AdmissionAdmissionisgovernedbyrequirementsstatedinthe“Admissions”chapteroftheGraduateBulletin,andbystandardsadoptedbytheprogram.ItisexpectedthatsuccessfulapplicantswillpossessaMaster’sdegreefromanaccreditedinstitutionwitha3.5GPAonafour-pointscale(orequivalent).Inexceptionalcircumstances,therequirementforaMaster’sdegreemaybewaivedprovidedtheapplicantmaintaineda3.0inthelast60hoursofundergraduateworkandcandocumentrelevantprofessionalexperience.

Fullorpartialtuitionwaiversareoftenavailablewithqualifyinggraduateassistantships.Thesewaiversareawardedonasemester-by-semesterbasisandmayvarydependingonthefundingsourceoftheassistantship.Tuitionwaivercoverageforanystudentshallbelimitedtoafive-yeareligibilityperiod.Thisperiodwillbeginfromthepointoffirstappointmentasagraduateassistant.ExceptionstothisrulemaybeconsideredbytheELPSDepartmentAdvisoryCommitteebysubmissionofastatementofappealfromthestudentandthestudent’smajorprofessor.Thestudent’sannualreviewmaysubstituteforthemajorprofessor’sstatement.QuestionsabouttuitionwaiversanddeadlinesforregistrationandwaiverapplicationsshouldbedirectedtoJimmyPastrano,theDepartment’stuitionwaivercoordinator,intheEducationalLeadershipandPolicyStudiessuite–Stone1209(644-6777).EstablishingFloridaResidencyStudentswhorelocatetoFloridatoconductgraduatestudiesatFloridaStateUniversitymaywishtodeclareFloridaresidencytoqualifyformuchlowerin-statetuitionrates.OneyearaftermovingtoFlorida,newresidents,includingthoseparticipatingintheAcademicCommonMarketscheme(seebelow),mustcompletetheResidencyClassificationFormandsubmitittotheGraduateOfficeofAdmissionspriortothebeginningofthesemesterforwhichin-statetuitionratesaredesired.InternationalstudentsareencouragedtocontacttheFSUInternationalCentertolearnwhethertheymightqualifyforin-statetuitionrates.Inordertoestablishevidencethattheresidencyadjustmentrequestisnotbeingmadeforthesolepurposeofobtainingin-statetuitionrates,newFloridaresidentswillneedtoprovideevidenceofnon-scholastictiestothestateofFlorida.Suchevidenceincludes,butisnotlimitedto,obtainingaFloridadriver'slicense,obtainingFloridavehicleregistration,becomingregisteredtovoteinFlorida,owningpropertyinFlorida,employmentinFlorida,andsoforth.Studentswhohaveobtainedagraduateassistantshiparestronglyencouragedtobegintheprocessofestablishingresidencyassoonaspossible.Afteroneyearofretainingagraduateassistantposition,onlyin-statetuitionwaiverscanbeissuedtostudentshopingtocontinueworkingasgraduateassistants.Internationalstudentsareexemptfromthispolicyduetotheirineligibilitytoobtainresidency.FormoreinformationregardinghowtobegintheprocessofsecuringFloridaresidency,pleasevisitthefollowinglink:http://admissions.fsu.edu/residency/AnnualReviewsEachyearthestudent’stemporaryadvisorormajorprofessorwillassesstheprogressofthestudentinwritingandthedepartmentwillprovidetheirassessmenttothestudent,thedepartmentchair,andtheacademicdean.

