Tothelayperson,emergencymanagementisoftenthoughtofastheprocessofpreparingforadisastersuchasHurricaneKatrina.However,totheexperienced,suchastheFederalEmergencyManagementAgency(FEMA),emergencymanagementincludesprocessesfarbeyondpreparedness.
Afterdecadesofoperationalexperiencewithpresidentiallydeclareddisasters,inadditiontoexperienceinpost-incidentreviewsandanalyses,FEMAdevelopedbestpracticesinemergencymanagementplanningmethodologywhichidentifies4distinctareasoffocus:
1)Preparedness,2)Response,3)Recovery,and4)Prevention/Mitigation.
Additionally,theUnitedStatesDepartmentofEducation(USDOE)recognizedthatinstitutionsofhighereducation(IHE)facedistinctivechallengesinimplementingemergencymanagement.ToassistIHEinemergencyresponseplanning,theUSDOEpublishedits2011ActionGuideforEmergencyManagementatInstitutionsofHigherEducationwhichparallelsFEMA'splanningpracticesandintegratesadditionalbestpractices.ThepublicationaddressesissuesthatarespecifictotheuniquenessofIHE–suchaslargegeographicareas,open-spaceenvironments,multiplebuildings/complexes,multipleprograms,housing,extensiveauxiliaryandenterpriseservices,andtransientpopulations,tonameafew.
Thecurrent2008versionoftheUniversityofHawai`iSystemEmergencyManagementPlan(SystemPlan)codifiesroles,responsibilities,procedures,andprotocolsattheexecutivelevel.OurobligationattheCommunityCollegecampuslevelistocodifycampusactionsthatsupport,andisconsistentwith,theSystem'splan.
Thisdocumentistheresultofcampusplanningeffortsthatutilizedthereferencesforbestpractices;and,alsoconsideredthecompliancerequirementsofthefederalCleryAct,theHigherEducationOpportunityAct,andHomelandSecurityPresidentialDirective5-NationalIncidentManagementSystem.Thisdocumentcodifiestheroles,responsibilities,procedures,andprotocolsforcampus-levelactionswhichareintendedtoensure:
-Compliancewithfederallaws
-Effectiveandefficientresponsetoemergencyincidents
-Campusresiliencyintheaftermathofemergenciesanddisasters

ASSUMPTIONSONCONSISTENCY&CLARIFICATIONONCERTAINTERMINOLOGIES
Whileallplansshouldbedevelopedandmaintainedonaregularbasis,theircontentshouldbeconsistentwithcontentinhierarchicalplans(e.g.,adepartmentalplanthatsupportsanover-archingcorporateplan).ThisdocumentisbasedontheassumptionthatthecontentwithintheUniversityofHawai`iSystemEmergencyManagementPlan(SystemPlan)hasbeenupdatedtomeetcurrentexpectations,standards,statutes,andanyotherregulatoryrequirements.
ThisCampusResponseandEvacuationPlan(CampusPlan)isconsistentwiththeprocessesstatedintheSystemPlan.However,atthecompletionofeachannualthreatassessment,theKapi`olaniCommunityCollegePublicSafetyCommitteemayidentifyadditionalthreatsthatareuniquetothecampus;and,maydevelopandintegrateadditional,campus-specificprocessesandterminologyintotheCampusPlan.ThoseinclusionsshallnotnegateorminimizetheintentsorprioritiesoftheSystemPlan.
EMERGENCYPLANNING–AFLUIDPROCESS
Noemergencyplanisastaticdocument.Emergencyplanningisahighlyfluidprocess;and,plansmustchangewhenneeds,requirements,andregulationschange.
Inlessthan10yearsaftertheattackontheWorldTradeCenter(September11,2001),emergencymanagerswerefacedwithamultitudeofchangesinemergencyplansrangingfromchangesinlawsandauthorities,changesinstandardizedterminology,andchangesintrainingrequirementstoaddcoursesintheNationalIncidentManagementSystem/IncidentCommandSystem.And,thesearejustaminutesamplingofexamplesthatdemonstratethefluidityofemergencyplanning.
Themaintake-awayoftheseexamplesisthatchangemustbeexpected;and,withchangecomesaconsciouscommitmentforcontinuousplanningactivities.
DEDICATEDPERSONNEL
Campuspublicsafetyrequirescontinuous,year-roundactivitiestoensurethatallfourareasofemergencymanagementreceiveattentiontoensureoptimumreadinesstomeetthedemandsofanemergencyincident;and,thatrequiredchangestotheCampusPlanaremadeinatimelymanner.
Toensurethatemergencyreadinessismaintained,campusadministrationhasadedicatedCampusEmergencyManagementCoordinator(CampusEMCoordinator)whoseresponsibilitiesinclude

