1. Introduction

This manual was prepared with the objective of guiding users with a "seller" profile in the use of the system during the 19th Existing Energy Auction (A-1) and the 20th Existing Energy Auction (A-2) from 2018.

IMPORTANT: The system functionalities presented in this manual are valid only for the 19th Existing Energy Auction A-1 and 20th Existing Energy Auction A-2 (Auctions’ Tender

Document No. 05 and 06/2018).

This manual is a complement to the Tender Document and the Systematics

Detailing (only in Portuguese), which are available at www.aneel.gov.br. We recommend that this manual is read in full before the auction, and that includes its consultation during the auction.

The definitions set out in the Tender Document and in the Systematics Detailing must prevail over any other interpretation that this manual may present in relation

to the mentioned documents.

2. Access to the System

Access to the system can be done through the browser at the Internet address informed by the Organizing Entity (CCEE).

System and Infrastructure Requirements

It is recommended that users adopt the minimum configuration of equipment and infrastructure defined in Annex VIII of Tender Document for Auctions No. 05 and 06/2018.

Software

• Operating systems: Windows 7, Windows 8 or Windows 10 with all available updates in

32 or 64 bit versions.

• Browsers: Exclusively Internet Explorer 9.0 or Internet Explorer 11.0, in 32 or 64 bit versions.

Configurations in Internet Explorer

• Enable "Print Background Colors and Images" (print colors and background images).

• Enable use of TLS 1.2 (tools menu, internet options, advanced tab, use TLS 1.2).

• Disable any type of Popup Blocker, including those of Yahoo Toolbars, Google and similar mechanisms.

• Disable Compatibility View (Tools menu, Compatibility View Settings).

Printing Configurations:

• A4 paper is set.

• Disable "Header and Footer".

• Enable "print color images and background".

• Print Type: Landscape.

Connection

• Infrastructure for communication with the Internet with dedicated and permanent high-

speed access. Each user should check with their ISP for the need for additional hardware and software.

• Availability of alternative stations with Internet access for conditions of operation in

contingency mode.

IMPORTANT: Before accessing the System, users must disable the pop-up blocker of their browser. When

the Blocked Pop-Up message appears, click on (a) “Allow Once” or “Options in This Website” and “Always Allow”, as shown in Figure 1

User’s Identification

Access the internet address of the Auction System and connect to the system by means of the user name (login), user's password, and access key, delivered to the Operational

Representatives at the time of submitting the Victorious Seller's pre-qualification documents. To connect to the system, follow the instructions on the home screen, as per Figure 2

(b) Insert login; (c) Insert user’s password; (d) Inform the data related to the position indicated by the Access Key;

(e) Insert the character shown in the image; In case the image (f) is illegible, click on the button “generate another image” (g) to create new characters;

(h) Click on the button “access”.

Access to the system will only occur after the validation of the information entered, in order to ensure user's identity and authenticity and allow entry into the private environment.

IMPORTANT: If the user remains more than 2 (two) minutes on the user identification page, the system will no longer accept the characters displayed in the image (f), and when the user attempts

to login, he or she will be shown the following error message indicated by Figure 3

To log in, it will be necessary to generate a new image, which is done through the "create another image" button (item (g) in Figure 2).

If a user attempts to connect to two machines with the same login, the system will allow access to the second machine, but will automatically disconnect the user on the first machine.

At the first access, users must change the password previously registered by a password of their preference, also informing an easily contactable telephone number at the time of the auction, so that the Auction Support can keep them informed about relevant situations, as demonstrated at Figure 4.

IMPORTANT: • For safety issues, if a user misses the password for 3 (three) consecutive times, the

system will block this user's access. To request unblocking, the user should contact the Auction Support.

Use and Responsibilities:

• The system access password is personal and non-transferable. It should not be shared or

disclosed to third parties. Loss of password or breach of confidentiality must be communicated immediately to the Auction Support.

• The password you choose should not be easily discovered by third parties, such as dates of birth, phone numbers or documents, sequence of numbers or letters.

• The use of the access password is the users' sole responsibility, and CCEE is not responsible

for any damages resulting from misuse of the password, even if by third parties.

2.3 Logged in User

2.3.1 Home Page

After identification, users will access the system home page, where the information presented in Figure 5 can be accessed:

(m) User: User’s Identity;

(n) Description: Auction’s name (link to access the auction main page); (o) "Access Trading Environment" button: accesses the main page of the auction (available

in the "Scheduled" and "In Progress”); (p) Start Date/Time: presents the scheduled time for the beginning of the auction;

(q) Status: presents the current situation of the auction (more details in item 3.1 - Auction Situation); (r) Coordinator’s message: presents the messages sent by the auction coordinator.