DiagnosticExamination
Everystudentwhohasbeenadmittedtoworktowardadoctoraldegreewithinthedepartmentmust,duringthesixthweekofthesecondsemesterafteradmission(or,forpart-timestudents,afterthecompletionofthreecourses),completeadepartmentallyadministereddiagnosticexamination.Thisexaminationwillbedesignedtoappraisethestudent'sabilitytopursuethedoctoraldegreeinthefield.
Itisthestudent’sresponsibilitytoregisterforthediagnosticexamfor0credithoursduringthesemesterforwhichtheywilltakethetest.
A.Content&Format
Thisexamconsistsofreadinganarticleselectedbyfacultyinthemajorandrespondingtoaseriesofquestionsinaeight-hourtake-homeexamaccessedandmanagedthroughBlackboardandsubmittedtoTurnItInviaBlackboard.Thediagnosticexamcomprisesoftwoparts.Thefirstpartfocusesonarticlecritiqueandthesecondpartisanin-depthdiscussionofstudents’researchinterests.Thestudentsarerequiredtoaddressallthequestionsoutlinedunderpart1andpart2below.Studentsarerequiredtoattemptandcompletepart1ofthisexamduringthe8hoursontheassigneddateinthe6thweekofthesemester.Thispartoftheexamismeanttoevaluatestudents’abilitytocriticallyengagewithpublishedresearch.Part2oftheexamfocusesonresearchinterestsofthestudentsandismeanttofacilitatestudentstodeveloparesearch-orientedapproachtoeducationalissues.Studentsareexpectedtodevelopthispartoftheexaminadvance.Theywill,however,submitpart2oftheexamalongwithpart1.

1. Timing:Allstudentsarerequiredtotakethediagnosticexamsduringthesixthweekofclassesinthesecondsemesterafteradmissionorafterthestudenthascompleted3coursesforthosewhoattendpart-time.
2. TheELPExamcommitteewillevaluateandgradethediagnosticexam.3. Studentswhopasstheexamarerequiredtomeetwiththeirmajoradvisorand
anadditionalfacultymember,whoshouldbeselectedincollaborationwiththemajoradvisor,bythe12thweekofthesemester.Thestudentwillofficiallypassthediagnosticexamonlyafterthemajoradvisorandthefacultymemberhavesignedoffontheirprogramofstudy.

MajorProfessorAftertheinitialyearofstudy,thestudentshouldconsultwiththeprofessorsunderwhomthestudentmaybeinterestedinworkingandfromwhoseareasofmajoradissertationtopiccouldbedeveloped.Afterconsultation,thestudentshouldinviteamemberofthefacultywithexpertiseintheareainwhichheorshehasaninteresttoserveasmajorprofessorandchairofthesupervisorycommittee.Iftheprofessorconsents,thedepartmentalchairappointstheprofessoraschair.Afacultymemberwhoservesaschairofastudent’ssupervisorycommitteemusthaveGraduateFacultyStatusandhavecompetenceinthestudent’sproposedmajor.Thisappointmentmustbemutuallyagreeabletothestudent,majorprofessor,anddepartmentalchair.SupervisoryCommitteeUpontherequestofthemajorprofessor,thedepartmentalchairwillappointthesupervisorycommitteethatwillbeinchargeofthestudent’sworkuntilthecompletionofallrequirementsforthedegree.Theappointmentofthestudent’ssupervisorycommitteemustbecompletedbytheendofthefirstacademicyear.ThemembershipofthesupervisorycommitteewillbereportedtotheDeanofGraduateStudies.

Satisfactorycompletionofapreliminaryexaminationisrequiredforadmissiontocandidacyforthedoctoraldegree.Nostudentmayregisterfordissertationhourspriortothepointinthesemesterinwhichthepreliminaryexaminationwaspassed.AnadmissiontocandidacyformmustbecompletedandfiledintheOfficeoftheUniversityRegistrarpriortoregistrationfororconversiontodissertation/treatisehours.

