Individual Risk Factors
Examples of Possible Individual Risk Factors
• Parents’ lack of understanding of children’s needs, child development and parenting skills
• Parental history of child abuse and or neglect
• Substance abuse and/or mental health issues including depression in the family
• Parental characteristics such as young age, low education, single parenthood, large number of dependent children, and low income
• Nonbiological, transient caregivers in the home (e.g., mother’s male partner)
• Parental thoughts and emotions that tend to support or justify maltreatment behaviors

Child Abuse and Neglect in NC
If there is suspicion that a child is experiencing abuse or neglect, a report should be made to Child Protective Services at the county department of social services.
CPS staff will:
• Assess suspected cases of abuse and neglect
• Assist the family in identifying the problem
• Provide in-home counseling and supportive services to help children stay at safety home with their families
• Coordinate community and agency services for the family
• Petition the court for removal of the child, if necessary

Prevent Child Abuse NC (PCANC)
• Is celebrating 40 years as the only statewide organization dedicated to preventing child abuse and neglect before it ever occurs
• Focuses on strategies built on science to build strong families, safe children and supportive communities
• Offers a FREE training entitled Recognizing and Responding to Suspicions of Child Maltreatment (R&R), which is a self-guided online training that teaches the signs and symptoms to look out for with child abuse and neglect, what to do when they suspect it is happening, NC’s reporting law, and what happens after a report is made

Recognizing and Responding to Suspicions of Child Maltreatment (R&R)
• All new CMARC CMs must complete this separate online training
• The average time spent completing the material is around 2 hours
• No CEs are provided, but you will be able to print a certificate of completion, which must be shared with your supervisor
• You must answer 8 out of 10 questions correctly to print your certificate

After Completing the R & R Training• Locate your LHD policy on making CPS reports
• If a CM is concerned about the possibility of neglect or abuse occurring, discuss with the following with your supervisor:
• The situation and possibility of making a report
• Where the events should be documented
• Whether the family should be informed of the report
• How to respond if asked to provide records as part of any investigation; involve you HIPAA officer and legal counsel, as needed
Remember: making a CPS report is not punishing a family, but is seeking support to help the family balance risk and protective factors