2.3.2 Change of password by users themselves

The "My Data" functionality, indicated by (s) in Figure 5, allows users to view their registration data and change their access password.

When selecting this function, the system will display an alert message, according to Figure 6. Click on “confirm” (t), to access your registration data, as in Figure 6.

Therefore, to change the access password, follow the steps outlined in Figure 7:

2.3.3 Return to Home Page

To return to the Home Page, click on the link “Auction” (x) of the Main Menu (Figure 8).

The system will display an alert message (Figure 9). Select the option “confirm” (z).

2.3.4 Disconnecting from the System

To disconnect from the system, use the button “Quit” (y), as demonstrated in Figure 8, or the

button “Close” in the Browser ( ).

In both cases, the system will display a message (Figure 10 (A1) or Figure 11 (B1), respectively) requesting the operation confirmation.

IMPORTANT:

As the user confirms their exit from the auction, they will be disconnected. To get access again for inquiry or bid insertion, one needs to reconnect.

3. Access to the Auction

For the authenticated user to access the auction, he should click on the "auction description" (C1) or the button "Access the Trading Environment" (D1), (Figure 12). The information shown to the user will depend on the situation (E1) in which the auction is

located, according to Figure 12.

3.1 Auction Status

The auction may take on a number of status, as follows:

� Pre-scheduled: users with a "Seller Proponent" profile can access the system to validate

data such as: Warranty (R$), Qualified Energy (lots) and Sale Ballast (lots).

� Scheduled: From this moment, users will be able to access the system and check the

available information on the auction details screen (as presented in item 3.3 of this manual).

From this situation, no parameter previously entered can be changed.

� In Progress: the auction is open for bidding (details in Chapter 4).

� Suspended: the auction will be indefinitely interrupted by the coordinator and can be

reopened at any time. In this situation users are unable to bid. Bids that have already

been submitted will not be changed. After the suspended period, the auction will return for insertion of new bids, with closing time from the moment it was suspended.

� Closed: In this situation, users can no longer place bids and the auction is finalized. The

results of the auction may be consulted by the seller and by the public's screen, being later also published on the CCEE website.

At each change in the auction's situation, users will receive an alert message, as shown in Figure 13:

3.2 Access to the Auction in the "Pre-Scheduled" situation

In the "pre-scheduled" situation (Figure 14) users will be able to access the system by clicking (F1) to confirm their information about Warranty (R$), Qualified Energy (lots) and Sale Ballast (lots).

Only the first user of the seller, when connecting, (user in trading mode) can perform the

confirmations. Other users (users in follow-up mode) will only be able to visualize the information.

3.2.1 Trading Mode

To confirm the seller’s values, click on “Confirm Information” (G1), in Figure 15.

The system will display an alert message, as shown in Figure 16. Select the "confirm" (H1) option to validate the registered data.

Upon confirmation, the system displays the screen shown in Figure 17, indicating that the data has been confirmed by the participant (J1). To return to the Main Page, simply click on the "Auction" link (K1).

IMPORTANT: If any inconsistency in the Ballast or Warranty values is verified, the user should contact Auction Support, whose phone number is in the passwords.

The data confirmation period will only occur with the auction in the pre-scheduled situation. Once the pre-scheduled period is ended, the registration data can no longer be

changed. If the user does not confirm the information while the auction is in the pre-scheduled situation, all information will be considered confirmed by the system, at the moment the coordinator

changes the auction situation to "Scheduled.”

3.2.2 Follow-up Mode

The user in follow-up mode will view the screen shown in Figure 18, as long as the financial warranty and ballast for sale are not confirmed. For this user, the "Confirm" option will not

appear. To return to the Main Page, use the "Auction" option (K1).

The window shown in Figure 17 also indicates in follow-up mode that the information has been confirmed (J1) by the participant.

3.3 Access to the Auction in the “Scheduled” Status

To access the Auction Details page (Figure 19) in Trading mode (first user) or follow-up mode

(other users), click on "Access Trading Environment" (L1) or click on the auction description (M1).

Only the user logged into Trading mode can enter bids for their business while the auction is

in progress. Before accessing the auction details screen, the system will display a message, as in Figure 20,

and authenticate the user in trading mode.

Only one user from each company can access the system in Trading mode and bid on the auction.

The other two users of the same company that access the auction will be informed of the existence of a user in a Trading environment, according to Figure 21, and will be authenticated in follow-up mode (with no possibility of inserting bids).

