when you’re a mile from the epicenter,” said Ward, who lost 300 to 400 bottles in the winery’s basement.

The grape harvest was sup-posed to start overnight Monday, but it would now be pushed back a

few days, he said. Had the harvest started a day earlier, the quake could have caught the workers among the heavy barrels when it struck, Ward said.

For many, the quake struck at the worst time possible, rousing them in the middle of the night and sending them fumbling in darkness to take cover and find loved ones. A number of the injuries were caused by people stepping on broken glass, falling down or being hit by furniture. Omar Rodriguez, 23, of Napa, was treated for a gash on his forehead in one of the triage tents outside a hospital that handled the victims.

“We woke up to the earthquake and I thought I was dreaming because I fell off my bed, you know, it was all dark, and I just got back up. She noticed it was all bleeding,” he said, referring to his girlfriend.

TOKYO — Japan said Monday it is ready to provide a Japanese-devel-oped anti-influenza drug as a possible treatment for the rapidly expanding Ebola outbreak.

Chief Cabinet Secretary Yoshihide Suga told reporters that Japan can offer favipiravir, developed by a subsidiary of Fujifilm Holdings Corp., at any time at the request of the World Health Organization. Suga said Japan is watching for a decision by WHO that would provide more details on the use of untested drugs. In case of an emergency, Japan may respond to individual requests before any further decision by WHO, he said.

WHO said earlier this month that it is ethical to use untested drugs on Ebola patients given the magnitude of the outbreak.

The drug, developed by Fujifilm subsidiary Toyama Chemical Co. under the brand name Avigan to treat new and re-emerging influenza viruses, was approved by Japan’s health ministry in March. Fujifilm is in talks with the U.S. Food and Drug Administration on clinical testing of the drug in treating Ebola, company spokesman Takao Aoki said.

The company has enough stock of favipiravir for more than 20,000 pa-tients, Aoki said. He said Ebola and influenza viruses are the same type and a similar effect can theoretically be expected for Ebola.

Several drugs are being developed for the treatment of Ebola. They are still in the early stages and there is no proven treatment or vaccine for the often fatal disease. Favipiravir inhibits viral gene replication within infected cells to prevent propagation, while other anti-viral drugs often are designed to inhibit the release of new viral particles to prevent the spread of infec-tion, the company said. Recently, two American doctors recovered from Ebola after being treated with the experimental drug ZMapp, though it was unclear whether they were cured by the drug. ZMapp, developed by Mapp Biopharmaceutical Inc., had never been tested on humans, although an early version worked in some Ebola-infected monkeys. It is aimed at boosting the immune system’s efforts to fight off Ebola. Ebola has killed more than 1,400 people in West Africa in the latest outbreak.

NEW DELHI — A pre-dawn stampede killed 10 people Monday as tens of thousands of Hindus were worshipping in an annual procession in central India, police said. Some 50,000 devotees had been marking the holy day of Somvati Amavasya by walking or lying down and rolling for 5 kilometers (3 miles) in a wide circle around the spot where the Hindu god Ram is believed to have spent time during his 14 years in exile.

During the procession, a live electrical wire shocked one woman and set off a panic, triggering the stampede, local deputy police superintendent S.R. Yadav said. A large number of temples are located along the path in Satna district of Madhya Pradesh state.

Aside from the 10 people killed, another 12 were being treated at a hos-pital for injuries, Yadav said from district police headquarters. Information from the site 80 kilometers (50 miles) away was still trickling in, he said. The religious procession has meanwhile resumed. The state’s top elected official, Chief Minister Shivraj Singh Chouhan, said families of those killed would receive compensation payments of $3,300 each. Deadly stampedes are fairly common during India’s often-chaotic religious gatherings and festivals, where large crowds gather in small areas with few safety or crowd control measures. In October 2013, another stampede in Madhya Pradesh state killed more than 110 people, mostly women and children.

“Local fishermen, who used to conduct destructive fishing practices, have been persuaded to help protect the coral reefs by joining the public supervision group. They also help to patrol the surrounding waters,” Syafri Tuhurea of the Raja Ampat maritime and fishery office stated on Monday.

The local fishermen have stopped practicing destructive fishing methods, but those from other regions sometime illegally fish in the waters of Raja Am-pat by using bombs, he remarked.

“They are driven away if they are spotted by the local fishermen. But, they usually sneak out when the local fishermen and officers are not around,” Syafri pointed out.

The public supervision group is ex-pected to promote a sustainable coral reef preservation program involving the local community, he affirmed.

Tuherea also added that public awareness regarding coral reef con-servation in Raja Ampat District, West

Papua Province, has improved.“In the past, there were many

traditional fishermen who conducted destructive fishing practices by using bombs. Now, their number has de-creased significantly,” Syafri stated.

The Raja Ampat district adminis-tration has carried out public aware-ness campaigns for the conservation of coral reefs over the past five years, he noted.

The public were informed that since the diversity of the marine ecosystem was not solely to be cherished by the current generation, but the future gen-erations as well, therefore, it should be protected and preserved.

In line with the Tomolol Declara-tion issued in 2003, every stakeholder in Raja Ampat has agreed to sustain-ably conserve and manage marine resources.

Raja Ampat’s marine conservation area totals almost 1.2 million hectares. The best preserved coral reefs are found in Dampier Strait located be-tween Waigeo and Batanta isles.

In the southern part of Raja Ampat, Misool isle has endemic coral reefs, which are unique to this area.

He stated on Sunday that al-though no fixed date had been set, the option had already been discussed by the two sides.

Jokowi, whose election has been confirmed after winning a lawsuit filed by his opponent in court, is expected to discuss the transfer of government with President Yudhoyono.

“Perhaps the meeting with Joko Widodo is in Bali between August 27 and 29. This proposal has indeed been submitted to the president, but until today, no confirmation has been made on whether the meeting will be held in Bali or Jakarta following the presi-dent’s working visit (in Papua),” he affirmed.

Julian noted that President Yud-hoyono has indeed ordered Djoko Suyanto, the coordinating minister for political, security and legal affairs, to communicate with the

president-elect in connection with the transfer of power.