overseeingplanmaintenance,validatingtheplanthroughexercises,andmaintainingopencommunicationwiththeUniversityofHawai`iSystem'sEmergencyManagementCoordinator.
PLANNINGMETHODOLOGY
ThisCampusPlanwassystematicallydevelopedtofirstaddresspurpose,roles,organization,andfunction.Thoseareasare,then,followedbyclearlydescribedresponsibilitiesandprocessesunder"ConceptofOperations."
TheThreatAnnexesprovidedetailedactivitiesandtasksforeachspecificthreatthatisidentified.TheAppendicesprovidereferenceinformationandguidelinesthatsupportoperations.
REMOVALOFAMBIGUITIESANDCLARIFYINGTERMINOLOGIES
ThecurrentSystemPlanutilizesterminologythatcancauseconfusionormiscommunication.Toclearlydelineatetheterminologydifferences,thisCampusPlanutilizescompletelydifferentwordswhichdonotnegateordilutetherolesorresponsibilities.

TheKapi`olaniCommunityCollege’sCampusResponseandEvacuationPlanwasdeliberatelydesignedtoensurethatallfacetsofemergencymanagementhavebeencoveredfromoneendtotheother–end-to-end.Simply,Kapi`olaniCommunityCollegehasmadeadeliberateefforttoclosetheplanninggaps.Bydoingso,thisCampusPlanfollowsthebestpracticeofviewingemergencymanagementasacyclewithnoend–anon-goingefforttoensureahighlevelofreadinessandresilience.
COMPLIANCEWITHFEDERALLAWSGOVERNINGCAMPUSPUBLICSAFETY
InadditiontovariousotherCleryActrequirements,acampusmustdisclosetothepubliccertainelementsofitsemergencyplans.BecauseSystemandCampusPlansareregularlyreviewedandupdated,alleffortismadetoreviewandupdateKapi`olaniCommunityCollege’sCleryActdisclosuretexttoensurethattheinformationbeingprovidedtotheCampusCommunityiscurrentandconsistentwiththeCampusPlan.
TheHigherEducationOpportunityAct(HEOA)requiresacampustotakecertainactionsduringincidentsinvolvingsexualharassmentandsexualoffenses.LiketheCleryAct,thecampusrequirescertainpublicdisclosures;and,measuresaretakentoensurethatthosedisclosuresarealsocurrentandconsistentwiththeCampusPlan.
TovalidatetheconsistencyofinformationbetweentheCampusPlanandthepublicdisclosuredocuments,allpublicpolicystatementsareregularlyreviewedbyKapi`olaniCommunityCollege’sPublicSafetyCommitteeandapprovedbytheViceChancellorforAdministrativeServicespriortoreleasetothecampuscommunity.
ENCHANCINGCOMMUNICATIONPROTOCOLS
Emergencyresponseplanningrequirestheestablishmentofclearthresholds,clearlinesofauthority,andclearcommunicationprotocolstoensurethesafetyofallwhoareinvolvedinanemergencyincidentorcatastrophicdisaster.Thatbeingsaid,Kapi`olaniCommunityCollegehasintegratedbestpracticesthatweresetforthbythenationalIntegratedPublicAlertandWarningSystem(IPAWS)programwhichisimplementedthroughtheFederalEmergencyManagementAgency.IPAWSutilizesaCommonAlertingProtocol(CAP)whichissoftware-embeddedterminologywithinadedicatedpublicsafetyinternetportalbywhichemergencyofficialscanefficientlyandeffectivelydisseminateemergencyinformationand/orinstruction.
Asanaddedenhancement,thisCampusPlanidentifiestheequivalentCAPterminologynexttotheSystemPlanterminology.Thedifferentiationisindicatedas"(SystemPlan)"and"(CommonAlert

Protocol)"aftertheapplicableterminology.ThoughnotyetfullyadoptedbytheSystemPlan,theintentofincludingCAPinthisplanistoassistcampusrespondersinmakingaquickerandsmoothermigrationtowardsfullIPAWScapabilityoncefederalmandatesforcechangesintheSystemPlan.
NOCAMPUS-LEVELAUTHORITYTOISSUEAN"ALLCLEAR"
Oneofthemostdangeroussituationsinanyresponsetoanemergencythatrequiresevacuationiswhenan"AllClear"messageoriginatesfromanunauthorizedsource.
Onlyagovernmentofficialhastheauthoritytoapprovean"AllClear"declarationforreturntoapreviouslyevacuatedareaorreturntonormaloperationswhichhadbeenunderthecontrolofaFirstResponderagencyorundercontrolbytheGovernoroftheStateofHawai`iunderemergencydeclaration.
Theofficial,government"AllClear"maybeconveyedinthefollowingmanner:
- Throughradioortelevision(usuallyarepresentativefromacountyMayor'soffice,civildefenseagency,orotherdesignatedagency)
- Throughon-scenepoliceorfiredepartmentpersonnelastheyarereceivingdirectcommunicationfromtheirFieldorIncidentCommanders
- Throughdirectcommunicationfromdesigneesofon-scenepoliceorfiredepartmentpersonnel(canbetheCampusEmergencyManagementCenterLeaderoraCampusResponder;notethatthecommunicationmustbeincludedintheincidenttrackingdocumentation)
Noreturntopremiseshalleverbeauthorizedthroughthird-partycommunicationwithnon-responsedutiesorcommunicationwithacquaintancesataremotelocation(e.g.,afriendatthedistrictsub-stationordispatchcenter).
Campusofficialsmayannounceadowngradeofasituationtolowerthestresscausedbyheightenedvigilance,providednounauthorizedpersonnelareallowedbackintoanevacuatedareaprematurely.Whendowngradingthesituationalstatus,campusofficialsmayusetheterms"threatiscontained"or"threathasbeenabated"orsimilarwordswhichconveythatfirstresponseagenciesarestillon-sceneandreturntopremisesisnotyetauthorized.