IMPORTANT: To replace a user in Trading mode, the two users should return to the main page via the

"Auction" link (N1) of Figure 22. The first user to click on the auction description (M1) (Figure 19) or the "Access the Trading Environment" button (L1) (Figure 19) will enter in Trading mode.

3.3.1 Auction Details Screen (Trading Mode)

Clicking on the "Access Trading Environment" (L1) icon, according to Figure 19, the screen

below will open (Figure 22), considering that the auction situation is listed as "Scheduled". In this screen, one can view important information during the auction, such as:

(O1) Header: presents the description of the auction, stage, user mode (Trading or follow-

up), the start date and time and the auction situation.

(Q1) Ballast and Warranty: the user will have access to the information on Warranty

(R$), Qualified Energy (lots) Sale Ballast (lots) confirmed in the previous stage.

(R1) Bid History: displays all stages taken during the auction, as well as bid information.

(S1) Message History: displays the history of messages sent by the system and by the coordinator during the auction.

(T1) Product: presents for each company the initial ballast in quantity of lots, lots offered and excluded, among other information.

3.4 Access to the Auction in the "In progress" Status

In the "In Progress" status, users will be able to access the main page of the auction by clicking

on the auction description (U1) or "Accessing the Trading Environment" (V1) as shown in Figure 23.

The Auction Detail Screen will update information regarding Auction Status, Current Stage, and remaining time for the end of the stage, according to the header (O1) of the screen (Figure

24). Both profiles (Trading or follow-up) can access this screen, remembering that only the Trading profile can bid.

4. Auction Progress

The Existing Energy Auction will consist of two Stages:

� Firstly, the “Initial Stage” will occur, where:

o The sellers for Quantity Product will submit the quantity of lots for sale and the Bid Price.

o The sellers for Availability Product will submit the quantity of lots for sale, the

estimated value of Internal Consumption and Losses in the Basic Network and the Fixed Revenue that will be used to verify the ICB.

� Following, the "Continuous Stage" in which the sellers will submit Bid Prices associated with the quantity of lots offered in the previous stage.

� After the Continuous Stage, the "Bid Ratification Stage" may occur, in which the

Thermoelectric Project with Marginal Status, in the Availability Product, will participate, according to the Tender Document for Auctions.

IMPORTANT:

It is possible to identify the characteristics of each stage through the Auction Detail Screen (O1) header, according to Figure 24.

4.1 Initial Stage

Once the auction is started, users (both negotiating and follow-up profiles) will receive the notification shown in Figure 25.

On the first screen of the auction, bids will be submitted by all companies. If there are multiple companies, the window will display a scroll bar.

4.1.1 Negotiating Vision

4.1.1.1 Bid Insertion

The fields for insertion of information will be available for filling (Figure 26).

• Quantity of Lots for sale (W1).

• Bid Price (X1) for Quantity Product;

• Fixed Revenue (X1.2) for Availability Product, besides the Internal Consumption and the Losses in the Basic Network

Moreover, some Information is also available, such as:

• Initial Price (Y1) and Current Price (Z1) /current ICB (Z1.2) specifically for Availability

Product.

And the “save” button (A2) can submit bids.

By clicking on the “save” button (A2), the bids will be pre-launched and the new "change"

buttons (B2.1) (to change the entered values) and "submit" (B2.2) (to confirm the bid) will be displayed, as shown in Figure 27.

By clicking on the "submit" button (B2.2), the system will verify whether the value entered for a particular company is in accordance with the provisions of Tender Document for Auctions No.

05 and 06/2018 and in MME Ordinance No. 24/2018 (Systematics).

IMPORTANT: If you enter any wrong data and want to retype, it is necessary to delete the previously entered

information. To do so, click on the "delete" or "backspace" keys located on your keyboard. Such a change may only occur if the data have not been confirmed yet.

If the bid amount is less than 90% of the "maximum bid price," the system prompts you to enter

the amount again. If you are aware and want to confirm, re-enter the bid price (C2) and confirm the transaction (D2) (Figure 28).

If information is entered within the Auction criteria, the system will display a message requesting

confirmation of the submission. To proceed with the operation, click on "confirm" (E2), as in Figure 29.

4.1.1.2 Bid Cancelation

If you identify an error in any bid, the user must select the option "cancel" (F2 and/or G2) (Figure 28 and/or Figure 29).

The system will provide an alert message (Figure 30) and you can restate your bid, as long as

the time for that stage has not ceased.

To submit a new bid, you must first select the "change" option (B2.1) (Figure 27). IMPORTANT:

After the bid submission is confirmed (D2 and/or E2) (Figure 28 and/or Figure 29), the user cannot change or cancel the bid.