Thepreliminaryexamconsistsoffourparts(describedbelow).GiventhecentralityofpolicystudiesintheELPcorecoursesanditbeingintegraltothestudents’understanding,itwillbeinfusedintotheresearchandmajorareaquestionsandintegratedintotheresearchproposal.
Part1,ResearchMethodologies:Studentswillbeaskedtodemonstrateanunderstandingofabroadarrayofresearchmethodologiesandthetypesofquestionsthemethodologicalapproachesarebestsuitedtoanswer.Part2,MajorAreaKnowledge:Studentswillbeaskedtoexploreanissueineducationrelatedtotheirareaofmajor.Part3,ResearchProposal:Studentswilldeveloparesearchproposalfollowingestablishedguidelines(seeAppendixC)thatdemonstratestheirabilitytodesignindependentresearch.Thepurposeoftheresearchproposalistoascertainwhetherthestudenthastheconceptualandwritingskillstodesignacoherentindependentresearchproposal.Whileastudentmayconsultwiththeirmajorprofessortodiscusspotentialresearchtopics,questions,andrelevantliterature,studentsaretowritetheresearchproposalindependently.TheresearchproposalwillbesubmittedinadvanceofthecommencementofParts1and2anduploadedtoBlackboardthroughTurnItIn.

Parts1and2:Inatimedelimited“take-home”exam,studentswillrespondtoatotaloffourquestionsamongeightposed.Theexamwillbeaccessed,managed,andsubmittedthroughBlackboard(asitedevotedtodiagnosticandpreliminaryexams).Indownloadingandaccessingtheexam,studentswillberequiredtoagreetoanhonorcodeandsubmittheirresponsesthroughTurnItIn.Studentshaveatimelimitofaweekend(Friday5:00p.m.untilMonday10:00a.m.)attheendofthesecondweekofthesemester.Studentswhoareunabletotaketheexamoveraweekendmustinformthedepartment’sgraduatecoordinatorandtheprelimexamcommitteeandrequestanalternativetimeframe.

Parts1and2:ThePreliminaryExamCommitteeconsistsoffourmembersofthefaculty,eachwhorepresentamajorintheProgramofEducationalLeadershipandPolicyandservefortwoyearsonarotatingbasis.Thecommitteereceivesandreadseachexamwithoutknowledgeoftheidentityoftheauthoroftheexam.Astudent’smajorprofessormustrecusehimorherselffromtheirstudent’sexamreviewiftheyareonthecommitteeduringthatyearandwillbereplacedbyanothermemberofthefacultyinthatprogram.ThePreliminaryExamCommitteewillevaluatethestudents’responsesonafive-pointscalewithaminimumpassingscoreof3.Ifastudentfailsonlyonequestion,heorshewillbeeligibletore-writethatquestioninthesamesemester.Ifthestudentfailsthequestionasecondtime,heorshemustre-retakethefullpreliminaryexaminthesubsequentofferingoftheexam.Similarly,ifastudentfailsmorethanonequestion,heorshemustre-takethefullpreliminaryexaminthesubsequentofferingoftheexam(e.g.,ifthestudentdoesnotpassduringthefalladministrationoftheexam,theretakewillbeduringthespringadministration—ifheorshedoesnotpasstwoormorequestionsduringthespringadministrationoftheexam,theretakewillbeduringthesubsequentfalladministration).Onlyoneretakewillbeallowedperpartbeforebeingassignedafailinggrade.Ifastudentisassignedafailinggrade,theywillbedismissedfromtheprogram.