He reiterated that the meeting between the two was based on good will, and it was also the request of Joko Widodo to ensure smooth transition of government.

“So, there is no such thing as intervening, as some have accused of. The meeting is also the idea of Joko Widodo,” he stated.

Djoko Suyanto meanwhile in-formed that the meeting will be reported to President Yudhoyono before a decision was made.

President Yudhoyono is sched-uled to officially transfer power to Jokowi on October 20.

ticulture sector is not yet ready to compete with other countries, particularly in the face of the ASEAN Economic Commu-nity and the China-ASEAN Free Trade Area, noted a horticulture council executive.

“If the government makes a mistake in implementing a policy in this sector, Indonesia will become a spectator only,” Executive Chairman of the In-donesian Horticulture Council (DHN) Benny Kusbini stated on Monday.

Indonesia still needs invest-ment and technology for the development of superior variety of horticulture seedlings to face other horticulture-producing countries, he pointed out.

He asserted that the govern-ment’s plan to restrict foreign investment to 30 percent will

cause several multinational seed-ling producers in the country to relocate their investment to other countries.

This will eventually have an impact on Indonesia’s horticulture production as a whole because these producers have conducted research to find superior vegetable varieties, he noted.

Benny remarked that Indo-nesian farmers will encounter difficulties in producing adequate quality and quantity of horticul-tural goods, which will eventually lead to Indonesia’s market being flooded with imported products.

Therefore, he was of the view-point that it is not the appropriate time for the government to imple-ment a policy to restrict foreign investment to 30 percent in this sector.

Indonesia still needs time to learn and facilitate the transfer of technology. After all, Indonesia

still lacks superior genetic re-sources for its vegetable crops.

Benny asserted that Indonesia should develop seedlings of hor-ticultural crops through foreign investment instead of importing horticulture seeds and products.

“Why should we restrict in-vestment in technology for devel-oping the labor-intensive horticul-ture seedling sector while other sectors such as automotive gets better facilities where our human resources only work as assem-blers of products that should be imported,” Benny questioned.

Referring to an estimated pop-ulation of 270 million in 2025 and 400 million in 2050, Benny called for the need to reduce dependence on fruit and vegetable imports.

“We have to look at the wider perspective to meet the national food needs and not to narrow our perspective on grounds of nationalism,” he added.

The German insists that their lap two collision was simply a rac-ing incident - and reckons the fact the stewards did not take action proves he did nothing wrong.

AUTOSPORT understands that the race stewards did discuss the incident during the race, but decided that there was no sign of the collision having been caused deliberately.

Asked for his opinion about the crash, having watched video replays, Rosberg said: “I have seen it and I don’t want to say - but definitely, as the stewards judged it a racing incident, that is the way one can describe it.”

Although Hamilton claims that Rosberg told him in a post-race debrief that he deliberately did not avoid the incident because

he wanted to “prove a point”, the German was more circumspect about his actions when speaking to the media.

The German insists that their lap two collision was simply a rac-ing incident - and reckons the fact the stewards did not take action proves he did nothing wrong.

AUTOSPORT understands that the race stewards did discuss the incident during the race, but decided that there was no sign of the collision having been caused deliberately.

Asked for his opinion about the crash, having watched video replays, Rosberg said: “I have seen it and I don’t want to say - but definitely, as the stewards judged it a racing incident, that is the way one can describe it.”

Although Hamilton claims that Rosberg told him in a post-race debrief that he deliberately did not avoid the incident because

he wanted to “prove a point”, the German was more circumspect about his actions when speaking to the media.

He was adamant that the move was not risky at all, and dismissed any suggestion he should have waited another lap until DRS was activated. “I was quicker at the time and there was an opportu-nity, so I gave it a go around the outside as the inside was blocked,” Rosberg said.

“I didn’t see any risk in overtaking, or trying to over-take, so why should I not try? The opportunity was there even without DRS because I was so much quicker, so I gave it a go.

Scores were injured as the temblor knocked out power to thousands, caused gas and water lines to rupture and sparked fires. By midday Sunday, the fires were out and power was starting to be restored, said Mark Ghilarducci, director of the California Gover-nor’s Office of Emergency Ser-vices. “While it was bad, it wasn’t as bad as it could be and it was very manageable from a regional perspective,” Ghilarducci said.

The quake struck about six miles (10 kilometers) south of Napa and lasted 10 to 20 seconds depending on proximity to the epicenter, according to the U.S. Geological Survey. It was the largest to shake the San Francisco Bay Area since the magnitude-6.9 Loma Prieta quake struck in 1989, collapsing part of the Bay Bridge roadway and killing more than 60 people, most when an Oakland freeway fell.

It was felt widely throughout the region, with people reporting feeling it more than 200 miles (320 kilometers) south of Napa and as far east as the Nevada border. The quake’s timing was also bad for Napa Valley’s famed vineyards, where winemakers were just getting ready to harvest the 2014 crop. The quake broke thousands of bottles of wine and toppled barrels.

Vintner Richard Ward of Saintsbury Winery south of Napa watched Sunday afternoon as workers righted toppled barrels and rescued a 500 pound (225 ki-logram) grape de-stemmer that the quake had thrown to the ground. “That’s what happens when you’re a mile from the epicenter,” said Ward, who lost 300 to 400 bottles in the winery’s basement.

The grape harvest was sup-posed to start overnight Monday, but it would now be pushed back a

few days, he said. Had the harvest started a day earlier, the quake could have caught the workers among the heavy barrels when it struck, Ward said.

For many, the quake struck at the worst time possible, rousing them in the middle of the night and sending them fumbling in darkness to take cover and find loved ones. A number of the injuries were caused by people stepping on broken glass, falling down or being hit by furniture. Omar Rodriguez, 23, of Napa, was treated for a gash on his forehead in one of the triage tents outside a hospital that handled the victims.

“We woke up to the earthquake and I thought I was dreaming because I fell off my bed, you know, it was all dark, and I just got back up. She noticed it was all bleeding,” he said, referring to his girlfriend.

