Essential Details Sought by MS Reply

1. Please read the earlier EDS sought by the Ministry. The matter was again examined and noted that PP has not uploaded the earlier details at appropriate Places. For example EIA/EMP report is uploaded in Annexure.

We have updated form-2 as per EIA/EMP report and we are trying to upload all the details/Documents in appropriate places, but since the document size is more than allowed, we are not able to upload the same at appropriate places, but now with the help of NIC we are trying to do the same as suggested by you.

2. It is pertain to mentioned that the processing of EC proposal, in the Ministry, is through Parivesh Portal only, therefore providing the requisite information/documents shall be in compliance as per Form 2 and accordingly the PP/Consultant are kindly requested to revise the application in the Form 2 along with EIA/EMP Report and resubmit the same. The EIA/EMP Report shall match with the information as filled in Form 2 for further appraisal necessary action

This has been done as required.

3. It is also mentioned that after acceptance the form 2 and EIA/EMP report cannot be revise. Therefore, PP/Consultant is again requested to kindly do needful. If you have any further issues for uploading the documents kindly contact NIC for needful or email to the Ministry.

Sr no. Query Points Reply 1. Please read the earlier EDS sought

by the Ministry. The matter was again examined and noted that PP has not revised the Form 2 and not uploaded the requisite information (For ex. Green belt not updated, certified Compliance report of EC or CTO not uploaded, earlier EC not uploaded in form 2 at S. No. 6 and many other issues earlier not uploaded.)

We had obtained Environmental Clearance on 9th April

2009 for production of OBA (Optical Brightening

Agent)-250 MT/Month. This EC was valid for 5 years

from the date of issue but at that time Vatva was a

Critically Polluted Area (CPA) and therefore we could

not proceed with production of those products.

Subsequently, the validity of EC expired on 8th April

2014. So, We don’t have certified compliance report

from RO MoEFCC and the present industrial operation

is based on an earlier valid CCA.

2. 3. As per s.no. 28 of form 2, Schedule I species reported. But the submission of conservation plan to CWLW has not been submitted/uploaded. Details of approval regarding to conservation plan needs to be uploaded.

4. Proposed Green belt development programe along-with time line and budgetary allocation needs to be provided (40% Green belt as per Ministry’s office memorandum 31st October, 2019)

As per Ministry’s office memorandum 31st October, 2019 we are ready to develop 40% Green Belt.

5. Details Product list for which EC is required may kindly be provided in the Form-2 of s. No. 8.2 product wise and individual capacity wise. PP has mentioned the categories, but as per requirement PP needs to submit the details of product for which EC application has been made.

6. Details of Raw material and its linkage and its mitigation measure during transportation needs to be submitted (13.1 of form 2)

details. TOR compliance is not adequate in EIA/EMP report and need to revise as per the terms of reference granted for the project, and shall conform to Appendix III of the EIA Notification, 2006.

9. Effluent treatment mechanism with plan for Zero Liquid Discharge for the complete plant needs to be submitted

• The industrial process wastewater will be segregated into two OBA-DT stream and remaining process stream High COD Process stream along with RO reject and Nutch Filter reject will be treated in Multiple Effect Evaporator (MEE). Concentrated slurry from MEE will be filtered in filter nutch and filtrate will be taken back to MEE. Condensate will be recycled in process and boiler operation.

• Whereas Low COD process stream will be first treated through chlorination, stage (to reduce COD load) followed by ETP having primary & secondary treatment unitsbefore its discharge to CETP vatva for further treatment.

• Cooling purge, boiler blow-down and washing stream will be treated in RO plant. RO reject will be treated in

• MEE while permeate from said RO will be recycled in washing, boiler, cooling and domestic activity. Sludge generated from ETP along with MEE salt will be sent to TSDF site.

• Hence complete Zero Liquid Discharge plant. 10. It is mentioned that the processing