ThepurposeofKAPI`OLANICOMMUNITYCOLLEGE’SCampusEmergencyResponseandEvacuationPlan(CampusPlan)istoestablishstandardized,campus-levelproceduresandprotocolsconsistentwith,andinsupportof,theUniversityofHawai`iSystemEmergencyManagementPlan(SystemPlan).

ThisCampusPlanidentifiesandratescampus-specificthreatswithintwodistinctcategories—naturalandhuman-inducedthreats.However,itispossibleforanormally-occurringnaturalthreattoalsobehuman-induced(e.g.,awildfireignitedfromasparkfromaroadsidefirestartedbyadiscardedcigaretteasopposedtoawildfirecausedbyalightningstrike).Insuchinstances,planningactivitiesmustbeconductedforwildfiresinbothcategories.
Categoriesprimarilyassistinplanningprocessesasitrelatestoavailablecampuspersonnelandresources.Asanexample,mostnaturalthreats(e.g.,hurricanes,tropicalstorms,distant-generatedtsunami)generallyhavepredictablethresholdswithcertainrequiredactionswherebypersonnelcanberecallediftheyarenotoncampus.But,mosthuman-inducedthreatsoftenoccurwithoutpredictablethresholds(e.g.,activeshooter,chlorinetankrupture)andmayrequirecertainurgentactionswithintimeframesthatmakeitimpracticaltodependonthesupportofrecalledoff-campuspersonnel.
Theratingofplanningpriorities(thenumericalorderofitemslistedbelow)isbasedonanalysesconductedbyKAPI`OLANICOMMUNITYCOLLEGE’SCampusCrisisManagementTeam(CCMT)whoconsidersfactorssuchasprobabilityandfrequencyofoccurrence,statisticalinformationfromstudiesandreports,threattolife,andthreattoproperty,tonameafew.
Theorderinwhichthethreatsappearindicatesthecampus'prioritiesfordevelopingstrategiestoaddressissuessuchaspersonnelshortages,budget/financerequirements,training/exerciseneeds,mitigationactivities,andotherissuesthat,ifnotaddressed,couldadverselyaffectresponseandevacuationcapabilities.

Generally,aresponderisanyonewhoiseitheron-scene,approachesascenetoinvestigateareportedincident,approachesascenetoconductanassessment,orapproachesascenetoattendtotheemergency.Becauseoftheresponsecomplexitiesandresponsibilitiesinvolvedincampuspublicsafety,KAPI`OLANICOMMUNITYCOLLEGEhasidentified3majorcategoriesofCampusResponderswhoaretrainedandskilledtomeettheneedsoftheCampusCommunityinanemergencyincident.
AllCampusRespondersareresponsibleforconscientiouslyexecutingtheirdutiesaccordingtocampuspoliciesandprocedures.TheChancellorisresponsibletoensurethatallidentifiedCampusRespondersareprovidedwiththeadequateresources,essentialsupplies,equipment,andnecessarytimefortrainingandexercisingthatarerequiredtoefficientlyandeffectivelyrespondtoandmanageemergencyincidents.
CAMPUSSECURITYDEPARTMENTPERSONNEL(PRIMARYRESPONDER)
ThemainroleofCampusSecurityDepartmentpersonnelinanemergencyincidentistoserveastheprimaryfirstlineofresponseamongtheotheridentifiedCampusResponderswhichcanincludemembersoftheCampusCrisisManagementTeam(CCMT)andcapableCampusSecurityAuthorities.Unlessattendingtoanexistinglife-savingincident,CampusSecurityDepartmentpersonnelshallceasenormal,dailytasksandproceedtoallemergencyincidentsorcallsforemergencyassistance.Allcallsshallbetreatedasanactualemergencyoranactualneeduntilotherwiseconfirmedtobedown-gradedordeterminedtobeafalsealarm.
CampusSecurityDepartmentpersonnelareresponsibleforunderstandingandexecutingproceduressetforthinthe"CONCEPTOFOPERATIONS"below;and,forconductingself-assessmentsofpersonalknowledge,skills,abilities,andcompetenciestoexecutetheirduties.Theyarealsoresponsibleforparticipatingintraining,workshops,andotheropportunitiesthatwillsustainorenhanceperformancecapabilities.
CAMPUSCRISISMANAGEMENTTEAMPERSONNEL(SECONDARYRESPONDER)
CCMTpersonnelcanalsoserveasaCampusResponder.Whennecessary,CCMTpersonnelaresummonedfromtheirnormalacademicandadministrativedutiesandareconvenedtomanageincidentsattheexecutivelevel.However,theremaybeinstanceswhenaCCMTmembermaybethefirston-sceneormaybecalledupontosupportanotherCampusResponderorvictimuntiladditionalassistancearrives.
CAMPUSSECURITYAUTHORITIES(TERTIARYRESPONDER)
Certainpersonnel,who,bytheirpositionand/orduties,haveearnedthedistinctionofbeingdesignatedasaCampusSecurityAuthority(CSA).WhenaCSAreceivesinformationofacrimeoremergency,theCSAwillreporttheincidenttotheCampusSecurityDepartment(orto9-1-1