Parts3and4:Adepartmentalcommitteeconsistingofthethreedepartmentalmembersofthestudent’ssupervisorycommitteewillevaluatetheresearchproposalandtheoraldefenseofit.If,intheopinionofthecommittee,theresearchproposaldoesnotmeettheappropriatestandard,studentswillhaveoneadditionalopportunitytoreviseandre-defenditbeforebeingassignedafailinggrade.Itisatthediscretionofthedepartmentalmembersofthestudent’sSupervisoryCommitteewhenthatre-writeandre-defensewilloccur.
IncompleteorFailingGradeStudentswhofailorreceiveanincomplete(“I”)onthepreliminaryexaminationorportionsofitwillhaveablockplacedontheirregistrationfordissertationhoursuntilthepreliminaryexaminationissuccessfullypassedthesubsequentFallorSpringsemester,whicheverthecasemaybe,andthe“I”gradeischangedtoapassinggrade(“P”).Allrequirementsmustbecompletedbythe7thweekofthesemester.Onlyoneretakewillbeallowedperpartbeforebeingassignedafailinggrade.Ifastudentisassignedafailinggrade,theywillbedismissedfromtheprogram.
D.RecommendationsforStudyingforPreliminaryExams
Inthepreliminaryexams,thestudentisexpectedtoshowthatheorshehasmasteredthebodyofknowledgeofboththecoreofELPaswellashisorherspecialization.Astheexamisopen-book,ELPfacultyexpectsstudentstonotonlyhaveasolidfoundationofthematerial,butalsothatthestudentwilldemonstrateknowledgeoftheappropriatesourcesandreferencesforanswersduringtheexam.ELPfacultyexpectthatthestudentwillanswertheexamquestionsdirectly,drawonappropriateandsufficientcontentandresearch,andanswereachquestioninahigh-qualitymanner.Whereasstudentsarerequiredtoprovidereferencesfrompublishedresearchtosupporttheirarguments,theresponsesmustconstitutecriticalengagementwiththepublishedresearchinsteadofmerelysummarizingorreiteratingwhatsuchresearchhasalreadystated.Inotherwords,theresponsesshouldhighlightstudents’familiaritywiththerelateddisciplineandthemainthemesinthatdiscipline.Inaddition,theresponsesmustreflectstudents’abilitytothoughtfullyandcriticallyengagewithrelatedresearchtomakeandsupporttheirarguments.Thepurposeofadoctorateprogramistopreparestudentstoplan,develop,andconductindependentresearch.PreliminaryexamevaluatesifstudentsarereadytoconductindependentdissertationresearchunderthesupervisionoftheiradvisorandthedissertationcommitteeItisfurthersuggestedthatthestudentanswereachexamquestionasthequestionisorganized.(e.g.Ifthequestionhasthreesubsections,thestudentshouldanswereachsubsectionintheorderinwhichtheywerepresentedinthequestion.)ItisexpectedthatthestudentwilluseAPAstyle.

Dissertationdefenseresultssignedbyallcommitteemembersandthedepartmentchair.Allcommitteemembersandthestudentmustattendtheentiredefenseinrealtime,eitherbybeingphysicallypresentorparticipatingviadistancetechnology.Ifexceptionalemergencycircumstances,e.g.medicalorotheremergencysituations,preventtheparticipationofacommitteememberthenitmaybenecessarytoarrangeforanadditionalappropriatelyqualifiedcolleaguetoattendthedefense.AminimumoffourmemberswithGraduateFacultyStatusmustparticipate(FSUGraduateBulletin,CollegeofEducation).
Thecontentoftheabstractofthedissertationshouldbesubmittedtothesupervisorycommitteeatleastoneweekbeforethedateofthedefense.TheabstractshouldconformtoappropriateexamplesinGuidelinesandRequirementsforElectronicThesis,Treatise,andDissertationWriters.
Thesupervisorycommitteewillcertifyinwritingtotheacademicdeanofthemajordepartmenttheresultsoftheexamination:passed,failed,ortobereexamined.Thereportofresultsfollowingareexaminationmustindicatethestudenteitherpassedorfailed.
Awrittencritiqueoftheconductoftheexaminationindefenseofdissertationshouldbesubmittedbytherepresentative-at-largefromthegraduatefacultytotheappropriateacademicdeanandtheDeanofGraduateStudieswithinoneweekafterthedateofdefense.