TOKYO — Japan said Monday it is ready to provide a Japanese-devel-oped anti-influenza drug as a possible treatment for the rapidly expanding Ebola outbreak.

Chief Cabinet Secretary Yoshihide Suga told reporters that Japan can offer favipiravir, developed by a subsidiary of Fujifilm Holdings Corp., at any time at the request of the World Health Organization. Suga said Japan is watching for a decision by WHO that would provide more details on the use of untested drugs. In case of an emergency, Japan may respond to individual requests before any further decision by WHO, he said.

WHO said earlier this month that it is ethical to use untested drugs on Ebola patients given the magnitude of the outbreak.

The drug, developed by Fujifilm subsidiary Toyama Chemical Co. under the brand name Avigan to treat new and re-emerging influenza viruses, was approved by Japan’s health ministry in March. Fujifilm is in talks with the U.S. Food and Drug Administration on clinical testing of the drug in treating Ebola, company spokesman Takao Aoki said.

The company has enough stock of favipiravir for more than 20,000 pa-tients, Aoki said. He said Ebola and influenza viruses are the same type and a similar effect can theoretically be expected for Ebola.

Several drugs are being developed for the treatment of Ebola. They are still in the early stages and there is no proven treatment or vaccine for the often fatal disease. Favipiravir inhibits viral gene replication within infected cells to prevent propagation, while other anti-viral drugs often are designed to inhibit the release of new viral particles to prevent the spread of infec-tion, the company said. Recently, two American doctors recovered from Ebola after being treated with the experimental drug ZMapp, though it was unclear whether they were cured by the drug. ZMapp, developed by Mapp Biopharmaceutical Inc., had never been tested on humans, although an early version worked in some Ebola-infected monkeys. It is aimed at boosting the immune system’s efforts to fight off Ebola. Ebola has killed more than 1,400 people in West Africa in the latest outbreak.

NEW DELHI — A pre-dawn stampede killed 10 people Monday as tens of thousands of Hindus were worshipping in an annual procession in central India, police said. Some 50,000 devotees had been marking the holy day of Somvati Amavasya by walking or lying down and rolling for 5 kilometers (3 miles) in a wide circle around the spot where the Hindu god Ram is believed to have spent time during his 14 years in exile.

During the procession, a live electrical wire shocked one woman and set off a panic, triggering the stampede, local deputy police superintendent S.R. Yadav said. A large number of temples are located along the path in Satna district of Madhya Pradesh state.

Aside from the 10 people killed, another 12 were being treated at a hos-pital for injuries, Yadav said from district police headquarters. Information from the site 80 kilometers (50 miles) away was still trickling in, he said. The religious procession has meanwhile resumed. The state’s top elected official, Chief Minister Shivraj Singh Chouhan, said families of those killed would receive compensation payments of $3,300 each. Deadly stampedes are fairly common during India’s often-chaotic religious gatherings and festivals, where large crowds gather in small areas with few safety or crowd control measures. In October 2013, another stampede in Madhya Pradesh state killed more than 110 people, mostly women and children.

The local fishermen have stopped practicing destructive fishing methods, but those from other regions sometime illegally fish in the waters of Raja Am-pat by using bombs, he remarked.

“They are driven away if they are spotted by the local fishermen. But, they usually sneak out when the local fishermen and officers are not around,” Syafri pointed out.

The public supervision group is ex-pected to promote a sustainable coral reef preservation program involving the local community, he affirmed.

Tuherea also added that public awareness regarding coral reef con-servation in Raja Ampat District, West

Papua Province, has improved.“In the past, there were many

traditional fishermen who conducted destructive fishing practices by using bombs. Now, their number has de-creased significantly,” Syafri stated.

The Raja Ampat district adminis-tration has carried out public aware-ness campaigns for the conservation of coral reefs over the past five years, he noted.

The public were informed that since the diversity of the marine ecosystem was not solely to be cherished by the current generation, but the future gen-erations as well, therefore, it should be protected and preserved.

In line with the Tomolol Declara-tion issued in 2003, every stakeholder in Raja Ampat has agreed to sustain-ably conserve and manage marine resources.

Raja Ampat’s marine conservation area totals almost 1.2 million hectares. The best preserved coral reefs are found in Dampier Strait located be-tween Waigeo and Batanta isles.

In the southern part of Raja Ampat, Misool isle has endemic coral reefs, which are unique to this area.

He stated on Sunday that al-though no fixed date had been set, the option had already been discussed by the two sides.

Jokowi, whose election has been confirmed after winning a lawsuit filed by his opponent in court, is expected to discuss the transfer of government with President Yudhoyono.

“Perhaps the meeting with Joko Widodo is in Bali between August 27 and 29. ticulture sector is not yet ready to compete with other countries, particularly in the face of the ASEAN Economic Commu-nity and the China-ASEAN Free Trade Area, noted a horticulture council executive.

“If the government makes a mistake in implementing a policy in this sector, Indonesia will become a spectator only,” Executive Chairman of the In-donesian Horticulture Council (DHN) Benny Kusbini stated on Monday.

Indonesia still needs invest-ment and technology for the development of superior variety of horticulture seedlings to face other horticulture-producing countries, he pointed out.

He asserted that the govern-ment’s plan to restrict foreign investment to 30 percent will

cause several multinational seed-ling producers in the country to relocate their investment to other countries.

This will eventually have an impact on Indonesia’s horticulture production as a whole because these producers have conducted research to find superior vegetable varieties, he noted.

Benny remarked that Indo-nesian farmers will encounter difficulties in producing adequate quality and quantity of horticul-tural goods, which will eventually lead to Indonesia’s market being flooded with imported products.

Therefore, he was of the view-point that it is not the appropriate time for the government to imple-ment a policy to restrict foreign investment to 30 percent in this sector.

Indonesia still needs time to learn and facilitate the transfer of technology. After all, Indonesia

still lacks superior genetic re-sources for its vegetable crops.