Inanemergencyincidentordisaster,theprimaryroleofCampusEmergencyManagementCoordinator(CampusEMCoordinator)istodirectlyassisttheCampusExecutiveRepresentativeandserveasthecommunicationliaisonbetweentheCampusExecutiveRepresentativeandCampusEmergencyManagementCenterstaffwhenrequired.ForcertainincidentstheCampusEMCoordinatorwillbecalledupontoassisttheCampusCrisisManagementTeamLeader.

Duringanemergencyincidentordisaster,theprimaryroleoftheCampusCrisisManagementTeam(CCMT)istoassumetherolesandresponsibilitiesofCampusEmergencyManagementCenter(CEMC)staffpositionswhichareconsistentwiththosepositionsdetailedintheSystemPlan'scommandstructure.ThemainobjectiveistomanageemergenciesinanorderlymannerbyfollowingtheprinciplesoftheNationalIncidentManagementSystem(NIMS)andimplementingactionsfollowingtheNIMS'guidelinesontheIncidentCommandSystem(ICS).
Duringnon-emergencyperiods,theCCMT'sprimaryresponsibilityistoconductannualthreatassessments,toreviewandanalyzepost-incident"HotWash"and"AfterActonReview"reports,initiatinganyurgentlyneededproposedaddendumstotheCampusResponseandEvacuationPlan(CampusPlan),toconductformalannualreviewsofthisCampusPlan,andtosubmitrecommendedamendmentstotheCampusPlantotheViceChancellorforAdministrativeServicesforapproval.

CampusSecurityDepartmentistheprimary,designatedCampusRespondersforemergencyincidents.TheremaybeoccasionswhenamemberoftheCampusCrisisManagementTeamoratrained(minimumleveloftrainingNIMS100&200)anddesignatedCampusSecurityAuthoritymaybecalledupontoactastheCampusResponderoractinanassistingcapacitytotheCampusSecurityDepartmentpersonnel.Basedontheirdesignations,allofthesepersonnelhavetheresponsibilitytoensurethatanyrequestforassistanceorreportofanemergencyincidentreceivespromptandproperattention.

ii. IffirstrespondersarecalleduponinaType1incident,thefirstresponderwillassistindeterminingwhetherIncidentCommandshouldremainwiththecampusortransfertothefirstresponderagency.Generally,theCampusResponderretainscommandandcontrolovertheincidentbecausethefirstresponder'sdurationofserviceisshort-term.Ifforsomereason,thecommandandcontrolofaType1incidentistransferredtothefirstresponder,theCampusResponderisresponsibleforimmediatelyinformingtheCCMTLeader(oralternate)ofthedecision.
iii. IfincidentescalationmeritstheactivationoftheCampusEmergencyManagementCenter,theCampusResponder/LeaderwilltransfercommandtotheCCMTLeaderwhentheCEMCisestablishedandpopulated.TheCampusResponder/LeaderwillthenassumetheFieldCommanduntilthearrivalofthefirstresponder.
CONVENINGTHECAMPUSCRISISMANAGEMENTTEAMFORATYPE1INCIDENT
Generally,mostType1incidentsdonotrequireanyformalconveningoftheCCMT.ForthemajorityofTypes1incidents,anon-sceneCampusIncidentCommandSystemstructureforsingleresourceresponsethatismanagedbytheCampusRespondermaybesufficient.However,ifescalationoccurs,theconveningprocesseswillneedtobeconsistentwiththetypeofescalatedincident(Type2orType3).
1. ActivationoftheCampusEmergencyManagementCenter(CEMC)foraType1Incidentwillfollowtheproceduresconsistentwiththetypeofescalatedincident(Type2orType3).

