◆1 核兵器禁止をめぐる日本の誤った選択

【解説注】

A) オランダは議会の指示に基づき会議には出席したが条約には反対票を投じた。

B) しかし、2014年のウクライナをめぐる地政学的な緊張の激化は、意図しない核戦争の

危険を増大させた（Berls and Ratz, 2015）。

C) これは後に NBC テレビのドキュメンタリー番組 “The Decision to Drop the Bomb”

(1965) https://www.youtube.com/watch?v=ZuRvBoLu4t0 の中でも繰り返された。実はこれ

らの引用には二つ目の関連がほのめかされている。実験は「トリニティ」と命名された

が、ヒンズー教でトリニティとは、創造・維持・破壊の三神であるブラフマー、ヴィシ

ュヌ、シヴァのことを指している。

D) 国際司法裁判所の勧告的意見の規範的な地位は、国連総会決議による引用の頻度によ

って強化される。

E) フォード（Ford 2007）は、しかし、厳格、即時で法的拘束力を持ち、検証可能で強制

的な不拡散条項に比べて、NPTの核軍縮義務は曖昧かつ貧弱であり、条約の本当の目的

は不拡散であり、軍縮は政治的な甘言に過ぎないと論じている。2017年、フォードはト

ランプ政権で政府幹部に任命された。

◆2 核兵器のない世界に向けて

【解説注】

A) 本稿の執筆に際して、本稿のタイトルに含まれる 2 つの中心的な概念、すなわち

stigmatizationと delegitimization を英語で表記していること、および本文中でも英語で表記

していることにつきその理由を以下に説明する。まず stigmaの意味は、「汚名、汚辱、恥

辱、汚れ」であり、「奴隷や罪人に押した焼印、烙印」であり、stigmatize は「汚名を着せ

る、非難する、指弾する」「焼印を押す」という意味であり、日本語では、「核兵器に悪の

烙印を押す」あるいは「核兵器に汚名を着せる」というのが適切な訳であると考えている

が、日本語として十分一般化しておらず、統一して使用できる最適な訳語が見つからない

ことから、国際的に議論されている英語で一貫する方が適切だと考えている。次に、

delegitimization であるが、元々の legitimate とは「合法の、適法の、正当な」という意味

であり、さらに「正統な」「道理にかなった」という意味であり、delegitimate は「適法性

を否定する、非合法化する、権威（威信）を失墜（低下）させる」という意味である。こ

こで英語の表記を選択する主要な理由は、「適法・合法」と「正当・権威」といった２つ

の意味のどちらかを選択すると、他方が排除されることになり、国際的に行われている議

論を正確に反映できないという理由である。論者によっては法的な観点から分析してい

るのもいれば、政治的あるいは道義的観点から分析しているものもいるのであるが、両者

を包括する日本語が存在しないので、英語を使用することを選択した。

◆3 核兵器禁止条約はこうして実現した

【解説注】

A) 対人地雷禁止条約（通称オタワ条約）は対人地雷の生産、使用、備蓄、移譲などを包

括的に禁止した条約（1997年 12月署名、1999 年 3月発効）。NGO の世界的ネットワー

クである「地雷禁止国際キャンペーン（ICBL）」が志を一にするカナダやニュージーラ

ンド等の諸国と共に大国の圧力を排して成立させた。条約の成立過程は「オタワ・プロ

セス」として、その後の様々な条約交渉に影響を及ぼした。ICBLはその功績が認めら

れて 1997年にノーベル平和賞を受賞。

B) クラスター爆弾禁止条約（通称オスロ条約）はクラスター爆弾を包括的に禁止すると

同時に、被害者の定義や支援に関する具体策を明記した条約（2008年 12月署名、2010

年 8月発効）。対人地雷と同様に、NGO の国際的連合体である「クラスター兵器連合

（CMC）」がノルウェーやアイルランド諸国と協力して条約を成立させたことから、そ

の条約交渉過程は「オスロ・プロセス」と呼ばれている。

C) ハワイで 2018年 1月 13日（現地時間）、同島に向けて弾道ミサイルが発射されたと

の警報がスマートフォンやテレビ、ラジオを通じて流された事件。職員が誤ってボタン

を押したことによる誤報だと明らかになったが、北朝鮮のミサイル問題が起きていた時

期だけに島民は一時パニックに陥った。

D) 1949年に発効した人道条約で、その第 1追加議定書（1978年発効）で文民に対する

攻撃や無差別攻撃を禁止している。

E) カナダ在住の反核運動家で、広島市で被爆した。ICANがノーベル平和賞を受賞した

際にフィン氏と共にスピーチした。

F) 弁護士や科学者による国際的な連携で起草された条約で、1997年に国連文書

A/C.1/52/7.として回覧された。その後 2007年に更新され、国連文書 A/62/650.として提

出された。

G) 1995年の核不拡散条約（NPT）再検討会議の際、2000年までの核兵器廃絶を目指して

立ち上がった国際的 NGOの連合体。

H) 特定の兵器が不必要かつ受け入れがたい被害をもたらすことの予防を目的とする NGO

で、クラスター爆弾禁止条約の成立に寄与した複数の個人が 2011年にロンドンで立ち上

げた。

I) HRWは米国を拠点とする人権団体で、Oxfamは英国を拠点にする世界的開発協力団

体。「コントロール・アームズ」は世界的市民社会の連合体、2013年に国連で採択され

た武器貿易条約（ATT）の成立に寄与した。

J) ノルウェー政府はメキシコ及びオーストリア政府と 2013年から 2014年にかけて「核

兵器の人道的影響に関する会議（核の非人道性会議）」を開催、その第 1回会議が 2013

年 3月にオスロで開催された。

K) チャタムハウス（王立国際問題研究所）は英国のシンクタンクで、所在地名から通称

チャタムハウスと呼ばれている。ILPIは紛争や平和に関する国際法や政策に関する研究

所（2017年 6月閉鎖）。UNIDIR（国連軍縮研究所）はジュネーブを拠点とする軍縮・安

全保障問題を専門的に研究する機関。

L) ブラジルはクラスター爆弾禁止条約の交渉時より条約に反対し、2018年末現在も条約

に加入していない。また、2018年 12月には国内でクラスター爆弾が製造されている事

が明らかになっている。

M) BRICs とは、2000 年代に経済発展の目覚ましい新興国家を代表するブラジル、ロシ

ア、インド、中国の頭文字をとって用いられた表現。

N) 1960年代に始まったフランスによる南太平洋での核実験に反対する機運が高まったこ

とを背景に、1985年に南太平洋のラロトンガ島で 8か国によって調印された南太平洋非

核地帯条約。通称ラロトンガ条約と呼ばれている。2018年末現在、オーストラリアやニ

ュージーランドを含む 13の国や地域が加盟している。

O) WILPF（婦人国際平和自由連盟）は 1915年にジュネーブで設立された NGO。