Benny asserted that Indonesia should develop seedlings of hor-ticultural crops through foreign investment instead of importing horticulture seeds and products.

“Why should we restrict in-vestment in technology for devel-oping the labor-intensive horticul-ture seedling sector while other sectors such as automotive gets better facilities where our human resources only work as assem-blers of products that should be imported,” Benny questioned.

Referring to an estimated pop-ulation of 270 million in 2025 and 400 million in 2050, Benny called for the need to reduce dependence on fruit and vegetable imports.

“We have to look at the wider perspective to meet the national food needs and not to narrow our perspective on grounds of nationalism,” he added.

NAGOYA/TOKYO - When a Japanese carmaker issued a tender for shock absorbers a few years ago for a model it planned to sell in Indonesia, two suppliers came back with bids that were “so obviously

coordinated,” said an executive at the automaker.

One supplier put in a slightly lower bid for front shock absorbers than its rival and a slightly higher bid for rear shocks, while its rival did the opposite. The intent was clear, recalled the carmaker’s for-

mer parts procurement chief for Indonesia who is now back in Japan and didn’t want to be named be-cause of the sensitivity of the issue: they were dividing the contracts between them.

A few weeks later, he came across the two rival suppliers’ chiefs playing

golf together in Jakarta, and sum-moned them to his office for an ex-planation. The upshot: the automaker asked the parts suppliers to re-bid.

The account helps illustrate how some auto parts makers, in particular those from Japan, have colluded for years to inflate parts prices for automakers, dealers and repair shops in a global market with annual sales of over 80 million vehicles, and which are now being exposed in a worldwide sweep by regulators.

For the past five years, competi-tion watchdogs - from the United States, Europe and across Asia - have moved in, handing out record fines in some cases, and calling time on a business model that has served parts makers well.

That model essentially sees parts makers collude to keep prices relatively high for new components they supply to car manufacturers, and then charge even more for the same parts supplied as replacements to dealerships and repair shops.

Denso Corp, Japan’s leading auto electronics parts supplier had a higher operating profit margin of 9.2 percent than Toyota Motor Corp in the year to March, while Aisin Seiki Co Ltd’s 6.1 percent margin topped Nissan Motor Co’s 5.3 percent.

In South Korea, Hyundai Mobis, a leading Hyundai Motor supplier, had a margin of around 6 percent

on parts and component systems sales to automakers last year, but 21 percent on replacement parts sales, according to its filing with the stock exchange.

Some Japanese parts suppliers have evidently taken that business model further.

“To secure high profitability, those suppliers often coordinate bids for a supply contract when they can, and come to automakers with mostly identical bids,” the auto executive said in an interview at his firm’s procurement office in Japan.

As well as colluding to push up prices for new car parts, they also charge multiple times - sometimes as much as 10 times - the price when they make the exact same compo-nents available as replacement parts in the aftermarket marketplace.

“In other words, they’re doubling dipping to beef up and maximize their profit margins,” the executive said. “This is the kind of cartel you deal with in Southeast Asia with Japanese suppliers, and that’s not the exception, but the typical business condition we deal with routinely around the world.”

As regulators, most recently in China, go after suppliers in what has become a worldwide probe into price fixing, this “business model is in danger,” the executive said. “We might be seeing the beginning of an end of it.”

Analyst polled by Reuters fore-cast the annual inflation rate to slip to 0.3 percent from 0.4 percent in July, falling even further below the ECB’s target of below but close to 2 percent and mired deep in what the bank calls the “danger zone”.

The ECB cut interest rates in June and promised banks cheap long-term loans starting in Sep-tember, and any new measures before those loans kick in had been considered unlikely.

However, in remarks that opened the door to possible policy ac-tion at the bank’s next meeting in September, ECB President Mario Draghi said on Friday that the bank is prepared to respond with all its “available” tools should inflation drop further.

Speaking at a global central banking conference in Jackson Hole, Wyoming, Draghi said he is confident that the steps already an-nounced, helped by a weaker euro,

would boost demand in the ailing economic bloc.

But in stronger language than he has used in the past, he stressed the central bank stands ready to do more.

“The (ECB’s) governing council will acknowledge these (economic) developments and within its mandate will use all the available instruments needed to ensure price stability over the medium term,” he said.

The main weapon at the bank’s disposal, printing money to buy bonds, known as quantitative easing (QE), is still opposed by Germany’s Bundesbank which plays down the danger of deflation.

In his remarks on Friday Draghi did not mention the policy spe-

cifically, but a growing number of analysts believe it is only a matter of time before the ECB follows the path already trodden by the Federal Reserve and the Bank of England.

“The ECB will ultimately move to QE unless the euro weakens appreciably,” said Riccardo Bar-bieri, chief European economist at Mizuho, adding that “in the near term stagnation and near-zero infla-tion in the euro zone are almost a certainty.”

Developments in Ukraine will continue to be a major focus for markets, with the negative headlines of recent weeks having pushed Ger-man bond yields to new lows.

Investors will be closely watch-ing the outcome of a meeting sched-

uled in Minsk on Tuesday between Russian President Vladimir Putin and his Ukrainian counterpart Petro Poroshenko.

doubt for his fond of North Bali’s art and culture. He had a strong ob-session on preserving the heritage of North Bali’s culture.

As a relatively wealthy guy, he owned a luxury car but he was fond on driving an old VW Combi.

He build an “open stage” in his own land located in the vil-lage of Kalibukbuk, the centre of Lovina. In this stage he staged performances, such as Balinese

dances. Due to his concern of North Bali’s dance popularly known as “Joged” of which he has considered has gone too far to its original form, he orga-nized a Joged Festival in this stage by invited several Joged troupe from several villages aim at staging the real origin of Joged.

From economically point of view, what he had done would not bring any benefit as business man, but he did it due his love for North Bali’s art and culture. We can say that he was a business man by profession but he was an art and culture enthusiast by birth.

In tourism sector as a hotelier as the Chairman of PHRI Cabang Buleleng (Chairman of Indonesian Hotel and Restaurant Association Buleleng Chapter) he initiated a statue in the centre of Lovina Beach Resort, precisely on the beach widely known locally as “Bina Ria Beach”.