a. Generally,formalactivationoftheCampusEmergencyManagementCenter(CEMC)foraType1incidentisnotnecessary.However,theCampusRespondermaycalluponothersforassistancethatwilllikelyfulfilldutiesconsistentwiththeCommandStaffpositionsforOperations,Logistics,andthePublicInformationOfficer.
b. ShouldaType1incidentescalateortheCampusResponder/Leaderdeterminethepotentialforescalation,theCCMTLeaderwillberesponsibleforimmediatelyconveningtheappropriate,availableCCMTpersonneland/orrecallingadditionalpersonnelandactivatingtheCEMC.
c. IfthereisnoqualifiedCCMTLeaderavailable,thebestqualifiedCampusResponderon-scenewillretainCampusIncidentCommandleadershipandhastheauthoritytoconveneavailableCCMTmembersandactivatetheCEMC.ThebestqualifiedCCMTmemberwillassumetheroleasaCampusExecutiveAdvisortotheCampusResponder/Leader.AllothersupportingCCMTpersonnelwillreceiveinstructionthroughtheCampusResponder/LeaderuntilthepositionoftheCEMCLeaderisfilled.

CONVENINGTHECAMPUSCRISISMANAGEMENTTEAMFORTYPE2INCIDENTS
ForallType2incidents,theCCMTLeaderisresponsibleforconveningappropriatemembersoftheCCMTinordertoestablishaCampusEmergencyManagementCenter(CCMC)whichisstructuredforsingleresourcemanagement.
Note:ForType2incidents(exceptfortheoptionalmonitoringcell),theCampusRespondermustnotbeexpectedtoconcurrentlyretainCampusIncidentCommandleadershipandconductthemultitudeoftasksrequiredoftheCampusResponder.
1. ActivationoftheCampusEmergencyManagementCenter(CEMC)forType2Incidents.
a. TheCCMTLeaderisresponsibleforestablishingtheCEMCinatimelymannertoensurethatnon-scene;essentialfunctionsareaccomplishedandtrackedproperly.MostoftheinitialCEMCactivitiesattheonsetofaType2incidentwilllikelyfulfilldutiesthatareconsistentwiththeCommandStaffpositionsforOperations,PublicInformation,Planning,andLogistics(inorderofpriority).
b. IfthereisnoqualifiedCCMTLeaderavailable,thebestqualifiedCampusResponderon-scenewillretainCampusIncidentCommandleadershipandhastheauthorityto

c. OptionalCEMCMonitoringCellStructureforCertainType2Incidents
Insomeinstances(e.g.,ahurricanewatchthatisat50%"Likely"toescalatetoawarning),itisacceptabletoestablishonlya1-or2-personmonitoringcelltoserveastheseparateCEMCstructure.
ThemonitoringcellwillcompletealltheinitialCEMCfacilityset-up,conductnotificationsfor"stand-by"personnel,andmaintainsituationalawareness.Shouldthemonitoringcellreceiveconfirmationthatescalationwilloccur,theCCMTLeaderwillbecontactedimmediatelyinordertoreadilyexpandtheCEMCstaffstructuretotheappropriatelevel.Whilethemonitoringcellisactive,theCampusResponderretainstheCampusIncidentCommandleadershipuntilsuchtimeaformalCEMCstructureisestablished.AllmonitoringcellactionsmustgothroughtheCampusResponder/Leader.
RESPONSIBILITIESANDTRANSFERSOFCOMMAND
1. TheCampusResponderisresponsibleforconveyingfieldresponseneedstotheCCMTLeader.
2. TheCCMTLeaderisresponsibleforconveningtheappropriatemembersoftheCCMTtopopulatetheCEMCbasedonthefieldresponseneedsconveyedbytheCampusResponder(asopposedtowhattheCCMTLeaderbelieves/thinkstheneedsshouldbe).
3. UponestablishmentoftheCEMC,theIncidentCommandleadershipwilltransfertotheCCMTLeaderunlessthefirstresponderhasalreadyestablishedanICCorUCC.
4. WhenthefirstresponderagencyestablishesitsICCorUCC,theCCMTLeaderwillreporttotheICCorUCCastheCampusExecutiveAdvisor.ThealternateCCMTLeaderwillassumeleadershipdutiesintheCEMC.
5. IfthereisnoqualifiedCCMTLeaderavailable,thebestqualifiedCampusResponderon-sceneretainstheCampusIncidentCommandleadershipuntilthearrivalofthefirstresponder.
6. UponestablishmentofthefirstresponderICCorUCC,thebestqualifiedCCMTmemberwillactasaliaisonforthecampusintheICCorUCC.LiaisonrequestswillgothroughtheCampusResponder/LeaderaslongasthereisanabsenceofaqualifiedCCMTLeader.
7. Re-positioningcampuspersonnelwilltakeplacewhentheCCMTleadershipassumestherespective,requiredpositions(primarybecomestheCampusExecutiveRepresentativeintheICC/UCC;thealternateCCMTLeaderassumesCEMCleadership).
REQUIREDINITIALNOTIFICATIONSTOUHSYSTEMEMERGENCYMANAGEMENTTEAMLEADERFORTYPE2INCIDENTS
1. TheCCMTLeader(ordesignee)isresponsibleforimmediatelynotifyingandbriefingthepersonslistedbelowuponlearningoftheincidentescalation.TheSystemEmergencyManagementCoordinatorisresponsibleforprovidingthecampuseswithacurrentcalllist(primaryandalternatepointsofcontact).TheCampusEmergencyManagementCoordinatorisresponsiblefordisseminatingtheUHSystemcalllisttotheCCMTLeaderandalternates.