ViolationsoftheCode
1)Duringexaminations,violationsoftheAcademicHonorCodeshallincludereferringtoinformationnotspecificallycondonedbytheinstructor.Itshallfurtherincludereceivinginformationfromafellowstudentoranotherunauthorizedsource.
2)Regardingacademicassignments,violationoftheAcademicHonorCodeshallincluderepresentinganother'sworkoranypartthereof,beitpublishedorunpublished,asone'sown.Itshallalsoincludepresentingorsubmittinganyacademicworkinamannerthatimpairstheinstructor'sabilitytoassessthestudent'sacademicperformance.
3)ViolationsoftheAcademicHonorCodeshallincludeobtaining,disturbing,orreferringtoacopyofanexaminationwhichtheinstructor/departmenthasnotauthorizedtobemadeavailableforsuchapurpose.

ResponsibilityEachstudentshallberesponsibleforabidingbytheAcademicHonorCodeatalltimes.Theinstructormayfurtherdefineinwritinginthesyllabusorotherdocuments,theinstructor'sspecificationoftheactswhichshallconstituteaviolationoftheAcademicHonorCode.Asrequiredbytheinstructor,attheconclusionofeachexaminationorsubmissionofanassignment,eachstudentshallsignapledgethatthestudenthasneithergivennorreceivedaidfromanyunauthorizedsourceduringtheexaminationortheassignment.AnystudentwhoobservescheatingorviolatestheAcademicHonorCodeisexpectedtoreporttheviolationtotheinstructorand/ortheUniversityjudicialofficer.

GradeAppealsThepurposeofthegradeappealssystemistoaffordanopportunityforastudenttoappealagradeifthestudentfeelsthatthegradewasinequitablyawardedinthatitinvolvedagrossviolationoftheinstitution'sownspecifiedgradingstandards.Step1.Thestudentmustapproachtheinstructorinquestiontodiscussthegradeandattempttoresolveanydifferences.Astudentnotinresidenceforthesucceedingterm,oraresidentstudentwhoisunabletoresolvethedifferenceswiththeinstructor,mustfileanappealwiththeinstructor'sprogramordepartmentchairperson,whicheverisappropriate,withinsixtydaysfollowingtheassignmentofthedisputedgrade.Step2.Ifstilldissatisfied,thestudentmay,afterfilingawrittenstatementwiththeprogramordepartmentchairpersonexplainingthebasisfortheappeal,appearbeforeaboardcomposedofthreestudentsnominatedbytheprogramordepartmentalstudentadvisorycommitteeoritscounterpart.Anegativedecisionbytheboardwillendtheappeal.AfavorabledecisionwillbereferredtotheDepartmentalBoarddescribedinStep3.TheStudentAdvisoryBoardactsonlyasascreeningbodyanddeterminessolelywhethertheappealisconsonantwiththecriteriaindicatedabove.TheStudentAdvisoryBoardmustbeappointedanditsdecisionmadewithinthreeweeksofthetimethatthewrittenstatementhasbeenfiledwiththeprogramordepartmentchairperson.Step3.ADepartmentalBoardcomposedofthreefacultymembersandtwostudentsappointedbythechairpersonmustbeselectedforeachcase.TheDepartmentalBoardmustbeappointedanditsdecisionmadewithinthreeweeksofthetimetheStudentAdvisoryBoardhasreachedafavorabledecisiononthegradeappeal.Aunanimousdecisionshallbefinalandbindingonallpartiesconcerned.Amajorityopinionmaybeappealedbythestudentorthefacultymembertoacollege-wideboardappointedbythedeanofthecollegefromnomineessuppliedbythefacultyandstudentadvisorycommitteesrespectively.TheappealfromthedecisionoftheDepartmentalBoardmustbemadebythedissatisfiedpartywithinthreeweeksofthetimethatthewrittenappealhasbeenfiledwiththedeanofthecollege.Themajoritydecisionofthiscollege-wideappealboardshallbefinalandbindingonallpartiesconcerned.Eachcommitteeandboardischargedwithhearingtheinstructorinquestion,iftheinstructorwishes.