When he launched this idea to his friends and PHRI’s members, his idea was welcome by acclama-tion. The design of the statue was trusted to an artist from the District of Tejakula, name Nyoman Tusan. The design of the statue in the form of a dolphin on the top supported by a column and on the based part it is adorned with smaller dolphin statues. The dolphin statue perched on top is adorned with a crown as a symbol of a king. The crown aims

to honor Anak Agung Panji Tisna, he was said to be the last king of Buleleng and also well-known writer, one of his novel is “Sukreni Gadis Bali” that has been trans-lated into several languages.

He was officially recognized as the pioneer of tourism development in Bali in general and in North Bali in particular. He was awarded a certificate of acknowledgment for his merit of development in tour-ism sector. The construction of the statue was financed mostly by all members of PHRI. Each member contributed its part depended on each capability.

And now the statue is stands proudly as a land mark of Lovina and the dolphin statue perched on top as the icon of tourist attraction of North Bali.

And now, Ketut Englan has gone forever. He left behind his relatives and his friends. We lost humble man, and a very dedicated man for his love of his village, re-gions, profession, passion and very hard to mention one by one. “To error is human” as saying goes. Ketut Englan is human. He had done a lot for us but he might do something wrong. Let we forgive for his wrong doing, if any, and we remember what he had done for the benefit for all of us. Good bye Ketut Englan, you would be never forgotten by your friends and whoever that knows you. Lets Ketut Englan rests in peace.

The Industry and Trade Of-fice of Bali Province record-ed that the snapper exports amounted to 241.4 tons, a 26.78 percent decline compared to 329.7 tons in the same period in 2013.

Head of Bali Province’s Central Bureau of Statistic (BPS) Panasunan Siregar said that the snapper from Bali was mostly exported to Japan (37.23 percent) followed by the United States of America (24.62 percent), Australia (5.74 percent), and Hong Kong (4.85 percent).

The fish is also exported to Spain (1.11 percent), France (1.03 percent), Singapore (0.87 percent), Britain (0.75 percent) and Germany (0.43 percent).

The rest 22.68 percent goes to a number of other countries.

Bali earned a total of 41.77 million US dollars, declining 6.24 percent compared to the same period which was 44.54 million US dollars from marine and fisheries export.

Tuna is the biggest marine and fishery export commodity from Bali, contributing 28.26 million US dollars in the pe-riod.

Speaking on a military plane en route to Afghanistan, Dempsey provided more detail into his think-ing about the Islamic militants who have stormed across Iraq, operating out of safe havens in Syria.

So far, the Obama administra-tion has restricted its military action against the militants to specific oper-ations within Iraq, but concerns have increased as the Islamic State group extended its reach, taking control of a swath of land stretching from Syria across the border and deep into western and northern Iraq.

The group took over Iraq’s sec-ond largest city, Mosul, in June, and has since declared an Islamic state, or caliphate, in territory under its control in Iraq and Syria.

Dempsey also told reporters trav-eling with him that he believes that key allies in the region — including Jordan, Turkey and Saudi Arabia — will join the U.S. in quashing the Islamic State group.

“I think ISIS has been so bru-tal, and has wrapped itself in a radical religious legitimacy that clearly threatens everybody I just mentioned, that I think they will be willing partners,” said Dempsey, ex-pressing optimism for the first time that the Arab nations would join in the conflict. ISIS is an acronym for the Islamic State group.

He contrasted the Islamic State group to the Yemen-based al-Qaida in the Arabian Peninsula, which has plotted and attempted attacks against the U.S. and Europe. As a result, the U.S. has conducted counterterrorism strikes against the group within Yemen. Dempsey said that so far, there is no sign that the Islamic State militants are engaged in “active plotting against the homeland, so it’s different than that which we see in Yemen.”

“I can tell you with great clar-ity and certainty that if that threat existed inside of Syria that it would

certainly be my strong recommen-dation that we would deal with it,” said Dempsey. “I have every confidence that the president of the

United States would deal with it.”He added that those regional

partners could come together and squeeze the Islamic State group

“from multiple directions in order to initially disrupt and eventually defeat them. It has to happen with them, much less with us.”

BANGKOK — Thailand’s junta leader, who seized power in a military coup three months ago, officially assumed his new post as prime minister on Monday follow-ing an endorsement from the country’s monarch. During a ceremony in Bangkok, Gen. Prayuth Chan-ocha accepted a written royal command issued by King Bhumibol Adulyadej certifying his appointment as the country’s 29th premier. Bhumibol, who is 86 and in poor health, was not present at the ceremony.

Thailand’s junta-appointed legislature voted overwhelmingly last week to name the 60-year-old army chief to the new post. He was the only candidate. Prayuth is due to retire from the military next month and will hold both jobs until he does so.

On May 22, Prayuth oversaw a coup in which the military toppled Thailand’s elected civilian government. Analysts say his new post cements the military’s control of government.

The move was the latest in a series of moves by the junta to consolidate power on its own terms. In July, the military adopted a temporary 48-article constitution and

appointed the legislature. Prayuth, who is expected to name his Cabinet next month, has said elections could be held in 2015.

Prayuth has said the army had to stage the coup to end half a year of political deadlock between protesters and the government, and to stop sporadic protest-related violence that had killed dozens of people and wounded hundreds more. While stability has been re-stored, it has come at a steep price: Thailand’s democratic institutions have been entirely dismantled, and the country’s authoritarian rulers have crushed all dissent. Last week, Human Rights Watch issued a statement criticizing the deterioration of human rights in the country.

“Since the May coup, the generals have tightened rather than relaxed their grip on power,” said Brad Adams, Asia director at Human Rights Watch. “Instead of the promised path back to democracy through free and fair elections, Thailand’s military seems to be opting for a road to dictator-ship.”

“As both prime minister and junta leader, Gen. Prayuth can wield broad power without accountability,” Adams said. “This marks a dark day for human rights and the future of democracy in Thailand.”