TheICC/UCCCommanderisresponsibleformakingthefinaldeterminationtocloseoutallon-sceneactivitiesbasedontherecommendationsofthefirstresponderFieldCommandasreportedtotheOperationsSectionChief.Ifcommandandcontrolwasretainedbythecampus,theCEMCLeaderisresponsibleformakingthefinaldeterminationtocloseoutallon-sceneactivitiesbasedontherecommendationsofthemostqualifiedon-sceneresponderwhichcanbeafirstresponderoraCampusResponder.
ii. CONVENINGTHECAMPUSCRISISMANAGEMENTTEAMFORTYPE3INCIDENTS
1. ForType3incidents,theCCMTLeaderisresponsibleforconveningallavailablemembersoftheCCMTandrecallingadditionalpersonnelinordertoestablishaCampusEmergencyManagementCenter(CCMC)whichisstructuredformulti-agencyresourcemanagement.
2. IftheType3incidentisaresultofanescalatedType1orType2incident,theCCMTLeaderwillhavealreadyconvenedsome(orallavailable)membersoftheCCMTandactivatedtheCEMC(structuredformulti-agencyresourcemanagement).TheCEMCLeaderwilltakeactiontoconvenetheremainingavailableCCMTpersonnelinordertoexpandtheCEMCstructureformulti-agencyresourcemanagement.
3. IftheType3incidentoccurssuddenly,theCCMTLeaderisresponsibleforimmediatelyconveningallavailableCCMTpersonnelandrecallingadditionalpersonnelinordertoestablishaCEMCstructureformulti-agencyresourcemanagement.
4. IfthereisnoqualifiedCCMTLeaderavailable,thebestqualifiedCampusResponderon-scenewillretainCampusIncidentCommandleadershipandhastheauthoritytoconveneavailableCCMTmembersandactivatetheCEMC.ThebestqualifiedCCMTmemberwillassumetheroleasaCampusExecutiveAdvisortotheCampusResponder/Leader.AllothersupportingCCMTpersonnelwillreceiveinstructionthroughtheCampusResponder/LeaderuntilthepositionoftheCEMCLeaderisfilled.
5. ActivationoftheCampusEmergencyManagementCenter(CEMC)forType3Incidents.
a. TheCCMTLeaderisresponsibleforimmediateactivationoftheCEMCandpopulatingittothefullestextentpossibleinordertomeetthehighdemandsofcoordinationandcommunicationinaType3incident.MostoftheinitialCEMCactivitiesattheonsetofaType3incidentwilllikelyfulfilldutiesthatareconsistentwiththeCommandStaffpositionsforOperations,PublicInformation,Logistics,andPlanning(inorderofpriority).
b. IfthereisnoqualifiedCCMTLeaderavailable,thebestqualifiedCampusResponderon-scenewillretainCampusIncidentCommandleadershipandhastheauthoritytoconveneallavailableCCMTmembersandactivatetheCEMC.ThebestqualifiedCCMTmemberwillassumetheroleasaCampusExecutiveAdvisortotheCampus

RESPONSIBILITIESANDTRANSFERSOFCOMMAND
IftheType3incidentisaresultofanescalatedType1orType2incident,mostofthetransfersofcommandwillhavetakenplaceandexpansionoftheCEMCwillberequired.
1. IftheType3incidentoccurssuddenly,thefollowingapply:
a. TheCampusResponderisresponsibleforconveyinginitialfieldresponseneedstotheCCMTLeader.
b. TheCCMTLeaderisresponsibleforconveningallavailablemembersoftheCCMTtopopulatetheCEMCbasedonthefieldresponseneedsconveyedbytheCampusResponder(asopposedtowhattheCCMTLeaderbelieves/thinkstheneedsshouldbe).
c. UponestablishmentoftheCEMC,theIncidentCommandleadershipwilltransfertotheCCMTLeaderunlessthefirstresponderhasalreadyestablishedanICC/UCC.
d. WhenthefirstresponderagencyestablishesitsICCorUCC,theCCMTLeaderwillreporttotheICCorUCCastheCampusExecutiveAdvisor.ThealternateCCMTLeaderwillassumeleadershipdutiesintheCEMC.
e. IfthereisnoqualifiedCCMTLeaderavailable,thebestqualifiedCampusResponderon-sceneretainstheCampusIncidentCommandleadershipuntilthearrivalofthefirstresponder.
f. UponestablishmentofthefirstresponderICCorUCC,thebestqualifiedCCMTmemberwillactasaliaisonforthecampusintheICCorUCC.LiaisonrequestswillgothroughtheCampusResponder/LeaderaslongasthereisanabsenceofaqualifiedCCMTLeader.
g. Re-positioningcampuspersonnelwilltakeplacewhentheCCMTleadershipassumestherespective,requiredpositions(primarybecomestheCampusExecutiveRepresentativeintheICC/UCC;thealternateCCMTLeaderassumesCEMCleadership.