Once the bids have been completed for all participating companies, the auction details screen will be available to the user as shown in Figure 31. You will be informed that the company does

not have free options for submitting bids at this stage. None of the information on this screen

may change at this time.

4.2 Continuous Stage

In the “Continuous Stage”, the system will send two notification messages.

The Auction screen will be updated and the fields for entering "Bid Price" (R$/MWh) or "Fixed Revenue" will be enabled, as shown in Figure 34

For new bids to be received by the system, new "Bid Price" (R$/MWh) or "Fixed Revenue" (H2) values must be reported and confirmed (I2).

By clicking on the "confirm" button (I2), the system checks the entered value and, if the bid value is lower than 90% of the "Maximum Price", which corresponds to the "New Current Price" (J2), the systems requests the value to be re-entered.

If the user is aware and wish to confirm, re-enter the bid price (K2) and confirm the transaction (L2) as shown in Figure 35. Otherwise, click on "cancel" (M2) to give up and enter a new Bid Price.

It should be noted that this message is informative and does not prevent the submission of the bid at the price initially defined, as long as it is entered by the user.

If no value is entered or a value other than the previously entered price is entered, the system will send the message below (Figure 36) and reject the bid. The bid must be re-entered according to the steps shown above.

If there is no bid value lower than 90% of the "Maximum Price", the system will display a message requesting confirmation of the submission. To continue the operation, click on the "confirm" button (N2) in Figure 37. If you want to cancel the bid and enter a new value, click

IMPORTANT:

If you enter any wrong data and want to re-enter it is necessary to delete the previously entered information. To do so, click on the "delete" or "backspace" keys located on your keyboard. Such a change may only occur if the data have not yet been confirmed.

On the details screen, we can also see some important information, which is highlighted in (Figure 38):

• Each time a new bid is entered, the system updates prices (including the "Auction marginal

price" (P2)) and the status of each company to "Served" (Q2), "Marginal" (R2), or "Not

Served" (S2), according to the bid price currently in effect.

• At each new valid bid entered, the "time to end the round" (T2) is restarted.

It is worth mentioning that the Current Price is dynamic, that is, it will be adjusted with each new bid. Therefore, if there is a change in the maximum price, "New Current Price (R$/MWh)"

(J2), it will be necessary to adjust the Bid Price. Remembering that the Bid Price entered must be less than or equal to the current price,

subtracted from the Minimum Decrement. (Figure 39)

4.2.1 Bid Cancelation

4.2.2 Bid Ratification Stage

At the end of the Continuous stage, the Thermoelectric Project with Marginal Status, in the AVAILABILITY PRODUCT, will participate of the bid Ratification Stage, and it will be notified

of this stage as shown in Figure 41. For QUANTITY PRODUCT, this information will be available only in the Disclosure of the Auction Results.

4.3 Ratification

In the Ratification Stage, users must "ratify" bids (in order to agree with the sale of the quantity

of lots that completes the missing demanded quantity) or "withdraw" bids if they wish to give up continuing the process. To ratify bids, click on the "Ratification" (F3) button as shown in Figure 42 and then on the

confirmation screen, click on "Confirm" (H3), as shown in Figure 44. On Figure 43 it is possible to see the supporter mode of the same step.

To take off the bid, click on "Remove” (G3) on the details page (Figure 42), and then on the

confirmation screen, click on "Confirm"(I3) as in Figure 45

After confirmations, the System will update the Status (J3) of each bid to "Ratificado" (ratified) or "Retirado" (Withdrawn), as shown in Figure 46.

4.3.1 Closing the Continuous Stage

At the end of the step, the system will send a notification message, informing the closing of the stage and the processing of the Auction results, according to Figure 47.

IMPORTANT: In the event that the AUCTION session lasts longer than the AUCTION DURATION TIME, the COORDINATING ENTITY may, at its discretion, establish a "FINAL TIME FOR BID

INSERTION" at the end of which the CONTINUOUS STAGE must be terminated.

5. Results

After processing the results, the auction will be completed and the system will send a message informing all connected users, as shown in Figure 48.

At that point, the auction details screen will be updated and will display the final results of the auction, as shown in Figure 49.

Through this screen, the seller can also access the following reports: (U2) Bid History: shows all steps taken during the auction, as well as bidding information;

(V2) Message history: records all messages sent by the system and/or by the coordinator during the auction;

(W2) Seller summary: Results from participating seller; (X2) Buyer summary: buyer results with whom the contracts resulting from the Auction will be entered into;