SINGARAJA - Limited num-ber of fuel stocks in the center caused the petrol station in Su-kasada subdistrict to experience difficulty in the delivery of Pre-mium fuel. Such condition made the Sukasada petrol station to ex-perience a ‘famine’ of Premium, so that most customers switched to use Pertamax fuel.

Agung Nyoman Oka, an ad-ministrator of the Sukasada petrol station, said that his party had received a letter No.1864/F15410/2014-S3 regarding the control of subsidized fuel distri-bution in the area of Marketing Operations Region (MOR) V and been in effect since Mon-day (Aug 18). The distribution would be controlled so that it did not exceed the volume quota of particular fuel. “Two days ago, diesel stock already ran out and we usually ordered 8 tons. Meanwhile, the Premium fuel as much as 8 tons just arriving this morning (Sunday—Ed) has been sold out,” he said.

At the Sukasada petrol station established in 1984, he told there was no increase in fuel prices, where Pertamax was sold for IDR 13,150 per liter, Premium (IDR 6,500 per liter) and diesel (IDR 5,500 per liter).

Formerly, the Sukasada petrol station got Premium supply as much as 16-24 tons each day, but after the restriction it only got 8 tons. Condition in the field indicated that if the Premium

supply arrived at night, it would be sold out the next day before midday. Meanwhile, the supply of diesel remained stable at 8 tons and Pertamax at 4 tons per once order. Scarcity due to the restriction and to maintain the availability of non-subsidized fuel supply would surely affect the turnover of the local petrol station. “Yes, the stock has run thin from yesterday. This has an impact on our turnover and we usually sell out 12 tons each day. Due to restricted Premium stock, this condition was taken advantage by many street vendors by reselling it around the area of the Sukasada petrol station. We do not know where they got the fuel because we have banned and announced the purchase by using jerrycan,” said Agung.

Meanwhile, Putu Santika, an attendant of the petrol station, added that Premium was the most dominantly required by consumers as the price was more affordable among other fuels. “Premium is indeed quickly sold out here, sir! People dominantly use Premium for their motor-cycle,” added Santika who was working from 07:00 a.m. until 3:00 p.m.

Gede Mardiarta, one of the buyers, revealed that the Premi-um stock quickly running out did not dampen his desire to purchase Pertamax. “I want to go away by riding motorcycle, sir! I worry for fear of getting no Premium so that I am forced to buy Perta-max,” he said. (kmb34)

In fact, there were dozens of par-ticipants among hundreds of total participants who simply lazed while waiting for the other participants to come. Due to bad weather, the tournament was also restricted from the morning until 12:00 a.m. Many boats hired did not come such as from Cupel and surrounding areas due to bad weather.

The committee needed at least 100 boats to accommodate the anglers, but some did not come. Virtually all the local anglers of Jembrana could get boats, but many others from outside Jembrana did not get.

Precaution of the Meteorology and Geophysics Agency related to high waves was in fact correct. A number of participants came back

to mainland earlier because they were not strong enough to face high waves in the middle of the sea. Even, some participants got sea sick and came back without fish catches. Due to high waves, one of the participant’s boats was upside down and the outrigger was broken. Participants and the boat could be rescued to the shore by SAR team and the National Navy.

The Head of Jembrana Fisheries and Maritime Affairs, I Made Dwi Maharimbawa, said that as schedule the committee would only accept participants from Bali. However, when the registration was opened, many participants from outside Bali were eager to participate, so that the committee was slightly overwhelmed to reject. According to him, due to adverse weather condition, some participants were unable to participate.

“Even though several hired boats were canceled by the owner, the tournament could still be imple-mented,” he explained. In the tour-nament introducing the fishing spot in the waters of Jembrana, local par-ticipants of Jembrana dominated the catch. The heaviest catch category was achieved by Arianto with the weight of 20.3 kg. In the category of grouper species, the first winner was achieved by Iwan Fajar Effendi (1.3 kg) while the best boat jockey was achieved by Amruloh from Pangkung Dedari, Melaya. (olo)

BERLIN -? Humans and Ne-anderthals may have coexisted in Europe for more than 5,000 years, providing ample time for the two species to meet and mix, according to new research.

Using new carbon dating techniques and mathematical models, researchers examined about 200 samples found at 40 sites from Spain to Russia, according to a study published Wednesday in the journal Na-ture. They concluded with a high probability that pockets of Neanderthal culture survived until between 41,030 and 39,260 years ago.

Although this puts the dis-appearance of Neanderthals earlier than some scientists previously thought, the findings support the idea that they lived alongside humans, who arrived in Europe about 45,000-43,000 years ago.

“We believe we now have the first robust timeline that sheds new light on some of the key questions around the possible interactions between Neander-thals and modern humans,” said Thomas Higham, an archaeolo-gist at the University of Oxford who led the study.

While it’s known that Nean-derthal genes have survived in the DNA of many modern hu-mans to this day, suggesting that at least some interbreeding took place, scientists are still unclear

about the extent of their contact and the reasons why Neander-thals vanished.

“These new results confirm a long-suspected chronological overlap between the last Nean-derthals and the first modern humans in Europe,” said Jean-Jacques Hublin, director of the Max Planck Institute for Evolu-tionary Anthropology in Leipzig, Germany, who wasn’t involved in the study.

Apart from narrowing the length of time that the two spe-cies existed alongside each other to between 2,600 and 5,400 years, Higham and his colleagues also believe they have shown that Neanderthals and humans largely kept to themselves.

“What we don’t see is that there is spatial overlap (in where they settled),” said Higham.

This is puzzling, because there is evidence that late-stage Neanderthals were culturally influenced by modern humans. Samples taken from some Ne-anderthal sites include artifacts that look like those introduced to Europe by humans migrating from Africa.

This would point to the possi-bility that Neanderthals?? whose name derives from a valley in western Germany?? adopted certain human habits and tech-nologies even as they were being gradually pushed out of their territory.

“I think they were eventually outcompeted,” said Higham.