1. 1. ExpansionoftheCEMC
IftheType3incidentisaresultofanescalatedType1orType2incident,theFirstResponderwillhaveassumedFieldCommandleadershipandwillberesponsiblefordeterminingthegrowingsupportrequirements.IfthereisnoCampusExecutiveRepresentativeintheFirstResponderICC(oriftheICCwasnotestablished),theCampusResponderwillrelaythegrowingsupportrequirementstotheCEMCLeaderwhowillinitiatemeasurestoexpandtheCEMCstructure.
ForaType3incidentthatoccurssuddenly,theCampusResponderisresponsiblefordeterminingconveyingtheinitialscopeofsupportrequirementsandwhattheCampusResponderbelieveswillbethegrowingsupportrequirements.TheCCMTLeaderisresponsiblefortakingappropriateactionstomeettheimmediatesupportneeds.
2. ContractionoftheCEMC
InaType3incident,theCampusExecutiveRepresentativeintheICC/UCChastheauthoritytocontracttheCEMCstructurebasedonthelesseningon-scenesupportrequirementsasconveyedbytheICC/UCCfieldcomponents.WhentheICC/UCCde-activatestheCEMCLeaderhastheauthoritytocontracttheCEMC.
3. On-SceneIncidentClose-OutforType3IncidentsandDe-ActivationoftheCCMC
a. TheICC/UCCCommanderisresponsibleformakingthefinaldeterminationtocloseoutallon-sceneactivitiesbasedontherecommendationsofthefirstresponderFieldCommandasreportedtotheOperationsSectionChief.Uponthede-activationoftheICC/UCC,theCampusExecutiveRepresentativewilleitherreturntotheCEMCtoreceivetransferofcommandastheCEMCLeaderortakeotheractionsasthesituationdictates.
b. IftheICC/UCCclosesoutFirstResponderactivitiesandcampuscircumstancesdictateneed,theCEMCLeaderhastheauthoritytocontinueon-sceneactivitieswhichinvolvetheCampusResponders.TheCampusResponderswillassumeFieldCommandleadership.
c. ForaType3incident,appropriatecomponentsoftheCampusEmergencyManagementCenterstructuremustremainactiveuntilatleast35%ofrecoveryactivitiesarecomplete,unlesscircumstancesjustifyotherwise.TheCEMCpositionscanbeminimizedtoamonitoringteamtocontinuetotrackrecoveryactivities(andbepreparedshouldthreatrecuroranewthreatoccur).Uponde-activationoftheCEMC,thedepartments/officesthathaveremainingrecoverytaskswillassumeresponsibilityfortrackingtheiractivitiesandwillberesponsibleforsubmittingfinaldocumentationtothedesignatedpersonnelwhoseCEMCdutieswereconsistentwiththeFinance/AdministrationSectionChief.

COMMUNICATIONPROTOCOLSFORALLTYPESOFINCIDENTS
1. EstablishingEarlyCommunication
EstablishingearlycommunicationisarequirementandmustfollowingtheproperlinesofcommunicationbasedonthechainofcommandprocessessetforthintheNationalIncidentManagementSystem'sIncidentCommandSystem(ICS).
2. MaintainingRegularandBroad-RangeCommunication
Maintainingregularandbroad-rangecommunicationisrequiredforanyType2orType3incident.Type2incidentsareincludedinthismandatebecauseofthepotentialtoescalatequickly,itisimperativethattheUniversityofHawai`istakeholdersatthesystem-andcampus-levelareprovidedwithsufficient,advancesituationalawareness.Suchawarenesswillassistpersonnelinprioritizingandorganizingtheirday-to-dayactivitiestoensurequickresponseshouldanincidentescalate.Thiscommunicationmethodologyalsoappliesforreversesituations,wheretheUniversityofHawai`iSystemEmergencyManagementTeamismanaginganincidentthathasthepotentialtoaffectanothercampusormultiplecampuses.
3. MaintainingaCurrentCallList
TheCampusEMCoordinatorisresponsiblefordisseminatingthecurrentcalllistofsystem-levelpointsofcontact(primaryandalternates)whowillreceivethesituationreports.DuringanincidentinwhichtheCampusEmergencyManagementCenterhasnotbeenactivated,the

