SCOPE AND AMBITION This is a new role for the University of Warwick that will for the first time, pull together the systems strategy, technology and information management activity required to take the institution forward in the 21st century.

It will act as both the intellectual leader for maximising digital in research and teaching and the implementation leader for establishing the systems and data architecture, technology platforms (and their support) security (network and information) and information governance required to establish the University as a leader in its field.

The teams to be brought together to form this new executive function come from across the University, with a key element of the role being to shape and develop them into a coherent team that can partner effectively across academic departments and professional services teams.

The role will sit on the University’s Executive Board and be responsible to the Vice Chancellor and President.

The Chief Information & Digital Officer will play a key role in delivering the “Vision 2030” strategy. By managing and delivering the right systems, networks and technologies the University of Warwick will be able to enhance its core offerings:

• advanced teaching and research

• collaborations with industry

• 360 degree student experience

The core foundation of these developments, in enhancing the performance of the University, will be the security and compliance of our data and systems.

Duties and responsibilities

Strategy

• Technology will underpin our Vision 2030, the CI&DO will lead the development and implementation of a transformative Digital and Information Strategy making this possible.

• Collaborating at all levels to understand the academic, professional and community services that go to make up the University of Warwick while leading the parties that are supporting the University’s digital activities.

• Drive cultural and behavioural change to place information security and data protection at the core of what the University does.

Information Security, Compliance and Assurance

• Maintain, manage and enhance standards across security and compliance, including cyber security, data access and GDPR compliance by establishing an information security programme.

• Assess, evaluate and make recommendations regarding the adequacy of the security controls for the University’s information and technology systems. Define the goals and strategies that will lead to a continuous improvement approach in this critical area.

• Keep abreast of security breaches and act as the primary control point during significant information security incidents.

Operational Delivery

• Maintain excellent service delivery of existing IT systems and platforms that support the functioning of the University.

• Evaluate new and emerging technology, building compelling business cases for their adoption.

• Be the driving force for information exploitation, including data analytics. Using this to optimise business processes, create efficiencies and make an impact, as the University strives to be the best in sector.

• Drive effective management of financial, legal and compliance controls.

Leadership

• Provide clear vision, leadership and management to all in the Information and Digital Group.

• Develop a clear digital prominence across the University so that digital opportunities are identified, implemented and exploited. • Bring a commercial, entrepreneurial and ambitious approach to the delivery of services through effective and efficient operating models.

Knowledge, skills and experience

Qualifications

• Degree level qualification (or equivalent) or significant experience in an IT or Information Management and Technology role.

Previous experience

• Significant IT and technology leadership experience and evidence of having inspired an enduring cultural change.

• Proven experience in leading large-scale transformational initiatives in complex and dynamic environments, using digital technologies to innovate business operating models.

• Operated at board level in complex organisations, delivering change while maintaining a service.

Major Objectives for the next 12-18 months

A considerable amount of spadework has been done already through a combination of external consulting resources, external auditors (ICO, Information Commissioners Office) and current leaders in some of the key teams that will come into the new CI&DO structure.

This however sets the foundation – moving forward the University has ambitions to be a leader in the use of digital technologies and their application. There are some key aspects that the CI&DO will be asked to prioritise over the first 12–18 months:

• Achieving implementation of the ICO recommendations around; Records Management, Network Security improvements, Information Governance and the strengthening of Information Management policies and processes.

• Establishing a clear systems architecture and future roadmap, supporting the University’s ambitions for its future in Research and Academic Teaching.

• Building a clear Records Management strategy while delivering effective data reporting and the potential for the University to exploit the data.

• Creating a digital strategy linked to and enabling the Universities “Vision 2030.”

• Building a fit for purpose and effective team that embodies a strong customer-service culture and works collaboratively with stakeholders across the University and beyond.

Person Specification

This is a major departure from the past and is supported by some significant changes in the University’s attitude to technology and its implementation and use. Whilst this role therefore comes with significant leverage and resources, it will only be successful if the individual in it can build close, collaborative relationships with leaders in key academic and professional services departments.

The key capabilities we believe the right person will demonstrate to achieve this are:

• A strong strategic approach to the use of technology in creating value from world-leading research and teaching.

• Superior communication skills that work at every level of an organisation and across a highly varied employee group.

• Highly customer-centric and values positive customer relationships.

• Resilient to stand firm as ‘old behaviours’ are challenged and new ‘norms’ established around the acquisition, implementation and use of technology to transform an organisation.

• Innovative and agile to help the team find solutions for customers that also meet the new University standards for excellence.

Your team will bring together three existing teams which are all vital to our institution:

• IT Services and Warwick Print – a fundamental enabler to the efficient operation of the University. Our IT activity across the University includes a combination of centrally provided services and local, departmentally based projects and teams.

• Library and Digital Resources – the Library is at the centre of University life, connecting staff and students with information, as well as providing support, driving partnership working, and delivering transformative services.

• Information Data and Compliance – working on a number of legal compliance matters regarding information, the team deals with freedom of information, data protection, information security and records management.