Wil Roebroeks, an archaeolo-gist at Leiden University in the Netherlands, cautioned that the study relies to a large decree on testing of stone tools, rather than bones, and these haven’t been conclusively linked to particular

species, or hominins.“The results of this impressive

dating study are clear, but the as-sumptions about the association of stone artefact with hominin types underlying the interpreta-tion of the dating results will be

undoubtedly rigorously tested in field- and laboratory work over the near future,” said Roe-broeks, who wasn’t involved in the study. “Such testing can now be done with a chronologically clean slate.”

The theory is the latest explanation for a slowdown in the pace of warm-ing at the Earth’s surface since about 1998 that has puzzled experts because it conflicts with rising greenhouse gas emissions, especially from emerging economies led by China.

“We’re pointing to the Atlantic as the driver of the hiatus,” Ka-Kit Tung, of the University of Washington in Seattle and a co-author of Thursday’s study in the journal Science, told Reuters.

The study said an Atlantic current carrying water north from the tropics

sped up this century and sucked more warm surface waters down to 1,500 metres (5,000 feet), part of a natural shift for the ocean that typically lasts about three decades.

It said a return to a warmer pe-riod, releasing more heat stored in the ocean, was likely to start around 2030. When it does, “another episode of accelerated global warming should ensue”, the authors wrote.

Almost 200 governments aim to agree a deal to combat climate change at a summit in Paris in late 2015 and the hiatus has heartened sceptics who

doubt there is an urgent need for a trillion-dollar shift from fossil fuels to renewable energies.

Several previous studies have suggested that the larger Pacific Ocean is the likely site of the “miss-ing heat” from man-made green-house gases, perhaps linked to a series of La Nina cooling events in the Pacific in recent years.

Other suggestions for the slow-down in warming have included a rise in industrial pollution that is blocking sunlight.

A separate team of scientists

writing in the journal Nature Geo-science on Sunday said that factors including swings in the sun’s output and sun-blocking dust from volcanic eruptions may account for gaps in understanding the warming trends.

In addition, La Nina cooling events in the Pacific Ocean had played a role, according to the report that examined why computer models of the climate had over-estimated temperature rises in the past decade.

But no one knows for sure.“It will be interesting to see how

and if these ideas are connected” with the theory of the Atlantic, lead author Markus Huber said of the study by the Institute for At-mospheric and Climate Science at ETH Zurich.

GIANYAR - Rubbish will become a time bomb for Gianyar County. It happens in line with the sharp increase in the volume of rubbish in the county posing a tourist destination. Now, the volume of rubbish has reached 1,500 cubic meters each day. Unlike previ-ous years, since the past three years, the volume of rubbish has increased significantly.

Data indicated that in the year 2011, the volume of rubbish in Gianyar County still amounted to around 350 cubic meters each day. In 2012, it rose to 400 cubic meters each day. However, this year 2014, the volume of rubbish has increased significantly each day, as much as 1,500 cubic meters. Such amount does not include the rubbish on religious holidays. The increase can reach 40 percent.

The Division Head of Waste Affairs at the Gianyar Sanitation and Landscape Agency (DKP), Made Suwastika, said the volume of rubbish reached 1,500 cubic meters including the organic and non-organic one. One of the causes of the volume increase was the increase in population and the change of people consumeristic behavior.

Currently the number of janitors in Gianyar County reached 347 people. They were supported by 14 units of garbage truck and assisted with three-wheeled vehicles denoting the assistance of a third-party.

The increase in the waste volume was quite sharp, while waste processing was still not optimal. To that end, it required an in-novation in the waste management by the Gianyar Sanitation and Landscape Agency. One of them was by establishing Rubbish Bank. The rubbish bank program was a pilot project carried out toward non-organic waste, said the Head of Gianyar Sanitation and Land-scape Agency, Wayan Kujus Parwita.

Responding to the increase in waste volume each day, the waste was also processed by Temesi Waste Sorting Foundation. Organic waste coming into the landfill was processed into compost. How-ever, another problem arose where the compost produced by Temesi landfill also accumulated due to the compost demand to the landfill was still relatively small. (kmb16)

One of them was the dredging of sea sand. “Regional Bylaw has prohibited any quarry activities. To prevent further damages, the government should strictly prohibit any kinds of quarry activities. If required, it must be imposed with severe penalties,” he said.

He considered the coastal condi-

tion in Tabanan was not much dif-ferent from beaches in other coun-ties that were increasingly alarming. When calculated, it had been eroded averagely along 10 meters from the 1970s. At this moment, some coastal abrasions reached more than two meters, while the deepest reached more than 10 meters. This condition virtually occurred across the beach. For example, it hap-pened on Yeh Gangga Beach, Yeh Gangga village, Tabanan. Although local communities and customary villagers had worked hard to pre-serve the coastal environment be-ing famous for its lobster catch, in reality the Yeh Gangga Beach was also affected by the sea sand theft at Tibubiyu village, Kerambitan subdistrict.

“For five years, millions of cubic meters of sea san have been sold and thousands of trucks have been going in and out to take sea sand. It has an impact on the whole coast coupled with ocean currents and wind aggravating the abrasion. This condition causes an imbal-ance to the flow of sand on the beach,” he explained.

Saddam said that he had also

been visited by a number of vil-lagers who were not happy about such negative accusations. “I’m not afraid, my objective is correct. If customary villagers support the damage, it means they will auto-matically hand on a damaged nature to future generations,” he said.

This man from Pasut hamlet, Tibubiu village, Kerambitan, firmly said that sand was the van-guard of preserving coastal areas. “On Yeh Gangga Beach, custom-ary village is the forefront. Who dares to violate, customary bylaw will be strictly applied. As a result, the beach can survive sustainably. Despite making arrangement to prevent abrasion, if the sand, chiefly its black sand continues to be exploited, then the result will not be optimal,” he said.