4. ConfirmingCommunication
Ifothermeans(otherthanperson-to-personvoicecommunication)isutilized,communicationmustbeconfirmedandNOTassumedtohavebeenreceived.
5. DocumentationofallCommunication
TheCampusCrisisManagementLeader(orCampusEmergencyManagementCenterLeader)hasthefinalresponsibilitytoensurethatthereareadequatemeanstodocumentallessentialcommunication–whetherthroughtheuseofcomputersorhand-writtenbysupportpersonnel.Atminimum,documentationmustincludedateandtimeofcommunication,methodofcommunication,personsendinginformation,personconfirmingreceiptofinformation,andthemessageorcontentofmessage.
TIMELYWARNING(WHATISIT?)
UnderfederalCleryActguidelines,"timelywarning"istheissuanceofanemergencymessageundercircumstancesthathave"imminentorimpendingthreat"totheCampusCommunity.
Issuingatimelywarningisacampusresponsibility.Therefore,aswithallotherexecutive-level,emergencydecision-makingprocesses,alldiscussionandactivitiesleadingtothedisseminationofthetimelywarningmustbeconductedonlybythosewhoareoncampusandthosewhohavefirst-handknowledgeoftheentiretyofcircumstances.Remotecommunicationandcoordinationisnotanacceptablepracticeasitishighlyinefficientandhighlyvulnerabletoinformation/communicationgaps,whichallcontributetosignificanttimelossorerroneouswarningmessages.
1. PersonnelResponsibilities
BecausetheCampusCrisisManagementTeam(CCMT)Leaderhasfinalresponsibilityfortimelywarning,itisincumbentuponallCCMTmemberstoavoiddeviationfromtimelywarningprocesses.Anyexternalinterferenceincampustimelywarningprocessesmustbehaltedimmediately.InaccordancewiththeNationalIncidentManagementSystem's"IncidentCommandSystem,"rankorpositionstatusoftheexternalsourceofinterferencehasnostandinginemergencyprocesses.SuchinstancesofinterferencemustbedocumentedandisrequiredtobepresentedduringtheformalincidentAfterActionReview.
2. LegalandFinancialImplications
Afailuretofollowtimelywarningprocessesmayresultinthedelayofatimelywarningandexposureofthecampustoliabilityissues–nottomentionassessedfinesforCleryActnon-compliance.
3. ExceptionsthatMayPreventaTimelyWarning
TheCampusResponderisresponsibleforusingprofessionaljudgmenttoensurethatthewarningnotificationwillnotcompromiseanyefforttoassistavictim;notcompromiseeffortstocontaintheemergencysituation;and,notcompromiseanyotherresponsethatwouldmitigate

theemergency.IfprofessionaljudgmentoftheCampusResponderdeterminesthatanyofthosecompromisingsituationsareprevalent,thewarningnotificationmustbewithheld.TheViceChancellorforAdministrativeServicesisresponsibleforinformingthosewhoaretaskedwithtimelywarningdutiesofthisprotocolforexceptions.
4. Additionalexceptionsthatmaypreventatimelywarningareforcrimesthatarereportedtopastoralpersonnelorprofessionalcounselors,providingthatbestjudgmentprevailswhenlifesafetyisatstake.
5. FERPAExemptionandAccesstoProtectedInformation
TheFamilyEducationalRightsandPrivacyAct(FERPA)DOESNOTAPPLYunderthecircumstanceslistedbelow.
Afterreceivinginformationofthepriorityforlifesafety,anyindividualwhointerfereswiththereleaseofprotectedinformationforatimelywarningrequirementwillbeimmediatelyremovedbytheCampusCrisisManagementTeam(CCMT)Leaderfromsuchdecision-makingactivities.TheCCMTLeaderwill,then,havetheauthoritytodirectanyavailablepersonnelintherecordssectiontoaccessinformation.IfthereisnoqualifiedCCMTLeaderatthetime,thebestqualifiedCampusResponderwillhavetheauthoritytotakesuchactions.TheViceChancellorforAdministrativeServicesisresponsibleforfollow-oneducationofthosewhorequiremoreinformationonFERPAexceptionsandthetransferofauthorityundercertaincircumstances.

TheUHALERTSystemalertstheCampusCommunityintheeventofanatural,health,civilemergency,campusclosures,orotheremergentthreats.TheUHALERTSystemisintendedforuseintheeventofanemergencythatimpactsthehealthandsafetyofthecampuscommunityorclosuresofwholecampuses;and,notforday-to-daynotifications.TheUniversityofHawai`iSystemdoesnotgive,rent,sell,orvoluntarilysupplyyourinformationtoanythirdpartyforanyreasonotherthanemergencynotification.