Seeing the facts, it was very much required the seriousness of government in handling the condition, so that the abrasion rate could be minimized as low as possible. “Implement the regional bylaw accordingly and customary village should have a commitment to protect the envi-ronment,” he said. EvEry Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is con-sidered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

Criminal Investigation seized four protected birds from a house of resident at Buruan village, Blahbatuh, Gianyar, Friday (Aug 22). Then, the culprit with the initials AD, 35, who kept the rare birds and did not have permit was investi-gated in the Headquarters of the Gianyar Police. Meanwhile, the four rare birds were directly secured in the office of the Bali Natural Resource Conservation Agency (BKSDA).

Chief of Particular Crime Unit IV of Gianyar Police, IGN Winangun, with permission from the Chief of Gianyar Police Criminal Investiga-tion Unit Aris Purwanto said on Sunday (Aug 25) the discovery was originated from public report. Having got the information, his party began the investigation. After getting sufficient evidence, police immediately raided a house at Buruan village, Blahbatuh on Friday afternoon around 3:00 p.m. Once the house was raided by police, AD could only surrender. “The culprit did not resist when we raided,” he said.

Police immediately confiscated the four protected birds, consisting of gold hornbill, great

hornbill and two cockatoos. Meanwhile, the bird owner was brought to police headquarters of Gianyar Police for further investigation. “These birds belong to protected species, while the owner did not have a permit,” he said.

When interrogated, AD claimed to have received a gold hornbill from his friend; a great hornbill was caught at his home yard; while the two cockatoos were bought at Satria Bird Market, Denpasar, at IDR 3 million per head. Winangun added that the four birds seized were categorized to have been entering the verge of extinction. So, the four birds were protected by the state because their existence was very rare.

Then, the bird owner would be charged with Article 21, paragraph 2 of Law No.5/1990 on the Conservation of Biological Resources and Ecosystem. He could be charged with penalty of five years and a fine worth IDR 100 mil-lion. Furthermore, the protected animals were commended at the Bali Natural Resource Conservation Agency. “The animals have been secured at the Natural Resource Conservation Agency while waiting for further instruction from leadership,” he said. According to him, re-arrangement and revi-talization of historical buildings could be done by Bangli government in cooperation with other parties having the same interest. For instance, ancient temple could be arranged with central government through the Institute for Heritage Preservation. Then, royal palace could be revi-talized with the royal family and the Ministry of Tourism. On the land of the former prison house could be built a historical monument of Bangli struggle equipped with historical documentation so that it could be functioned as veteran reminis-cence. Supporting facilities could be in the form of a unique culinary center of Bangli.

“I have confidence the community of Bangli will support the ideas for the re-arrangement as long as it is socialized and communicated properly,” said Suarsana while adding that Kidul Market also had historical value that could be developed as a center for the sale of typical art and souvenirs of Bangli. As a traditional arrack maker, he had to work throughout the week to wait for the results. Within a week, he could produce 15 liters of arrack and it was sold for IDR 8,000 per liter. The income he got from distilling arrack could only support the three young children and wife. “The result of distilling arrack is just enough to eat, sir,” he said.

Besides, at Gegalang village there is also an elderly woman who lives alone. Her name is Grandma Rani, 80, who lives in a hut measur-ing 2x3 meters with daily activity of looking for firewood for her daily needs. The hut occupied

looks to be walled with a makeshift patched with plastic sacks only. In this hut, Grandma Rani is spending to rest of her life and cooking. “I am resigned to live my life,” she said in Ba-linese language. Her elderly physical condition makes Grandma Rani live on the mercy of her neighbors.

She said that she never received the govern-ment assistance such as the rice for the poor (Raskin) and neither did other help. “I never get any help from the government,” she told. She is living in remote area by making a hut and is only lighted with lantern made of cotton in a fish oil-filled coconut shell.

When she was sick, Grandmother Rani admitted trying to hold and heal herself. She was reluctant to burden her neighbors so that no one knew about her condition. Sometimes she admitted to suffer bone pain for a month but she just tried to hold the pain.

Actually, Grandma Rani has a son who is still alive and has a family. It is not known what hap-pens so that he never visits her. “He never visits me, let alone give me food,” she said. She also has grandchildren of her son, but she cannot do anything because she felt to have been neglected. “I have been neglected,” she said.

Meanwhile, Nyoman Wirta, one of the local community leaders, admitted that Gegelang vil-lage had many poor residents. He said to have reported the condition of Gegelang residents to hamlet chief but there was no response so far. “I do hope the government of Karangasem can see the condition of many residents who live in poverty,” he hoped. Chairman of the Indonesia Hotels and Restaurants Association (PHRI) of Bali, Tjokorda Artha Sukawati (Cok Ace), said the verification of hotel security management system was an absolute requirement becom-ing one of the assessment criteria in the business standardization or clas-sification of star and non-star hotel. In addition, this provision had been set forth in the Regulation of the Minister

of Tourism and Creative Economy No.106 /PW.006/mpek/2014 on the Hotel Safety Management System.

“The sanction imposed on the non-qualified hotels in terms of safety and competency is certification revocation. In the future, the hotel classification will also consider the security aspect as one of our assess-ment criteria,” said Cok Ace.

He said the verification of hotel

security was an important part in the face of free market next year. Moreover, a number of areas such as Nusa Dua frequented by state guests it was something a must to do the verification. “Many hotels have not qualified because they do not understand. Any smallest thing also becomes important point in the verification,” he said.

According to him, the security measure in tourism accommodation was an important part in preserving the reputation of tourism in Indonesia, especially Bali. Security was a funda-mental aspect in providing comfort for travelers staying at the tourist accom-modation. “The intention of tourist accommodation to participate in the verification of security certification is

very large,” he said.Nevertheless, Cok Ace mentioned

there were other constraints faced by his side. Presently, he added, his party still lacked of human resources to do the certification. “Instead, we are faced with the shortage in human resources to perform the verification of hotel security certification,” he explained.

He admitted that among thou-sands of the existing hotels, only some of them that had got the secu-rity management certification. The constraints faced, he said, remained in the matter of human resources. “The obstacles remain to lie in their understanding as some aspects need to give the attention. For examples, food ingredients can be a source of

crime. They must not only be seen, but should also be further studied. We need to provide them with a briefing,” he explained.
